Japans Meteorological Agency immediately issued a tsunami advisory for the southern part of the country, but that advisory has since been lifted. That region is still recovering from a strong earthquake that hit yesterday. This is a video of a baby being rescued. At least nine people were killed in yesterdays shaking that also injured hundreds. People reported buildings swaying and even crumbling. That baby was fine. Back here at home, traffic finally getting back to normal after a big rig crash that blocked lanes on 880 early this morning. Quite the mess out there. Our chopper caught this video of the wreck that slowed traffic to a crawl for hours during this mornings commute. We have Team Coverage and start with bob redell live along the freeway in hayward. Bob, people were waiting for hours for this thing to get cleared up. Finally the freeway is clear. Reporter it is. Created quite a mess this morning, sam and laura. As you can see, theres southbound 880 above us. Youve got traffic moving at what would seem to be a normal speed. Down here street side were on the 8th street onramp to 880. Caltrans and chp have brought that overturned trailer so caltrans can offload the 40,000 pounds of wine. I see wine coolers, brandy. Theyre offloading it for transport out of here and doing it down here so theyre not affecting traffic on the highway above. The driver of the big rig hauling all this booze overturned after he and another vehicle collided on southbound 880 shutting down all traffic at one point. All lanes finally reopened within the past hour, around 10 00 this morning. One reason it took so long, these big rig trailers are made of aluminum and very filimsy. Chp say they could have played it safe and offloaded the cargo up on 880 but that would have kept lanes shut down a few more hours. Or try to give it a shot and try to use a giant spatula to slide underneath it and we were successful. We got it off. We were crossing our fingers, but two heads are better than one, so there were a lot of brains up there. Reporter so that gamble paid off. They estimate they saved around three hours of having this up there on 880. The driver of the big rig was taken to the hospital with minor injuries. The driver of the car that hit the stalled vehicle and the other vehicle who ran into the overturned big rig, both of them were treated and released. Chp is looking into witness reports that the driver of the stalled vehicle fled the scene at the time of the accident. Back out here live, they expect that the 8th street onramp to southbound 880, they expect it to be shut down another hour while they offload all this alcohol. The chp officer commented that this accident not only wrecked the morning commute but friday afternoons for some as well as there was a lot of bartles and james lost in this crash. That truck, very delicate getting it lifted up but we thank them for their support. Southbound 880 does show a little slowing just down below 60 miles per hour, not so bad. The robber actually said hello as the woman was walking past. Then she was knocked down so hard she needed stitches on her face. Really cant believe that. Police say that the suspect jumped into a dark fourdoor ford f150, a pickup with a shell on the back. The suspect was able to steal the victims black canvas bag. Police are trying to stop a rash of violence on east bay freeways. There have been 17 shootings in alameda and contra costa counties. Last night we went with a ridealong with Richmond Police who are working to crack down on gun violence. Police believe the shootings are not random. We know which gangs are feuding with who and which gangs are responsible for the violence, but as far as the specific person, thats what the task force is working on clarifying. One person connected to a freeway shooting in pittsburg was arrested two weeks ago. Since january, 30 guns have been taken off the streets, but no arrests have been made in that rash of shootings along interstate 80. Now the temperatures at 60 degrees in livermore and 60 in San Francisco. San jose at 60 degrees. Low 60s now, feeling a little bit more comfortable and our temperatures will continue to climb the rest of the day. As we break it down for berkeley, well be at 70 degrees at 3 00. 4 00 more of the same. And during the evening commute riding home with some comfortable weather and some sunshine, 69 degrees there. A look at all of the microclimates, into the low to mid70s for our inland areas. Right along the coast, 65 in pacifica. And the sevenday forecast, also at the bottom of the screen youll want to check that out because our temperatures do continue to warm over the next three days. Low 70s for fremont today. A heads up if you plan to head to the beach in this warmer weather. We will have some dangerous surf and some windy conditions. So far we dont have a high surf advisory. That was allowed to expire at 8 00 this morning, but still some high waves. Up to 12 to 18 feet and some very strong rip currents possible and a Long Duration in between those waves. This is a family neighborhood. We looked at signal timing, weve given some better signage, we put some additional striping in the street. The mta is just now completing the project. Just ahead, why the School District says its not their problem. Office for bad behavior is one thing, but at certain schools getting sent to the Principals Office for bad behavior is one thing, but at certain schools in the bay area we discovered the punishment for kids can be a lot more severe and can lead to your child getting arrested. We continue our investigative series on how a School Districts policies or lack of policies are giving children criminal records for what some consider child misbehavior. Reporter guys, our reporting revealed that certain School Districts in the bay area are calling police on their students a lot more often than even some of the largest School Districts in our region or even the country. After months of avoiding our questions, one of those School Districts is finally talking to us. They say kids on their campus are not getting criminal records. But as youll see tonight, thats just not true. Right here i was probably running. Reporter kai can still remember what he spent his entire High School Career trying to forget. It all happened three and a half years ago on this grassy quad at leland high in san jose. Kaism was just kai was just 15 years old. My friend told me it would be pretty cool if a freshman went mud sliding. It was a senior thing. The quad was muddy, perfect to slide on. So what did you do . Slid on it. Reporter kai did flips across the field during lunch and classmates cheered him on while some got it on video. How long do you think you were on the field . 30 seconds maybe. I did a couple of somersaults. They asked me to step off the grass and i stepped off. Reporter kai was suspended for four days but a Campus Police officer also gave him, this a juvenile citation. Did you ever imagine that would lead to you having to meet with a probation officer . No. Reporter getting that citation means that kai was technically arrested. He was cited for trespassing at his own school and disturbing the peace. Raylene is his mother. Im not saying that my son should not have been disciplined. Im upset that theyre taking it to a new level. Not something that you think a student should have been arrested for. No. Reporter a probation officer ruled that kais actions were not severe enough to recommend criminal charges. Raylene and kai thought that was the end of it until they saw an investigation of ours. A child can still be left with a criminal record . It will still show an arrest on their rap sheet. Reporter it revealed kids that receive juvenile citations could still be left with an arrest on their criminal record, even if the Probation Department decides not to pursue charges. Hi there, i had a question for you. Reporter we were with kais mom when she decided to call the Probation Department to see if her son was also left with a criminal record. All right, byebye. You have a juvenile record. Reporter deciding when to involve police can vary from school to school. San jose unified contracts with the San Jose Police department to place officers at 14 schools. But last year we discovered theres no written policy to detail what exactly those officers should be doing on campus. As much as this is affecting our children, its affecting our Law Enforcement officers too. We need to protect both sides. Reporter for raylene its personal, poelt both as a mom a former sheriffs deputies. If an officer is a canine handler, he goes to canine handling school. If he goes into narcotics, they get training for the job theyre doing. But were sticking officers in schools with no additional tools. And its not okay. Reporter the department of justice recommends 40 hours of additional training for school officers. But we discovered the San Jose Police department only requires 30 minutes. We just contract with the officers. We cant make them train their officers. Reporter the director of Student Services for the san jose unified School District, which raft year referred 203 students to Law Enforcement. Down from 280 the year before. Certain students are still being impacted at disproportionate lehigh rates. Hispanics students like kai make up 53 of the School District but total 73 of the students sent to police. No student thats attending our campus is gaining a criminal record because of something weve done. We dont focus on arresting or sending kids away. Thats completely counter to what an educator should do. But that is whats happening. That is not happening in my School District. But in a Single School year, 283 kids in your district were referred to police. Okay. So it is happening. Kids are cited on our campuses sometimes, yes. And do you know that this can give them a criminal record . I know what happens when i issue my own consequences. I dont know what happens when police issue their consequences. So you have no idea that these kids are getting criminal records . I wouldnt know that one way or the other. But dont you head discipline for the district . And i take care of discipline for the district. If consequences go beyond that into the legal realm, thats not our purview, thats not our business. Kai believes they should be. Theyre ruining kids lives. Reporter hes now a senior and graduates in june but his mother worries about his future. Wherever his career may take him, if this information is pulled up, it doesnt explain my child was sliding on the grass at lunchtime. All people will see is trespassing. San jose police tells us their officers look to School Administrators to find out when it is appropriate to give a juvenile a citation but the officers do have the final say. Following our investigation, san jose pd hopes to have a written policy in place by next school year to detail the responsibilities of its schoolbased officers. All of these olympic swimmers that train at the pool every day, literally putting in hours and hours of work. A fraction of a section makes a difference. As we take a live look now in San Francisco, bright, beautiful sunny day as our temperatures warm up. Lets check out some of those reservoirs. Looking in parts of northern california, folsom lake at about 79 . 92 , 91 for lake shasta and trinity lake at 58 . Now, even though it seems like some of these numbers are a little bit low, they are very close to the historical average and they are not going to be all the way at capacity. Lets head to the central parts of the state where don pedro at 64 and just 50 at san luis which is actually pretty good. But then were doing the worst in Southern California where they are not close to the historical average but still seeing some of those lake levels at capacity at about 58 in spots like Millerton Lake and castic lake at about 44 . Some of that will be going up as the snowpack in the sierra continues to melt, so were just now at the very beginning of that snow melt starting to happen. Lets bring it back home as our temperatures are very warm, starting to warm up, in the low 60s now, feeling very comfortable. Well break it down for livermore now, 64 degrees at 1 00. By 3 00 were up to 70 degrees. Into the low 70s today and a nice evening for being outside and enjoying a nice night as our temperatures drop down to 56 degrees by late tonight. As of now we have wind coming in from the north at 20 to 25 miles an hour. That stays up through the day and that will also help create some choppy conditions and some high swells on our coastal beaches. Tomorrow the winds start to rush in from more of a northeasterly direction and pushes that wind offshore, so no ocean breeze and warming temperatures for the next couple of days as our highs go from the 70s today into the 80s and even some mid80s for those inland valleys. High pressure allows those temperatures to soar as it fights back that onshore flow and also causes the air to sink. As the air sinks, it warms and also gives us allclear skies. 70degree temperatures right along the coast, some upper 70s in San Francisco and then some 80s for the inland area. So watch out for those warm temperatures. You may even have to crank the air conditioner on for a little while but i think this will be perfect beach weather with 70s and 80s, up to 77 in San Francisco and even 83 degrees on sunday. Daytime lineup sam 2 shot a young mother is accusing Georgia School officials of abusing hy welcome back. A young mother is accusing Georgia School officials after disciplining them using a paddle. The video has reopened a debate over whats proper punishment in school. We have to say right at the top that the use of Corporal Punishment by School Officials is legal in georgia, and they say its clear the 5yearold did violate the schools code of conduct at his elementary school. Were going to do it. [ crying ] help me. This morning this video viewed more than a million times on social media is igniting a firestorm of controversy. A 5yearold child being disciplined by the principal. One hit with the paddle. You can hear it. It was emotionally devastating. I dont know how else to describe it. The boys mother, sheana perez, says she pretended to text so she could record this video. She wanted people to see it. She didnt dispute her son did something wrong. He was trying to run around in the bus line and they were trying to catch him and he spit on them. According to Jasper County schools handbook. Corporal punishment is allowed for conduct violations, including spitting. Im only going to do it one time unless you wiggle around. Perez says shes been in a longrunning dispute with the principal over her sons attendance, out 18 days. She says hes been sick but under georgias truancy law, she was sent to jail. According to perez, when she tried to take her son home to avoid the paddling, School Officials called police. Perez thought that meant shed have to go back to jail so she consentinged to one hit one time. The School District said legally it cant comment on the specifics of this incident and Corporal Punishment is only used with parental consent. They are investigating the incident and looking into discipline policies. The sheriff says based on the videos there would not be probable cause for any criminal prosecution of any administrators. On social media, strong reaction. One person writing no teacher has the right to do this. Another, if more parents spanked children at home this wouldnt have to happen. I feel like this is going to ruin his last few weeks of school. He hates school now. Does not even want to go. Whatever you think, its tough to watch. Perez is planning to meet with School Officials later today. The department of education says more than half of georgias School Districts practice Corporal Punishment and it was used more than 11,000 times.
