Good morning to you, kris and scott, to honor and remember San Jose Police officer, michael johnson. The city and state have come together to do something thats usually, typically reserved for Highway Patrol officer. What theyve done today is theyve renamed a section of highway 87 after officer johnson. Within the past hour at the great oaks parkway, San Jose Police station in the south county, the department brass, mayor, and officer johnsons family, they dedicated, quote, memorial highway. The city unveiled a mockup of the sign with the officers name. They had the ceremony here, because it would have been too dangerous along the very busy highway 87. The section of highway 87 that is named after officer johnson will run from interstate 280 south to highway 85. If youre not familiar, this is a major corridor for commuters driving to and from work in silicon valley. It is exactly one year ago today that officer johnson, a 14year veteran of the force, this is when he was killed in the line of duty. He was responding to reports of an armed suicidal man at an apartment complex on center road. That man shot and killed officer johnson. One of johnsons fellow officers returning fire and killed that suspect. Now, we just spoke with officer johnsons mother, who explained to us why it means so much to have this particular section of highway 87 named after her son. Back in the 1990s, while 87 was still under construction, she and her son would sneak out, out on to the unfinished road, and ride their bicycles together. We were kind of breaking the law a little bit there, but, you know, it was great, riding on the freeway. You know, we would just take our bikes out there and ride, and it was like mom and son time. It was really awesome. It is an honor, a blessing, but also, i know its going to be very emotional, every time i see that sign, because i know it just reminds me more of his loss and it hits me right here. It took a resolution from the state legislature to get this section of road named for officer johnson. A sign bearing his name as you head south on 87 right at interstate 280. That sign is already up. Whether or not its been uncovered, were not clear on that as of yet. Reporting live in san jose, bob redell, nbc bay area news. All right. Thank you, bob. Well, californias historic drought is not over yet, but weve gotten way more than a drop in the bucket. Heres a live look at shasta lake from a caltrans camera. If you can see it, you can tell it is almost nearly full. Lets go to meteorologist kari hall. Very good news for the drought when you see the biggest reservoir in the state kind of full. And the most improvements have been in Northern California, where we are seeing not as many of the dark shades of red. Now, this bright, dark red does indicate that there is still an exceptional drought there. And that extends for the Central Valley, over towards the southern sierra, and down to l. A. Now, in the bay area, we have seen some major improvements. This time last year, we were in an extreme drought. Now, for most of the peninsula into the north bay, we have this shade of yellow which shows we are abnormally dry. And then you head over towards the east bay and over the hills, still a severe drought, but once again, weve made some significant improvements. And we are in a stretch now of some drier weather. Looking at the sierra, we also have gone from 9 of the normal snowpack in the sierra to 92 at this point. But there we still have that moderate to severe drought also in that area. So well be talking more about if theres anymore rain or sierra snow in the forecast. Thats coming up a little bit later. All right, kari, well watch for it, thanks. Now to the developing story and the terror investigation out of brussels. The manhunt for a third bombing suspect continues. Meanwhile, belgium continues to mourn the victims killed and injured in the terrorist attacks. Nbcs Steve Handelsman has more from brussels. Reporter here in central brussels, in front of the old bourse building, again, a big crowd has gathered to memorialize those who lost their lives in the tuesday attacks. You can see the things that have been put down to remember those who were killed and injured, and you can see the faces of those who have come here to grieve. Many of these people say, they are concerned about more attacks, because the police are still searching, they say, for at least one, and maybe more than one, of tuesdays attackers. And police are sending mixed messages about how many terrorists got away tuesday. Was it just the mysterious man in white, or two men being sought, or more than two . Did police miss opportunities to look closer at airport bomber, ibrahim bakraoui. He had a criminal record in belgium, turkish authorities released a new photo of him today. Say they warned belgium that bakraoui was an Islamic Militant when turkey arrested him and deported him a few years ago. Now hes dead. His brother, khalid, is dead, said by police to be the bomber at the train station. But whos alive . Is it one, is it two . Is it more . The assumption here is, if they can, they will attack again. Back here at home, the death of a small dog that was killed by a coyote in San Francisco has worried neighbors, asking the city to take action. In fact, theyre asking right now. Stephanie troung is live at city hall where the talk is focused on how to protect not only pets, but people, children, from what appear to be a growing number of coyotes in residential neighborhoods, steph. Reporter thats right, kris and scott. In fact, were just learning about the latest encounter with a coyote near stern grove, near San Francisco state. A woman saying she was walking her dog yesterday morning when she saw a coyote following them. She grabbed a stick, waved it, tried to do what she could, but she said the coyote was in, quote, attack mode. She was able to get away just fine, but her question was, what do we do now . Coyotes are not new in the city, but they are showing up in new neighborhoods, like balboa and engelside tariffs, where theres signs warning of coyotes the after a dog was killed about a week ago. Is it the latest report of one in the city. Right now the Presidio Trust all talking, what to do with coyotes. And so far, what ive heard this morning is experts saying, managing the population will be layered. The problem is, you cant just kick them out, because new ones will move right in. And experts say there will be more coyote attacks and encounters, quote, like clockwork, because the parent coyotes do not want any dogs in their areas. Theyre a perceived threat to the coyote pups. So he wants more signage to keep people and their pets and children away from these areas that are known to be coyote territories. They want a real longterm talk out of todays findings. And its very personal for him. He has an english bulldog. And this is an issue, he says, he understands is hitting home for a lot of people. It is packed inside. Coast guard this morning is trying to get crab fishermen ready for the start of the season. Just about every available boat is expected to hit the water tomorrow morning. Crab season has been on old since last fall. You might recall, you didnt have it for thanksgiving. But that officially changes at midnight tomorrow night. So the coast guard is warning the fisherman not to overdo it. Stressing that crabbing is the deadliest commercial venture that the fishermen are involved in. What they do, they put a lot of crab pots on their vessels, go out and see with el nino, rough offshore weather weve seen, it can get very rough and the vessels can capsize, the fishermen can end up in the water. End up in the water because of el nino, but also because theyre tired and have outdated safety equipment, in some cases. The season has been delayed for months because of a toxic algae bloom that left crabs off the coast unsafe to eat. A stabbing suspect is behind bars after a standoff that lasted hours. It started last night around 7 00 in the bay view neighborhood of San Francisco. You can see the suspect will be taken into custody here, actually in a wheelchair. Police say it all started when officers responded to the calls of a suicidal man. When police arrived, they found that mans wife had been stabbed twice. She was rushed to the hospital. Shes expected to survive. And thats when the standoff began. This happened near underwood avenue in jennings. Were still trying to learn more about the suspect. Well bring you the latest when we get it. New at 11 00, an alleged hitandrun driver was very easy to spot because he was painted in gold. The chp posted these photos of 21yearold demaj cook to facebook today. Officers say cook hit three cars on eastbound i80 in berkeley and an offduty officer saw it happened, followed the suspect to the central offramp, where the suspects wheel fell off. He is facing dui and hitandrun charges. We dont know exactly why he was painted gold. Also new at 11 00, look at what somebody found on the side of the road in fremont. Theres a sea lion. The Marine Mammal Center Heading there to pick that up. They named him ozzy, found off of ozgood road. Its a mystery how he ended up so far away from the ocean, but he looks okay. That is a sign they have too much floor space themselves and need to get rid of it. A study by cushman and wakefield says that office subletting is at the highest its bn since 2010. Extra space or empty space is one of those things we look for when we look for signs of a slowdown. Big news in sunnyvale this morning. Activist investor Starboard Value has nominated a new board for yahoo . Starboard will take that to the shareholders in a vote. We think that will happen in early june. If they win, a lot of execs will be out at yahoo . And as we first reported yesterday, there are rumors that virgin americas biggest investors are looking to sell their shares in the airline. Investors like britishbased Companies Run by richard branson, apparently looking to get out. Virgin recently turned a profit. Its one of those companies that makes money, but if youre an investor, youre to the going to get rich on the stock price. Nobody got rich on the dividends of airlines. Those two stations were shut down last week because of a mysterious power surge. The problem has also been spotted inside the transbay tube. A San Francisco tour bus driver says it wasnt his fault, but an investigation revealed it was, indeed operator error that led to this dramatic crash last november. That bus barreling out of control for several blocks, caught on video. Investigators say the driver likely panicked and mistook the accelerator for the break. Yesterday, driver kenneth ma mallvar defended his driving. They say i didnt know my gas pedal and my brake pedal. To me, thats absurd. Because i know my pedals on the vehicle. Malvar was cited for speeding and hes hired an attorney. 19 people were injured in that crash. Well, they cannot go back home. Tenants fighting to return to their apartments in pacifica that are literally hanging on the edge of a cliff go a no. Last night, tenants argued that the building is still standing, and so they should be able to go home. Meantime, tenants say, otherwise they are homeless. But after hours of testimony, commissioners voted to deny that appeal, saying that their lives would be in danger. From what we saw in the written and the verbal presentations here, it does appear that it is an unsafe structure at this point. Many tenants, again, say they are homeless. The Building Owner says he plans to appeal the commissions decision. Hell have to do that in court. But well remind you, that 310, 320, and 330, theyve already been demolished, on the same cliff. And you see on the video how close that is. Its hard not to agree with the commission. Lets check in with your weather. I stepped outside for a minute, kari, glorious in the south bay. Now, as we take a live look now at san jose, we start out with nothing but clear blue skies out there. It was so chilly out there this morning, but look at where weve warmed up to. We were at 62 degrees in the south bay. 60 in the east bay. 62 in San Francisco, as well as the north bay. Peninsula is still at 59 degrees. As we get a close look at the east bay now, in livermore, it is 61 degrees. Dublin, 62. And its 59 degrees in castro valley. So we continue to go up from where we were this morning. Some spots hitting the upper 30s, but mostly lower 40s. In San Francisco, we are going to see some mid60s into early afternoon. By 5 00, as youre heading home from work, you want to make sure you have those windows down and taking in all of this nice, cool air, as we will continue to have our temperatures that are in the 60s throughout the day. A look at all the microclimates in the low 70s in the south bay. 67 degrees in the peninsula, san mateo, and in San Francisco, the financial district at 68 degrees. Napa, 72. Brentwood looking at 74, for a high. And livermore, today, right at about 70 degrees. Weve had some calm winds, especially inland. But as you look at the coast, look at half moon bay. The winds coming in from the northwest at 52 Miles Per Hour later on this evening, and it stays windy into tonight. So that could create some choppy wave conditions. And for the rest of the bay area, we are seeing some high pollen levels. And that wind is just blowing it all around. Its mostly oak at this point. We have moderatetohigh levels of oak pollen and mulberry and ash. Also at moderatetohigh levels, low amounts of mold. But if youre sneezing, well, thats probably the reason why. We will continue to have High Pressure at least for the next couple of days. You can see the sevenday forecast at the bottom of the screen. We will have some 70s and then the weather pattern changes. The High Pressure starts to shift to the south. Dropping in some cooler air, and with this coming in from north to south, it wont have as much moisture, but could be just enough to bring in some light snow to the sierra. Cooler temperatures and more clouds for the bay area, and a slight chance of rain to start next week. This weekend, we are looking at a beautiful easter weekend. On saturday, for those easter egg hunts, we will have low 70s in the peninsula, and also looking at temperatures in the upper 60s on sunday, with more clouds in the mix. On monday, we were the first to tell you about a hayward 13yearold who says she was bullied and called a terrorist because shes muslim and wears a h hijab. For the first time, were getting an oncamera response from School Administrators getting involved. Cheryl hurd is in hayward as the aclu is about to get involved. I need to do something about it. Reporter in our exclusive interview on monday, Nikki Hussein first went public by keeping her face private, explaining how she was bullied by a classmate for wearing her hijab. Now her story is getting attention from civil rights organizers. As a district, we need to ensure all of our students feel safe and welcomed in our schools. Reporter nikki says she does not feel safe and never felt welcomed in this School District. She says as a third grader, she started wearing her religious scarf at ruus elementary school. She said she was bullied so badly, she stopped wearing it until now. Im proudly wearing it now, im just scared about what happened last thursday. Reporter thats when she says a classmate tried to pull off her hijab and called her a terrorist. What we understand is that the student involved will not be at the school for the near future. Reporter the council for the islam relations says muslim backlash is a big country in this country and is affecting young people. I think theres a lot of fear that this student behavior gone unchecked. Reporter nikki wants that behavior to stop. The alleged incident is under investigation by the School District and campus police. In hayward, cheryl hurd, nbc bay area news. There are better ways to use our money than to pay some guy to sit in his car and do that. I mean, seriously and parents outraged by what our hidden cameras uncover. Im vicky nguyen. A peninsula city hired guards to watch atrisk teens. What some were doing instead. Welcome back. An nbc bay area investigation has uncovered accusations of criminal behavior and neglect by some of the security guards paid to watch the Railroad Tracks on the peninsula. Senior Investigative Reporter vicky nguyen first broke the story about three rogue guards arrested on burglary and drug charges. She joins us now with details on the new guards on the job. Vicky, were not talking about robbery and drugs, but we are talking about Something Else thats just as offensive to people. Thats right, kris. We really wanted to know, has anything changed from the first set of guards to the new set . After our first report last month, palo alto city leaders assured us they hired a new company to man the track watch programs and spot these atrisk teens and they said these guards would be more alert and professional. But our hidden cameras documented a different story. With their neon vests and plastic pods, the Cypress Security guards are hard to miss. But when night falls, some guards are hard to find. Its, an hour. Its been an hour that no ones been here. Theyre supposed to stand watch around the clock, every day, at three train crossings, and the california avenue train station in palo alto. Sites where vulnerable teens have taken their lives in one of the countrys worst series of suicide clusters since 2009. 10 39 at charleston. Still no guard. The pod is open. Its been over an hour. Reporter but who watches the watchers . The Investigative Unit spent four nights on surveillance. 10 01. Churchill, 10 01. Guard post is empty. Reporter night after night, our cameras caught guards absent from their posts for hours, texting on their phones, and even one guard fast asleep in his car for more than an hour. The city hired Cypress Security to replace the previous contractor, val security after finding val guards absent from their posts and being inattendative inattentive, but last month, our investigation uncovered Something City leaders say they didnt know. Three val guards with criminal backgrounds, arrested while working for the track watch program. One convicted of burglarizing several homes while he was on the clock. The new 400,000 contract with cypress will cost the city more, paying guards nearly double the wage at 22 an hour. The city also implemented more stringent requirements, saying guards must demonstrate a minimum of average intelligence and dependability. But days after our first story aired, another track watch arrest. This time, Cypress Security guard, luke souer. Souer pleaded not guilty to charges of lewd behavior after Police Allegedly found him near the tracks, slumped in his car with a bottle of wine and his pants unzipped. According to records obtained by the Investigative Unit, souer told police, for every night shift he works in palo alto, he masturbates in his vehicle. These are our tax dollars. There are better ways to use our money than to pay some guy to sit in his car and do that. I mean, seriously reporter dena dirsch is the mother of twins graduating in june. She says her daughter has struggled with depression for years. Dena reached out to us, because they want to destigmatize the conversation about Mental Health. She was in like, fifth grade, yeah, it was pretty early. And we were surprised, because i didnt realize that kids that young could be depressed. Reporter she supports the effort to protect teens, but questions the citys lack of transparency. Nobody is telling us anything. Reporter what is it you want to see at the tracks . I want there to be more transparency. I want them to utilize parent input and, you know, stop pretending that they can use our tax dollars any way they see fit. Can you talk with us we kind of said we werent going to do that. City manager jim keen is in charge of overseeing contracts. How are you . Reporter we caught up with keen before a city council after the city declined our interview request to discuss concerns about track watch. How is the city ensuring that the guards are on duty and doing their job . What weve done, weve spent lots of money contracting and hiring guards to guard the track. Were developing technology and come on in. Come on in. Remote technology right now were going down. Reporter keen says palo alto is doing more than any city in the country to address Mental Health. Do you think the city is being transparent about this . Yes, i do. Reporter meanwhile, back on the track, the guards we watched left their posts unattended during critical hours in the night, while trains were still running. And the guard has been in his car text messaging. Reporter one guard texted for an hour in his car, parked down the street from his post, left for another hour, and then came back to eat for half an hour. He finally took a quick stroll to his post and then returned to his car. We reached out to Cypress Security. The owner acknowledged the concerns, but said guards have intervened in several instances to prevent injury. And he noted the Company Conducts unannounced checks at each site, to ensure compliance with Company Policies and expectations. City leaders tell us they have not received any complaints about cypress, but declined to say if they will make any changes. Youre still responsible. Youre the one paying the bill. And we as stakeholders need to know whats going on. Youre accountable to us. Thankfully, the media is helping us to be on top of it. Now, the city says it has received feedback from Mental Health experts that the track watch program has deterred teen suicides. They say the goal is to increase safety and foster a positive relationship with the community. All of this, really, underscoring the importance of finding the right people for the job, scott and chris. Vicky, we were a bit surprised to see what that pay raise, 22 an hour for folks to sit there and baby sit. Do they have any Mental Health training when theyre you know, if they see somebody trying to get on the tracks . Thats a great question. Our understanding from the contract is that these guards are background checked and they are supposed to have a guard card. But really, theres no way to follow up and find out if they do without checking the names of all of those guards. And that information has not been made available to us. Though taxpayers are paying for it . They are paying for it. And i think it is iortant to note, you know, these guards arent supposed to be Mental Health professionals, trained psychiatrists. They are supposed to be one element in a system of deterring these teens from potentially taking their own lives. Its a really important job. But when you see what our hidden cameras captured over a fairly short amount of time on surveillance, it makes you question whats going on. And if this is the best use of the funds there. The socalled bearded bandit suspected of robbing more than a dozen bay area banks is back in jail this morning. Police say he was recognized while trying to buy razors to shave off the beard. The man was spotted at a brentwood cvs yesterday. He took off in a car, leading officers on a chase throughout brentwood, but was eventually caught. Investigators suspect hes robbed more than 15 banks in 5 cities and gotten away with nearly 30,000. The fbi has not yet released his name. Police arrested joshua cano for last months shooting on highway 242. During the investigation, officers identified the 18yearold as driver of the suspect car. Officers say cano is a member of a gang. Authorities say this shooting not related to the seven freeway shootings that have happened in the east bay. And some of the same lawmakers looking into dangers of concussions in football are Getting Campaign contributions from the nfl. Researchers at berkeleybased map lite say over the past eight years, the nfls Political Action committee has handed out about 300,000 to lawmakers who are reviewing concussion research. Members of the house, energy, and Commerce Committee began informal hearings last week on nfl concussions. Maplight says 41 of the 54 members received money from the nfl. And a follow up now. You will get a warning about radiation dangers if you buy a cell phone in berkeley. Last year, supervisors approved the ordinance, which is the first in its kind anywhere. It requires phone customers to receive warnings about potentially unhealthy radiation levels. Earlier this year, a judge cleared the way for that law to take effect. Yesterday, the cell phone industry requested an injunction until its legal appeal plays out. But the chronicle report judges sided with berkeley. And uber wants hackers to crack their system. The hacking reward Program Starts may 1st and will last 90 days. Hundreds of People Living in a lowincome apartment complex in san jose are about to be displaced by a new highrise. Theyre trying to get financial help from their unexpected move. Nbc bay areas robert honda has more from that complex. Reporter many residents at the old 216year reserve apartments on winchester boulevard say they know it was an uphill battle to save their homes. A Huge New Development to replace the reserve by next year will offer more than 600 units, as well as retail shops and a parking garage. The city approved the project and residents will have 120 days to vacate once final permits and other steps are completed. Its going to be difficult to move out, yeah. They are angry san jose doesnt require developers, in this case, ray Star Real Estate partners, to provide relocation benefits. Gray star did offer tenants housing in other gray star complexes, but at a much higher rate. Some of these are lowincome people, this is rent controlled. So 216 units, which may be 500 people, are looking for more lowincome housing. Reporter jones office told tenants and nbc bay area the councilman will propose requiring developers to provide money to displaced tenants. And in a separate move, set up a citywide relocation policy to ensure tenant assistance in the future. Any help would be appreciated. Anything would be nice. Everybodys totally stuck here at the moment. Reporter nearzero visibility creating unsafe conditions for pilots and drivers. Crews worked through the night to rescue hundreds of stranded motorists. You couldnt see one foot in front of your face. Reporter but for those who have been missing winter this winter, a chance to make up for lost time. I mean, you really cant beat that, especially when you take a look at that video from denver. Now at 60 degrees in the east bay, 62 in San Francisco, the north bay at 62 degrees. And as we get a closer look, we have some upper 60s in a few spots. And healdsburg is now at 62 degrees. Its 61 in vallejo. Well have some 70s today in the south bay. In san jose, 72 degrees. Palo alto, 71. The financial district, up to 68 degrees. And 71 in fairfield and fremont, as well as san ramon. The sevenday forecast will be coming up at the bottom of the screen. Youll with able to see how our temperatures will be in the 70s, and then cooling down into the 60s next week. And weve been talking about the chance of rain in the forecast. And our current drought status. We still have this large area over the Central Valley and extending down to l. A. , where we have this exceptional drought, still going on. In Northern California and here, weve had the most improvement with abnormally dry conditions in the north bay, down the San Francisco, into the peninsula in san jose. We have a moderate drought, and then it becomes severe, as you head over those east bay hills. And as far as the sierra snowpack, we do have quite a bit of snow on the ground. But we are still not at normal. We had a lot of work to do, considering that last year, we were only at about 9 of normal. The statewide average now is at 92 . So we do have a lot of snow in some spots. Over 60 inches of snow at the base, thats still on the ground. And we are getting very close to the allimportant april 1st snow measurement. So hopefully well get a little bit of snow in here, in the forecast, within the next week or so. And looking at our change in the weather pattern, weve had dry weather, but this area of low pressure will drop in from the north, and bring in a slight chance of snow next week. Right now, it looks like those snow totals will be light, but thats better than nothing. And also some cooler air moving into the bay area. This weekend, another nice one. Highsi highs reaching into the mid70s in the south bay and cooling down into the 60s for many spots. In the north bay, up to 70 on sunday, with more clouds in the mix.
