Were taking a look at healdsburg where we see the rain is coming down and we will continue to see that streaming into the north bay and eventually into San Francisco as the system starts to work its way farther to the south. Now looking at pockets of heavier rain moving right around point reyes and approaching santa rosa, so you may have some tlan produ that produces some gusty winds and some rain before it moves on. This is the futurecast and we should get a little more coverage of that rain across parts of the east bay and south bay as we go into early this afternoon and then some spotty showers into tonight and also early tomorrow morning, but mostly in the north bay. There could be more delays in the sierra lamar murder trial as the suspects attorneys are asking for more dna evidence. There were 12 dna profiles found on lamars pants. One of those profiles was the suspects. Now his attorneys are requesting the profiles of the 11 other people. Day Damian Trujillo is working to get more information. If the defense gets the way to examine the evidence ahead of the trial, that trial may not start next month as scheduled. Sierra lamar disappeared four years ago. Her body has not been found. This past weekend was the anniversary of her disappearance, the week of it, and her family spent the weekend in morgan hill still looking for her. The city of santa clara say the niners are supposed to pay almost 25 million in rent every year to play at levis. The niners say it should be adjusted closer to 20 million, citing a clause in their lease. The city says the team is now holding rent payments hostage. To the best of my knowledge the payments stopped coming in for the rent at the end of december and there have not been any payments received for january, february or march. A Team Spokesperson denies it all. He says, quote, the most recent facility rent payment made pie the 49ers was on march 16, 2016. The full 24. 5 million will be paid by the end of the fiscal year on march 31, 2016. Whatever the case, the team is still pursuing what it calls a rent reset pegged to revenue changes and updated development costs. Kari said scattered showers for this morning, so i wore rain poo boots and then i was bone dry. In san jose yesterday we were waiting on that rain and it poured pretty much all day off and on in San Francisco and on to the north. Were still seeing rain in the north bay. You can see low clouds and some showers but then heres a look at sunol where we havent seen the rain moving in yet and it is nice. We have the sun breaking through those clouds. We are starting to see a few more of those showers more widespread over the north bay and starting to make it into San Francisco and parts of the peninsula, but a closer look as that rain moves through napa. We see some pockets of heavier downpours. You can tell by the brighter shades. And then extending over towards dylan beach we have some rain there. Into San Francisco, some light showers now coming down on the golden gate bridge. Now the temperature is at 59 in livermore, its 62 degrees in concord. Also 62 degrees in San Francisco, about the same in san jose. As we go hour by hour, well still see that sun coming through the clouds every now and then. Some showers for the next couple of hours. Even in the evening well be at 58 degrees during the evening commute and then still have a chance of rain so one of those instances where you have to keep the umbrella handy just in case. We have breezy and Cool Conditions out there because of this front that is now passing just to the east of us but Still Producing some scattered showers. That will be the case later on today. Here we are at 4 00. We may start to see more of that activity moving into the east bay and moving closer to the south bay. More spotty rain overnight and then it starts to taper off as we go into early tomorrow and some drier air moving in behind that. As far as how much rain we could see on top of what weve already had, yesterday they had about a half an inch in the north bay, we could another quarter inch on top of that. Over the next couple of days well be in the 60s and drying out, getting a lot more sunshine in the south bay peninsula and San Francisco. Reporter according to new government data, 58,495 bridges have been deemed structurally deficient, from americas heartland to the nations capital. Right now im standing on the arlington Memorial Bridge here in d. C. We are getting rare access down inside the bridge. This one is so bad, in such critical condition, theyre making me wear these gloves because all the lead paint thats chipping off. Theyre going to make me wear this hard hat because believe it or not concrete chunks all off this bridge. Even officials are sounding the alarm. Charles borders is in charming of this bridge for the National Park service. Look at this, this is the roadway and theres metal feeling off of it. This beam is holding up the roadway too. All this concrete is gone, totally decayed away. Look at this flange, paper thin. This is where the cars are going. You can feel the cars right above us. This beam is holding the bridge up. Reporter but what we see next is even more disturbing. This is the support for the entire bridge, just completely rusting away. Look at this, jeff, completely gone, these bracings. Over here look at this, right here, completely gone. Reporter you can put your hand through that. Yes. All of this just rusting from the inside out. Terrible. Were terrible. And its getting worse by the year. Reporter we went straight to the secretary of transportation, anthony foxx. According to your own a, the government data, there are 58,495 bridges that are deemed structurally deficient. Is that acceptable to you . No, its not acceptable. Its embarrassing to this country. Its one of those things its not just money, its also emphasis. Its where we put our money. Doesnt the buck stop here as the secretary of transportation for you to fix this now and figure out how to get this money spent more wisely. No one has argued more strenuously for fixing these issues than i have. Congress has to pass a package with our resources to handle the problem. He said the entire system is broken. States get federal money and spend it as they wish, with little federal oversight. Bureaucracy as bridges continue to crumble. At 11 36, youre going to see more officers on the streets in downtown palo alto. Theyre responding to an increase in crime, which included a strong arm robbery. It happened in a parking lot on emerson street. Police say two men robbed and asolid a man in his 20s tag team style. One of them punched the victim while the other man stole his phone. He began screaming for help, at which point the suspect grabbed him in a head lock to keep him from prevent him from yelling for help. As he continued asking for help. The victim did not suffer any serious injuries. Police say its possible that a gray toyota camry near the scene of the mugging could be connected to the crime. Two burglars in the east bay busted all because of one alert citizen and a canine officer. This is the police dog perched in front of stolen property found inside that white sedan which also turned out to be stolen. Police say neighbors spotted a man and woman stealing several items from cars and porches. Police tracked the two suspects down. One got away, but thats when the canine officer came in and found him nearby. And its not just the canines that will have their eyes on you the next time you walk through a major airport. Reporter but this agent, who weve been asked not to identify for security reasons, is what the tsa calls a behavior detection officer. Theyre basically looking for behaviors of passengers or people who are seeking to deceive, who dont want to get caught. Who have a fear of being caught. Reporter also for security reasons, we werent allowed to record the actual questions the agents use when they talk to someone who fits the profile, but we were allowed to talk to this agent if we didnt show his face. You have to keep an eye on the area. Reporter behavior detection officers go through federal Law Enforcement training in georgia to work on this specialized unit. The team was developed after 9 11. Although they havent spotted a potential terrorist, agents nationwide have detected kidnappers and drug runners. On this day they did briefly question several people at sjc. So its falling in the north bay, San Francisco and approaching the peninsula but im watching this line moving offshore that will be moving into more of the bay area as we go into this afternoon. As it takes its time getting here, we are now focusing in on where we do see the showers moving over towards fairfield and see it hit or miss on the radar. Also as you head down just to the east of richmond we see some of the showers there. From san rafael moving into San Francisco, we have some light rain and that will be the case as we go into this afternoon. More of that is what you can expect. Temperatures in the low 60s now. Its 62 degrees in San Francisco and san jose. Livermore is at 59 degrees. As we go into the rest of the day, we will still have that chance of rain moving into the south bay. We didnt see much of that rain yesterday. It didnt fall until late last night into the Early Morning hours and then well see the same thing again today with more clouds by 9 00. Our temperatures are going to be reaching into the 60s. This is cooler than average. We should be into the mid to upper 60s, but that rain and the clouds are holding our temperatures down. Were looking at 60s there. The breezy and Cool Conditions also because of a front that is moving just to the east of us, and that will bring in more of those scattered showers through the rest of the day into tonight. We start to see this activity moving into the south bay and the east bay and then tapering off towards a morning commute. We could still have a couple of light showers moving into the north bay early in the morning. Rainfall totals once again looking like about a quarter of an inch. Not expecting a lot out of this but some spots yesterday had half an inch of rain so this is adding to those reservoirs. Also adding to the reservoirs, the snow in the sierra. We do have a Winter Weather advisory in effect for areas shaded in purple and that is where we could have several inches of snow, up to a foot in some spots or close to a foot in homewood and squaw as well as king ve kingvale. It looks like it will be a nice weekend with highs reaching into the 70s, a lot of sunshine and we wont have any more rain in the forecast after today. The reason is because of driving. Reporter but when it comes to our own kids, studies say many parents may simply be too relaxed. Either they trust their own kids too much or theyre tired of car pooling their children. Yet teen car pooling it turns out poses the greatest danger. According to aaa if a 16 or 17yearold driver has a passenger under 21 in the car, they are 44 more likely to be killed in a crash. Having two passengers under 21 doubles that risk. And it quadruples with three or more young passengers. Teens think that theyre invincible and theyre not particularly worried about the harm to themselves of getting in a car crash. Reporter its something 16yearold holly stoner has seen firsthand. I think most people, its trying to look cool for their friends. Like theres no cops around, let me just go through this stop sign or let me just do this because nothing will happen and maybe impress them. Reporter most states, including california where stoner lives, set passenger limits for new drivers. But ultimately, say advocates, its a parents responsibility to keep their kids safe. Let them know that you care.
