Kris and scott, Law Enforcement is now looking into whether the wife, Tashfeen Malik, was the person who they believe radicalized her husband, syed farook. Law enforcement says she used an alias on facebook just before wednesdays massacre at a Holiday Party for San Bernardino employees. Pakistani intelligence is now in contact with maliks relatives in her home country of pakistan. She and her husband you might recall met a few years ago online and then met at pilgrimage to mecca. Quote, showed an interest in radical jihad. Farooks brother told lester holt that he was a religious person, not radical. Doesnt understand why he would carry out this horrific attack. God given you a gift of a daughter. And you left that kid behind. What did you achieve . Did somebody brainwash him . Something snap him . Nbc news has learned that farook and his wife did try to cover their digital footprint before the attack by destroying their computer hard drives and cell phones. Scott, kris. All right. Thank you very much, bob. Well, the San Bernardino community is vowing to come back stronger in the wake of that shooting. Thousands of people attended two separate vigils, one held at a baseball stadium in San Bernardino, the other at the countys largest mosque. At both the community vowed to not let the shootings change them. The enemy intended this act to strike fear in our hearts, but let us let it do the opposite. Ret us let it increase our faith. Syed farook reportedly argued with somebody at a party before he left that event and returned with his wife. As we know now both were heavily armed. 14 people were shot and killed. 21 others were wounded. And now that community is trying to understand the motive for those attacks. They try to explain the tragedy to their youngest members as well. My little one has asked me to go theres a lot of moms that were taken. And i was like, i couldnt answer that question. It was kind of, you know i was kind of sad. San Bernardino Police tell us 12 of wednesdays victims worked for the department of Public Health along with the suspect syed farook. Most of the injured also worked for the unty. Nbc bay areas ian cole takes a closer look at the victims. Reporter 14 people, they were fathers, mothers, sons, daughters, best friends. Like michael wetzel, a father of six, his youngest just 1. His wife posting today michael was the most amazing person. He was my best friend and an incredible father who was loved by all. Others killed at the Inland Regional Center yesterday include damian meins, a health worker. Siier Kra Claiborne she lives life to the fullest. And nicholas, a loving husband. Im sure he went down fighting and protecting people. Reporter his wife, jennifer, says he knew the gunman syed farook. He knew syed. He worked with him. He never had anything bad to say about him. Reporter this was the moment ryan reyes found out that his partner had died. Until now ryan still had hope that Daniel Kaufman made it out of work alive, but he never did. I immediately freaked out. Tried to call him. Reporter and theres robert adams, a husband and proud dad of a young girl who was born after the couple tried for some time. Scott and kris, in fact that was the point that oakland city leaders made a real point here that this morning saying this was not prompted suddenly by wednesdays tragedy but was motivated by other local tragedies like Antonio Ramos shot and killed in september. The gun used in that was stolen out of a federal agents car. Thats why there is so much attention here. Now, just within the hour City Council Members alongside the police chief announced proposals for stricter gun control, first to ban large capacity magazines, that means ten rounds or more, except in the use of Law Enforcement. The chief showed us the size of a Police Firearm compared to also proposed making it illegal to have a firearm in any home unless stored in a locked container or disabled with a trigger lock. And finally requiring safe storage of firearms in a Motor Vehicle for those who do have concealed carry licenses. These city leaders say if one life is saved by these efforts, it will have been worth it. I run into mothers every day in the Grocery Store who say enough. I see little oakland students in Elementary Schools who suffer from ptsd because of the gun violence in their neighborhood. The thoughts and prayers are not enough. We must take action. We do pray for those who have suffered. But we want to stop the suffering. We want to crack down on the illegal guns, stop making them so available and take this danger out of our community. Reporter and kaplan says this is building on legislation that passed two weeks ago here in oakland. A Pilot Program where a dedicated police unit will target shootings responding immediately to shot notifications, take a shot, you will get caught. Also technology to trace not only guns but shell casings also targeting illegal gun dealers because many of the crimes committed here in oakland are committed with firearms that are illegal. Police chief even saying so far this year the police force has recovered almost 900 guns just throughout the city. So i asked why now as a question whats pushing this forward now. The two Council Members said, you know, after sandy hook everyone thought that congress would take action and take care of this, but now because people feel there hasnt been action theres a more localized initiative here. And as for these proposals they head to the Public Safety committee on december 15th. If it passes there heads for a full council vote in january. Back here in oakland, Stephanie Chuang, nbc bay area news. And in the courts after that. Stephanie, thank you much. New at 11 00, an arrest after a suspected Sexual Assault in pacifica. Police responded to the area of g gypsie hill after reports of a woman screaming and running from the vehicle. There they found the victim and determined she had been assaulted. Officers also spotted a man running down a hill nearby and chased him down. They say in the struggle to arrest him he tried to take an officers gun. That suspect alberto mali is now in custody on several charges including attempted murder. And near pacifica an emergency drill will be shutting down the popular highway 1, this will happen tonight. Cal trans Second Annual state mandated sixhour drill will happen at devil slide tunnel. This is scheduled to start at 10 00 tonight, last until 4 00 tomorrow morning. The chp says take interstate 280 as your detour. Cal tran says part of the drill includes testing safety and communication systems. It now appears that that controversial measure b provision in the city of san jose will come to an end now that city leaders have reached a deal with all of its union. Theyre expected to reveal details today on an agreement reached with the nine remaining employee unions regarding pension, retirement and Health Benefit plans. San jose will take all those deals to a judge and then ask that measure b that you voted on be invalidated. The City Councils expected to improve the terms of that agreement december 15th. Safety violations and unhygienic practices are costing vallejos Kaiser Foundation hospitals nearly 150,000 in fines. An investigation by cal osha revealed three employees were pricked by used needles because of poor upkeep of biomedical waste boxes. One of those boxes was overflowing. The first injury happened in 2013. The other two happened this year. Employees had to reach inside to remove those spilled needles in order to clean that box effectively. New details on a deadly attack in egypt. Authorities say todays fire bombing of a nightclub in cairo had no apparent connection to terrorism. They say that attack has killed 16 people, was the result of a dispute at the club. Officials say a group of young men fire bombed the establishment after two of them were not allowed in. So we are out in San Bernardino listening in to a press conference. This is the chief of police for San Bernardino. Lets listen to the latest details in the investigation. What that case was is that a gentleman that was described as appearing to be middle eastern came up and spoke to the Security Guard around the time the theater was closing and was asking the Security Guard about movies and things like that, but the Security Guard thought it was odd. That person ultimately left in a silver volvo fourdoor vehicle, 2012, 2013. We do not have a plate. The Security Guard thought it was weird. Shortly thereafter the Security Guard then noticed a red late 90s Dodge Durango driving around the area with another person that was possibly middle eastern in appearance that appeared to be taking some photographs in and around the theater. So the Security Guard took it upon himself, notified our Police Department. We got out that day or that night, we took a report and we put that out in a bolo to every Law Enforcement im sorry, every Law Enforcement agency in the county as simply some suspicious circumstances that were noted. That is all we have on that. So then it went into the regular investigative protocols and theyre doing investigative followup, looking at video to try to determine if there was any real threat to determine if there was threat with those plates or vehicles. At this point we have zero connection or zero information or evidence that connects that event with what happened here at the Inland Regional Center on wednesday morning. So i want to make that clear. But as a result of what happened on wednesday, the San Ramon Police department has been in a tactical type alert situation meaning we have every officer in the department working. We are on 12hour shifts. So its a 12 on 12 off for all of our officers. Well maintain that until we think its appropriate to stand down. We dont have any credible information to indicate that theres a threat to this region right now. But i wanted to address that for some things that came out implying we are hiding information. We are not hiding information from anybody, okay . And lastly what i want to do right now is this is going to be an official transfer of this investigation in terms of information and how informations going to flow on this to the fbi. We certainly talked a lot about what that partnership is. I want to make it clear that our agency, the sheriffs department, the fbi and the other federal agencies that are involved in this investigation continue to walk shoulder to shoulder in this investigation to make sure we are doing the best job that we can. But in terms of information regarding the investigation on this incident at the Inland Regional Center, the home in redlands, the search warrants that have been done, the officerinvolved shooting that occurred as a result of this, this is an fbi investigation. They will be the lead on information regarding that. Myself and sheriff mcmahon will still be talking about local Safety Measures and security. So with that im going to turn it over to the assistant director in charge of the fbi david bowdich. Thank you, chief. Morning everyone. First off i want to stress again to the families of the victims, friends of the victims, lets remember they are first in this scenario. We had victims who lost one gentleman lost six children, one gentleman lost a baby and he was taking his first trip to disneyland next week. Other people did not have the chance to have that. Every one of those lives counted. And we want to offer our sincere prayers to those families. Secondly, i want to stress the partnership. You have seen this united front which is incredibly important for an investigation of this complexity. This is a very complex investigation. It is a very longterm investigation. My partner here from the San Bernardino sheriffs department, county sheriffs department, the San BernardinoPolice Department and the atf have been incredibly important in this investigation. And we are lockstep in how we are handling this matter. I do want to go forward today and tell you that as of today based on the information and the facts as we know them, we are now investigating these horrific acts as an act of terrorism. We have uncovered evidence that has led us to learn of extensive planning. Obviously weve uncovered evidence of explosive, multiple armaments, you know that. You know the ammunition that was out there, the high powered weapons, the explosive devices. We are continuing to go down the path to assure that ensure we find all of the evidence that pertains to this matter. We have also uncovered evidence that these subjects attempted to destroy their digital fingerprints. For example, we found two cell phones in a nearby trash can. Those cell phones were actually crushed. We have retained those cell phones. And we do continue to exploit the data from those cell phones. We do hope that the digital fingerprints that were left by these two individuals will take us towards their motivation. That evidence is incredibly important. I want to ensure that everyone understands that just because the fbi is now taking the leadership based on the trajectory of this case, were not just taking this on our own. We are going to continue down the same path we have been, which is a lockstep operation with these partners. That is important. They are the protectors of this community. We have the mandate to investigate terrorism to the fullest extent. We are working hand in hand with federal and local state partners and also working hand in hand with our foreign counterparts to ensure we find any connections that pertain to this matter. Next id like to introduce to you that we have established a National Task force line im sorry, a National Hotline that i would like to invite the public to call if they have any information that pertains to this. And we see that skies are all clear and once again the showers we had yesterday moving on. But they did have a quick rain this morning in the north bay. Heres a look at the time lapse from healdsburg, view from pine crest, skiers getting out and enjoying another layer of fresh powder. Look at totals from squaw valley up to about 24 inches. They had about 11 inches just yesterday. And its starting to warm up, but were still in the low 50s. Some upper 50s across the map there. And a look at the radar as things continue to taper off. That system moving to the east. But still brought that last little batch of some rain earlier today. The futurecast shows that were not going to see anything going on at least for today or tomorrow. The clouds start to increase, but no rain just yet. And then our next round comes in early sunday morning and may start about 2 00 or 3 00 in the morning for the north bay. And then moving into San Francisco before sunrise. And it continues to slide off to the south and east while the rain wont be as heavy. It still looks like we will all at least get in on a nice little soaking once again. Weather starts to get a little bit more active heading into next week as well. Ill talk about that. The rainfall estimate for this next rainmaker moving in the possibility of about 0. 2 for parts of the east bay in San Francisco higher amounts farther to the north. About 0. 75 possible in santa rosa. And the cold front moving in on sunday could also bring in another light amount of snow for the sierra. Maybe another inch or two. The weekend forecast though looks pretty nice with highs reaching into the upper 50s today. All across the bay area. Then tomorrow some highs in the 60s. A little bit more widespread by sunday the rain moves in early. Its out of here by the afternoon. So you can still make plans to get outside. And it will be about average. And the man you see there speaking in the middle is the assistant director in charge for the fbi who confirms that this is now an investigation into terrorism and that the two gunmen the man and the wife, did try to erase their digital footprint. Nbc news has learned Tashfeen Malik pledged allegiance to the leader of isis in a Facebook Post just before she and her husband syed farook allegedly killed 14 and wounded more than 20 during an attack at the Inland Regional Center wednesday. This took days, weeks if not months to plan out, theres nothing impulsive about this shooting at all. Reporter investigators continue to pore over evidence pulled from the couples redlands home where according to federal officials theres evidence that farook had been, quote, talking with people in the u. S. And overseas during the past year who showed an interest in radical jihad. But nbc news has learned the couple tried to cover their digital footprint, destroying computer hard drives and cell phones prior to carrying out the mass shooting. And as investigators try to understand why, so does farooks family. His brotherinlaw sat down overnight with nbcs lester holt. Did somebody brainwash him . Something snap him . Reporter and why would the couple choose to carry out this attack and leave behind their 6monthold daughter . Questions and grief that still fill this tight knit community. Our Senior Investigative reporter Stephen Stock spent the last four months asking how california might solve this crisis without mother nature. During our investigation we talked to 75 different experts, scientists and policymakers about our water crisis here in california. All of them agreed on one thing, solving this crisis isnt about hoping for more rain and snow but about changing californias historical attitudes and policies. From School Playground to city skyline to fields of agriculture as far as the eye can see. Life in israel doesnt look so different from life in california and the bay area. But look closer at the rainwater capture system designed and run by fourth graders. Or at the roofs of nearly every building, there cisterns to collect rainwater everywhere you look, instead of satellite dishes or tv antennas you see here. Or underground drip irrigation that uses a quarter of the water and produces double the plant yield. Instead of spray irrigation that californians use everywhere from their front yards to their fields of crops. All the time being innovated. Reporter to get a sense of that difference we spoke to former israeli president shimon perez at the annual Water Technology conference in tel aviv. We wanted to know what can we learn from you . What can california learn from you when it comes to water . That you can overcome the shortage of it. And make california as usual green, beautiful with oranges. Reporter we took the same question to felicia marcus, the chairwoman of californias water board which sets regulatory policy for Drinking Water and surface Water Quality as well as mediating disputes involving the states water right laws. What can we learn from israel . Well, i think with israel you just have the example of a nation state thats managed to look at their water situation in the cool light of day and do what it takes. Reporter compare israels approach to water to californias. Israeli citizens use about 62 gallons of water per person per day. California 80 gallons. Israel recycles 85 of its waste water. California less than 7 . Israel, artificially produces more than 60 of the water used for agriculture. California less than 10 . Then theres the way water here in california is distributed and shared among residents. Who owns it, who gets to use it and who regulates it. Our system is based on how we fight with each other. Reporter currently there are 412 different water districts in california. 2,600 small or mutual water agencies from farmers to urban dwellers to environmentalists, everyone is vying for their right to water. In fact, some water rights date back to 1886 or earlier in california when settlers put a stake down in the ground next to a stream and the rights to that water have been passed down to generations ever since. In comparison israel is a desert and is smaller than california, but its similar in size and population to the bay area. So even when comparing israel to the bay area, that country still leads this area by a wide margin when it comes to per capita water consumption, water recycling, storm water recovery, irrigation and the biggest contrast of all, desalination. Do we still need to change when it comes to how we govern water in this state . Well, im sticking with making the system we have work better, which is at its heart a 19th century system that got tuned up a bit in the 20th. And we have 20th and in some places 21st century infrastructure. But theres a long way to go. We should streamline the way we administer and oversee surface water rights. Reporter alan hanok says california cant get better until change happens. She serves as director of the San Francisco based Public Policy institute of californias water policy center. A nonprofit, nonpartisan Research Group now calling for policy reforms in california that they say would help solve the problems we found during our investigation. Right now california has this kind of arcane complex system that nobody would have created if we started from scratch. Reporter do we need reform . We need reform. And what were suggesting is something that really can harness the creativity of californians around the state in different watersheds. Reporter in midnovember the ppic issued this report calling for changes in the oversight of water rights, trading and environmental uses. What we find is that during this drought there have been some some words have been revealed in our water allocation system lets say. And some complexities that we could really simplify to just streamline our system so that its more efficient and effective. So the alarm bells are to prepare for the future where we have more years like this where we have no snow pack. Reporter marcus says she, governor jerry brown and many other ordinary californians now recognize that we can no longer rely on just rain and snow. She says leaders in sacramento are now planning for 40year and 100year droughts in the future. Its one of the reasons they succe successfully convinced california voters to approve a 7. 5 billion bond measure to pay for water supply infrastructure projects, storage and watershed protection. I think the next decade is going to be a decade of experimentation where Major Urban Centers depending on what their Plumbing Systems are youre going to see an explosion of effort in conservation recycling and storm water capture. Reporter but marcus also admits in light of our investigation and what it revealed, its not enough. Are we really ready, or do we need to do more . Do we need to accelerate this . I think we need to accelerate, but i think we need to show voters we can spend this money wisely. Reporter do we need to become a unified state when it comes to approach to water but still too much he said, she said, its my water, your water, that kind of thing going on . People are almost so adept at fighting with each other over water its hard to stop and figure out how we can all get better together. The boil water order issued for parts of los altos has been lifted. The Water Utility issued that advisory on tuesday after a contractor struck a water main and a waste water line. The water main has been repaired and service has been restored. A utility manager says all the tests have come back showing the water is fine to drink. Those in the area of advisory can be reimbursed for bottled water they purchased while that boil water order was in place. Makes me uncomfortable to see that tap running like that. I want to turn it off. Well, cal trains annual holiday train ready to make its way down the peninsula this weekend. The show train decked out in lights will visit nine stations between San Francisco and santa clara starting tomorrow. We have beautiful weather now as we take a look from pacifica. Clear blue skies there, but thats not the case everywhere across the bay area. Lets take a look at this time lapse in sunol. And weve had a few clouds rolling through through the night and thats just the light on the camera lens there. As we continue on through the time lapse we had a thick layer of clouds, some low clouds and fog there and were still seeing those breaks in them as we go into the morning. But a few fair weather clouds now. Some of those clouds this weekend will start to bring us some wet weather. But looking all dry now in San Francisco at 53 degrees. The south bay at 57. Let me take you to the east bay where its in the mid50s. A couple of spots making it into the low 60s now like walnut creek. So a little bit of some warmer air moving in. Brentwood now at 59. And oakland is at 63 degrees. While its 53 degrees in the north bay. As we go hour by hour in San Francisco making plans for this afternoon looking good. Not as windy and mostly sunny skies. A few clouds heading into tonight and it will be cool once again with lows in the lower 50s. Eventually dropping back to 46 degrees by 4 00 in the morning. The futurecast shows that tomorrow will be a good day to get out there, put up those Christmas Lights and get some of the yard work done raking up the leaves and things like that. On sunday well have another round of rain moving in. But it looks like it happens early in the morning. And you may still be able to get out there and enjoy the day on sunday afternoon. But we will still have those wet grounds and recovering from the rain we just had yet another round on top of that will make things really mushy out there. The rainfall estimate brings in the highest amount of rain for the north bay. And the possibility of another inch for a few isolated spots farther to the north. But mostly a half to threequarters of an inch. Then you head to San Francisco it gets less and then the south bay were barely measuring anything. But it does look at least like well get a quick light rain moving through sunday morning. Another also another light round of snow for the sierra. Looking at the weektd forecast if youre getting out today were talking upper 50s for most. But a touch warmer heading into tomorrow. And once again those showers possible early sunday morning. And those highs will be about the same in the upper 50s. And one of many events going on this weekend christmas in the park in san jose. And the weather will be nice reaching into the upper 50s. But the clouds starting to mix in ahead of that system that will be here on sunday. So youll want to keep checking in about that, scott and kris. All right. We will. Thanks, kari. In oakland for this year theyve added a special music and light show set in the zoos african belt, thats one of the areas. And over in San Francisco theyve expanded the illumination to the south american tropical rain forest and aviary. Both zoos promise other holiday related family fun including the christmas kind of clause hitting both sides of the bay. A cinch for him of course. Both of those traditions continue through the end of the year. So item one is by land, item two is by sea. Over in the east bay just off the docks Jack London Square lots of lighted yachts in holiday hardware winking and blinking. San Francisco Bay area has a deal where you can find a special ride in that parade. The one and only option it leaves from the alameda main street Ferry Terminal tomorrow at 5 15. Thats a saturday event you donate a toy and ride for free or pay a very reasonable fee to board that ferry. Its a tradition for many along the Oakland Alameda waterfront. But water in the liquid form just festive head to mill valley for their winter fest celebration from 11 00 to 6 00 theyll kick off their 20th edition of this holiday event famous snow slide. Holiday themed entertainment and activities, seasonal food and drinks and some men in bright red suspenders, yes, the mill valley fire department. Theyll bring santa on their truck gathering donations for their food bank, the toy drive and the warm coat drive. Plus, theres the majestic Tree Lighting ceremony at dusk.
