We have breaking news from the white house. Looking live right now. A Law Enforcement official tells nbc news a person has been detained for flying a drone near the white house. It does not appear the drone was actually put up into the air. It was just an attempt. Well keep an eye on this and bring you updates as warranted. To the latest developments on the philadelphia train crash. Crews this morning still repairing and replacing the damaged track. The corridor between dc and new york is one of the nations busiest railways. And officials hope to have limited service in the area by monday. This comes as the Investigation Centers on the man who was at the controls at the time the trainings engineer. Turnings out he worked on trains here in the bay area. Bob redell joins us from the newsroom. Were learning about an eight person who has died. Reporter that was a passenger who died tuesday night but the wreckage was so badly mangled that a cadaver dog wasnt able to locate the persons body until this morning, almost 36 hours after the crash. Those in charge of the investigation believe that everyone who is on that amtrak train is now accounted for. That includes 243 passengers five members of the crew. In a new development this morning, the attorney for brandon bostian, he says his client suffered a concussion needed 14 staples in his head along with stitches in one of his legs. Bostian was behind the controls of the amtrak train when it barrelled along a curve through philadelphia at 106 miles an hour, more than twice the speed limit. His Attorney Says he has no memory of the crash, doesnt recall using the emergency brake which investigators say was applied immediately before the derailment. He remembers driving the train and going through that area generally. Has absolutely no recollection of the incident or anything unusual. The next thing he recalls is being thrown around coming to finding his bag, getting his cell phone and dialing 911. We want to understand what was going on. We want to understand why he why the train was operated that way. Was it a mechanical issue . Was it some sort of human issue . We want thats what were here to do. Reporter the National Transportation safety board says it will give bostian another day or two of recovery before interviewing him about the crash. They say he hadnt been drinking or doing drugs behind the controls of the train. He does have ties to the bay area. Between 2010 and 2011 he contracted as an engineer at caltrain while still an employee at amtrak. This is the latest incident raising questions about the health and future of americas railway and its infrastructure. Hours after the deadly derailment members of a house panel voted to cut amtraks budget. If that vote holds it would lower amtraks budget to about 1 billion, less than half of what the white house wanted. There are extensive infrastructure upgrades that could be made that would benefit the traveling public. How one potential upgrade involved Satellite Technology that would remotely stop or stloe down a train if it detected excessive speed or a possible collision but the money to cover that Technology Remains in limbo. A Mountain View Police Officer recovering after being hit by a suspects car last night. The officer responding to a call about attempted fraud. He was not seriously hurt. Governor brown announced his Budget Proposal at the state capitol. Its higher than what he propieced in january. The bill would eliminate parents ability to claim personal or religious belief as a reason not to vaccinate their child. Reporter according to the centers for Disease Control and prevention theship that departed ypres 29th had 135 sickened passengers plus 16 crew members reporting symptoms of vomiting and diarrhea. The cbc says the crew increased cleaning and disinfection procedures and collected stool specimens for testing. They would check us. They came in sanitized the room, and they washed the walls. They were they were excellent. Really good crew. Really good captain. The staff was excellent. They really were great. They came in with a hazmat suit. Captain inform us there is only four passengers remaining sick. Most of the passengers are doing fine. The virus follows three last month alone two on san diego bound cruise ships. The virus is transmitted through an infected person contaminated food for water or touching contaminated surfaces. Especially when it comes to securing the power grid. An internal pg e memo obtained by the Investigative Unit now reveals contradictions between what pg e has said in front of our cameras and what it has said behind closed doors. The Investigative Unit interviewed Stephanie Doug lass last year. She is the companys director of corporate security. In the interview she said pg e has highlevel security at critical electric substations in northern and central california. 12 days later she wrote a memo to the president of pg e saying the company is years away from a healthy security plan. State senator jerry hill says the memo called pg es integrity into question. The memo clearly states that pg e has not done and hasnt had the resources to do what was necessary to provide the security of the infrastructure. It clearly says that she did not tell us what the facts of the situation. Pg e declined interview requests but said it is adding more funding and staffing for security since that august memo. She says it started when skateboarders brought a disagreement onto the plaza. The vendors got in between and were like stop fighting. He started pulling skate boards out of peoples hands. My partner grabbed a stick used to massage shoulders at the booth and he used that to pull people off the vendors just to separate them. Reporter they utilize free diving relying on a wet suit mask fins and snorkel to reach the cloistered terrain of submerged rocks. The hazards that have stricken divers here are a mixed bag. If you slip up it will make you pay for it. Reporter like most veteran divers rick has a story of a close call. I went in the last day one season and the waves were really tall. Barely made it in. It was stupid. Bad conditions. Panic is never your friend. Reporter the group of divers falls under the watch of california state park life guard nate buck. People get into trouble up and down the coast. They drive a long way and get here, no matter what the ocean conditions are, they get in. Reporter even on this relatively mellow day, buck and a fellow life guard are nearly pressed into action as another pair of divers drift dangerously close to the rocks. Millions of homeowners facing mandatory rationing, farmers being scrutinized and Almond Growers are getting the most attention. But are they really draining our precious water . Sam brock has todays reality check. Reporter you might call california the fruit basket of the United States. More than half of the nations fruits, nuts and vegetables are grown right here. Pair that production with the drought of historic proportions and you know why farmers and state leaders are scrambling right now to save what precious water we have left. Enter the one crop thats taken the brunt of the blame. The california almonds. For california farmers you can say life has been well kind of nuts these days. Plants and fields are thirsty, without much water to go around. So it makes sense for critics to start searching for a scapegoat. But is americas number one snack nut, shown here in video provided by the almond board of california really as bad as its cracked up to be . Lets look at a recent report from the bay area based Pacific Institute that draws on years of numbers from the department of water resources. It shows almonds and miss tashpistachios are tied for fourth in water intensity. They average about four feet of water. Above almonds on the list rice alfalfa and pasture. Rice and alfalfa average five feet of water although alfalfa can get all the way up to six. Take a look at the data says Dennis Baldocchi and youll see almonds are getting a bad rap. These trees produce variable crops. Both economically and also nutritionally. This is why almonds i think are they shouldnt be demonized. I guess the biggest question we need to ask our society is how many acres and how many tons of them do we need given the precious water that we have statewide. Reporter the number of almond farms has steadily increased. Nearly doubling in the past decade. But other water intensive crops like alfalfa take up far more real estate in california. Alfalfa feeds livestock to support californias number one agricultural commodity, Dairy Products or gets shipped overseas to countries like china and japan. Bottom line there are far more e egregious water wasters but almonds still rank as californias number two agricultural export and california is the worlds leading producer of almonds. Not a bad bang for the buck says baldocchi who would like to change the script on these popular nuts. Solutions to the problems are more complex than simple bromides almonds are bad or good. You have to think carefully about what crops you want to grow, how much water theyll use and whats the true cost of this. Reporter we spoke with the almond board of california which says their farmers are reporting different numbers than what we just showed you. Thats because a crops theoretical water need doesnt account for soil types and rainfall. They say in actuality they need three feet of water per acre not four. The bottom line is the same.
