9yearold jordan aumgren was murdered at his home allegedly by his older brothers 18yearold friend. Investigators are still searching for a motive. They have a better sense of the timeline leading up to his death and plan to release that information early this afternoon. The grief over jordans death obvious this morning at timber point elementary where he had attended in the third grade. The district superintendent tells us they informed parents it happened yesterday bya email and that today they would be addressing his death with third fourth, and fifth graders. Were letting them know were all sad. We understand how they feel as well both teachers and students. Do they have questions, and if they do we have many counselors and many psychologists on campus today. Reporter the boy was stabbed to death yesterday at his home. The suspect is his older brothers friend 18yearold billy shultz who had spent the night here saturday. Its not clear why shultz allegedly killed the young boy. Deputies are investigating his Mental Health background. They will not confirm whether or not he was detained saturday on a mental disorder hold for someone who might be dangerous. Deputies arrested shut yesterday at Kaiser Hospital in antioch where he was being treated for injuries, possibly related to the alleged stabbing attack. Investigators continue to question him as he faces charge in the murder of 9yearold jordan almgren, remembered for his kindness, sense of humor, good grades, and love of baseball. This little guy was the most energetic on the team. A great smile and, you know he was infectious in a positive way to everybody that he came in contact with. Reporter a friend of the suspect, billy shultz, tells us shultz had been kicked out of his fathers home was living temporarily at jordans home was at one point kicked out of there, as well. Reporter kathmandu is on edge, but whats happening to the east on the slopes of mt. Everest is far less clear. There were more avalanches sunday, trails and camps swept away. At least three americans have died on the mountain a few dozen survivors have been rescued. Its unknown how many people are trapped on everest. So when the quake hit in the deadly avalanche came down, a san jose man was supposed to be there. The only reason we hadnt was because he had a cold. This is scott holder on a different climbing trip. Hes an avid mountaineer. He says he had not been able to watch that video of the laench hitting base camp of the avalanche hitting base camp because he has friends there where he had been 24 hours before. He descended to a town at a lower elevation to try to get healthy, shake the cold. Thats where he felt the quake he says lasted 42 agonizing seconds. Think that i was right there and now im not. And yet the people that are still there, you know may not be here now. He didnt want to talk specifics about what he saw, but he says he is now safe in kathmandu and ready to cut his trip short to get back to his wife and daughters in santa rosa. Police at Laguardia Airport say screeners noticed liquid leaking from a bag that wreaked of marijuana. Theyve had several pounds they found several pounds of pot inside. Another bag checked by the same traveler had more drugs. It added up to 18 pounds of pot. Nearly three ounces of crackcocaine. Officers found the suspect waiting at his gate and arrested him there. Just one hour of television per day could significantly increase the risk of obesity in kindergartners. Kids who watched an hour of tv a day were twice as likely to be overweight and, in fact about 60 to 70 more likely to be obese compared to children who spent less than an hour in front of the of t. Now the real problem is the average american kindergartner spends three hours a day in front of television. We dont have time to watch tv that long. South bay leaders today will call on california to loosen the rules to create more drinking water. The mayor will join other in asking lawmakers to waive restrictions currently that prevented recycling purified wastewater from replenishing natural aquifers. The practice is called indirect potable reuse and could dramatically increase supplies. Right now the state only allows recycled wastewater to be used for outdoor landscaping and industry. Up next at 11 00 we investigate the bay areas crumbling overpasses and bridges. Every day we drive over them or under them. After you hear this, you might not want to. Millions of cars pass over them or under them every day. The bay area has nearly 4,000 bridges, and without them our commute and economy would really virtually grind to a halt. Are they safe . We made troubling discoveries. Reporter we obtained government bridge inspection records covering all 25,000 bridges here in california. When we crunched the numbers, we discovered almost 500 bridges here in the bay area were determined by experts to be structurally deficient. Thats the same rating given to that bridge that collapsed over the Mississippi River back in 2007. Its the video thats still hard to watch even eight years after it happened. The span of interstate 35w crossing the Mississippi River in minneapolis collapses without warning. Cars still driving across it back in august 2007. Sending 13 people to their death and injuring another 145. A bridge in america just shouldnt fall down. Reporter that bridge had been raided by government rated by government engineers as structurally deficient and categorized as needing replacement. The 280 interchange reporter we found hundreds of structurally deficient bridges here in the bay area. Some rated struckturaly worse than that minneapolis bridge. Yet cars continued to use these bridges every day. Yeah, of course its too high. Reporter the director at the California Department of transportation, caltrans it is an alarm bell, it is something to to pay attention. Needs to be addressed. Does not mean its not safe for the traveling public to go over it. Reporter according to the most recent u. S. Department of transportation data from 2013, engineers rated 472 bay area bridge as structurally deficient, meaning some of the core structures need repair or replacement. These problematic bridges span the entire bay area including the richmond i580 bridge over san pablo bay. 280 at wolfe road in consumer tune oh. State route 13 i68 over monument boulevard in monument creek. Both the u. S. 101 off ramp and the interchange between u. S. 101 and 280 in San Francisco. Look i am concerned about the condition of the bridges. If i had a reason to be concerned about the public using the bridges, i would close down the bridges. Weve actually gotten to that point. Reporter about half of these 472 problematic bridges are in such poor shape that engineers put them on a list to be replaced. Yet they remain open for traffic. Some of these bridges carrying more than 200,000 cars every day. Well today were already behind the curve because we havent made a significant change in how we invest in transportation for about 20 years. Whether youre talking about the federal side or the stateside. This Bridge Reporter we visited many of the bridges on this list. We walked over them took a closer look under them. This is Marina Boulevard a few of the bridges had been repaired or replaced. Most clearly havent. While we arent experts, some of the problems were visible. Exposed, rusted rebar, chunks of concrete missing from the substructure cracks where main supports hold the bridge up. When you look at some of the bridges, at first glance they dont seem so bad. Look closer. For instance here thats bare rusting rebar, under a support for a bridge. This bridge happens to be carrying interstate 880 in oakland. Caltrans estimates that it will cost 5 billion to get these bridges and roads in california back to where they need to be. Plus another 3 billion to 5 billion every year for maintenance. We fall short each and every year. Reporter congressman Jared Huffman represents much of marin county in washington. He also serves on the u. S. House transportation and infrastructure committee. He wants congress to step up and better fund bridge maintenance and replacement now. Weve seen what happens when you neglect these structurally deficient designations year after year after year. Eventually things begin to fail. And i dont want that to happen in my district or anyone elses. Its going to be difficult. Will take real leadership coming out of washington, d. C. , to think outside of the box. To have a longterm solution. Reporter the republican congressman for the modesto area also serves on the u. S. House transportation committee. After we shared our Data Analysis with both congressmen, they said they will push harder for more bridge funding in congress. Yeah, the American Public should be very concerned about the longterm viability of our highway system as well as our bridges, when youve got a bridge that is rated at a two out of 100, people should be nervous about traveling across. He does say if engineers think about a bridge is becoming unsafe they put weight limits and restrict traffic on it. The first step before closing the bridge altogether. He could face life in prison confinement in a psychiatric institution, or death. Also today, the Boston Marathon bombers defense team will argue for their clients life. The defense is set to begin presenting witnesses in the penalty phase of Dzhokhar Tsarnaevs trial. Tsarnaev found guilty on all 30 counts for his role in the attack on the Boston Marathon. Prosecutors made their case for the Death Penalty last week. Tsarnaevs defense is expected to take up to two weeks to make their arguments. Fast forward 25 years, and thats the officer meeting the boy he rescued who is, of course, now a young man himself. His name is robin barton. Then it gets even more unbelievable. News reports of their reunion caught the attention of bartons birth father who had been looking for his son for years. Yesterday they finally met, along with five of bartons five newfound sisters. Talking about the 60s for a couple days in San Francisco. And then things start to warm up just before the weekend. Were going to hold to some lovely conditions as we get into this upcoming weekend back to the 70s with slight cooling on sunday. We did promise you an update for lake tahoe. Take a look at this. Look at how low the lake level is here. And its causing some bigtime changes for boaters and fishermen who really love to get out there this time of year. Look at how far down the pier you have to get just to get to that water. It actually forced the coast guard to move their boat launch to another pier. Were talking about the lowest lake level since 1992. The Second Lowest recorded level on record. And no longer providing water to the truckee river. They had to cut that off. If you are going to be heading out, we have tips for you. The coast guard asked us to share those with you. We want to keep everybody safe. Just getting to the water on the boat will take longer. You only have one dock open in many spots. Please be patient and courteous at boat launches. Expect lines, could be long lines especially on the weekends. Watch out for exposed hazards that werent there last year like rocks and shallow sholls and hopefully theyll get some good moisture during the monsoon season to help fill up the lake.
