Developing news in San Francisco where police on the San Francisco state campus are investigating reports of an alleged case of sexual battery. Bob redell is live in the city. An alert just went out to students this morning. What is it warning them of . Well it wants them to be aware of their surroundings. Good morning to you. What makes this attack so frightening is it appears to have been random. It happened in the middle of campus, and in the middle of the night. Thats why the university has sent out this email alert this morning to all of the students and staff to let them know what happened. So they debe aware of their surroundings since Campus Police have yet to catch this attacker. Now, this happened around 12 45 a. M. A woman who the university will only say is a member of the community, an adult, will not say whether or not shes a student, she was walking down a walkway on campus between burke hall and the Student Health center when this man, who she had noticed had been follower her, snatched her and pulled her into the bushes. He pushed a sharp object against her, lifted up her shirt and groped her private parts for over a minute. She cried. He told her to shut up and then took off. I think this is an important reminder that while a campus is still relatively safe we do have incidents of violence that do occur. People should continue to be aware of their surroundings and take measures that they can to protect their own safety. Should they be worried this might happen with the same individual or police think this is a onetime snept . We issued an alert to the entire Campus Community because we think its important for people to be aware this person is still at large. Were looking actively for the assailant. We want people to be mindful and aware of what is happening. If they see anything suspicious report it right away. The victim did tell state police she had noticed this man sitting on the metal tables outside the Student Center and then he got up and started follower her to the point where she was attacked. This is how she described him. She didnt know his race but a man, late 20s, 57 medium build, wearing a gray hoodi style sweatshirt and blue jeans. A Health Insurance hack is putting millions of americans at risk this morning. Someone broke into the database of anthem the second Largest Health insurer in the country. Anthem is responsible for many Blue Cross Blue Shield plans. Its not sure how many people are impacted but they hold the database of about 80 million customers and employees. Last august the fbi awarned about this situation and said Health Care Companies are growing targets because the data is considered more valuable. This is how the anthem hack compares to other breaches. Experian got hit the hardest with 200 million customers effected by a breach in 2013. Next is the ebay breach with 145 million, and last years hack on Jpmorgan Chase that put 76 million people. Home depot and target also on the list. The search continues for Armed Robbers who held up a tiffanys store in San Francisco. They apparently have good taste. I just am relieved shes okay. She told me shes okay. On a text i got from her. One witness said each man wore to cover his face. That mask along with reflective work fests as well as blue jeans and a tshirt to look like construction workers. Police say there is undoubtedly Surveillance Video of the masked robbers but theyre not sure if it will be clear enough to identify the three men. Westfield management did release a statement saying the mall was never locked down at any point, that it was only the tiffanys store that was affected and most importantly, nobody was hurt. The Sheriffs Office is set to release the mans identity later today. Detectives arrested him yesterday. He groped an 8yearold girl inside the store on sunday. The girls mother was in another aisle of that store when the attack happened. Happening today, suspended state senator will face new charges in San Francisco federal court. Yi and probably over other people were convicted on corruption charges. They have a new comarj of conspiracy to commit mundy laundering. Other defendants include raymond chow and former San Francisco School Board President keith jackson. Two men accused of starting a spring of fires in alameda are facing new charges this morning. Andrew gutierrez, Steven Peterson arrested in sment. Peterson was arrested a month later after police say the fires were set by gutierrez. Now both men are reportedly charged for unrelated crimes. Police say while searching petersons computer in the arson investigation, they found child pornography. Meanwhile, gutierrez is facing Sexual Assault charges after police say he raped a woman nine days before the fires. A string of apartment fires in San Francisco have city leaders making a push to improve fire safety. More than 100 residents were displaced by three recent fires. The biggest was this one last week in the mission dwiktd. Today, supervisors will announce new legislation to help victims and prevent future fires through new regulations. Meanwhile, the effort to help the victims in that Mission District fire is growing. The chronicle reports that a Mission District bar will host a fundraiser at 6 00 tonight. That bar is dr. The statef alleged cash call advertised loans up to 2600, but in fact 2600 was the minimum loan. In california loans under that amount have limited to how much interest can be charged. California guys are asked to pony up as part of a plan to remare new crumbling roads. They would raise 2 billion a year to fund state transportation projects. It includes a rose user charge. It works out to about a dollar a week for most drivers. The state is looking for new sources of revenue because gas taxes are falling and more fuel efficient cars are becoming available, and thus the money sent to the fund is now getting sent in lower amounts. Gas prices are the lowest that they have been in six years. Thats part of the problem, but Americans Still go out of their way to get the best deal. A new Consumer Report finds 72 of drivers would pay by cash if they could save 5 cents per gallon. 63 would drive five empties out of their way to save 5 cents. 71 say price is the most important factor in determining where they buy casegas, not the line really . If the creek is on your private property in your yard its your responsibility. Supervisor says you may be surprised by who is responsible for this creek. In this case the creek flows through the backyard of many Property Owners on this street on their private property. No two storm systems are the same, but this is packing inches of rain and a lot of gusty wind just like that which came through here in december. That historic storm. Highs are really really warm out there, in association with the storm system very unusual to see highs this warm. Decades after a Southern California hospital collapsed during an earthquake the Investigative Unit uncovers why some local hospitals here are still at risk of the same kind of thing. Well certainly this list you dont want to be on. Our Investigative Unit has found hospitals across the state are not ready for an earthquake. Some havent made necessary updates in decades, and they arent required to yet. We have the details. February 9th 1971. The wrenching force of the earthquake broke apart the l. A. County hospital. A magnitude 6. 6 earthquake hit Southern California. Killing 65 people 4 at all of the Medical Center in fill more. I felt the jolt first. In seconds, i felt it was just seconds, the building was going down. Jim hazard and Cynthia Smith were psych attendants there, working on the second floor of this building when it collapsed. Clearly, that sensation of the building falling, i knew major structural damage occurred. They helped their patients escape. For me take care of my patients make sure everybody is safe and then i can get home and go into shock. It came down with such force we saw aerial views of it later. You could see small objects lying 20 30, 40 feet around. One two, three. The hospital was rebuilt, and now meets all state safety standards. Theoretically, we should be able to withstand an 8. 0 on the seismic scale. We found other hospitals across the state are still at significant risk of collapsing during a major earthquake. How would you feel if you were a patient at one of those hospitals . Well i the tragedy of the 1971 earthquake prompted california lawmakers to pass a law. Requiring acute Care Hospitals be designed and constructed to withstand a major earthquake and remain operational immediately afterward. Evacuate. But in 1994 the north ridge quake crippled hospitals, forcing some to temporarily shut down. It led the legislature to strengthen safety standards. But hospitals arent required to make changes yet because the deadline keeps getting pushed. If i had a magic wand i would make it happen today, but i dont, so we work with the hospitals and we try to help them come up with ways to meet the standards. Paul coleman is the Deputy Director of the office of statewide Health Planning and development. Hes responsible for enforcing the laws. Right now, hospitals face two deadlines, the first is in five years. Thats when all acute care facilities must be able to withstand a strong earthquake. But state data reveals more than a third of bay area hospitals have not met that deadline yet. Thats 29 out of 84 hospitals that have a significant risk of collapsing during a strong earthquake. The legislature realized that this is going to take some time for us to get up to the standard. Santa clara valley Medical Center, stanford and alta base are a few of the hospitals that are still using buildings considered at risk of collapsing. All told us they will meet the 2020 deadline. The hospital issoon track to meet the first target. The law just doesnt require buildings remain standing. By 2030 hospitals must stay open and operational. More than half of the facilities have yet to meet that deadline. Its critical to do this work to prepare for deadlines. This is a krather who helps hospitals across the state meet the deadline. In the code it tells you where to put the anchors. San ramon Regional Center met the 2030 standard in 2009. This is a command center if you will. This is where all of the brains of the hospital are. To keep things functional. In an urlth quake, if you jumble these around your hospital is out of business. As deadlines continue to change he sees hospitals putting off potentially lifesaving work. Because the target has been a moving target maybe some facilities take a look at this and go, hey, if we wait a little while, it might change. The mandate might change or the date might change. We dont have to do it right now. Olive view Medical Center meets the 2020 and 2030 standards. Cynthia smith still works there. But her son and his family live in the bay area. Followed by Santa Clara County with 193. The most common Hazardous Material spills petroleum, followed by sewage. Those are just the ones we know about. We in congress have had to fight to include it later on. Supporters hope the allocation is signaling a shift in priorities. Right now, california has 400 sensor stations feeding information to the earthquake Early Warning system. For california we need about 1100 stations. Investing in more sensor stations would generate faster alerts alerts. When the earthquake starts and its over here then we can use our information to tell the people over here that the shaking is coming. The system is being tested and it worked after the napa earthquake in august. B. A. R. T. Got a warning that shaking was coming in ten seconds. Trains werent running at 3 20 in the morning, but if the ground shakes when trains are rolling rolling, that warning could save lives. B. A. R. T. Stops trains with information from our system and a stopped train is much safer than a moving train. Less likely to derail. Fewer injuries. It would have been nice for them had i maybe waited a little longer or came a little earlier. Its a unique bond the sisters share, and at the happy couples 50th anniversary party, andy got down on one knee one more time for his bride with no surprise gifts this time.
