Next to it on the left a black barrier that is shielding the public from the view of a body of a woman who investigators say was dead by the time they got here. She was found outside the crumpled car on the drivers side. Investigators are staying tight lipped about what they found, but they say theyre not looking for anyone else. It does not appear there was anyone else in the car with the woman, but it details are still under investigation. Police are describing this car as the hit and run suspikts vehicle, the one that fled the first scene about half a mile away. At north milpitas boulevard where it splits into jaclyn. They closed off the street down to redwood avenue. Thats the path they believe the suspect vehicle took after it appears it crashed into a garbage truck. The people inside the truck are cooperating with them and are not injured. But it will take some time. Anytime you have a death in an investigation, theres going to be a comicated investigation. As to the specific steps, were not going to get comment as to every step were taking but it will be a thorough and complete investigation. These are the scrape marks that are likely what police had described earlier as the trail of evidence that led them here again, half a mile to the suspect vehicle. We spoke earlier with neighbors, meantime, who said they didnt hear any sort of crash or boom. So a lot of questions, what led up to what happened here . To the hit and run . Who was this woman, and what caused her death . Police say these are the questions theyre focused on but its too early to answer them. Okay stephanie. Thank you very much. The National Weather service issued a Flash Flood Watch for parts of the bay area in the next 48 hours. Christina loren is tracking this big system heading our way. Past is prologue we have to be prepared. Every time i check, models bringing in higher and higher accumulations. The best thing to do with the storm system like this is be ready. And that means if you live in the north bay in particular count on localized street flooding, especially as we head through friday morning into friday evening. Thats when we put the Flash Flood Watch into play. Heres the deal. Showers are going to start as early as tomorrow morning at 5 00 a. M. Storm system stays put until 9 00 p. M. Tomorrow, and then the whole thing slides start. Were not going to get the rich moisture until about 5 00 p. M. Friday in the south bay. Im concerned about this system for two reasons. One, its pack aglot of wind with the heavy rainfall. And two, because its such a slow mover, its going to sit and dump rain causing flooding in areas where we just have been so dry lately. So all that water is just going to run off. Were going to talk about some of the areas were really concerned about plus where we could see debris flows, mudslides and downed streets. This video from a dashcam caught the moment as the plane went down clipping an elevated overpass before then falling into a river. 23 people are known dead. 20 more are missing. The aircraft clipping an elevated roadway before crashing in the shallow river below. Emergency rescue teams soon converged on the partially submerged fuselage belly up in the water. 58 crew and passengers trapped below. Debris scattered nearby. One of the first to be pulled from the plane was a small child. One of two believed to be onboard. The french turbo prop was only nine months old. 31 mainland chinese were among the passengers. It had just taken off from the smaller of the two airports on a short domestic flight. The aircraft lost contact shortly before 11 00, in what had been a stormy morning. Though it had been relatively clear at time of takeoff, local Television Shows the damage to the overpass. The aircraft appears to just barely miss the nearby apartment buildings. The river there is fairly shallow so they have quickly found the black boxes, which should enable them to determine, again, relatively quickly, precisely what did go wrong. In july 48 people were killed when another transasia jet crashed into homes on an island west of taiwan. A few days before that Malaysia Airlines flight 17 was shot down by a missile over ukraine, and then nearly a year later, crews are still trying to find the wreckage of Malaysia Airlines flight 370, which is believed to have crashed somewhere in the indian ocean after vanishing from radar in march. The prime suspect tied to a suitcase filled with body parts is a free man this morning. Mark andrus was escorted out of San Franciscos jail by his public defender around 9 30 last night. Andrus didnt answer questions, didnt make statements. He was arrested last week after police say they saw him in Surveillance Video pulling a suitcase near the location before the discovery. The District Attorney said there was not enough evidence to charge him. Placed him in a residential hotel. And so we will assist him in reentering. He has been in jail now for three or four days. The medical examiner is still trying to identify the body. A sketch this morning of the man who deputies say sexually assaulted a little girl inside a 99 cent store in hayward. Investigators say he walked up to the 8yearold girl inside the store and groped her under her cloets. The girls mother was in another aisle of the store when the attack happened. The man ran away before he was caught. Police right now are looking for the man behind a bizarre attack in palo alto. This happened two weeks ago in the baylands Nature Preserve near palo alto airport. A man began bothering a couple walking in the preserve by batting down the man and then exposing himself to the woman. The suspect exposed himself to the couple. They pulled a phone out, tried to call 911. The suspect charged them. Punched the male victim multiple times. The attacker is believed to be in his early 20s, about 57 hispanic or pacific islander. At the time of the attack, he was wearing a black tank top with stanford presented on the top. Dozens of people gathered to remember two people who died in separate shootings involving east bay law enforcement. The first happened yesterday in oakland, but it was an emeryville officer who shot the suspect. It happened as officers responded to an Armed Robbery call. That suspect had a gun. The second shooting happened in antioch. They said deputies were enforcing a restraining order when the suspect charged at them with a weapon. The deputy opened fire saying he feared for his life. Investigators are released a sketch of a man involved in a deadly shooting at a concert. They released this sketch of the man whom they have been looking for since august. Hes pictured with and without hair there. Detectives say he shot and killed an oakland concert promoter at a wiz khalifa and young jeezy concert. They had workers inside candlestick for the past four months, doing what they call abatement, which is basically trying to get toxic materials out, getting other objects out, the seats you can see, before they start the demolition. They dont consider what were witnessing now demolition. I would call it minor demolition demolition. They have what looks like the jars of death. Theyre tearing apart part of the steel seats that were here along what used to be the football field. Now just a mangled patch of grass. And youll notice theres a man with a hose. Thats one thing theyre trying to impress upon us. They want the people who live around here to know that as theyre taking down candlestick, they have a misting system in place. There isnt much dust going into the neighborhoods nearby. This excavator just starting to tear up this section of seating. Over here. And i want you to do a 360 pan around the stadium. Just so you can see how much work has been done. You can see that all thats left is just basically the concrete sections where the seats used to be. And as we get over to the end zone, youll see a couple excavators and the piles of orange. Those are the seats they destroyed, by one estimate less than half were saved or sold. We dont have an exact number but it looks like a lot were destroyed, and there they are, sitting there in a bunched up mess. Which i know has to be painful for some fans. Im sure some people are saying, hey, i would have been happy to take one of those seats, but it wasnt in the offering at least not in this respect. You can see hot they have done cleared out a lot of the stadium. What they want to do, theyre going to start in the thec week or two, theyre going to actually start taking down the super structure. Im talking about the concrete and theyre going to be using a high reach excavator. You have an excavator right here, but the ones theyre going to use are much taller. Theyre going to have eight to ten of them, and on the ends instead of the claws, they might have some claws. They also might have what you call oversized jackhammers so they can pulverize the concrete. We spoke recently off camera with the contractor this morning, and asked him, how difficult is it to take down a stadium . He said it wasnt actually. They go up easily. They come down easily. From my laymans perspective, i guess theyre saying its not considered to be technically as challenging as taking down i dont know maybe a sky creper. There was discussion about doing an implosion, but because of concerns from the surrounding community, and the concern of toxic elements asbestos and what not, they agreed to do this piece by piece, using eight to ten excavators which will have hoses on the end, spraying water to keep the dust at a minimum. Youre wondering what is going to be going in here. This footprint will become a mall. The developer supplied us with a rendering of what this will look like when they have it complete. These support the roadways and the bridges that we drive on every day, so why have they not been retrofitted to withstand the next big quake, which we know is coming. We investigate. Some of them collapsed in the 1989 earthquake. The columns crumbled and we saw the deadly damage. 25 years later, are we any better off . All this week we have been exposing our Disaster Preparedness in the bay area. This time were told why we could still face danger today when it comes to the columns along the freeways and bridges. 25 years after the quake of 89, weve discovered many columns still need to be retrofitted, and some that have already been retrofitted need to be looked at again. Can you feel that . After the 6. 9 magnitude earthquake hit it took six seconds for the cypress freeway to collapse. Some of the columns supporting the freeway failed, forcing the upper deck to fall onto the roadway below. As the chp video shows, 35 cars and trucks were crushed. Horrific scene, surreal. This doctor is chief of surgery at Childrens Hospital in oakland. He was one of the first doctors to climb into the chaos. The whole situation was so unnatural. For those of us who hadnt actually been in an earthquake of that magnitude. Vets performed vergery on a 6yearold boy beyond the tons of concrete and steel. He saved the boys life but 42 people died. You have to have a very sobering reality that Something Like this can happen again. And when the next powerful earthquake happens, will our columns fail again . The Investigative Unit has discovered some columns in the bay area have yet to be retrofitted. The ones that have nothing retrofitted will not fare very well. This woman is a professor of civil and Environmental Engineering at standard. Heyayward falls is overdue. When that happened she says the older, nonretrofitted columns will sustain the most damage. Our understanding of the power of earthquakes with the kind of ground shaking can result from earthquakes has released tremendously in the last three years. Were racing time. Tom horton is the manager of the earthquake safety program. His team has raced to retrofit columns along 70 miles of track, but 250 columns on the 4. 5 mile stretch from the Oakland Coliseum to lake merritt need to be retrofitted. It was built more than 40 years ago and happens to sit about three miles from the hayward falls. He expects to finish the job in 2015. Why the hold up . We had issues with funding. Federal funding that needs to be allocated allocated. We expect that to be pretty much any time. In order to retrofit the columns, crew must widen the base and then create a system of rebar that circles around the columns and then add another layer of cement. For some, a metal casing is placed around the column. Workers are also making cement cross beams larger and stronger beneath the train tracks. This bridge has been retrofitted twice. Tom is the chief of caltranss earthquake planning office. He said caltranls has spent 14 billion retrofitting more than 2 2,000 bridges in california, but new earthquake data from the u. S. Geologist agency may force them to go back and redo some of the bridges and columns from the 90s. Which ones wont be made public. Would you feel comfortable riding on the bridges that have been identified as needing to go back . Yes, absolutely. Why . We know we have done a great job in increasing the safety. Caltrans doesnt control all of the bridges and columns. They merged with data provided by caltrans from sonoma to free freemont, we discovered 23 bridges that still need to be retrofitted, including eight crucial bridges and ramps that include yerba buena to the bay bridge. Theyre owned by the San Francisco county Transportation Authority and it says the 66 million project wont be completed until 2019. The network is vast enough that people still will be able to go from point a to point b. Except it will take a lot longer to go from one location to the other. Take this bridge which is owned by the city of free mont an average of 50,000 vehicles cross it every day. You can see visible signs of wear here, and it happens to be directly over b. A. R. T. Which has no jurisdiction over the bridge. Free freemont plans to replace it by the summer of 2016. Meantime, as we wait for the inevitable its not a question of if but when. This doctor fears those older structures might hinder saving lives when another big one strikes. Middle class families will benefit from some of the tax credits. Some will go disproportionately to families at the very bottom. How disproportionately . We spoke by skype with robertten williams, a fellow at the nonpartisan tax policy center. My job is not to worry about williams crunched the numbers behind mitt romneys now infamous 47 comment a few years ago. Now hes taking a stab at the obama middle class tax cuts and heres what he found. We estimate that about a quarter of people in the middle class, middle fifth of the income with people of incomes ability 50,000 to 85,000, people in that range, ability a quarter would get a tax cut about 550. A quarter would see tax cuts. Which means most middle class families, about 7 out of 10 would see no change in their taxes, or an increase. This graphic tells the story another way. The lowest percentile of earners will see an increase of about 1 in their income represented by the blue bar. The second middle and fourth brackets, or the bulk of the middle class, really will see virtually no change. The top 20 of earners will lose about three quarters of a percent of income represented by the red bar. The president is talking middle class economics, but a more accurate description might be a wide array of tax cuts that largely benefit the lowest class of earners. Now, that name doesnt exactly have the same ring to it. Some middle class families no question, like those with Young Children or kids in college, would definitely benefit from the president s plan. They would get a tax cut. The problem is that group only represents about 25 of the middle class. Everybody else really would not see much of a change. Chris . Decades ago, abalone was a staple on menus up and down californias coast and diners knew the different kinds, red, pink, black, green and white. Kind of like oesters, but now one of those is in limbo. We see the effort to pull it back from the brink of extinction. In the tiny marin county fishing town of bodega bay, life depends on the oceans bounty. Just down the road from the flishing fleet, work is under way to preserve a precious species of marine life. Decades ago, white abalone were considered a delicacy ending up on many a dinner plate. Families would go out diving and collecting abalone together. But the popularity became their demise as they were overfished. We think theres only a few thosant left in the wild. In 10 to 15 years, they would be extinct. Now, at the Bodega Bay Marine Laboratory scientists like kristen are trying to reverse the white abalonesdous prt fortunes. These animals are right on the brink of extinction. Three years ago astro turf is on there to prevent them crawling out of the tank. They had not been any successful reproduction in captive. They began with 12. These are our adult stock. Theyre about 15 years old. Including one old timer. Hes the last wild white abalone remaining in captivity. Thou careful trial and error, they got other abalone to breed. Started with 12 an mms and then 120 in 2013 and now we have thousands from 2014. This tank filled room. In three years, we have increased our success. Now represents a renewed hope for the survival of white abalone which were listed in 2001 as federally endangered. These represent the future of the program. Scientists hope the booming white abalone population will eventually outgrow this room and spark a Breeding Population in their native abtat in southern california. The goal is to restore the wild population by putting enough animals out in the wild that they start to breed on their own successfully. If the bodega bay researchers can meet their restoration goal it could spell hope for other vanishing marine species. I knowing that a species that is right on the verge of extinction, we can bring them back and know theyre out there is really important. The Marine Laboratory expects to breed tens of thousands of white abalone in the next few years. These are about eight or nine months old. Returning them to the wild and maybe one day to the table.
