Drought, and hey, even though were in a drought and have this rain coming your way, we urge you to please keep the conservation efforts going, because even the storm system that could dump eight inches or more of rain in the higher elevations, it is not going to bust that drought. This is what you can expect through this afternoon, sunshine, that rain moves in tomorrow evening into the north bay, then were talking about really dangerous conditions by thursday. Torrential downpours. In fact, theres a Flash Flood Watch issued for the entire bay area due to localized flooding on streets and rapid creek and stream rises. Also we have a high wind watch for the entire bay area and northern california. Gusts in excess of 60 Miles Per Hour. And this one is going to dump snow above the sierra nevada. 5,000 feet, thats where the snow level will be through friday. Were talking maybe two to three feet of snow above 7,000, looking like a foot above 5,000, but its the snow pack that we really need to get out of this drought, so this is a really welcomed sight. However, dangerous around here. Im going to time out the system to your doorstep in a bit. Stick around for that. Right now, back to you, kris, scott, and the rest of the top stories of the day. The santa clara Water District has sand bags ready for you if you need them on center road in san jose this morning. Mounds of sand bags ready to go. The district warning everybody to be prepared, because as christina says, it could be the worst storm weve seen in years. And in San Francisco, crews are preparing for those heavy rains there, as well. Nbc bay areas Mark Matthews is live in San Francisco and mark, crews showed you how to get the streets ready for flooding so you could share with the rest of us. Reporter thats right. They are looking for some help ahead of the San FranciscoPublic Utilities commission. The general manager says this storm is going to be bigger than last weeks, as we have been hearing. He and a couple Department Heads from the city came here to Civic Center Plaza to demonstrate cleaning leaves from a storm drain and asking citizens for their help. A crew from the asset pucs Storm Water Division did the quick demonstration. The time to do this, of course, is today before the rain starts. There are 2,300 catch basins in San Francisco, and while crews are out cleaning them today, they say they need some help. If you see a catch basin thats clogged, we would like for you to assist us in removing the leaves and the debris from the catch basin. Please stay off the streets, if you can, avoid big puddles, dont walk through water if you dont know what it is. There may be downed power lines, so just be safe. The city is opening its Emergency Operations center on turk street. They are adding 911 operators. You know, it is not often that you hear a city telling people, look, if you dont have to go out tomorrow or the next day, dont, but we did hear that advice last week in mill valley, and it was certainly appropriate. New details this morning on the torture carried out by cia officials following the september 11th attacks. The Senate Intelligence committee released a report today that shows brutal techniques used on more than 100 people. 26 of those later found out to be not terrorists at all. The techniques included sleep depravation, confining to small boxes, and waterboarding. It shows the cia deceived the nation by saying torture saved lives, but records show the claims were unsubstantiated. Dianne feinstein believes the disturbing report will encourage further attacks against the u. S. Those who will seize upon the report and say, see what the americans did . And they will try to use it to justify evil actions or insight more violence. Nonetheless, she said it was important that the report be seen by the american people. U. S. Embassies around the world now on heightened alert. Will there be a day four . That is now the question for many people wondering whether people protesting the Michael Brown and eric garner decisions will be out again tonight. The demonstrations remained peaceful last night, but still snarled traffic for countless drivers and resulted in more than 150 arrests. Nbc bay areas Stephanie Chuang has the details from berkley. Reporter good morning. The tracks here at the berkley amtrak station are clear, but protesters last night had staged a sitin here, even blocking a train. Hours after they left, theres been problems as recent as this morning. We saw a couple employees with Union Pacific railroad who jumped off the trains, Walking Around with flashlights to make sure the tracks were clear at the berkley station after getting reports that protesters had cut the cables to the lights of the crossing arms. That was fixed, but the bulk of last nights protests were focused on i80 at University Avenue in berkley. The chp says officers arrested more than 150 people, taking them to jail in dublin for mostly resisting, delaying, obstructing of peace officers. The chp estimates up to 1,500 protesters in berkley at one point who remained peaceful, adding the violence peaked when a large group broke through fencing, stopping traffic, throwing rocks and other things at officers. Demonstrators say they will be out here for as long as it takes to get their message across. People are dying, so what . Unarmed people . No justice, no peace nobodys doing anything about it. Fourth day, fifth day, until somebody does something about it, well be out here, i would think. Reporter some protesters ended up at Berkley Police headquarters, where there were officers in riot gear. They let people know early on to stay away, putting a hand on even a barrier or guardrail could warrant a baton slap. The chp opened i80 around 10 00, but one group blocked another street during rush hour for several minutes. Bart had to shutdown the downtown berkley station, as well. Far more peaceful than over the weekend and demonstrators we spoke with say if they are out here again for a day four, they hope it will remain peaceful, the vandals will stay home so any crime will not overshadow or eclipse their message. In berkley, Stephanie Chuang, nbc bay area news. All right, the protests have affected businesses around the bay area. Many stores in downtown berkley closed and sent their employees home early last night, hoping employees would get home safely before the protests started, but shorter hours mean, of course, a smaller paycheck. Im losing my commission and im unable to work right now. So we dont know if were going to get our hourly pay or anything right now. Other businesses boarded up their windows, hoping to avoid any damage from the vandalism. Plus, politicians are starting to weigh in on police tactics. Protesters broke windows, theyve been met with police swinging batons and firing tear gas. Berkleys mayor told the Police Department tear gas should be a last resort. Too much input by city leaders can make a tough job even more difficult. It undermines the chief of police in terms of his or her ability to do their job, and it also undermines the chief of police with the officers in the department. In other news, despite san joses best efforts, the city is having trouble at the homeless encampment known as the jungle. Our cameras were there as flames broke out near story and center road early this morning. Investigators say this is the third fire in the last four days at the homeless encampment. Since the jungle was shut down by the city on thursday, many Homeless People moved to other outdoor spots around san jose. The city cleared it out, hoping to find the estimated 300 People Living there, permanent or temporary housing. The city has spent 3 million to do so over the next two years. The family of an iraq war veteran is asking for help to find their son who disappeared near the golden gate bridge. Joseph weber was last seen around 3 00 in the afternoon, he lives in sunnyvale. 62, 190 pounds, black hair, brown eyes. According to a website, he served two tours of duty in iraq and suffers from posttraumatic distress order. A massive complex set to go up across the street from levis stadium wont be ready in time for the super bowl. According to the mercury news, the complex missed another deadline. Montana hoped to have the project up and running by the time levis stadium opened. Now it looks like the project wont be even ready to break ground until 2016. The super bowl, of course, is in february of that year. Despite the delays, today the Santa Clara City Council will expend rights of the property through march of 2016. New at 11 00, a flight headed from San Francisco to phoenix had to be diverted to lax after a passenger gave birth midflight. Board of directors will meet today to discuss a 14 monthly hike for all water consumption. That would cover the cost to provide an emergency drought water supply. For an average household, that means the hike would be about 4. 30 a month. Those added revenues would pay for pumping Sacramento River water into the east bay. The board will also discuss new forms of penalties if the drought extends them to a fourth straight summer. So how about round the clock mass transit . That could soon be coming for some late night commuters. This morning bart and ac transit will lay out a new plan for overnight transbay bus service, starting as a oneyear pilot progr program. No word how much it will cost or which areas it will service. And Santa Clara County supervisors expected to vote today on the new living wage some say would be the most comprehensive in the nation. It would require every employer that does business with the county to pay a minimum hourly wage of 19. 06. Some reports indicate the ordinance would impact about 1,000 jobs. If supervisors sign off on it, it would take effect in july. San joses posed to legalize and tax air b b rentals. Today the city council will force people to tack on a 10 tax. Its similar to the occupancy tax you see when you check out of a hotel room. The tax would generate about 150,000 a year for san jose. Americans are shelling out bigger bucks for cars. According to new data compiled by true car, automakers are on pace this year to sell more than a million vehicles that cost at least 50,000. Thats up more than 30 compared to last year. Certainly, luxury models and high priced suvs are pushing the numbers higher. A new report says Global Warming is not causing californias drought, its setting off a firestorm of its own. Scientists on a federal task force say natural conditions are the driving force behind the states dry spell, but some experts say it down plays other factors that have humanitys fingerprints on them. The report says a naturally induced warm patch of water in the western pacific helped to create a High Pressure ridge that blocked precipitation from entering california. A meteorologist behind the report says the evidence is not dismissive of Global Warming, but says that the drought is not a consequence of the warming planet. Meanwhile, we have lots of rain, ironically, coming our way. Then theres a massive storm in the coastal northeast today up and down the beach lining new jersey, parts of new england, locals preparing for lots of rain, flooding, all over the place. Dylan dreyer is in long branch, new jersey, with this update. Reporter here in long branch, new jersey, we are in the midst of a nasty noreaster here. The wind has been brutal, gusting at times near 35 Miles Per Hour and the height of the storm not even expected until midmorning, lasting until midafternoon, when gusts could be as high as 55 Miles Per Hour. Weve got a lot of rain, but the biggest concern here along the coast is that ocean right there. It is very rough, because this is a coastal storm. This area here has been hit hard by sandy. They are still trying to rebuild parts of the boardwalk here, so any additional waves and rough surf like were seeing here and the pounding winds will cause more problems, especially with beach erosion and the possibility of some of the flooding. Were looking at inches of rain here, so flooding on the roads, even inland, will be an issue. Never drive through flooded streets. Its hard to judge how deep the water is, but this is going to be an issue today in the midatlantic, moving up into the northeast and parts of new england, then the highest elevations will switch to snow. We could see new york and new england one to two feet of snow on the backside of this storm. In long branch, new jersey, dylan dreyer, nbc news. That reminder valid for the bay area. Dont drive in flooded situations. Dont drive into water you dont know how deep it is. But i guarantee you Christina Loren were going to see somebody drive under that bridge in san jose on thursday. You know, it happens every single time. Every single time, without fail. Dont let that be you, scott, kris, and myself, all three of us have warned you. Temps right now mostly in the 60s. You know what, part of the way that you can help keep the bay area from flooding with the rain rate that we have on the way is to clean out your storm drains, of your neighbors, maybe those are clogged, as well, thats going to help your area from flooding. 66 degrees on the peninsula, 64 degrees on the east shore, its that time of year. You want to help your neighbor this time of year, the holidays after all. I got to tell you, were not even in wintertime yet, that doesnt kick off until the 21st of the month, but we have rain that weve had for the past few weeks that brought averages up to 165 of average for this season, redwood city, for example. The next storm is going to add rain on top of those averages that are already high. And then weve got more rain on the way for next week, as well. So let me kind of show you the most dangerous time frames across the bay area from this potent storm system. I stop that clock, this is when were going to focus on wind. 3 00 a. M. , youll notice on the key, 40 to 50 Miles Per Hour wind gusts widespread across the board and thats before the heaviest rain starts to get going down here in the south bay. When it comes to the rainfall totals, were anticipating eight inches or more above 2,000 feet. Six to eight inches possible on the valley floor of sonoma county, marin county. Three to five inches in hayward, all the way to oakland. That extends across the bay into San Francisco, and were counting on two to four right here in san jose. So todays your last full dry day to make the storm preps. Clean out the storm drains. Also if you live over 17, travel over 17 to get to work, dangerous conditions as of thursday morning it will be the winds and thursday night will be the rain. Keep that in mind. We could also see mud and rock slides. You want to get any items that are loose or could be damaged by the heavy rain and tie them down or bring them indoors, they could become projectiles with winds above 50 Miles Per Hour from time to time. Also if you live in a floodprone area, creeks and rivers will rapidly rise. Friday morning we will start to clear out, but thunderstorms continue. Let me briefly give you the time line where you live and well talk about snowfall in my next report. Stop that clock for you at 10 00 a. M. On thursday. At that point weve got light showers here in the south bay, heavy stuff up in the north bay, all that heavy activity moves into the south bay by 4 00 p. M. , then stays put until about 10 00 p. M. After that well start to see the showers let up, but it could be downright treacherous getting to work on friday morning with all the aftermath and all the water accumulating on the roadways. After a temporary lull, residents in san joses Evergreen Community say the crime wave is back. The latest on niemann boulevard, burglars are once again prowling through their neighborhood, and one family even came face to face with a wouldbe burglar. Nbc bay areas Damian Trujillo spoke with that family. Officers pulled over any driver whose car matched the description of todays burglary attempt in evergreen. Michael mayo was shocked when the suspect opened his bedroom door. Right there, right on, i know its a burglar. My wife said, im going to call the police. I start yelling and chasing after the guy, which is probably dumb. Reporter mayo says the burglar hopped the fence after breaking the window screen and thats when his neighbor spotted the suspected burglar. Im getting ready to get out of the car, see a quick shadow, see someone running right down our roadway, all of a sudden i get out and hear our neighbors screaming and hollering. Reporter evergreen residents say it was pretty quiet in october, but there have been 29 burglars in evergreen in the last two weeks alone. Its prompted one resident to send this letter to the police chief asking for help. The Chiefs Office says the department has limited resources, but it has still devoted substantial resources to evergreen, and today the beat captain signed a burglary suppression unit, including several additional officers working overtime to find and stop burglars in evergreen. Just woke up, guy shows his face in my bedroom that i dont know, i start chasing after him. Reporter police were in mayos neighborhood within minutes and are still looking for the suspect. Well, a follow up now from the shooting in downtown san jose shortly after the raiders 49ers game. Local restaurants are rethinking their football strategy. Cheryl hurd has more. Reporter hes owned the old wagon saloon in downtown san jose for five years. He knew the battle of the bay would bring in big crowds, but was surprised it turned so violent. Some people might think its not safe to come downtown and thats a scary thought and i hope that the San Jose City of san jose, the mayor, they would hire more Police Officers. Reporter more Police Officers to keep downtown safe. At around 5 00 on sunday, police say several men got into an argument and got kicked out of the pub. A man who works as security was inside the pub enjoying his day off. The brits general manager explains what happened after the men were told to leave. Everything shows that he was not involved in breaking up any fight inside the location, so what we see is just that him going out in the street and being in the wrong place at the wrong time and taking the bullet. Reporter the offduty Security Guard was shot. Police arrested a man. As more businesses move downtown, crime inevitably comes with it. There have been fights when bars close, even a deadly shooting last month. Jared oker has worked in the area for over a decade and hes concerned. What if someone missed or he shot more than once and stray bullets go somewhere else and hit innocent people . Reporter cheryl hurd, nbc bay area news. Santa clara police say he was a belligerent fan who went too far at fridays pac12 game and had to be ejected from levis stadium. This video posted online showing officers arresting the 44yearold man, and now many people who have watched the video say it was the police who went too far. Nbc bay areas Marianne Favro has the response from law enforcement. Reporter this video taken at levis stadium friday and posted online shows the Santa Clara Police officer hitting a man in the back of the leg with a baton. The baton even breaks. It also shows an officer wrapping his arm around the 44yearolds neck, and while this is going on, you can hear people in the crowd chanting, hes not fighting back. Police say what you dont see is what happened before the video was taken. Officers intervened after he became belligerent with the stadium employees. Our officers attempted to eject mr. Lyden, at which point he refused to listen to directions and walked away from them, at one point assaulting one of the officers. At that point they attempted to take him into custody for that assault. Reporter he pushed an officer and was eventually arrested for resisting arrest and assaulting an officer. Lyden lives in eugene, oregon. We reached out to him, but he did not return our calls. Some are questioning whether police went too far. The officer felt in his mind that he used sufficient force to effect the arrest and thats what the officer did. In that particular circumstance, our department will review that for us and determine if it was excessive or not. Reporter Marianne Favro, nbc bay area news.
