Were seeing temperatures quickly warming around the bay area, and whats unique about our heat advisory today is its not just for the valley. Were talking about in the inner bay towards the coastline, the hottest temperatures from noon to 7 00, also a spare the air day, worse of the air quality around the south bay and Santa Clara Valley with temperatures mostly in the 90s. Its been interesting to watch places like San Francisco, starting off the morning into the 70s, then as we pass through lunchtime and 3 00, upper 80s and low 90s around the peninsula and down to the coast, too. Without a strong sea breeze heading into the evening well see temperatures still in the mid to upper 70s around San Francisco and likely 80s in the valleys. This is a 1953 pass underpike and crews had to dig to clear it. Right now, minutes ago, they began using a saw to cut through it. They are hammering away, getting ready to replace this pipeline. Neighbors are concerned this is happening throughout the city. A few million gallons of water lost in the bayview. Flows like a river. Reporter neighbors describe hearing the same thing. I woke up, thought i was back up in the mountains because i heard water rushing like a river was flowing. Reporter when you came outside . Stunned and shocked. The amount of water was coming down from the hill. Reporter it was deja vu, second time in two months. Same problem two months ago, but it only affected this half of the block. And so its falling apart. I dont know why the city dont fix the pipes through here. I think its too old. Reporter the San FranciscoPublic UtilitiesCommission Says thats exactly the problem and its trying to catch up with the water system that has some pipes more than a century old and has increased the amount of breaks from four miles in the year just a few years ago to 15 miles this year. One of the things we are doing, we always are replacing pipes. Theres over 1,200 pipes in the city. We asays the pipes to make sure we have an idea whats the oldest and hit those pieces first. Reporter from the repairs by heavy machinery, to the cleanup by home owners by hand, they are hoping theres no third line break any time soon. Neighbors on the 100 block of carr street took the brunt of the water flow, where water remained in some bedrooms. Hes grateful he and his baby escaped damage. It happened around 7 30 near mckey road and checkers drive near Independence High School in east san jose. The girl is expected to survive. Police had to close the area while they investigated. No word yet if the driver is facing any charges. San jose police are also investigating a fatal hit and run. A man was crossing center road at baltic avenue around midnight when a car struck him and then took off. The only description witnesses were able to give to officers is that the vehicle was a dark suv. The victims name has not yet been released. In about two hours, state Health Leaders will meet to talk about the current state of the enterovirus in california. Yesterday, officials in two bay area counties confirmed cases of children stricken with that virus. He played football at American High School in fremont, until six months shy of graduation a runin with the law landed him in juvenile court. For many, this would be the first step down a bad path, but thanks to some committed adults, one in particular, it wasnt for dexter. Breaking the school to prison pipeline was the topic of a recent summit at oakland college. 350 educators, community leaders, and young people brainstorming ways to stop trouble in school from becoming a lifetime of trouble with the law. Dexter was not that hard to crack. He may think he was. Shes always that kindhearted, genuine personality, you know, you really get to trust her and see she really does care. They really had a genuine interest in seeing me progress down the right path. Reporter for dexter, that path now leads to being a firefighter. After graduating from camp sweeney, dexter is now working as an emt and taking courses in college to become a paramedic. Courses only made possible by a 12,000 scholarship arranged by Nicole Crosby. And i look at it just as an investment in that young man, because its money in the bank and im hopeful some day it pays dividends to the community. I feel really grateful and the only way i feel i can repay her is if, you know, i get into a fire department, she sees that badge pinned on me. Heres the culprit, a summersized ridge of High Pressure giving us offshore winds today, likely the hottest days for areas around the coast and inner bay. Through saturday, at least one more hot day inland before a pattern change, which will eventually bring up a stronger sea breeze by sunday. But in the meantime, heat advisory for today, may see it extend into saturday, this for all areas around the bay area, even the coastline, temperatures in the 90s, hottest into the evening from noon to 7 00 and air quality also an issue with relatively light winds around the valley. Spare the air day, as well, from friday. The temperatures through the day around the south bay, from lunchtime to 3 00, the numbers really starting to soar. Mid to upper 90s possible, especially south of downtown. Without a strong sea breeze, it will take time for temperatures to cool off. Highs today, numbers in the mid 90s around san jose, even to the coast, getting close to 90 degrees in pacifica and San Francisco. Well, fire crews spent much of the night in oakland cleaning up after a fire that spread quickly from one home to three. Happened on Reading Street in oakland a block or two from mills college. The fire was so big, firefighters called for backup twice. They didnt get the fire out until 9 00 last night. Three homes were extensively damaged, a power line fell on a fire engine. Investigators still not quite sure what caused the fire, but the homes were very close together. Trees between them, that helped the fire spread. Nobody hurt. Pg e is contesting more than 1 billion fine imposed for the san bruno pipeline explosion. The utility asked the state to reduce the fine but would not say by how much. Meanwhile, a separate appeal filed by rate payer groups is asking the commission to reconsider how that 1. 4 billion fine is distributed. The group wants more money to go to pay for pipeline safety. Right now most of the fine will go in the states general fund. The gas explosion killed eight people and destroyed nearly 40 homes. Investigators say the man who led them on a freeway chase through Southern California may be a prolific bank robber. The pursuit started yesterday, police say the driver failed to stop, when asked, he tossed a gun out the window. At times the driver was on the wrong side of the freeway, weaving in and out of traffic, 85 miles an hour. Here you see the end, a big crash. Fortunately, he wasnt hurt, later identified as steven bartlett. Police say hes the socalled hills bandit, whos robbed banks in san diego and Orange County since may. A san diegobased marine who went missing after an aircraft malfunction is presumed dead at sea. The plane took off wednesday with four people onboard. The plane lost power shortly after takeoff. The pilot eventually gained control and landed safely back on the navy ship. One marine was pulled from the water, but the other was never found. Since the age of 16, this is all hes done, working for companies, the government, and now himself. Even he says the Jpmorgan Chase breach is unprecedented. This is scary. This shows that a company thats pretty diligent in security that is heavily regulated, that the government puts mandates out about what they have to do to protect consumers can be breached. Reporter 76 million households and 7 million Small Businesses are affected and this breach isnt like target or home depot, this time the hackers stole your personal information, your Social Security number, your address, your email address. This is the jpmorgan customer information. This is your home address, your name, your contact information, so hackers are going to use this for a long time trying to steal your identity or compromise other accounts. This is going to be far reaching. Reporter also different, the hackers stole internal data that identify customers by category. If youre a Mortgage Customer or banking customer, a credit card holder, or hold an auto loan with chase, the bank doesnt see fraudulent charges yet, but ely says its no longer the credit card numbers they want. They want your personal data instead. So were finding in the secondary markets right now, personal data, medical records, personal data that can be used for identify theft is more valuable than credit card numbers. Reporter some say its impossible to fully prevent hackers from breaking in anywhere. I think it is preventable, but very tough. Its a near impossible challenge for some organizations. Well, its been one year since the university of california hired its now high profile chief janet napolitano, in charge of all ten uc campuses and makes up one of the highly regarded University Systems in the world. Jessica aguirre sat down with her to talk about the first year on the job. An outsider coming in, the breadth and depth of the university of california is almost impossible to comprehend until youre sitting in a chair like mine. Reporter she says her role at the university of california is like being a ceo. Its a job that requires hard choices, like the decision by regents to admit a Record Number of out of state students. Ive heard a figure somewhere for each International Student they pay for themselves and another student to come to california, is that factual . Thats pretty much how it works. Reporter there is a perception, and i want you to clarify, when i go out and talk to parents, theres always a perception of parents that say one of those kids from out of town or International Place is taking the place of my kid. Yeah. Reporter but thats a misperception. That is a misperception. It is i totally understand how that happens. Reporter while there has been an increase in the number of out of state and International Students, napolitano insists californians are not losing coveted spots. Even so, she believes it is time to reexamine out of state enrollment. We dont actually have a policy, we dont have a cap, we dont have anything like that, and its become such a sensitive issue, important issue, that i think we need some rules of the road moving forward. Reporter another sensitive issue, the ban on affirmative action put in place by voters in 1996, which resulted in admissions dropping for africanamericans and latinos at toptier campuses like uc berkley and ucla. Napolitano has pledged to increase enrollment for lower income and minority students. We educate, for example, half of the physicians in california. They are going to come out of the university of california, and yet with the ban of being able to take race or ethnicity into account, we find it very difficult to maintain as diverse a student body there as we would like. Thats a concern. Reporter all right. Explain in laymans terms to parents out there that want to know why does it cost so much to go to college these days, where is the big expense in the university . I think several reasons. First of all, its not as expensive as you think, and this is where we get to, i call, the myth of the sticker price. Anybody who thinks this sticker price, this, this, and this. Reporter most uc students, according to napolitano graduate with no debt and among those with debt, its less than 20,000. Total, not per year, total. And thats an investment. You know, thats not even, you know, thats a car, you know, think about it in terms like that, that will pay itself off and off and off and off over a persons lifetime. Reporter most of the uc budget goes to paying for people and facilities, costs napolitano will continue to fight for at the state capitol. I think our chief challenge remains and is sacramento and the budget, and i just know it, i see it, not sure i quite understand why, but weve got to keep working at it. Reporter jessica aguirre, nbc bay area news. Tuition has been frozen for three years now, but without significantly bigger financial pot from the state, it will be difficult to maintain that freeze. Were going to turn it over to meteorologist rob mayeda, whos standing by right now with a look at the microclimate forecast, but earlier he said it looks more like a macroclimate because its going to be hot out there. Well, heat advisory up for the entire bay area caused by a ridge of High Pressure bringing a couple of interesting extremes to our weather forecast. First, the very dry air moving into the region and usually the air cools as it goes from lower elevations up to the sum its of the sierra, but in this case, High Pressure is forcing the air down, compressional warming all the way out to the coast, shutting down the sea breeze and our temperatures soaring through the afternoon. Youll see numbers around San Francisco and the coast, upper 80s to low 90. Without a sea breeze, it will likely stay in the 70s and 80s inland even for the better part of the evening. So a hot afternoon around the bay area. Numbers in the mid 90s south of downtown, san jose, San Francisco, up to 80s to low 90s. North bay and trivalley, highs in the mid 90s for the afternoon. Inner east bay, oakland seeing numbers in the low 90s and mid 90s out towards walnut creek. For the outdoor events, hardly strictly bluegrass, watch out for the heat. Sunday should be more comfortable. We hope thats the case, because the sea breeze starts to turn on, should start to cool down the coast, bring in patchy low clouds throughout the weekend. Saturday, still warm as we watch the home game for the san jose state spartans. Kickoff at 5 00, could be still hot around 5 00 before things start to cool off towards the evening and the 49ers back in town, hosting the Kansas City Chiefs sunday early afternoon. The berkley Free Speech Movement captured the attention of the nation. We continue our look back on that historic time by going behind the scenes with the students at the center of the storm. Heres today in the bays diane dwyer. He at some point thought he would be a priest. There was so little, you know, it was a very socially conservative time and i lived in a very narrow world. My parents were both members of the u. S. Communist party. I was raised in a system that you live within your means, you dont borrow money. Everything was conservative and father knows best. Reporter the collection of students of eclectic, the daughter of a communist, the son of a navy man raised on discipline, a boy from queens who had been raised to become a priest, and the son of jewish immigrants who was taught not to question the status quo. We begin with the young man who was to become a priest but instead became the name synonymous with the Free Speech Movement. Im sure his first communion. The one thick that he took from his early upbringing as a catholic was resist evil. Reporter savio died in 1996 of heart failure, but his wife and one of his sons had distinct memories of the man, who according to the chronicle, was the nations most prominent student leader of the 1960s. A time when the operation of the machine becomes the audience, makes you so sick at heart that you cant take part. You cant even passively take part, and youve got to put your bodies upon the gears and upon the wheels. He was also a gifted speaker, but that wasnt always the case. He had this terrible stutter. They chose the valedictorian by grades and he was had the highest grade point average in the school, and but the principal said to him, you know, you dont have to give the speech. And he said he wanted to give the speech. He had a really bad stammer and it could take him minutes to get one word out. Reporter despite being raised in a conservative family, his parents supported his efforts to fight what he saw as inequality. Basically, they were scared, but they were also proud of him. Reporter after college he went on to eventually teach logic and math at sonoma state, but would step back into the headlines occasionally to bring attention to issues ranging from apartheid to immigration. But it was the Free Speech Movement he was still so proud of because of what they accomplished. He saw it as a really shining moment. The painless son i was taught is, dont stand out. Reporter that may have been the lesson, but make waves is exactly what jack, the man in the car, ended up doing. John steinbeck once said the United States was on a tilt and all the loose nuts rolled to california and i was one of those loose nuts, just wanted to get away. And that was the farthest i could go. Reporter he was a star in the movement and made national headlines, but back home in buffalo, that news went over not well. Yeah, it was a total embarrassment and humiliation for my family, and i really severed relationships with them for a period of a couple of years where i couldnt deal with them and they couldnt deal with me. We subsequently healed all that. Reporter today, wineburg works to help protect the environment. My parents were both members of the u. S. Communist party. Reporter and that upbringing may be why she was attracted to berkley, by a piece of news footage that probably didnt make the universitys recruiting material. Well, i was very political and the students at cal had organized a big protest in 51, i think it was, against the House Committee on unamerican activities. Students were outside up on the steps of city hall, they were washed down the steps by the fire department, turning on very heavy hoses. And i was very inspired by that, and so cal became a place i thought, oh, id like to go there. Reporter as one of the few female leaders of the movement, she found her voice one night on top of the police car. And then that night was the first time id ever made a speech, a public speech, and it was from on top of the police car. The only thing i remember saying, i remember quoting frederick douglas, the great abolitionist, who said that power conceives nothing without a demand. I remember that i quoted that and the crowd roared back. Its affirmation. Reporter but not everyone on campus was as enthusiastic about what was happening. Graduation night i stood on the steps and said something like, the Free Speech Movement screwed my university. I went to a school i assumed was an ivy league school. I literally came with button down shirts and threepiece suits. I had no idea what to expect. I just assumed that was the way it was going to be, and for the first week it was, but by the second or third week of school, by the middle to end of september, it really got crazy. So students were protesting, they were in large numbers up the steps giving speeches, and then, of course, the one big turning events was the arrest of jack wineburg. At berkley in those days, the counting was eight of us and 10,000 of them. The socalled law and order group, of which i was a member, was very small in number and our job was to go on television, to go around the campus, and talk about trying to calm the situation down, trying to find a civil way of dealing with the issue. In retrospect, i have to say, that when i think the students achieved was very important. As i have grown older and become more politically involved, as i can vote, as ive seen life develop, i think it was an important thing at the time.
