President obama says american combat troops will not be fighting in iraq again, but the u. S. Is sending up to 300 advisers to that country. Nbcs richard angle has more from baghdad. Reporter the u. S. Is getting more involved, militarily, in iraq again. The u. S. Isnt launching another war here. Theres not going to be another invasion, but the roughly 300 advisers will be on the ground, in iraq, some in baghdad, some have already come, working directly with the iraqi armed forces, in the same room, in many cases, in joint command centers, trying to advise the iraqis in their fight against islamic extremists. Isis militants are still fighting, trying to take over iraq. The iraqi army, with more leadership and defection, has crumbled. So now, at the request of the iraqi government, the u. S. Is stepping in, deploying up to 300, quote, advisers. And were prepared to send a small number of additional American Military advisers, up to 300, to assess how we can best train, advise, and support Iraqi Security forces going forward. Reporter make no mistake, this is American Military involvement, but its by remote control. American combat troops are not going to be fighting in iraq again. Reporter the americans wont be kicking down doors again. The advisers will guide the Iraqi Military in the battle against isis, helping them pick targets, advising iraqi troops how to maneuver, to retake the halfdozen cities and towns where the militants have settled in. And if iraqi firepower isnt enough, the u. S. Military may lend a hand. We will be prepared to take targeted and precise military action if and when we determine that the situation on the ground requires it. If we do, i will consult closely with congress. Reporter but the u. S. Isnt the only country with its hands on the wheel. Iran already has military advisers here, reportedly led by suleman, hes the leader of the elite quoods force. Now the u. S. And iran will both be guiding the iraqi army. Strange bedfellows, brought together by a common cause. The Obama Administration is calling them advisers. These are special forces, intelligence. These are people who will be on the ground, looking for targets. Mostly, theyll be calling in iraqi air strikes. The iraqi army is well equipped, it has lots of weaponry, a lot of it left behind by u. S. Military forces. So far, iraqi troops have been unsuccessful in using those weapons, and the idea is, once the americans are here, working together with them, the iraqis will be more effective in this battle against islamic militants. The socalled tech buses that shuttle workers to and from the south bay in San Francisco, from apple to google, all of these companies have been using muni bus stops for free, for years, which is about to change. Nbc bay areas Stephanie Chuang is live at city hall. Stephanie, whats the reaction so far to asking these companies to pony up some cash . Reporter yeah, good morning to you, kris. I would say mostly opposition so far. There are about 50 to 60 people packed into the room here on the fourth floor of city hall. And it will be a pretty long meeting. People are able to go up to comment on each of the 80 or so muni bus stops and voice their opinions. So it could take a little while. Weve has residents talking about how it will be noisy, weve had Business Owners say its going to take away business, because some of the shuttle zones will take away parking spots. This 18month Pilot Program would charge Tech Companies 1 per stop per day, a move that would total 1. 6 million, money that would go back to fund the program. The reaction to this move, mostly divided. Every 20 to 30 minutes here at 18th and delores, another one pulls up. Socalled tech buses. This one, a gbus. Googles way of shuttling workers from the city down to its offices in mountain view. Its great. I take this bus every morning, and every 20, 30 minutes, and use the commute to shuttle and the buses come, it makes it efficient. Reporter the Transportation Agency says the shuttles eliminate at least 45 million vehicle miles and 760,000 metric tons of carbon from the areas roads and air each year. But opponents of the tech buses have staged protests. They even filed a lawsuit last month, against the city, to block the private shuttles from using public stops, claiming the shuttles sometimes block muni buses and cause delays. And also bring its highly paid temp workers into San Francisco, which they say has led to skyrocketing rent and housing costs, eventually causing evictions of lower end tents. Jerry lynn has lived in the mission since 1996. She admits she doesnt like the face of the neighborhood is changing, but is okay with the tech buses, as long as the Tech Companies pay up. I think its great. I think it takes more cars off the street, parking isnt as traumatic as it used to be, but i do think they should pay for it. I think they have the money. They can take action today, but any move will have to get final approval by the board next month. Whats also interesting, this could make money for the city, because this new system will use gps to track these tech buses to make sure they pay. It will help to determine if these buses arent where theyre supposed to be. That could mean racking up some extra fines. And this 18month Pilot Program is going to begin on august 1st. Fire investigators are looking for evidence to figure out the cause of a grass fire that destroyed two homes in the san jose foothills. Firefighters say conditions were perfect for a wildfire. It was hot and dry, with bursts of strong winds. Neighbors say they first saw smoke coming from a vacant home yesterday afternoon, then the flames quickly spread to another house and surrounding brush. This was near the 680 280 interchange on clayton road in the east foothills. 17 San Jose Fire Department engines jumped on to that fire, hitting it from both air and ground. People who live in the neighborhood were prepared, making sure they had Defensible Space around their homes. Youre going to be the first protector of your house. Theyre going to be 10 minutes away, 15 minutes away. By then your house can be gone. Despite the intensity of those fires, nobody was hurt. San jose Police Officers say a new staffing policy puts them and you, the public, in danger. The unprecedented policy quires officers to work overtime, so the department can meet its staffing levels. When the department cant fill the schedule, it will ask volunteers to work overtime, but if no officer steps up, then that request will become an order. Some officers will have to work up to three extra hours on patrol. The Police Officers association, the union, argues that overtime leads to stress and tired officers. It will take another four months before a Police Substation will open up in south san jose. The mercury news reporting that the city is in the process of hiring 28 Community Service officers, to man that station on great oaks boulevard. That would be located near the highway 85 and highway 101 interchange. The station was completed four years ago. Still, though, it stands empty because of staffing and budget shortfalls. Berkeley could soon become the first city in the country to require warning stickers about Climate Change on all gas pumps. Berkeley city councilman, chris worthington, came up with the idea. He says the warning signs, like the ones that you see here, are to remind people that there are ways that you can help to clean up the environment. But critics say the signs infringe on consumers First Amendment rights. What exactly are consumers supposed to do with the information that the city of berkeley is suggesting be forced upon service station operators . The state of california has suggested that, you know, Greenhouse Gases are a serious problem and Global Warming needs to be addressed. Maybe we can do things that are alternatives, like Public Transit and alternative transportation. The proposal has overwhelmioverwhelm ing support from city leaders and the city council could vote on it by the fall. Well, if your weekend plans include driving in one of San Franciscos most iconic landmarks, you might need to call an audible there. Lombard street is open to traffic right now, but not for long. It will be closed every weekend, starting tomorrow, from noon to 6 00, this until the july the 13th. It will also be closed on friday, july 4th. Those closures are temporary and part of a Pilot Program put into place after People Living on lombard street complained about traffic in the area. You can, however, still walk down the street, but maybe not the exact same effect. No. The issue of concussions has been a big one in football for the last several years. Now a proposal is on the table to limit workouts for young football players, and its on its way to governor browns desk this morning. That bill would restrict how much full contact practices middle school and High School Players could have. Full contact practices would be limited to two days a week, 90 minutes each session, but in the offseason, it would be banned outright. Conditioning drills and other conditioning would not count towards those restrictions. The idea being to reduce the number of brain injuries and concussions. But some coaches say, California Kids wont be able to complete with players from out of state, who will have unlimited full contact practices and better skills. Many of them cant afford to go to school. And so if this is going to hurt our chances to make a scholarship opportunity, then i think we have to be careful about it. It would be unfair. A supporter says Research Shows that the hits do not cause concussions, that they dont have longterm effects. I think a lot of folks might disagree. Yeah, thats an issue that continues to make policy makers heads spin right now, at having to get a handle on this. We dont get to road race very often, so every time we get to come to a new course, its only twice a year, but i really enjoy it and k llooking forward to gen to the track later today. Reporter and this is the first time youve actually drove on this one . Yeah, its my first time year. Ive been around it in the pace car a couple lapse. So hopefully they have a good car, but im pretty confident. I really enjoy road racing and its always cool for the fans, because none of us really know what were doing. We always make our share of mistakes and make it entertaining for the fans to watch at home. Reporter how is this one different for you . The easy answer is there are right turns, but its one of those races where if you just stay on the racetrack and dont make any mistakes, you can get out of here with a solid finish. So the biggest thing is just minimizing mistakes, not missing the shift, not breaking the rear gear, and like i said, staying on the racetrack. But its also of fun. You know, you get to bring a completely different attitude to the racetrack, and just really enjoy it. Reporter how fast do you go when youre racing . A lot faster than were going right now.
