Owners could vote on whether the raiders will move to sin city. At least 24 owners must vote yes and judging but how the owners are talking it is looking like the silver and black are leaving. Raider fans are probably not as vocal or colorful as they are at home. But that home could soon be in las vegas at a new 2 billion stadium. She was in the studio tonight holding out hope that the owners will reconsider and keep the raiders in oakland. I hope there are nine owners that realize thats not in the longterm interest of the league let alone the bay area. A sentiment shared by fans who say oakland is the teams only true home but they also understand finances. Love oakland but the new stadium, id go too. And of course that 750 million he is talking about is the money that the city of las vegas has put on the table toward that 2 billion new stadium there. I talked to the leaders of two of the larger raiders fan groups today. They told me they feel cheated and the deal that oakland put on the table was comparable to the las vegas deal and they said fan support is stronger than ever here for the raiders, two things that follow the nfl guidelines. But several of the flooded communities were also under water 20 years ago too. Plans to protect the area went nowhere. Investigative reporter has been looking into why. Millions of your tax dollars have been used for projects to look into how to stop the flooding but the plans were never used. Now we investigate why better protection is still years away. This woman is 77 years old and lived most of her life in this home. You dont recognize it . Absolutely not. I came here to see everything i have to throw into the garbage. I end up homeless. Its heart breaking. She was living in the small home with ten of her relatives, mostly children, when the water came rushing in. It was like a river inside. A river . Yes. Reporter she is trying to salvage whats left. So gross. Reporter while her daughter surveys the family van that still hasnt dried out. I came to see what im going to take out but not much. Even the car seats have started to grow mold. See, water is still dripping out. Reporter the flood waters left san jose with 68 million in damage. More than 500 homes took on water. And some of those very same neighborhoods suffered similar flooding 20 years ago. Since then the Water District spent 10. 8 million plan and designing flood protection project for neighborhoods in the area. Some of the projects were scheduled to be built by last year. Planning was done but not a single project was constructed. No. Reporter melanie is an interim chief officer at the Water District. Plans were put on hold so engineers could study whether projects upstream could provide the same protection at a cheaper price. If you could do something upstream. Reporter otherwise it could cost between 500 million and 1 billion to build the previously planned projects. But only 36 million has been set aside for the work and 11 million of that was spent on the designs that the Water District now wants to redo. Was that a waste . I believe most of that we will be able to use and just update it. But some of it youll have to do over again . Well have to perhaps update some of it. Reporter reports we obtain show that new planning process isnt scheduled to begin until 2019 and partial construction wont be done until 2025. For an area that just flooded, they may now have to wait another eight years before Getting Better protection . Youre right. That is not acceptable. How do you look people in the eye who live in those communities and tell them they may have to wait eight more years . Thats very difficult and i feel so bad for those people. Sblrt but other parts of san jose are not slated to get any protection. Not a single project is approved for the rock springs area which also flooded 20 years ago. In 2003 the u. S. Army corps of engineers denied funding for the area saying that the benefits were not significant enough to justify the cost. Unfortunately we didnt have adequate money to do something about the problem at the most vulnerable locations. Reporter the Water District says it is now asking the corps to reconsider funding the project and looking to temporary fixes for region but those are still years away. I would like to be alive and see it. You may not even live to see it. Ill try. So we are expecting help. But when its going to come, i dont know. Reporter the Water District tells us its board will meet in the next few weeks to discuss discuss whether money from other projects can be diverted. And flood victims like this family are still waiting to find out if they will be eligible for emergency funds from fema. A charity has been putting them up at a motel. But few can point to numbers you are about to hear. Reporter helping in the field of public housing, perhaps, that has more than a little to do with the success shes found in her second career. Still finding homes. Just not for humans. Her coming back here i mean, i think she is just a different cat now. Reporter ann dunne will be the first one to tell you she is the last one you would expect to run a cat rescue. My closest friends were all doing cat rescue. I could not have cared less. Reporter all that changed one day when ann crossed paths with a single stray kitten. Theres this orange tabby and i my heart grew three sizes that day. Ill keep him. Reporter that rescue led to another and eventually ann began volunteering at the oakland animal shelter. It was there ann saw first hand that the cats could handle the caged and noisy shelter environment were easily adopted. But those who withdrew or became aggressive were considered unadoptable and most likely killed. Ann and other volunteers were determined to help them. We see that these cats are adoptable. They just need to be in the right environment. Somebody needs to get them out of a small cage surrounded by banki barking dogs. Reporter at first they focused on fostering in home. But exposure is a barrier to adoption as well. Two years ago, they opened the countrys first cat cafe. A store front, nocage adoption showcase and coffee. The success has been staggering thanks in part to cat town and anns team of 200 volunteers, oakland animal shelters youkil rate has dropped to 14 . Cat town is expanding because things are going so well. Giving more people, ann hopes a chance to judge a cat not in a cage but with a cup of coffee. Another secret to their success is how well they work with oakland Animal Services. Shelters and Animal Services dont always see eye to eye on how to help animals.
