The floors are still wet, covered in mud. Before we left it was covered from the bottom with water. Some sand bags didnt help out. Reporter the basement is full of water. If youre able to walk down there, we had stuff down there. You can see how high it got right here. Reporter the clean up and repairs ahead are overwhelming. Everything in there is lost. Its hard. A lot of years we lived there. Reporter down the street, clean up is already underway. Washing everything with that bleach so the water is not good. We got sewer water, thats why. Youre seeing that all over this neighborhood. Now, i talked with several people tonight who did not have Flood Insurance and they are wondering how they can get some financial help. The city of san jose is raising money to help flood victims here, but city staffers tell me it will be sometime before that money is distributed. This is the latest evacuation map, the green, all that green streets that have been cleared. The orange area is the streets that remain under mandatory evacuation orders. Nbc bay areas ian cole joins us near spartan stadium. We were there for the earlier newscast. Fire mighters tell us it might be weeks where the neighborhood you are will be deemed safe. What are you seeing . Reporter it certainly has, raj. It is certainly weeks because of all of this water. It still needs to go down so they can actually get a good idea of how much damage there is. You can see it right here, cars flooded in the street. Sometimes several of them outside of one single home. The houses, theyre flooded as well and this sight continues to be a letdown for people trying to come home. A submerged street is all families are arriving to tonight on rock spring. They were hoping for progress. We couldnt even pass through, so, let alone going by. Reporter this familys home still saturated with water and mud, it was a chaotic scene yesterday. Their sister even helped this old man who was lost. I guess he was just by and he got stuck and he didnt know how to get out. Reporter the city is sweeping muddy streets and pumping water out of some areas. Emergency officials are closely monitoring this weekends storm to make sure more flooding doesnt occur along coyote creek. They also admit they could have done better notifying people of the flooding threat. The mayor is pledging to find out what could have been done. Obviously weve got a lot of work to do to find out what went wrong. We have a pretty good idea what was going on with the dam, but certainly we can do better in terms of making sure people are prepared. Im also told late tonight that the city of san jose may have an early estimate as soon as tomorrow on how much damage there is, a cost of all this damage and that could help them when seeking state and federal funds. Satellite radar on your right shows no activity. The forecast is dry for a few days. Chief meteorologist jeff ranieri has been closely monitoring the creek all week and the reservoir. Jeff, you said there is a dramatic change in our forecast the next couple of days that could prove very fruitful. Thats exactly right. This upcoming weekend it looks like not nearly as much in the way of rainfall. So, there is no flood forecast that is showing anything going into flood stage. Most importantly as we head throughout the next three to five days. Coyote creek at its height during the crest was at 13. 6 feet. Its now dropped to 8. 80 which puts it below flood stage. Again, this continues to drop below flood stage over the next two to five days. Now, anderson reservoir, the source of the problems was at its max level at 106 of capacity on tuesday. It is now dropped to 102 . If it stays on the same rate its dropping, this could stop water from spilling over the edge by thursday night into friday, which would be more continued good news. Were tracking the two chances of rainfall as we head into this weekend and that big change in the forecast. Details at 11 19 tonight. Jeff, good information there. Thank you. Despite the wealth in and around san jose, many of the evacuees dont have the resources to find new housing. Emergency shelters are really the only viable option. You have 250 evacuees split between the high school and evergreen high school. Most evacuees staying with friends and relatives and for some the evacuation has broken up their families. He and this son eric moved in with a cousin moved into their home. This is pretty much what we were able to get out of the house. This is it. Reporter for her, an instructional aid for 15 years in the hard hit Mckinley School district, her family like her life is scattered. We are homeless. My mom had to stay at my uncles house. My sister as well. Reporter at the shelter tonight, donations continue to pour in. We handed over close to 100 back packs today were doing another 100, with the winter emergen emergency kits. Reporter carmen is staying here along with relative. The flood has shattered their lives. I heard waist level and higher. I got worried about my mother. I put everything in my car. Im going to try to go out and my car is in the middle of the street. Reporter her car and home flooded. Carmen remains grateful tonight. Nothing is more important than my family. Reporter there is a go fund me page set up to help carmens family and another one for the kids at the Shirakawa Elementary School in daisys school district. The red cross has a web page. Animals impacted more than 48 hours. 20 horse s have been stranded i flood waters. They came from miles around to bring food and water to the horses. Waters subsided a bit and people were able to get across on a boat. The animals have also been moved to dry land temporarily, but theyre still there. Im happy that everybody is alive and that they have food and freshwater and that theyre going to be okay. Thats all that matters. Food and appreciate water key. Police and animal control crews say there is no way to safely pull the horses out with that much water. They are waiting for the water to reseed so they can then move them out of that location. The horses arent the only ones in trouble. San jose Animal Shelter has taken in several displaced pets, cats, dogs, bunnies. They say they will continue to do so. If you want to help, you can make a donation to the shelter by mail or in prn. The shelter is located on monterey road. The shelter does caution, the money may not be used for the animals impacted by these flods floods, but it will go towards the animals. They say they were humiliated when they came back to class after missing one day of school while participating in the National Boycott known as a day without immigrants. I understand what she was trying to say. She was trying to say that were very dumb, our parents are for not letting us come to school. Well, tonight nbc bay area responds to a man on the peninsula whos gift card was declined. His problem opened our eyes to a widespread Money Laundering and fraud issue. This is bizarre. Consumer investigator chris chmura is here to explain whats happening and how you can protect yourself. Chris, some of us have never even heard of this. Tonight we are focused on secondhand gift cards which are growing in popularity. Online people who have unwanted gift cards sell them to others for less than face value. Those who buy those cards can save anywhere from 5 to 30 on everything from gas to groceries to restaurants. Its a pretty good deal. The complication is criminals are exploiting this fastgrowing market. But if youre smart, you can still save money and not fall victim. It was a great deal. Reporter daniel simply wanted to save money at a place he goes regularly, chipotle. I want to maximize my discount because i go there often with my kids. Reporter he found a website card cash where he bought a chipotle card. It quickly fizzled. It said your card is not valid. That was the first time i ever used it. Reporter daniel contacted us and aroused our suspicion. We began looking into secondhand gift cards and discovered criminals exploiting them. Gift cards sound so innocent to all of us, but if you have this, you know, if you have this criminal mindset, youre going to find a way to use it to your advantage. Reporter bob tracks crime trends for the National Retail federation. He says thieves are using everyday gift cards to convert stolen credit cards into cash. And thats what the criminal wants at the end of the day, the cash. Reporter heres how it works. A criminal steals a credit card, they go to stores and buy stacks of gift cards, then immediately resell them online. Thats it. It only takes minutes. But when a bank later catches on to the scam and cancels the gift card, buyers like daniel wind up with a worthless code. Its a learning experience for me. Reporter chipotle confirms the card was bought fraudulently and the same person who purchased this card purchased several others. They called this breed of Money Laundering a big and growing problem with prepaid cards of all kinds. Its happening every day. Reporter its happening everywhere and happens quickly. In washington, 8500 worth in eight minutes. In miami 9,000 worth in 7 minutes. At this petaluma target, 15,000 worgtd in just 12 minutes. Police suspect this couple hit two other store for more gift cards and later likely laundered them for cash. Some of it can be organized crime. Reporter no one tracks exactly how much this ripoff costs, but it is prompting action. We probably see more of this activity than anyone else on the planet. Reporter rates says the industry is making software and hiring Money Laundering experts to catch them. They are essentially selling money. Reporter the only good from this fast moving fraud is a new benefit for consumers. Some resellers are now guaranteeing the advertised value of their secondhand gift card. At rays, its a year. Were willing to put our money where our mouth is. Reporter policies vary by site. The one daniel used card cash offered a 45day guarantee. He tried to use the chipotle card after that point so he paid the price. Oh, yeah. I did pay. Reporter daniels 70 loss is a laugh, but also a call for banks and stores to improve their system. And i think the computer should be smart enough to detect this activity and put a hold on it or put a freeze on it. Reporter you will start to see new Counter Measures at Cash Registers where the gift card fraud starts. Some Stores Like Walmart might ask for identification when you buy a gift card with a credit card. Other stores are now limiting how many gift cards you can buy. Now they require cash and now you know why. One last note. Everyone we talked to before this story cautioned us that buying a gift card from an individual on a website like craigslist on ebay is a kris can i proposition because there is little to no protection built in. The 9,000 buying of gift cards is not a tipoff to anyone at a Cash Register . Apparently not. 9,000, 8,000, 15 now. You saw the map all over the country. Did you open our eyes to this. There is nothing to detect tonight as things have cleared out and clear skies leading to cold temperatures tomorrow, down to chilly 37 in trivalley, 32 in the peninsula, 39 to the south bay. 37 in the north bay. Make sure to have your layers and 44 expected in san francisco. On the microclimate forecast for thursday, it will be sunny across the board, downtown san jose, 55 degrees. Winds a little bit breezy at times. For the east bay, 52 in pleasanton, 55 for oakland. Over to the peninsula, winds out of the northwest at 10, 53 and sunny skies in palo alto. San francisco 53 in the mission and 51 for the embarcadero. For the north bay, 55 in novato and close to 60 here in napa. Now, that chance of weekend rain is still in the forecast, but the reason why were expecting less, theres two primary reasons. The first one both systems moving down from the north. Its a dryer direction, less chance of the storms to pickup moisture and also looks like the Atmospheric River that produced all of our flooding will stay well over los angeles. So, not as much rainfall as we head throughout this weekend. It will mean snow for the sierra, though, a little snow shower here as we head into saturday. And 22 degrees in our tahoe report head up to ishikasquaw v or or all pine meadows. Chance of rain saturday and sunday, rain totals, decreasing amount a quarter to half inch possible.
