I think because the ground is so saturated, its going to be a moderate event, close to a strong event due to some of the impacts we could be having here. Tomorrow, a few spotty showers at 2 30 in the afternoon well wait on some of the heaviest rain to arrive until 3 30 in the morning on thursday. Possibly rain chances into next tuesday that could bring this area 3 to 4 inches of rainfall. Nobody knows the bottom line impact of this wet weather and what it could mean for some of the areas that were compromised. Theyre continuing to drop water out of lake oroville. Theyll get it down to 868 feet. Well below the emergency spill way. Well talk about our bay area weather, this storm moving in and how high winds could gust. Lets talk a little bit more about the second disaster declaration signed by the president. The declaration makes federal funding available to state and local governments for that emergency work and repairs that need to be done. Mystery solved and you can blame it on the rain. Dozens of people who drive through walnut creek have reported windshield damage. The chp blames our crumbling roads. Jean ellie has more information. Jean . 55 cars reported damage and counting. We taug to drivers tonight who havent reported their damage. Caltrans said this road is crumbling, sending rocks into windshields and its hoping to make emergency repairs. A couple times, yeah, rocks would hit the windshield, no damage yet. Like a clicking noids, just like a little pebble hitting it almost. Drivers who use 680 south and state route 24 in walnut creek say it feels dangerous. Rocks are hitting their windshields. Thats the biggest one. And all the small ones are like just knicks. Giovanni is one of dozens who have windshield damage. The chp has taken 55 reports since december. After weeks of investigation, the chp says theres no evidence someone is targeting cars instead its debris on the road causing damage. They should really get that fixed. The fix will take time. Caltrans says its waiting for approval from headquarters to make emergency repairs. The rain is causing the road surface to break up sending rocks flying. Maintenance crews are sweeping the trouble spots more often. Five miles of road on 680 and one mile on 24 will be resurfaced. In the meantime, drivers with damaged cars arent sure what to do. It sucks, because you either fix it and then it happens again or you just kind of leave it and it will start cracking even more. Caltrans cant give us a solid answer about when the fix will happen because its waiting for approval on the emergency request. Drivers who have paid to repair damage can file a claim with caltrans for reimbursement. That form is on their website. Jean ellie, nbc bay area news. New at 11 00 tonight, a teenager is in Critical Condition after police say he was beaten with his own skateboard. It happened near the Eastern Entrance of Golden Gate Park investigators say the teen got into a fight with two other men. The man suspected of shooting and killing a man in the parking lot garage, this man, stewart had a prior record and was wanted on parole. The shooting happened blocks away from the great mall. The freemont man is still in custody. New hope for drivers frustrated by that landslide on highway 17. Two lanes of 17 have been blocked for nearly a week. This is now a daily headache for thousands of Silicon Valley commuters. Terry, whats the progress where you are. Work has resumed, removing this landslide, you can see the work going on behind me right now. Its not going to be going on 24 7 because of safety concerns. Caltrans says it may soon have a date as to when that landslide will be cleared and the traffic nightmare can end. A berm being built for the safety of drivers in the southbound lanes, one in each direction. Crews want to use a piece of equipment called the spider to shore up this berm. We intend to use it as a buffer to catch rocks and other debris during the next series of storms. Caltrans says it should have a better idea in the next day or two, as to when all lanes may be reopened. That estimate dependses on a number of factors. Were not working 24 7, theres some safety reasons we dont work overnight. If we sustain more winter storms, well have to suspend the work. People are anxious for 17 to return to four lanes. For the interior valleys, cool weather ahead with the rainfall. Overall totals ranging 2 to 4 inches over this time period. Two inch total for the lower elevations. 4 inches for the higher elevations. Seems very manageable considering what weve been through the last month.
