Within the past hour, the names of nine more people were released. Young men and women who didnt make it out. Among them 34 year old johnny. He worked at green apple music in San Francisco. 29yearold ara joe from oakland. 23yearold griffin madden, who just graduated from cal last year. And 32 year old from finland. Shes there in the upper lefthand corner. Shes pictured with alex. Both died in this fire. In addition, five other names were released late tonight. Heres that list. We now know the identities of 27 of the 36 people who died. After four excruciating nights of working around the clock, only a small percentage of that building remains unsearched. Nbc bay area cheryl joins us from the site. The mayor and also the fire chief peppered with lots of questions at tonights briefing. And the goal tonight was to be transparent about the information theyve gathered so far. As you can see, the work is winding down, although it is not complete. No more bodies found here tonight, but investigators are now focusing on what caused this deadly fire. There is no determination of fortune or cause in regards to this fire. Oaklands fire chief making it clear her department has not come up with the exact cause of the deadly oakland warehouse fire, but alcohol, tobacco and firearms special agent in charge confirming the cause could have been electrical in nature. The refrigerator is something theyre looking at as a potential source of ignition. It hasnt been like identified as, you know, the smoking gun. Crews have so much material to sift through, this 24hour investigation is far from over. The Fire Department will be on scene here until we can look to family members in their face and tell them, yes, we have completely searched this warehouse. Crews will search the building throughout the night. Mayor libby schaaf says prior to this deadly warehouse fire, there have been three complaints made about the warehouse and surrounding property. A lot happening another this hour also within the past 60 minutes, the city of oakland just released the documents of the complaints and inspections cheryl was just referring to. This is one of the violation records from november 21st, not that long ago, indicating the city received a complaint that the warehouse was remodelled for residential use. Keep in mind this was not a residential structure. But the complaint goes on to say, inexpecters couldnt verify this infraction because they couldnt gain access inside this building, saying they he needed the complainant help them get in. They set a deadline for reinspection for mid january. Well, aside from that violation, there were also plenty complaints about what the warehouse looked like on the outside. But what did that inside look like . Was it the death trap that some have described . Tonight, though, we are getting a better idea from video actually inside the space. And the exclusive interview with derrick, the outside manager. Live from the newsroom, what questions about why nothing was actually done about what that place looked like on the inside before the deadly fire . Yes, jessica. Questions of whether authorities should have spotted potential dangers as well, Code Violations in a place residents called an open secret. Tonight the mayor is responding as some city leaders plan to open a new investigation. Video obtained by nbc news shows Police Inside the oakland warehouse just weeks before the fire responding to a call. The man who rented the space, derek, told us he helped officers inside. Through my space to save a kid on the roof. One officer escorting a man through the living quarters. They asked if officers are supposed to report dangerous living conditions. Depending whatever call it is, it is documented in our system. Having said that, the Alameda County District Attorneys Office is the lead investigative agency. The mayor says officers focus on crime and not zoning laws. Still, no explanation of whether officers reported the conditions in that warehouse. The city says they launched an investigation in november based on other complaints, but were denied access. Inspections are required every year for commercial and Residential Properties in oakland, but the Fire Fighter Union president says there arent enough inspectors to cover the city. We have around half a dozen fire inspectors, a comparable city of our size, anaheim, sacramento, has two to three times that many fire inspectors. The federal agency leading this investigation, the atf, and we were the first on the scene to talk with these agents. The atf has set up its mobile command unit. This is one of six across the country dispatched to major fire events. Special agent jill snyder confirming today that investigators are taking a close look at the electrical issues in one specific area of this warehouse. Theyre looking for the origin and cause. Now, tomorrow a second electrical engineer and a Fire Protection engineer will join in with this investigation. The electrical engineer will go through every appliance cord, anything electrical to identify if that could be the cause of the fire. Agent snyder goes on to tell us she hopes for some conclusive answers within the next 24 hours. Well, those federal agents as well as local crews are working up against the clock very aware of the rain that is coming our way. Chief meteorologist joins us. Jeff, what is the time line of that rain hitting oakland . Right now they have less than 24 hours before that wet weather does arrive. You can see the storm system clearly here just offshore, and it look as if well begin to see that wet weather starting to arrive to the north bay off to the coast line by 1 00 tomorrow and then eventually widespread rain by 6 30. So, investigators are really working hard to get everything cleared out, i would say at this point, by 3 00 p. M. On wednesday. Now, in terms of this wet weather moving in across the bay area, here are a few things were watching out for. Possibly some heavier pockets of rain, isolated street flooding where gutters may not have been cleared out, wind gusts 15 miles per hour, lake tahoe, not only snow fall but freezing rain. Ohare knows because he says hes lived in similar places in san jose though he wont get specific. When getting electricity fixed, you talk to the electrician and they say this whole place could burn down like at any time. You really should get this fixed. And its like you cant go to the landlord with that because theyll raise your rent, then what . Then you dont live there at all. Oharra says for many local artists its a way of life because they cant afford anything else. There are definitely warehouses in san jose where people live and make art and have events and use the space to come together. Estopped short of saying they werent up to code, but admits they werent always safe. I know for a lot of people we dont get to always look at things like safety when were choosing where we want to live because thats a much smaller issue compared to the safety issues of living in a car, living on the street. Captain with the san jose Fire Department declined an oncamera interview tonight but says, the city is aware of the issues in oakland and is exploring san joses response to it. Today we contacted the california Victim Compensation board, which gets about 100 million a year to assist people who suffer losses that are determined to be the direct result of a crime. The program confirmed that those affected by the oakland fire can apply for help. Emergency expenses like funeral costs, medical bills, lost wages, relocation and Mental Health counseling all can be covered up to 63,000 per claim. A representative of the alameda District Attorney told us it has staff actively assisting fire victims with applications right now. Its worth noting that the Victim Assistance Program isnt just for mass tragedy like the warehouse fire. Its designed to help other individual crime victims, too. Thats ever you, youll be required to report the crime then show documents and receipts that will help you demonstrate your need. People are encouraged to either apply at their local District Attorneys Office or file a claim online. Some people have sand bags out for place many. People in the area for years hope the incoming rain doesnt deliver trouble but it has many times in the past. Its very unpredictable. We just make sure that theres nothing on the ground level, that is, you know, perishable or something that we cant easily clean out or replace. 17th and folsom is a trouble spot because its a low point and sits above mission creek. So, during heavy rains, water often pools here. One of the most recent tactics cities are using to prevent flooding here is barricades. Crews fill them with water to make them heavy. The flood barrier system holds the water back. Crews used them in march. People who work hearsay they appear to be effective. Now, the owners of this building installed a metal gate to hold the water back. Now, if the water gets past this metal gate and reaches passed this lip, it flows right down into their area of business. If they get more than three quarters of an inch of rain, thats all it takes for them to get into trouble. So, for good reason they are putting up some barricades but again no major river flooding expected as this storm system arrives. But well have a few trouble spots. Heres the crazy thing about this storm system. Typically it only brings us about a quarter to half inch of rainfall with the cold front. Its the subtropical moisture stream out ahead of it that has this added layer of moisture thats going to enhance this storm system. So, thats the main reason why well see possibly 2 1 2 days of some on again off again rainfall coming our way. Ahead of the storm system, i know you felt it tonight, its all about the chill, already down to 34 in walnut creek, 39 in valeo, 33 in napa, 39 in mill valley, 41 in san jose. The only thing stoppinguous from getting temperatures inland widespread in the 20s is the fact that tomorrow morning we do have cloud cover increasing ahead of our storm system. Still going to be cold, dont get me wrong here, but at least its not going to be down here widespread in the 20s. For the south bay 38, peninsula 40, and the try valley begins at 35 degrees. San francisco starts at 44 and north bay begins with a very cold 33 degree average. Now in terms of the rain time line, i really start to expect to see a few spotty showers develop by 1 00 p. M. Tomorrow. Its kind of sped up here by a couple of hours. Nothing too heavy, though, but possibly here for the north bay and the coast line. Widespread rainfall developing by 6 30 at night on wednesday, and heres the thing. Likely some continual period of rainfall right into thursday morning, possibly on and off rainfall lasting into thursday evening. Then eventually by friday well start to see things turn to more of a scattered rainfall situation. So, how much rainfall are we talking at this point . Theres a lot of colors on this map. So, hold on here. Find your city on the map. Check out the key at the top. And youre going to see most of the bay area is in this blue zone at the half inch to one and a quarter inch rainfall estimate. Notice the purple areas up in the north bay, Santa Cruz Mountains and for some of the east bay hills, we could see tote alsz hit around 2 inches. A good amount of rainfall coming our way and we should avoid any kind of major river flooding. Just watch out for some of those street gutters that usually get clogged up. Sierra snow, we have it coming your way wednesday night through thursday two to about 7 inches expected. I want to caution anyone heading up wednesday night or thursday morning. Its not just some snow mixing in, but possibly some freezing rain at time. That is extremely dangerous. You want to advise some extra caution. On the extended forecast here it is. We have the rain beginning tomorrow night. Thursday looks like the wet est day, some scattered rain on thursday, and then by this weekend well start to see things clear out and possibly more chances of rain by next monday and also on tuesday.
