I would say its one of the biggest policy changes in recent years, absolutely. Superintendent chris funk heads the east Side Union HighSchool District in san jose. He now believes his schools overly relied on campus police. The deal with misbehavior that school staff should have handled. Too many of our students are being cited for things that they should not have been cited for. Reporter officers can issue students juvenile citations, which are equivalent to an arrest and go on a childs criminal record. Last year, our reporting found of the more than 16,000 School Districts across the country, east side union ranked 14th in the number of students it referred to Law Enforcement during the 2011 2012 school year. The district called police on 1745 students. That number has since dropped to 184. That data was alarming. Reporter at a school board meeting, some credited our investigation before unveiling a new districtwide discipline policy that dramatically limits when his administrators should involve police. Whyd you think it was important enough to make those changes . If we are suspending and inciting students and putting students on the path to prison, that is not keeping kids in school. Bringing dangerous weapons to school are reason enough to contact Law Enforcement, but students using tobacco or profanity are now reasons not to call police. Any time a student is suspended from school, expelled from a district or enters the justice system, they are less likely to dprajt from high school. Reporter some School Districts contract with the San Jose Police departments. Our investigation revealed that none of those schools has ever outlined the roles and responsibilities of those officers, even though the National Association of School Resource officers recommends that as a best practice. Funk is now working with the San Jose Police department to define what officers should and should not be doing at schools. I think it has to do a lot with your story. Reporter Sergeant Jason pierce is with the san jose pd and helps train about 120 officers in the department who patrol schools. Last month, pierce and other instructors traveled to anaheim to receive 40 hours of training in schoolbased policing. Their trip came as a result of our reporting. We discovered while the department of justice recommends those 40 hours for School Officers, San Jose Police only provide a half hour. Reporter how much can you really learn in 30 minutes . You can learn a lot in 30 minutes, but i think thats going to be increased. Reporter pierce says more training is also needed for school staff. Hes concerned they call officers too often. Do you think schools are relying too heavily on police to discipline students . I do. Reporter last year, we told you about brett harte middle. Administrators there called a police on adrian crosby, a 13yearold student with autism who used rocks to scribble his initials on a sidewalk. I thought maybe someone would look at it and say, look, a legend or look, a legend. This is so cool. A legend was at this school. Reporter adrians initials washed off with water, but he was still left with an arrest on his criminal record for vandalism. And in april, we met segura. The freshman did somersaults in the mud and was also arrested at just 14 at the same School District, san jose unified. I dont think its fair. Not at all. We use our officers to provide safety and security for the campus. Reporter cain Caldwell Holden oversees security and says his school only use officers when its appropriate even though theres no written policy to explain what that means. We make sure they understand that theyre there to support the campus, keep it safe, that theyre not there to conduct discipline or support us in discipline. Reporter do you think that message has been made clear at every school in your district in. Oh, yes, absolutely. Reporter but the Police Department supplying those officers says its role at schools is unclear. People are on different pages when it comes to citing individuals and for what types of crime. Reporter so in one School District, a kid could get sent to the Principals Office but in another, he could get a criminal record. That is correct. Reporter and the question is, is that fair . It is not fair, and thats why we are working to make it fair across with every School District that we work with. Reporter this Upcoming School year, San Jose Police plans to unveil detailed job descriptions for its campus officers at three School Districts. Campbell union high, east Side Union High, and san jose unified. The change will Impact Security for over 67,000 students at 34 schools.
