Well, horror and heart break being felt in france and around the world this evening after what frances president is calling a terror attack in the french city resort of nice. The death toll currently stands at 80 and dozens of others are hurt, 18 in critical condition. French officials have now confirmed the truck driver did, in fact, open fire on that crowd. He also had explosives and grenades in his truck. At this hour, investigators are still working to identify that driver who was shot dead by police. Hours after the attack, french president Francois Hollande addressed a nation in mourning again. Translator nothing will shake us and will make us renounce the fight against terrorism. This was supposed to be a day of celebration across france. Instead, in the coastal city of nice, just as the fireworks ended, a truck plowed into the crowd. The moment of terror captured on cell phone video. When the white truck barreled into families celebrating bastille day. The video shows hundreds running for safety. We started hearing sleeha re, at the first moment people were running, they were zigzagging so we didnt know which way to run. One eyewitness says the truck hopped the curb, zigzagging at a high rate of speed on the crowded promenade, with reports of shots being fired. There are great hallmarks of terrorism on this attack. People taking a truck or small car and ramming them into individuals or crowds in order to kill them with the most improvised, you know, device that they have at hand. This attack comes eight months after an isis terror raid on paris where several sites were struck. Cafes, the soccer stadium, and the bataclan theater. More than 120 died. A state of emergency was then declared, and tonight it remains in effect. Translator i decided that the state of emergency that was supposed to end on july 26th will be extended by three months. Now we have multiple reports for you this evening. Nbc attended a vigil for those victims in south. But we begin with laura. You spoke with a couple that was actually vacationing in nice. Then they found themselves in the middle of this very dangerous situation. Reporter well, thats right, jessica. I spoke with jennifer dur and just hours after the attack. As you can imagine, she is very upset. She says what we see on tv doesnt even come close to the horror she experienced in person. What started out as a much needed vacation for event fer duran and her husband, mark, of livermore, turned into terror on the french riviera. Moments after watching this Fireworks Show, chaos erupted. We were hit with a wall of, like, thousands of people running off of the beach and had literally four seconds maybe before we were going to be completely, 100 trampled. A truckloaded with weapons and hand grenades had driven on a sidewalk for more than a mile, plowing through a crowd of revelers. Everyone is screaming. Everyone is in chaos. Reporter duran says she didnt know why they were running, but she knew it was bad. All the businesses, everyone is just closing. Everyone is closing everything. Everyone is in panic. Theyre literally throwing the merchandise into the stores. Reporter duran says when she found out what happened, she cried. Basically where the truck ended is right where we were. So if that truck had exploded, we i dont know what would have happened. Reporter durans one hope is that the community will recover. Im just a tourist. I get to leave. These people have to live with this forever and know when they walk down that street that 77 people at this point died. Reporter the durans rental car is still parked in the middle of the crime scene, and they cant get to it. The durans are supposed to return to the states tomorrow. Jessica, back to you. Well, president obama released a statement tonight following the attack, saying, quote, i have directed my team to be in touch with french officials, and we have offered any assistance that they may need to investigate this attack and bring those responsible to justice. Now, the u. S. Consulate General Office in marseille, france, issued a warning to use caution and to continue to monitor local news for updates. Even though france has been under a state of emergency since the november terror attacks in paris, there are no travel warnings in effect for that country. Now, word of the terrorist attack came as many were preparing for bastille day parties here in the bay area. S we continue our coverage from San Francisco. Theyre honoring france in many ways there. Its the third time, and i have my brother, who is in nice. And i was like it could have been him. Reporter the bastille day attack killed at least 80 people who were out celebrating. Reporte what happened today, most of them are kids watching a fireworks, enjoying the night. Reporter this man has been throwing a Bastille Day Party in San Francisco for 25 years. With the reality of the attack setting in, tonights event doesnt feel like a celebration. When is this going to stop is the other question . What can we do to stop it . My heart drops. Its terrible. Well, facebook activated its safety check feature after that attack. The tool allows users who may have been in the area to let their friends and family know that theyre safe. This is the third time in just a little more than a month that the company has activated the tool. Meanwhile republican delegates who had planned to officially nominate someone other than trump at the Republican National Convention Wont be able to. Now, some bay area Trump Supporters are suing the city of san jose, the mayor, the police chief, and 38 other people tonight. 14 people filed suit because of what happened while they were at a trump rally in downtown san jose last month. They say they were assaulted, intimidated, and threatened by protesters, and they claim that San Jose Police failed to protect them. The mayor says, quote, that is ludicrous accusation that i, the mayor, somehow directed the Police Department to stand down at that rally is utterly false. In fact, i have no authority to issue that kind of an order. Well, after over nine hours of repairs, still no estimated time for reopening this busy roadway in east san jose. Crews are still trying to cap the gas leak on island rock avenue. That leak broke out just before 2 00. Pg e says the natural gas line was damaged during routine maintenance. Now, they had their First Court Appearance today, and investigators revealed theyre connected to several crimes throughout california. Reporter sergey gutsu and ivan morales face charges of attempted murder and Armed Robbery after shooting an armored car guard on tuesday. As they faced the judge today, new developments on past crimes are being revealed. They were involved in multiple crimes throughout the state of california. Reporter the Sheriffs Office confirms the car they used during the windsor robbery is the same one they carjacked from a victim playing pokemon go in sacramento on sunday night. There was a carjacking that occurred in sacramento county. That vehicle was used in our armored car robbery. Reporter the two suspects are also connected to past crimes in Southern California. A robbery homicide in san dimas, california, and an additional armored car robbery in granada hills. Reporter and as the Sheriffs Department continues their investigation, they say the suspects could end up facing charges in different counties where the crimes were committed. But for now, theyre happy to see them off the streets. We feel very good about our role in what happened in the town of windsor. Well, east bay freeways have seen more than 20 shootings since november, and its left drivers on edge and local cities frustrated. We told you that last month, several Contra Costa County mayors asked the state to step in and come up with a plan to install surveillance cameras on the freeways. Reporter four people killed. At least 12 injured in more than 20 highway shootings on east bay free ways since november. Its been happening a lot. Reporter the Contra Costa District Attorneys Office believes gang members are to blame, stalking then shooting at the their rivals on the freeways. Reporter a hercules mother sent this letter to governor brown, telling him i resign in Contra Costa County, and i do not feel safe. Thats because she says on june 17th, along 880 north in oakland, she got caught in the crossfire. Bullets shattered her car windows, and says, after calling 911, my 3yearold daughter kept asking who was shooting, what were they shooting at, and where the police were. This is the states problem. The freeways are owned by the state. Reporter 30 days ago, hercules mayor dan romero was one of 12 contra costa mayors who asked the state for funding for new surveillance along local freeways. He says the governor still hasnt take any action. What i want to know is how many cameras is it going to take to cover the interstate 80 and highway 4. As we take a look at the microclimate forecast, temperatures will go down a few degrees, but its still going to be warm and above average in san jose. 89 expected in downtown san jose. Cupertino, 91. For the peninsula, 83 in palo alto. Then your beaches at 66 in pacifica. San francisco expecting 60s. Of course the most fog near the marina. The Golden Gate Bridge will manage some sunshine by tomorrow. For the north bay, east bay, and also for the trivalley, i know you want more cooling than this, but it looks like well at least be able to get you out of the low 100s here for the trivalleys. That will put us at 98 in danville, livermore still a very hot and dangerous 99. Where were going to begin to notice the changes is right up into the north bay, and thats where that ocean and bay breeze will be able to move in. Instead of 90s in napa, were going to go down to 88 tomorrow. Also santa rosa expecting 87. With the warmer weather still kpekted for the interior valleys, worst air quality will be if you suffer from respiratory problems or allergies, its probably best for you to limit that outdoor exposure. It may be making you feel a little bit sick, giving you some migraines, some headaches. Watch out for this tomorrow. The thing thats going to help clear out this poor air quality and also lower the temperatures is going to be this right here. Its this trough of low pressure. For the south bay instead of the mid90s like we had today, were going to be down to 87 on saturday. 84 by sunday. Its seaside city, which became ground zero in what appears to be another attack in that country. A truck zigzagged down a packed promenade some ten hours ago after a Fireworks Show that was celebrating bastille day, the National Holiday in france. At least 80 were killed. The driver of that truck also died following a shootout with police. Now, what authorities found inside the truck has the country on edge. Grenades, lots of arms, leading many to wonder whether a bigger attack continues to be imminent. A 10,000 reward is now being offered for information on a massive fire in emeriville. Remember this fire . Its been eight days since the skix alarm gutted an apartment complex which was still under construction. Investigators spent hours reviewing debris, trying to reconstruct the scene and interviewing witnesses. But at this point, they havent figured out what started it. Investigators are hoping that someone will come forward with valuable information. Tesla should drop the auto pilot name on its cars, at least for now. That is the recommendation coming from Consumer Reports tonight. Reviewers say the name could mislead car owners by calling it Driver Assist system on auto pilot mode, potentially giving drivers a false sense that the car can drive itself, which it cant. There have been at least three high profile cases involving the auto pilot feature over the past few weeks.
