We are close to the end of an investigation of racist Text Messages reporter nbc bay area was shown those messages exclusively. They were apparently written in 2014. One shows a cereal box with a kkk picture on it. Another shows a klan rally with the caption blank killing themselves for us. The mayor thought it was important to note that the Text Messages were written by africanamerican officers. That they are wholly inappropriate and not acceptable from anyone who wears the badge of the Oakland Police department. Reporter the mayors next announcement was shocking. Acting chief figueroa resigned from his duties as acting chief and as assistant chief of Police Reporter figueroa, only on the job since wednesday, is on leave and has asked to return as captain. I will not be appointing another acting chief. Reporter instead, shaaf appointed the oakland city administrator to be the point person for the Police Department. Shaaf has harsh words to describe opd. A toxic macho culture. Reporter a culture that has been marred by a department sex scandal involving Police Officers accused of having relations with a minor. City councilman noel gaio has a recommendation for the mayor. We need to give the federal oversight complete control of our Police Department. Reporter oakland residents are reacting to the latest interim chief stepping down. I was glad when he was chosen, i thought he was going to stay a little longer. Reporter no one knows when or if Paul Figueroa will return. Who is this woman overseeing oakland pd and what will she be doing . Her name is sabrina landris, current oakland city administrator. Ian cole is in the news room with details about landris new role. The mayor saying its time for civilian oversight so she brought in landris to do just that. Sabrina landris used to be city manager in emeryville before she became oaklands city administrator last year. Her job is to carry out decisions made by the mayor and city council. Tonight a new title, to oversee the Oakland Police department. Here is what shell do. Command staff will report to landris while the city looks for a new chief, administrative, personnel, and discipline decisions will go through her. All Oakland Police operations will go through Police Command staff as always. They will still handle crime and investigations in the city. I have been overseeing the day to day of all of our Public Safety departments, both the police chief and the fire chief on a daytoday basis have been reporting directly to me. So that structure does not change. Reporter now that there is no chief, Police Command staff will report to her. One city councilman told us he is concerned because landreth down have Law Enforcement experience. The mayor saying landreth will not be guiding investigations and this will be more of an administrative role. Nearly 6,000 acres have been burned. Its only about 20 contained at this time. And thats with over 1,200 firefighters battling the the blaze. Portions of highway 101 remain closed as crews fight feverishly to get an upper hand. Thankfully no one has been hurt. The cause of the fire is under investigation. Nbc bay areas Laura Malpert is live in santa clara county. Fires soun douth have crews in the bay area on alert. Reporter thats right. Firefighters say since we have such a long winter, so far this year they havent seen as many fires compared to last year. But thats quickly changing. And a field like this could easily go up in flames. The significance of that fire is there were structures burned. Reporter Cal Fire Division chief jim crawford says this could be the beginning of a very busy fire season. These flames in napa county scorched at least ten acres today and threatened homes. Were starting to see more starts and were going to start to balance out with potentially what we saw last year, which was a very historic fire season for us. Reporter crawford says right now at least five fires are burning in the region, including fires in kern, amador, and monterey counties. Theres fear the scorching temperatures settling in on the southwest could strain resources. We really start to see an increase in calls for people that are ill from heat illness. That takes our resources that are the same firefighting resources and puts them in a role of doing Life Protection there instead of being available necessarily for fire protection. Reporter add that to a droughtstwrin landscape, firefighters warn the potential for troefls is real. We need the publics help to provide Defensible Space around property, to make sure theyre firewise when working in the wild land to prevent a start from happening. Reporter firefighters say most fires are human caused and being diligent is a must. Checking with chief meteorologist jeff ranieri, it is fire season. It is and this weekend we are going to see a marked difference in that fire danger. I want to start off with that. You can see by sunday, thats when well have the worst fire threat across the bay area. Winds are not going to be overly gusty, only up to about 10 Miles Per Hour for some of the higher elevations. But its is direction of the wind in the bay area that makes the biggest difference. It will be coming out of the north and east. Thats a dry offshore wind. That will help lower humidity by sunday down to 18 . Lets go ahead and rewind things, get back to saturday, lets not rush the weekend along. Its going to be cloudy to start off. Dont expect sunny skies as well have a mix of sun and clouds in the south bay. Areas of drizzle in the peninsula and San Francisco and conditions in the 50s. So again, a little bit of wet weather at times for tomorrow, clouds and also sun. Heres the clouds in the future cast. You can see widespread at 6 00 a. M. By the afternoon, cloud cover clears out. Check that expansive sunshine that builds in across the bay area. This is part of the same area of High Pressure thats producing that fire weather in southern california. So this gets closer by sunday. It will give us a 10 to 15degree jump in temperatures. As mentioned its not only this area of High Pressure thats producering the heat but also a change in the wind. Tomorrow its still onshore out of the west. A little bit cool for us at the beaches. But by sundays forecast it turns more out of the north and the east, especially in nap park orinda, livermore.
