The person who answered the door said no comment. But we opened up her Facebook Page about an hour ago where we got a reaction. Late tonight the woman at the center of this investigation posted a response on facebook saying she did not have sexual relations with any current opd officer while under age, and that her relationships began after she turned 18. The woman, allegedly connected with the three officers through facebook. Those officers now under investigation for Sexual Misconduct. Today i issued an executive directive. The mayor says that that directive requires the Oakland Police department to notify the District Attorneys Office whenever there is any suspicion of criminal conduct by an officer. It is truly tragic that this type of conduct is happening at this moment in time. Police say the case began to unfold last september when officer obrien committed suicide. Sources say he left a note revealing the alleged Sexual Misconduct and implicated the officers who may have been involved. We just want to say we value and respect the publics right to know what is going on with this investigation. The investigation has many twists and turns, and includes officer obriens suicide and his wifes suicide a year earlier. One thing we saw was an unfortunate series of off duty misconduct for our Police Officers. I tasked the Inspector Generals Office in the Police Department of doing a review of the misconduct cases over the last several years. Reporter the 18yearold involved in this cases mother worked here at opd as a dispatcher. No word on how long this investigation will continue. But when we combed through the bond spending records we found lots of old traditional things that got a lot of money but very new innovative techniques. At first glance this looks like just a regular road project but in fact its part of the 17. 4 million water recycling project currently under construction. This is one of a dozen different projects that have been awarded through the states 7. 5 million bond measure. Were moving very quickly. Reporter she serves as the chair of californias Water Resources control board, a board that along with californias Resources Agency oversees water bond spending. The trick is youre trying to figure out how to get the money out the door but how to get it out responsibly and in a way that will be a responsible way to spend the money. Reporter while we discovered the money, more than a million has yet to be spent or committed to a Water Project. John laird is californias secretary for natural resources. He acknowledges critics who say the bond money is not being spent fast enough. But laird says he would rather make sure that the money is used to encourage cooperation, among californias 400plus water agencies, a task which can take longer to accomplish. If we have to get it out a few months later and then actually have it leverage some billions more that is the right thing. Reporter we found that the bond money allocated so far, there are projects that clearly address new approaches to Water Conservation reuse and innovative solutions, projects such as that recycled Water Project in pleasanton, or other ones in carlsbad, or a way to remove and replace inefficient toilets or several redesign projects currently in Southern California. But those projects only account for 22 million or 3 of all the allocated bond money, we found other types of Water Projects that could get bond money but have not so far. Things like desalination projects, storm management, loan fos recycling water, water use efficiency. We found that so far according to the states own tracking records, nothing, not one penny has been spent or allocated to any of those things. You know, they can try to rethink the way they invest it. Reporter the researcher serves as director of urban water policy at stanfords water in the west program. It is very hard to change it. Reporter she wants to see more money spent on innovative raditional projects such as Waste Water Management or pipes or storage systems. The problem is, some of these ways have been in the books, some of them may have not. Reporter we also found ways to fix existing treatment water plants with little benefit or studies about future plants to be built. 23 projects in all, costing bond money, 18 million. There is also funds to replace seven aging storage tanks at the Restricted Development community. Here is cash to pay for something you probably should and could do on your own. Reporter this money is going to utilities and agencies that can pay for it themselves are just what she suggests the bond money should not be funding. It behooves us to make sure were spending the dollars well. Reporter she serves as the director of the Water Policy Center at the San Francisco based Public Policy institute. I would rather see in the future more of the state bond monies going to things that are very hard to fund locally. And that means less emphasis on funds going to water supply and waste water agencies and more emphasis on the kinds of things that they dont fund with their rate payer base. Reporter we found several examples in the water bonds final print, things such as three Million Dollars for a booster plant, 15 million to build a pipeline to service vineyards, a pasture, and the napa Valley Country club, and 30 million to richmond, to build a pipeline and improve and increase their water recycle ability. Couldnt chevron spent their own money . They could, but couldnt get recycled water. Couldnt some money come from a psychological standpoint we can always spend the bond dollars the way the legislature wrote the bonds. Should we be spending more on whiskey, more technicalal innovative . Sure, its not in this bond. As for that 30 million chevron project, a chevron spokesperson told me today the Company Considers this quote, good news that will allow recycled and reclaimed water to be routed to be used at the richmond chevron refinery plant. Quote, richmond refinery reclaimed water use frees up enough fresh water to supply 16,000 homes on a daily basis.
