At issue criticism that some of hiof top cop in oakland sits down with us for an exclusive interview, the issue, criticism that some of his officers are turning off the body cameras when they should be rolling. Vicki, this is the first time the chief is responding to the criticism, what is his explanation . The chief is on the record with us now after our first report in february. Looking at how often Police Body Cameras actually record during use of force incidents. Oakland pd did not provide data for the report. After the story aired the agency did. And the chief agreed to talk about the policies and how he disciplines officers who dont record when they should. Light on and light off. The size of a credit card, this camera is now worn by oaklands 661 Police Officers, the department has the highest number of cameras on the streets in the bay area. And those cameras made National Headlines last september after the Department Released edited videos of two encounters that resulted in citizen deaths. In one case, the officer shot and killed an alleged car jacker. And another one where a citizen got stuck in between two buildings and died. Oakland police chief said that since the cameras officially went on line in 2011. Opd has seen a 66 reduction in force. Records show in 2011, officers used force in nearly 1500 incidents. Last year, it was 504. Complaints are also down. About 30 . Just about every complaint we get now, the incident is captured on video. And we have seen that overwhelmingly that video supports the Police Officers. Not always, but in the vast majority of cases. Can you track when officers are recording during a use of force incident . One of the steps is that the supervisor has to watch the videos from every use of force that happens. And not just the involved member, but the other officers that were there as well. Data shows in the 504 use of force incidents, 24 were not captured on camera. In those cases 20 officers were reprimanded by the supervises and four cases went further. To the internal Affairs Decision for investigation and discipline. What is your reaction to officers and when they have them on. That they activate them as required by policy. What happens if they dont . Depends, if the officer has no prior history of us, then it will be dealt with informally, if theres a repeat violation, then its a discipline matter. Drop the gun, drop the gun. In our first body camera report in february, Alameda County public defender said he is seeing more officers turning off their cameras. We have video footage looking at another officer and pointing to his chest, and saying lets have that conversation in a moment. Is that code for lets turn off the camera and talk about it later. He said that is code for turning off the camera, what do you make of it . I can see from a public defender perspective, it may sound suspicious. But officers have to have conversations that necessarily should not be recorded. They are allowed to talk about strategy and tactics without having it on. They could say, i think you could have handled that better, this could have been done differently. Theres no purpose in recording that and making it part of the criminal case. Why isnt it reasonable for an officer to have a private conversation with his or her supervisor without the body camera on. It may be reasonable. The question is, what do we require of them when they are working and on duty. It leaves space for interpretation. The chief said that opd officers record and up load data each month, information now being used as part of a study at stanford university. The research looks at officer behavior, analyzes tone of voice. Pace. And the overall interaction. Data that can be used to improve how officers are trained. Not just here, but in Police Agencies nationwide. We are capturing far more information between Police Officers and the citizens we contact, than we have ever provided at any time in our history. So, its difficult for me to believe that we are not being that transparent. This is opds use of force form. Unlike some departments, oakland pd does not require officers to check a box on the form, indicating whether their body camera was rolling when they used force.
