But she went to a group home to care for kids and teens who had been pulled from their families because of abuse or neglect. Mariah said she was shuffled to at least six Different Group homes. There was always a lot more accountability in foster homes. You had more of a family structure, whereas group hopes, its kind of like a wearhouse for children. Did the staff ever get physical with you . Were you injured . Ive had twisted ankles, bruising all over, scratches all the tile. At one group home, she said she was given dale lich doses of psychotropic groups to unnecessarily subdue her. At another group home, the staff took her off the meds because they said she didnt need it. How did it affect you . Made me tired all the time . And your personality . It basically took it away. We discovered over the past five years, there have been 815 violations at Bay Area Group homes that pose an immediate risk to children. To find out what those kids and teens had to endure, we obtained hundreds of pages of inspection reports from the state. We discovered serious and disturbing allegations that government inspectors determined were true. An employees sexually abused a trial. An employees brought a loaded gun into a group home and there were several violations over a lack of food for children. Staff admitted to locking away food as a discipline method. And there was delayed medical treatment. Staff failed to provide medical attention to a child after a seizure and a child was injured resulting in two broken bones but the facility did not report the injury. That facility was using behavioral modifying medication. All of these group homes are still open. Is the system failing children right now . Yes, yes. Thats the point. And the assemblyman of monterey is looking at all the systems. When you look at the all the negative outcomes, the lack of number of kits kids going into higher education, the absolute lack of success, thats the danger that the system puts the kids into. Stone recently got legislation passed to eliminate group homes by 2021. Theyd be replaced by shortterm residential facilities, providing housing for the most severe children. There are about 3,700 children in group homes across california, most between the ages of 6 and 17. Many are there because there just arent enough foster families willing to take them in. So to close down all the group homes, county would need to recruit more foster families than they ever have and do a better job finding family members ready to raise them. If there are not enough foster families, we would need to find group homes. The States Department of social services is in charge of licensing and inspecting group homes. We wanted to talk to the director, but the agency spokesperson, michael weston, told us he would be the only person available. We have quality providers out there and when they care for children in the structure we have, those childrens needs can be met up. But if you have some group homes that are abusing children, that arent giving them enough food, arent children being put in danger . Those cases the department has the tools to deal with that. Weston said that can include meeting with the home to discuss improvements, putting them on probation or shutting them down. Theres a process for dealing that. Its an administrative process that takes time but its effective. Can you say its happening fast enough if kids are getting hurt . They their is a process for dealing with that. He eventually admitted the process isnt quick. Its a very long process to investigate and close the facility. And mariah says if changing the system will take years, the state needs did more to ensure children like her are protected in the meantime. Is there enough accountability right now for group homes.
