Morning. Parisian time. They are looking for terrorists linked to last weeks deadly attacks. At this very hour French Police are conducting a full force antiterrorism raid in the town just north of the city. Nbc bay area is joining us now with developnts overseas. Ian, this could be Game Changing in terms of this investigation. Absolutely, raj. Just within the past few minutes paris ms. Going after the alleged mastermind of the terrorist attack on friday. Also just in that there is confirmation of seven new excloses in that area. This video just posted as the raid was happening. It comes as french officials confirm they are looking for a second suspect on the run, wanted in connection to the attack on friday. Witnesses say several bursts of gunfire were heard again. An hour and a half after the raid started. The location police are focusing on is one fielding in the suburb of paris. Officials are warning people who live there to stay home. This is about one mile from that French National stadium targeted by three suicide bombers. Within the past hour dozen of police have surrounded the building again. Were getting confirmation there were seven explosions, trucks full of soldiers can be seen rolling in to that neighborhood. Right now its not clear whether or not the suspects inside of that building were shot or captured. This is a developing situation out of paris. Were monitoring it very closely. We will be tweeting out updates on nbcbayarea or nbcian. Thank you. This standoff might continue for the next several hours. We also have breaking news now in the sky. Two air france flights have been diverted because of bomb threats. This plan landed safely in Salt Lake City after taking off from l. A. X. In los angeles. Both flights were headed to paris. The other plane left washington Dulles Airport this evening. It was forced to land in halifax, nova scotia. That plane also landed safely. Both threats were called in from the ground. Air france says the planes will be inspected thoroughly along with the passengers and luggage. New video of the paris hotel that might have been used by the suspect just before the attacks. The video was taken by a french magazine which is reporting that dna evidence was found in two of the hotel rooms. You can see some pizza boxes lying around. Even some syringes right there. Its not clear what the syringes were used for. The rooms were rented online by one of the suspects salah abdeslam. Soccer match was canceled today in hannover, germany, after a bomb threat. Thousand of fans were asked to leave the stadium. The game was between germany and the netherlands. Angela merkel was expected to attend that match. Parisians will not live in fear. Tonight thousands were out in paris doing what the french pride themselves in, socializing, eating, drinking, and living life to the fullest. Cafes and bakeries packed full. Fueled by a push on social media for paris to fight back against islamic militants. And this is the latest front cover of the satirical weekly charlie hebdo. It says, they have weapons but we have champagne. The magazines newsroom you may remember was attacked by islamic militants in january. 17 people died in that endeavor. College students in San Francisco and long beach gathering on campus tonight to remember a fellow student seen here killed in the attacks. At San Francisco state, students and staff held candles in her hon honor. Those people dont represent islam. Reporter the solemn vigil was a safe place for Muslim Students to share their fears. I have fear that somebody is going to happen to me. Reporter she says she worries about being the target of violence. And im always with somebody. Im never usually alone anymore. Typically im on a st. Night i will be by himself. Reporter for many on campus its a fearful time. It happened in paris but it can happen anywhere. Reporter parisian student marianne is hoping the violence will bring people together. All that we need now is just unity. So i mean, yeah, muslim, christian, jewish, we are all the same. It is still unclear who spray painted a controversial symbol at the frenchamerican school. It was seenyj] discovered near playground of the school in hayes valley. The graffiti does not appear threatening and they think theres no obvious connection to isis. Now, our newsroom continues to follow that breaking news out of that suburb near paris tonight. Police in the French Military surrounded an apartment in that northern suburb. Several men are believed to be hold up in the apartment potentially even the mastermind to fridays attack that police have been looking for. There has been no heavy gunfire. We understand there has been. Seven confirmed explosions at this point its not clear what kind of injuries have suffered. There are some reports that some french officers may have been injured. At this point that remains unclear. Again, this raid started about 4 30 paris time. It is now 8 00 in the morning there. It continues with heavy, heavy Police Presence in that parisian suburb. People are inside testifying and is still a long line there. Theyre trying to convince Council Members to vote against these amendments. Dozens of people gathering on the accepts of city hall tonight. Many of them in tents. All of them have a message for berkeley city Council Members. We have the right to food, clothing, shelter. We have the right to rest. We dont have the right to reporter one of the main issues that is making people angry in berkeley. Homeless using the rest room on public streets. According to one Council Member its an issue that needs to be dealt with. We are not trying to criminalize the homeless. We are basically saying there are certain behaviors that are unacceptable. Reporter like blocking the sidewalks with overloaded shopping carts and homeless sleeping in planters. We need to actually invest in rest rooms first before we consider any laws that ban urine nation. We need to invest inned a kate Storage Space before we criminalize people for having stuff. I think its really important that the city of berkeleys streets be safe and welcoming for not only residents and people who work in berkeley but visitors, also. They have cancer. It appears that two people may now be in custody, taken into custody by the special forces who have been in this town of saintdenis since 4 30 this morning. They were looking for the ninth suspect, the ninth terrorists in the parisian attacks and potentially the mastermind of these attacks. Again, it appears that two people that were hold up in an Apartment Building have now been arrested. We will continue to monitor the situation and will bring you more from france throughout the newscast and on nbcbayarea. Com. Millions of tax dollars were spent on medical items and equipment. Heres the problem. The equipment is nowhere to be found. Government leaders say its possible the items may have been stolen. Investigative reporter spent the last three months uncovering this story. You found a history of what could be poor Record Keeping at best, at a wellknown bay area Medical Center. Yes, we did. Agencies that run off your tax dollars need to be able held accountable with how they pend your money. That can include doing an annual inventory of what they have or may have lost. In doing that inventory a Medical Center we discovered that actually they had no idea where hundreds of items went. The one thing they are sure about is that millions of your tax dollars helped pay for all that equipment thats now missing. Valley Medical Center in san jose is the county hospital for santa clara. So its mostly funded by taxpayers. A total of 1. 2 billion each year, or 83 of the hospital budget. We discovered vmc and its clinics have a track record of losing track of their own equipment. Records we obtained from Santa Clara County show over the last five years 383 items were reported as missing. Heart monitor, office furniture, microscopes. Even an lcd projector. All listed as utl, or unable to locate. The county recorded the total Purchase Price for those items at over. 11. 8 million. First of all, i have to say that we take this very seriously. Reporter paul is the hospitals ceo and agreed to sit down with us along with his boss jeff smith. The county executive for santa clara. We found that we really had a broken inventory system. These are items that cost taxpayers millions of dollars and theres no record of where they are. How do you justify that . You know, i was as you are, and as your viewers are concerned how much of that 11 million was really because something was misplaced and how much of it was because of sloppy processes. What happens if you dont have good Record Keeping . You lose things. Chuck says its a basic principle you learn as a business owner. His used electronics ca s wareh is 27,000 feet of, well, weird stuff. Sells everything from laptop hard drives and high priced medical equipment so whatever this thing is. Even in the midst of all this clutter and pardon the phrase here, even some junk, your employees can still find everything on your inver toy . Yes. We decided to test their system. You can tell us where this is right now . I can. We randomly picked this microscope from their online store. Spencer used the tag number to look up the exact location. Aisle g, bay 6. Reporter sure enough, he took us right to it. There it is. Reporter but the kind of poor Record Keeping that he says would have quickly forced his business to go out of business may have been in place for years at the county hospital in santa clara. The county over ten years of budget cuts had cut away all of the administrative structure thats needed to do an appropriate inventory. Were talking about hundreds of thousands of items. Do you know if taxpayer dollars could have been wasted because of poor practices at the county hospital . Because we had a system that was not very accurate, we cant say that with 100 accuracy. Reporter smith believes older items may have been thrown out or donated by vmc staff who failed to notify the county. Isnt part of the problem that you actually cant say that for sure because the very reason theyre on that list is you have no record of where they are . Thats part of the concern. Reporter the hospital also listed a mobile medical van as missing. But after we started asking questions, vmc said it found the van parked in another wing of the hospital just over a week ago. Thats one year after the 26,000 van was declared lost. He also said the hospital found proof that many of the other items that went missing over the past five years were actually properly sold or thrown out by the hospital because they were broken or no longer needed. But just last year there were items only five years old or less that costs abilityout 350 i think ive been very clear that most of those items, if not all of the items of more recent, have been located. Reporter after the interview we asked for a list of those exact items. Found out the county could only account for just 29 pieces of equipment, which means 354 other items remain missing. And that lost equipment cost taxpayers 11. 3 million. There was no consistency in the dollars that were missing year to year. Reporter accountant Jeff Goolsbee spent the last 18 years helping hospitals keep track of equipment. Hes based in Central Florida and has never worked in the bay area. To get his unbiassed Expert Opinion we showed him records from the hospital. In years that were in certain cases double the previous year, thats certainly something that i would say warrants an investigation by senior management. Reporter we on tabed internal memos from 2009 that show county leaders knew the Medical Center had a large amount of missing items even back then. And provided valley Medical Center recommendations to improve. That v many,c has agreed to implement. The county even promised that the missing list would decrease substantially in the coming years. And th was six years ago. Its going to take some time to continue to fix it and its going to take more resources, more attention to difficult de tail on a daytoday basis. Reporter two years ago the vmc started attaching high tech tags to 2700 pieces of equipment so staff can now track their location. The Medical Center hired someone to oversee the hospitals inventory. In hopes of cutting down the list of missing items. Were down to 70 items on the current list and we expect that number to continue to drop per. Reporter that list of 70 missing items this year is down from the 162 last year. But its still more missing items than were reported in 2013 and 2012. We cant say 100 that things werent stolen or, you know, placed in locations that they shouldnt have been. Thats certainly possible. And thats why weve been so vigorously working on changing the process. Reporter valley Medical Center estimates that by the time some of the items went missing their value depreciated so much they werent actually worth anything. Six of the missing items date back to the 60s. Those are the oldest. But of all the items the hospital couldnt find over the last five years we discovered half of them went missing within ten years of being purchased. So there certainly some are decades old but we found some of the items only a year or less old. I cant get over the van for a year that was missing in another parking lot. Siting the location was accurate and after we started asking questions they were able to find out where the van was. Thats a lot of money.
