It was in British Columbia within the last 12 hours, bringing a lot of cold canadian air down the coast that typically doesnt have a lot of moisture. We dont have that. So i have nothing to provide to you. Reporter back in january, even state officials admitted that the Current System of overseeing and regulating day cares in california was antiquated and underfunded. This is horrifying. Reporter after our reporting, bay area parents like denise ross demanded action. If we cant protect our most vulnerable in our society, what does it say about us as a society . Unfortunately, the way that our system works, we dont have an easy way. We dont even have a difficult way. We dont have a way of taking the information that is in this system and putting it up online. Reporter so thats what we did. Last summer, the Investigative Unit spent months scanning and putting the records for napa county and santa clara day cares online. Something that had never been done before. Then the state followed suit. I was happy to be able to get this far along with the process. Reporter assemblywoman Christina Garcia represents an urban area southeast of los angeles. After our initial investigation, representative garcia sponsored and help pass a new law that now requires the state to publish its inspection records online and to update them. Its now easy for parents to check those inspection histories of their day cares with just a few mouse clicks. I think your reporting helped to ensure that the rest of the legislators. Making sure that we have enough person neal is train and able to get out there and do the investigations. And how do we beef up quickly. Reporter last month president barack obama signed the Child Care Development and bloc grant into law. The law requires annual inspections of all day cares. Right now california only inspects its day cares once every five years under the law. That needs to change immediately. Reporter kym johnson serves as policy director at californias resource and referral network. Johnson has advocated for more information for parents about their childs care. We did hear directly from families who went for a search for child care and didnt know where to turn. Reporter johnson says putting the inspection records online is a good first step. But she says california needs to comply with the new federal law and increase inspections by the fall of 2016 or risk losing 7. 5 million in federal funding for child care. We absolutely need to ensure that where children have some basic health and safety standards, and we just cant afford not to do that. Closer to 40 in san jose. 45 to start the day in San Francisco. So mondays temperatures probably the warmest day of the week. And thats not warm at all compared to what we saw a couple of weeks ago. We had 60s and 70s. Tomorrow upper 50s around san jose. Mid50s closer to San Francisco. To the north bay, youll see temperatures in the mid to upper 50s out towards the trivalleys. The thing were watching here first the patchy fog for the morning. Clearing out as we go through the afternoon. This time tomorrow night into early tuesday, here comes a system that is going to bring a lot of cold air and a slight chance of brief flurries maybe around the inland hilltops around mt. Hamilton or mt. Diablo. Snow levels by that time 1 00 a. M. Tuesday, could be close to 2,000 feet. Well dont have a lot of moisture. All of it is going to scoot to Southern California. But as the low dives to the south, very gusty winds picking up around lunchtime tuesday through about early wednesday morning. The strongest winds during tuesday afternoon. And for the bay area, its the hilltops that will see the strongest wind gusts. Up to 50 miles an hour northeast winds 20 to 35 Miles Per Hour. Down around San Francisco and san jose, probably closer to 15 to 25 Miles Per Hour wind. That will be for tuesday afternoon. And then for new years eve night, as the winds subside, that cold dry air settles into the bay area. Valley temperatures will be in the 20s and 30s to bring in the new year and the coast and bay seeing temperatures in the upper 30s to mid40s. The impact on the next five day, windy conditions into tuesday. Wednesday well see the winds begin to back off. Look at the temperatures daytime and morning, starting to drop off. Close to 50 for a high there on wednesday in san jose. 52 in San Francisco. And for santa rosa and over towards livermore, well see highs in the upper 40s to near 50. And once the winds back off, heading into thursday morning might see some upper 20s to low 30s. So frost advisories even perhaps freeze warnings for the inland valleys. Could come up as we get into new years eve day. New years eve around San Francisco, one of the warmer spots around midnight temperatures for fireworks time close to 45 degrees. Inland for Napa Livermore and san jose ringing in the new year very likely in the 30s. From the low 30s in the north bay, upper 30s in san jose. Adds our system brings the cold air. And for new years eve, new years day if youre heading into Southern California or Southern Nevada take a look at this into new years eve night. Youve got snow around las vegas and palm springs.
