It looks bad, so the entire area is green. Reporter the plants you see here, dont need this. And fran is being punished for it. Its just plain wrong this had to be lawn. Reporter she recently spend thousands of dollars transforming her front lawn to a water conservation. She replaced her grass with landscaping. She presented her plan device and not denied. But she went ahead with it anyway because she wanted to save water. The only real reason they gave me for denying the ground cover against lawn, was that it would look better. Reporter in the final letter from the association, she was told she will be fined 50 a month until she replaces part of her front yard with grass. For all practical purposes, i think they should have applauded her. Reporter frank is on the board of directors. She should have followed the rules. But if she had done something really ugly, i think i could maybe understand it a little bit. But i dont understand this. The majority of her neighbors agree. Im disappointed in the Homeowners Association. But this doesnt make any sense. Reporter east bay mud is giving paxton a rebate for taking out her lawn. But she says, thats not why she made the move. I feel it is the right thing to do, given the fact that we were in the drought. Reporter we reached out to members of the Homeowners Association and got no response. But paxton has been getting a lot of calls. Including one call from a state legislator out of san diego. Earlier today, you can see the field crew there, hard at work. A source within the city of santa clara tells us tonight, the grass isnt the problem. Its the sand underneath. Whatever the case, the clock is ticking. The 49ers are scheduled to host the chargers this sunday afternoon in another preseason game. 49ers had no comment today. But they did have plenty of comments when they first installed this turf back in april. The head groundskeeper was touting this special sod. We found that it has the ability to recover a little bit quicker. It keeps its color longer into the season. And its lateral growth, so the rise that make their network, it really holds up nicely throughout wear and traffic. It did not hold up the cleat plants. Police are hoping that Surveillance Video can help them track down a killer. Want to show you some video from a taxi dash coam. Police are calling the man you see right there a person of interest. Brian higgins was found beaten and left for dead nearly two weeks ago. The new video shows the person chasing higgins in the morning he was found unconscious. Higgins was taken off life support last wednesday. He was a prominent member of San Franciscos radical ferry community. Police are not commenting on whether there could be a connection in the killing. Theres been homicide in mill valley. Two men found dead in two different homes. It appears there may be a connection between the deaths. Sheriffs stopped short of calling it a murder suicide. They said an investigation is ongoing. It happened in the Strawberry Manor neighborhood. Neighbors say they heard shots. But didnt think it was gunfire. I thought, it couldnt be happening in this neighborhood. Its a really safe neighborhood. I never lock my door. I shouldnt say that. And it was probably something else. I dont recall any kind of major crime at all. Now, the last time a murder happened in mill valley was 2002. Tonight, a local family is deeply divided over the death of a 2yearold girl. Was it a horrible accident . Or the fault of an irresponsible Family Member . She pleaded not guilty to child endangerment. She was caring for her 2yearold niece. After seeing a movie, the children began crossing the street against the red light. But the little girls twin brother stayed behind. Garage left the little girl standing in the middle of the crosssidewa crosswalk. Thats when she left the little boy. A white sedan hit the little boy and sped off. Amandas mother and one side of her family supports gauge. Her father and other relatives want the legal system to punish her. She committed a horrible tragedy. She caused a horrible tragedy. So, why should she suffer why should she not suffer . The driver that hit the little girl remains on the run tonight. Theres been a notable development in a san jose hit and run. Sjpd arrested this man. The crash happened last sunday in south san jose. According to police, sun winn was riding his bike near center road and ballford drive, when he was hit by a car. He was placed in an Isolation Unit three weeks ago. He contracted ebola while treating patients in liberia. Brantly and Nancy Writebol was treated with an experimental drug called zmapp. The doctors say they pose no health risk to the public. I did not know then but have learned since, that there were thousands, maybe even millions of people around the world praying for me throughout that week. And even still today. Nancy riwritebols two sons wil be on the today show tomorrow morning. Community colleges in california are a step closer to offering fouryear degrees. The new measure is heading to governor jerry browns desk, that would allow 15 Community College districts to offer bachelor degrees. The programs may start next year. According to lawmakers, theres a major skills gap in the workforce. And this fouryear degree would help fill that gap. Many states have similar programs. California employers have workers use their own smart devices. A new decision is transforming the bring your own device culture. It calls for businesses to reimburse employees who use personal devices to get their work done. People talk about byod like its a problem. But the truth is, byod is a terrific thing for businesses.
