The Fire Department tells us a man died after suffering a cardiac emergency during the third quarter. He was sitting on the stadium second level. The grand jury issued an indictment against the utility four years after that explosion killed eight people and injured 66 others. The department of justice filed 27 charges accusing p dprks and e of willfully violating the Pipeline Safety act and also on instructing an investigation of the explosion by the ntsb. The remnants of any kind of tropical activity that forms. Look how close. If the modeling just pushes this about 25 miles to 50 miles eastnortheast we could be talking about shower activity on friday. Because if the models do change their mind, change the consistency with this and pushes it 20 to 25 miles this way, thats a food chance of shower activity towards friday and saturday. They say the Department Leaders are putting public image over Public Safety. Some damaging allegations are in one of the bay areas most high profile cities. Investigative reporter vicky nguyen exposes the story. First thing was just really shock. All the clothes are pulled out. Reporter charles remembers the fear he and his family felt everything was dumped on the floor. Reporter after thieves stole cash and electronics from their home in palo alto. They were on the bed when we got here. Reporter passports . Al of our identification documents. Reporter could the burglary have been prevented . Charles doesnt know. But members of his Police Department have a theory. The public might expect us to be in their neighborhoods protecting our homes will find that most officers wont do these activities. Reporter multiple sources from the palo alto Police Department spoke to the investigative unit. Three agreed to go on camera in deep disguise, risking their careers to expose Agency Practices they call unethical and illegal. So at some point you either have to stop complaining or stand up for what you think is right. Reporter officers first raised concerns in january 2013 intakenally. This is a survey obtained exclusively by the investigative unit. In it 35 officers told their bosses whats working and whats not. Officers question the push to increase picket writing calling it an unofficial quota. Are quotas legal in california . They are not. You have officers more concerned a writing tickets and keeping stats up than apprehending suspects. For instance, catching residential burglarers, patrolling neighborhoods. They say the pressure comes at a cost to Public Safety. Residential burglaries are a huge problem in palo alto. They happen on small streets. Officers dont generally patrol those areas anymore because theyre not going to generate a stat. Reporter data from the Police Department show burglaries on the rise. In 2010, 217. By 2012, that rose to 332. Its about the same time period that officers say they were pushed to write more tickets. Some officers have been threatened with punishment if their statistics are low. Reporter sources say the pressure to write more citations or face consequences led some officers to double dip. They were writing warnings and tickets for the same traffic stop. So it looked like they were making twice as many stops. Its documented in this Department Memo that some officers were padding their activity. Officers say theyre also being instructed to enhance the response times. The Department Administrators have enkour rammed officers to say theyre on scene when theyre not. And were inflating those numbers. Why is this happening . Sources say the top brass is worried about budget cuts. They expect an audit, they dont have enough things on paper. Theyre going to cut our staffing. Hang on, chief burns. Reporter police chief has known about his officers concerns for a year and a half. For weeks hes declined our request for an interview so we caught up with him after a recent lunch. Weve talked to officers in your department that say currently the concerns are just as bad if thot worse than they were two years ago of se heard you say theyre out dated. What have you done to address the kerchs. Have you made changes . Sure. Such as . Variety of things. Can you speak to those specifically . Not right now. Officers feel pressured to write tickets and they call it an unofficial quota. How do you respond to that . Thats not the case. Its not the case. Why werent anyone from your office sit down and speak to hes issues . I dont think theyre legitimate. Reporter so how did chiefs bosses feel about the officers concerns. We asked mayor nancy shepherdnd showed her 82 of the officers in the survey say theyre more afraid of getting in trouble than being injured or killed in the line of duty. Reporter the nearly twomonth journey took the crew aboard the Research Vessel where few ever travel. An exploration into whats called the Great Pacific garbage patch. 1,000 miles off the coast of california into the middle of the Worlds Largest open ocean. Less than one hour. This was captain Charles Moores tenth trip and he discovered something he didnt know existed. An island of trash big enough to stand on. These are one of the most common debris items we find out here. Stretching hundreds of miles long the garbage patch is a vortex of plastic junk and debris swept together by the oceans currents. Captain moore says its double the size of texas and growing. It was utterly devastating to me to see the increase be that great. Five garbage patches has been identified swirling in our oceans. All likely hundreds of years old. This one in the pacific getting even larger because of tsunami debris from japans 2011 quake. We have bottle caps. Scientists are now studying how the debris is working its way into our food chain. Every piece that weve collected almost had some sort of nibble mark on it so we believe a lot of these fish are eating the plastics. From the shores of alaska to the beaches of hawaii, nbc news has tracked tsunami debris and wastes from the garbage patch washing ashore the longtime Environmental Impact still unknown. Huge swaths of the ocean are completely trashed. Because those areas are remote, theyre not part of the conversation. We need to make them part of the conversation. That fog hanging on tightly for the first half of the day. Napa, 78. Trivalley, where you will see the most sunshine and warmest temperature with temps near 90 degrees. Weve been talking about that chance of rain way off in the future. By thursday and friday, talking about maybe the potential of subtropical moisture coming that way. Not really organization. Trying to get its act together. Could become a Tropical Storm. As it weakness and moves into cooler water, definitely not going to pose a threat for organized system but the remnants are going to move into Southern California. This is thursday. Then by friday this would be our best chance of seeing any kind of moisture across the bay area. Friday as that system kind of skoots across the coast, kind of brush the coastline. Again, this is not gospel. Its not set in stone. So what could actually happen over the course of the upcoming week with each computer run the models could update and move over closer to us or it could drift out further in the ocean. The thing about it, peggy, though, were going to watch it closely because this amount of rain getting as close as it is to the bay area is really some good news. Of course, with school starting, getting in the mind frame of thinking about fall, thats really when we start thinking about the rain season.
