Since 2009 taken together as a group there is a rising trend of sustained misconduct complaints as well as use of force complaints. While almost all use of force complaints were officially cleared in many cases, details about the review process including the names of the officers involved were secret. When the Police Department decline to give you information about the complaints, the first thing that comes up is what are you hiding . And the number of suits more than doubled since 2005, the year before the state Supreme Court but restrictions on pobor. That translates to we have a secret police force. Reporter she tried to change pobor in sacramento but the police union was too strong to overcome. When there is abuse of authority under the color of authority, the public deserves a right to know.
