This is video from pittsburgh after four intense hours. This brush fire was contained at 7 00 this evening and burned 40 acres. No word yet on the cause. The area sees heavy foot and vehicle traffic. Investigators are asking for help tonight. Did anyone see anything suspicious. It happened on west 10th street. The firing was extremely close to a power plant operated by nrg energy services. The plant is operational but was not active when this fire began. The crews will be on the scene through the night watching for flare ups. Fire Officials Say it could be a record fire season for us. There have been more than 650 wildfires across the state. Thats triple the average for this time of year. Cal fire is trying to stockpile water since many streams where helicopters scoop up the water have dried up. Lets get a look at our Drought Conditions across the bay area. Lets bring in jeff ranieri. Right now the entire state continues to remain under a drought and weve actually seen things get worse in the north bay going from the severe level to extreme. Our last rain coming on march 3rd. And now the exceptional level of droughts in palo alto, South San Francisco and san jose. San jose, 4. 76 inch rainfall of rain since july 1st. That puts us eight inches behind. Coming up the possibilities of rain coming up next week. On the face of it it seems like a bad idea, draining one of the bay areas largest reservoirs. But there is a good reason. And that reason is to prevent what could be a catastrophe in the event of an earthquake. Monte frances is live near anderson dam in morgan hill. But we are in the middle of a drought. Reporter thats right. But anderson dam is not seismically safe and if there is a strong earthquake and the dam breaks, within minutes a huge wall of water would cover morgan hill where im standing and other parts of silicon valley. When it is full, Anderson Reservoir holds more water than all the other reservoirs combined. 29 billion gallons. And holding all that water back is the aging anderson dam which is in need of repairs. I know we need it. We need it because of safety issues. And if we when we have the big earthquake, we want the dam to hold. Reporter see Cecilia Logan lives in the shadow of anderson dam and understands why it needs to be repairs but it is counter intuitive to drain it in the middle of a drought. I conserve water but water is disappearing. Reporter the reservoir is at 48 capacity. If it were full and a 6. 6 magnitude earthquake, this dam could fail and put morgan hill and parts of san jose under water. It could be devastating. Reporter the Water DistrictSpokesman Says that the draining hasnt started yet but the reservoir will have to be empty so the work can be done. The timing is difficult. We are obviously in a drought right now. We dont have to make that decision today. Reporter but time is running out. The agency has until the end of the year to get the 123 million project underway to meet a deadline set by state and federal regulators of making anderson dam seismically safe by 2018. See Cecilia Logan is hoping the big one doesnt hit before that. We know its going to happen. All we can do is be prepared as best we can. Reporter so where will all that water go . The district says it will not go to waste. It will be diverted to Wastewater Treatment plants and the groundwater supply. A decision on when to drain the reservoir is expected in the coming months. A shooting suspect ran into the store. You can see customers and employees and students standing around as the police look for the man. The shooting happened at a home a block away from the store. They made an announcement on the speaker. They said everyone evacuate the building. Thats all. I left my groceries in there. I heard seven shots and a pause and eight more shots. Reporter the issue is how many cops will be on the streets of san jose in 2016 . The city council is telling the public to deal with the skyrocketing crime theyre going to add 200 Police Officers over a course of two years. James gonzalez says thats mathmatically impossible. We have retirements that are escalating that will make the math just not add up. If you want to add 200 Police Officers in that period of time, we dont think thats possible. Reporter this Council Member says it is possible. The assumption that nothing will change between now and 2016 is a false premise. Im pushing to restore pay and staffing now. Reporter he says he is restoring an 11 pay cut that the officers previously took. Some say thats too little, too late. Crews are combing the southern indian ocean for a second day after satellite images showed what might be debris from flight 370. Five aircraft are part of that search. Six merchant vessels have been deployed to the area. It takes at least four hours to reach the area from australia. One of the objects is almost 80 feet long and the other just 15. The satellite recorded them on sunday and they may have drifted since then. More on the planes involved with the search. They can fly over the area for about two hours due to fuel concerns and distance from the mainland. They have a crew of 13. What they are flying up to 2,000 feet using everything from a powerful on board camera to binoculars. They have digital radars and detectors that can zero in on large metal objects.
