Right now the frontal boundary is moving closer to the coast and thats helping intensify our rainfall, at least over the next three to four hours. You can see this heavy zone of rain to the south, moving from the south to the north. So over the next two to three hours, well see this move our way. Right now 3 4 of an inch per hour that will be hitting parts of the bay area. Not at midnight. A few spotty showers. But 2 00, 3 00, 4 00, some of the heavier rain moves across and the entire bay area will be under this Severe Weather risk. A possibility of isolated thunderstorms that could produce hail. The other added component is the wind. Meteorologist rob mayeda, youre positioned in the perfect spot to track this wind overnight. Reporter weve been watching this wind pick up and wind gusts within the last half hour approaching 30 miles per hour. This is the reason why we think the wind also continue to accelerate overnight. This is a unique setup for the bay area where you have a strong area of low pressure just off to the west of the central coast. Not off the Pacific Northwest coast, but right off our own coast that is going to strengthen overnight. As that approaches the coach, the difference in pressure between the center of the storm and here in the bay area is going to give us the potential for some very strong winds as we head into tomorrow morning. We could get wind gusts approaching 50 miles per hour. With that in mind, we have a wind advisory in effect for the bay area. Were talking about the coastal hill tops and also in to our inland hills around the east bay hills and the south bay hills where the wind gust also be picking up to the point where we could have some Power Outages or some downed branches or tree limbs thats correct slow things down on your morning commute. So the wind is expected to accelerate tonight and tomorrow morning. Another aspect of the potentially Severe Weather we could be seeing around parts of the bay area tomorrow. A former student is suing the Belmont Redwood shores School District. She says it knew that a popular janitor was sexually assaulting kids and did nothing to stop it. Reporter raj, 12 years after Roxanne Pedro complained to district officials that a School Janitor sexually assaulted her, he was sent to jail and shes file thing civil lawsuit, claiming School Officials knew that janitor was dangerous and did nothing to protect her and other victims. It was very hard. It was hard for me to continue to go to school and before that, i loved school so much. After that, it just took a toll. Reporter an emotional Roxanne Pedro remembers her life changing in the seventh grade. Thats when she says Andre Edwards sexually assaulted her. That was 2001. At the time, the police didnt charge edwards and the School District kept him on the job. But in 2011, Police Contacted pedro. They were investigating another students claim against edwards. I thought they finally believe me or they believe somebody to take a second look at my case. Reporter what police up covered had pedro filing a civil lawsuit against the School District. And district employees. According to the lawsuit, students at ralston started complaining about sexual abuse in 1991 linked to edwards, ten years before pedro says she was assaulted. People weve named were principals, superintendents, officials at the time when roxanne was apused and prior incidents. It could have prevented it. So maybe it wouldnt have happened to me if they took more care. Reporter last year edwards pled no contest to child annoyance in connection with pedros kiss and a 2010 case. The janitor was sentenced to nine months in jail. Pedro is not satisfied with the sentence, but she is relieved someone finally investigated her claims. Now the 25yearold wants the School District to admit they didnt do enough to protect her and other young victims. I just want them to feel compassion for me and hope that this doesnt happen to anybody else. Reporter the districts superintendent tells me he didnt have time to talk about the case tonight but he wrote this letter outlining how the school responded to the claims pedro made and letting the Community Know that the district has hired a press spokesperson to talk to the media about this case. It brought traffic to a stand still on 580 this afternoon. The family was traveling west bound when someone fired multiple shots. They were a few miles north of the 280 enter change. The chp closed all west bound lanes as they looked for shell casings. Police arent saying what they found or what led to that shooting at this point. Misconduct caught on camera. The civil rights and corruption violations are tied to raids on hotels in 2011. Some of the officers stole properties and drugs is the allegation. Right now the radar is putting this into santa cruz, possibly after 1 00 in the morning, producing one inch of rainfall. Well have details on the time coming up. Workers are clearing a notable piece of land in San Francisco to make way for a major housing, shopping and office complex. But the land theyre clearing has radiation. Tonight, were learning that the dirt from that Hunters Point, the former naval landfill is being trucked to the bay area. Vicky nguyen has the inside story. Were talking about parcel sea at Hunters Point. Its been under a massive cleanup for chemicals and radiation contamination to make way for a neighborhood to house 25,000 people by 2017. But corners they stay are being cut and health and safety are at risk. Trucks full of dirt have begun moving tons of soil. The navy said any contaminated dirt has been cleaned for radioactive material. The workers say theyre worried that recent shipments have been sent out without proper testing. They would go dig it up and load the trucks and take it out. Its not being tested. Reporter Kevin Jackson has worked on the site for three years. Last night he brought his concerns to navy officials. Reporter but the Investigative Unit obtained the Navy Contract for this cleanup. The plan says soil excavated will be traps ported for radiological processing. Its a screening process workers insist is not happening. In this letter sent to the state health department, a worker says, project personnel are not monitored for exposure to radiation. The worker alleges no radiological soil assessment has been or is being performed and that soil dug up near buildings contaminated with radiation is being shipped off site to state facilities not licensed to accept low level radioactive waste. We followed a truck full of dirt from parcel c take on the this land fill in pittsburgh. Its a class two land fill only authorized to accept chemically impacted soil, not radiological soil. Workers on site provided us these photos theyve taken to document tons of potentially contaminated soil. Soil that they say has not undergone testing. Im concerned about that. I would be surprised if that was the case. Reporter this group has been following military leanups nationwide for more than 30 years and unlike previous cleanups, he believes the actions at Hunters Point have followed protocol. Materials that knew to be in a location were either not found, deliberately not found. But i would be surprised at this particular location given the communitys concern about radiation. This area of low pressure is tightly wound out here, a classic area of low pressure. Very strong for california standards. The tighter this winds up the next 24 hours, the more strength its going to have. The core of the low pressure headed towards los angeles. But the frontal boundary right here associated with it beginning to hit california, ramping up our rainfall just as expected. You can see weve looped the radar over the past hour. That gives us a good indication of how fast this rain is moving. Moving from the south off to the north and some of the heaviest rainfall towards santa cruz. You can see the precip rate is almost an inch per hour. So thats why were concerned about the flooding threat. With this complex of storms, the possibility of winds exceeding 50 miles per hour. So through about 1 00, 2 00, 3 00, it will be picking up across the south bay. A few spotty showers up in the north bay and also for the east bay. But get ready for the heavier rainfall. Throughout tomorrow, the entire bay area right now under a thunderstorm threat. It is slight, but well keep our eyes to the sky, because any thunderstorms that develop tomorrow could produce small hail and we may get some funnel cloud reports out of this weather system as it moves across. Current temperatures right now in the upper 50s to near 60. Winds arent overly gusty, but in two to three hours, we are expecting that to ramp up providing us with some possible Power Outages. I want to get to the timing of this first off. If you have any plans tomorrow morning, just know the earlier you leave, its not going to make a big difference. As we look at the timeline, throughout 1 00 a. M. , well get that rain moving on as we just showed you. Throughout 3 00, 4 00, 5 00, widespread coverage of rain from santa rosa to san jose. And it will likely continue through about 8 00 in the morning. After that, we think well get a small break. We may get some sunshine for tomorrow. But that sun is going to help provide more instability in the forecast and that is what could give rise to thunderstorms. And also keep that atmosphere pretty juicy. Throughout 11 00 tomorrow, another wave moving in. Again, that could provide lightning and hail. By saturday morning, well start to dleer out and we can take a little breath after this storm system.
