The push is on to move that mangled mess after it derailed. Cheryl hurd is live. Cheryl, thats where the buses are up and running trying to move those riders. Reporter thats right. 23 buses are now in operation, and they will be up and running until 1 00 this morning. When b. A. R. T. Resumes its saturday schedule, buses will continue most likely until tomorrow evening because repairs will take a while. This is the end of the line because of the derailment. Now the b. A. R. T. Buses are taking passengers to concord and pittsburgh bay point. Two hours we had to wait. We cant get home. Reporter thats the message hundreds of riders got when a b. A. R. T. Train went off the tracks. The train derailed. Make other arrangements to get home. Im tired. I work in the city. Im tired and i want to go home. Reporter from our helicopter, we could see where the wheels left the tracks. According to b. A. R. T. , at 6 30 this evening, an out of Service Train with no passengers on board was leaving the station, he woulded to the concord yard. The train was crossing over the interlocking when the wheels left the tracks. The train operator was not injured. When we got off, they said there will be two buses going to concord, then North Concord and coming back. Weve been waiting here 45 minutes, not one bus. Reporter passengers waited in long lines, some of them even caught a ride with strangers. This happens too much on b. A. R. T. We need to do something about this. Reporter now may remember there was a derailment in march 2011, just outside the concord station. Some believe it was the same location as tonights derailment. Our other headlines tonight. Trips across the country and extra money in their pockets. It adds up to thousands of dollars. We discovered some local officials taking advantage of public funds. Tonight, we reveal whats really happening at the oakland Housing Authority. Reporter we spent months going through records of trips taken by commissioners. We found some double dipping, others going to places like las vegas with no documentation. That one commissioner still cant explain. From flights to nashville and las vegas and you charged all that to the Housing Authority. No, i did not. Reporter its right there. Excuse me. Reporter even the man in charge appears to be in the dark about how some commissioners are spending public money. This has been informative to me. Reporter we found your money being handed out to officials without oversight. I think we should be embarrassed. Reporter it all has to do with conferences. We found the oakland Housing Authority commissioners spent nearly 150,000 traveling to places like ft. Lauderdale, denver, st. Louis, and just last month, napa. Meals and wine included in the cost of the conference. And enjoyed by several commissioners. Its what we found in these records, double dipping, taking a per diem cash up front while giving meals and drinks, as well. Housing authority goes by the rates set by the federal government. Some destination commissioners get up to 71 a day for meals. Other locations, 56. And you are receiving a lot of per team on some of these trips. I wouldnt call it a lot, but per diem, yes. Reporter he spent the most on out of town conferences. 63,000 over three years. Per diem isnt usually that much. Sometimes we have to supplement the per diem with our own money so we can eat correctly. Reporter eat correctly . Yes. More than mcdonalds is correctly. Reporter some of these have a per diem of 71 a day. Some of them are only 56 a day. Reporter documents show he attended more than a dozen conferences with meals provided, while still picking up the per diem cash. And sometimes he even got double per diem for a single day. On those travel case you received double payment . No, i dont get double per diem. But you did. Reporter take a look at this. Three trips in a row and he got paid double per diem for sitting on a plane going from one conference to another. Money the executive director didnt know was being handled out. We should have split the per diem for the day. If there was a per diem of 70 a day, they would have gotten 35 for one trip and 35 for another. Reporter which is not what happened here or many other cases. We made an error, yeah. Reporter and we found more errors. Like a paid vacation between trips. We found the commissioner went to one conference in d. C. , then to another in detroit. That started four days later. The days in between, he put on the Housing Authoritys tab. The total for his trip, nearly 5,000. So youre okay with receiving 13 days of per diem for being gone 12 days for conferences that had a total length of eight days . No, i dont see it that way. Reporter you received more per diem than you were gone for. I cant. Reporter but you did. I have to be gone to receive the per diem. Reporter you still received it any way. In 2011, he used the credit card for a flight to nashville. The next day, to las vegas. Six days later, home to oakland, all on the publics dime. These are the documents provided to us. I understand what was provided to you. I understand. And i understand how you can extrapolate that from what you see. But thats not the accurate picture. Reporter are they wrong . I cant say theyre wrong. Just taking money that doesnt belong to you, youre taking it from taxpayers. Reporter he says this is a misuse of tax dollars. What should be done . There should be more disclosure, i think what your station is doing is very important. Reporter there seems to be a real lack of oversight here when it comes to handing out per diem. The per diem is part of the travel package, and i guess we dont really question whether or not they ate at the conference or lunch based on whatever is turned in. Reporter the executive director believes traveling is an important part of representing residents but says our investigation has shed light on a problem he didnt know existed. When they reconcile their travel vouchers at the end, they should be credited for the per diem. Reporter thats not happening right now. That should be happening. Reporter because of our investigation, the executive director says the Housing Authority is now auditing travel and reimbursements and will ask commissioners to pay back anything owned. The commissioner insists the records are inaccurate and his personal records would show Something Different but he hasnt contacted us since our interview. Commissioners change over the years. Police say last night a man reported someone was prowling around in front of his home. He told police he got his gun and shot and killed the man in selfdefense. Tonight, this neighborhood of families is clearly concerned. He heard it, he ran over here and when he ran in, he heard more shots. Reporter its a sound neighbors say still frightens them. A series of gunshots, one followed by three more. That was scary. We were right there. Reporter neighbors on pine ridge way are alarmed. They say their street for decades has been a safe place to live. A place where kids could play and run around. But not anymore. Its kind of hard. Reporter those thieves are installing skimming machines in gas bumps and those machines read this magnetic strip on your credit card. One lawmaker says its time for the banks to replace this strip with a computer chip that those skimming machines cant read. There are thousands, maybe tens of thousands of people who are potential victims. Reporter District Attorney investigators say thieves from Southern California put credit card skimmers at dozens of bay area gas pumps. With every swipe of a card, they were stealing financial and personal information, then making fake credit cards for spending sprees. These are very good quality fakes. Reporter the d. A. s Rapid Enforcement Allied Computer Team arrested six suspects and removed the skimmers. While they focus on busting the rings, senator jerry hill is working to make it obsolete. Our legislation makes it mandatory in california. Reporter hill introduced legislation requiring credit card issuers and retailers to switch from magnetic strips to computer chip Credit Card Technology by october 2015. A chip linked the a pin number would lock skimmers out. The chip will prevent that, because theres no longer the magnetic strip that has all of that information that can be pulled off of it, and then put on another card. Reporter hill says in europe where Chip Technology is widely used, fraud rates are dropping. The chip and the card is the best way to go about it. Reporter consumers are looking forward to a new, more secure way to pay at the pump. Senator hill says lawmakers in washington are also trying to make computer chips and credit cards mandatory by 2015.
