Right now it is raining, but a winter storm warning is in effect, by the morning the area should see the first significant snowfall in nearly two months. Well have live coverage of the snowfall beginning at 4 30 tomorrow morning on today in the bay. We are expecting a disappointing snow survey tomorrow, though. This is video of the first snow survey of 2014 from january 3rd. The snow pack was about 80 below average. The sierra snow pack provides a significant amount of watt tore the states farms and cities, as well. Tonight, president obama says the federal government will do whatever is necessary to help with this historic drought, calling Governor Brown today saying hes concerned about the broughts impacts. If we dont get enough rain, Water Conservation goes from voluntary to mandatory. For the tiny town of lompico, this drought is hitting home. Were just a disaster away from being done here. A fire, one of the wells totally dying, or having a major line break. Reporter for lois henry and the residents here, the drought is not a threat, its a reality. This small mountain enclave relies on three wells and the creek to supply its 494 customers with water. Water thats becoming increasingly scarce. We were on phase two rationing, and last board meeting, the board decided to go to a phase three mandatory at declaring an Emergency Water situation here in the canyon. Reporter the district is one of 17 statewide that could run out of water in the next 60 days. One possible solution is trucking in water. But it might be too late for that. Its a little disconcerting being a resident here. Reporter theres no such thing as voluntary conservation here, conserving water is now a way of life. Currently we do family bathing. We all shower at the same time together. So its a little crowded, but were trying to do what we can. Reporter the town is waiting to see how the state might step in to help. Im not really sure about that. Im hoping that it means the governor will say, wow, those people need some help. Police say the 15yearold girl was talking home on monterey road when a man in a white van drove alongside her and got out. Started walking towards her rapidly. He reached out towards her and said hey, beautiful. She saw him and then immediately ran into a restaurant asking for help. Reporter that restaurant was dutchmans pizza and pasta. Im happy that she was able to find a place and im happy that we were here and we could comfort her. Reporter the suspicious man got back into his vab and drove off. Investigators released a sketch, hoping someone may recognize him. Monterey road is usually business with cars and walkers and joggers. Its kind of scary. Reporter a little more than a year ago, there was another man driving around in a white van trying to pick up teenagers. He was never arrested but investigators say the person in that case had a different description. And with the abduction and disappearance of sierra lamar almost two years ago, this has many alarmed. If that were my daughter, it would probably cause a little tension. It would change a lot of things as far as lifestyle goes. Reporter here is one more look at the sketch. Police describing this man as a six foot south asian indian in his mid 30s. The van he was driving was a fullsize white work van with tinted windows. George kiriyama, nbc bay area news. New details tonight on the peninsula. That recycling plant fire that forced health warnings. Investigators say the fire was deliberately set. They are reviewing video taken from the plant. A similar fire a month earlier at the same facility sent smoke across three counties. The tables are turned for a sheriffs deputy. He was arrested on drug charges. He is a correctional deputy who has been with the Sheriffs Office for 14 years. He had been allowing several convicted criminals to live at his home in exchange for drugs. Police arrested three other People Living at his home. Thousands gathered to remember the life of sergeant tom smith. The b. A. R. T. Police officer accidently shot and killed by a fellow officer. Police officers lined up outside the church this morning, alongside his wife kelly, b. A. R. T. Officer and their 6yearold daughter summer. Mourners remembered smith as a good officer, father, husband and friend. But said their hearts were also heavy for michael mays, the officer who mistakenly shot smith last week. Mario tolliver shot his 17yearold sister last week. This afternoon, tolliver turned him tell in to police. The Attorney Says he is remor remorseful. Police have not released a motive for that shooting. Two Violent Attacks by a pair of pit bulls. One, kleo, is in custody now. She will have a vicious dog hearing to decide her fate. Officers say kleo and another dog mauled a man at a homeless camp tuesday night. The dog also bit their owner, and then both dogs ran away. Officers shot and killed the other dog. The owner could face charges for possessing dangerous animals. A haircut and a new home for gem, that injured dog abandoned. Workers plucked the puppy from a conveyer belt. We are tracking areas of green on the Doppler Radar. Down here towards San Francisco and the east bay, weve seen spotty showers tonight. San francisco and the mid peninsula. Eventually all of this will be pushing to the south as we head throughout tomorrow morning to give everyone a much better chance of getting some rainfall. More on that coming up. But we want to preview the sierra winter warning, 8 to 20 inches possible here. So if youre headed there, be prepared for the winter conditions. Lets take you outside and what youre going to find is mainly cloud cover here for the most part. Our two northern sections here, we have showers developing and the fog. The south bay, 56. Winds out of the northwest at 5 to 10. This is going to be the last spot to get that possibility of rainfall. So youll likely have the best chance here throughout the morning compute of having the slick roadways. Lets get to the timing on our storm system now that it is starting to arrive. Its been pretty much stationary for today, and you can see again the forecast models have that rain with us here in the north bay, at least the next two hours or so. Then it starts to push to the south by 2 00, 3 00, 4 00 in the morning across San Francisco and also san jose. We think some of this subtropical moisture should amplify it a little bit. Throughout 5 00 a. M. , well keep areas of scattered showers in the forecast. By 9 00 tomorrow morning, we should be done with this storm system as it begins to move out. Unl fortunately, the details with the rain totals have not changed. We would love to see this at one or two inches, but it looks pretty good. Highest accumulations will likely be the north bay and the coastline with totals near a half inch. This is also great news, at least if we cant get the heavy rain in the bay area, we can stack it up with that snow pack across the sierra. Totals range from 3 to 10 inches for a lot of the areas, folks travel, then for some of the higher passes, we could see totals as high as 20 inches. With all that snow in the forecast, its time now for that ski report and while we have the snow tomorrow, also lingering throughout parts of friday, temperatures in the day in the 40s. Lit be cold enough at night to keep that snow in place, six degrees expected throughout friday night, also into saturday morning. And the best news for skiers on the ski report is by saturday, sunny skies with temperatures at 30 degrees. The skiers at home are very excited. Lets look at the temperature trend.
