a deposit at the bank. several hours later in little saigon, a woman had just gotten out of her car when a robber grabbed her purse and tried to run away. >> the female's husband jumped in and it was a tug of war, then the suspect jumped to a vehicle and fled. >> reporter: two robbers then took money away from a man at at knifepoint. this happened a few hundred feet from the reese's doorstep. >> even on a busy street it's scary that something like that would happen. a side street or alley, you might expect that. >> reporter: police say the last robbery happened in the area of 15th and commercial. >> i guess it could happen anywhere. >> reporter: four robbies in 16 hours. neighbors say it's a time of desperation. >> people need the money and will get it any way they have to. >> reporter: and many worry more crimes like these will happen in san jose. >> they know the police aren't around, so their opportunities are -- they know the police is not going to come by. so they're opening their window of opportunity, i think. >> reporter: san jose police say it appears none of these robberies are connected and say all of these robbers are still out there. live in san jose tonight, george kiriyama, nbc bay area news. this just in, lawmakers passed a new budget plan tonight, the second in as many weeks, but this one the governor is expected to sign. both houses approved the plan with little debate. the only hitch in the process came in the senate when two democrats held out on the plan to eliminate redevelopment agencies but that was only briefly. the new budget eliminates a $26 billion deficit through deep cuts, no tax increases and some optimistic revenue projections. but if those suspected billions don't show up in january, deeper cut also be triggered. democrats say there's no other solution, republicans say the state needs a plan to avoid an impending crisis. >> these are difficult times, but i'm proud of what we're doing under very difficult circumstances. >> the budget before us is just more of the same, kicking the can down the road so that future generations have to deal wit. >> the package heads to the governor's desk for his signature. it's horrible. what is today, june? >> it's supposed to be summer, sfligt junuary.led it >> rain and traffic to a crawl everywhere. but get ready, because the sizzling change is headed our way. rob mayeda joins us with a look at what you're calling extreme weather. >> today record breaking rainfall and we still have some wild weather outside tonight. you can see from san jose earlier, we had a steady downpour. most o the action has moved off to the east.st san francisco and oakland, a little light rain at times. the real action has been south of lake tahoe. more than 300 lightning strikes in the last six hours and yes, high elevation snow tonight. for the day area, patchy fog tomorrow morning. the weekend, we're talking temperatures warming close to 100 degrees. weather whiplash in your seven day forecast. a look at that coming up. >> our wintery summer isn't over yet. come the fourth of july, lots of you will be able to hit the slopes. the oakland fire department is working to figure out the source of a diesel spill fuel. cleanup crews finished their work around the lake at 7:30 tonight but left a containment boom on the water. the fire department doesn't know how much fuel lacked, but approximately four to five acres of the lake's surface was covered before it was contained. >> there is a proposal to put more police officers on the street in oakland. the magic number is 44. even though that sounds like good news, there is a lot more to it. cheryl hurd is live at oakland city hall with details. cheryl? >> reporter: garvin, the number of police officers on the streets of oakland is a major issue. 80 police officers laid off last year. a budget compromise, will it bring half of them back? only a crystal ball can figure that out. >> oakland is now stepping into the realm of common sense. >> reporter: and council members are trying to figure out ways to put cops back out on the streets. >> if we get 44 back, i would love for that. >> reporter: that's easier said than done. >> we can't afford to be a city where we have only police and fire running around, but nothing else keeping our children motivated and inspired. >> reporter: there's the $58 million deficit looming over the city. a tentative compromise has been reached with the police union and four other city employee groups. they are willing to pay a part of their pension plan, but the problem is this, if council members vote to carve out money to bring 44 of them back, 44 officers will be heading out the door through attrition. a math equation the chief says he has to deal with. >> this year if things go through, we're budgeted for $650, we want to go above that by about 20, 22. so it would give us another year. for me i'll take whatever i can get. >> reporter: council members will vote on the budget on thursday. live in oakland, cheryl hurd, nbc bay area news. an elderly woman kidnapped from san jose more than a month ago musters the courage to tell her story to police and as a result, police are on the lookout for two hispanic men who abducted her. they said they forced her to withdraw money from her account and threatened to kill her if she went to cops. police believe the suspects may have pulled off a similar crime a week later in north las vegas. if you have any information about this crime, please call the police department. a family is mourning the loss of a loved one tonight. we want to get you something up to speed happening in afghanistan, where six suicide bombers stormed a hotel in kabul. sit a popular spot for after gain officials. seven people were killed. nato forces ended the siege by firing rockets at gunmen on the roof and afghan security forces rushed to the top of the building. now to the family morning the loss of a loved lineone. specialist kevin hillman was killed in afghanistan on monday. he joined the army in 2003 and served in the infantry. during his three deploymented, he earned a purple heart and bronze star. dozens are coming together to pray for an east bay teenager in critical but stable condition. ryan was with his church group at the beach sunday when that accident happened. every night prayer vigils are being held. so far more than 150 people have come to those gatherings. his family says they've created a website where they've been posting updates on his condition. they say the 17-year-old is slowly being weaned off drugs that are keeping him sedated. $1.3 million is how much b.a.r.t. will pay oscar grant's mother. the settlement includes no admission of fault by b.a.r.t. the decision, she says, was difficult. >> no amount of money will ever make he sat feed. what would make me satisfied is my son would be here. that's what would satisfy me. >> grant was killed by a b.a.r.t. police officer. b.a.r.t. settled with oscar grant's daughter for $1.5 million in january of 2010. happening right now, new mexico's monster is on the move. that inferno racing towards a place with contaminated waste. so far 93 square miles have burned and 12,000 people are on the run. the radioactive barrels are protected, officials insist. now to a story of turning a life threatening situation into a life-long commitment involving last friday's am trash crash. edly lawler and nancy wilson came to the u.s. looking for adventure and got it. they were on that train outside of reno when a truck slammed into the side of it, killing six and injuring dozens more. >> we seen the truck coming and all of a sudden there's a wall of fire. >> the two felt so fortunate to be alive, they've decided to get married right away, before heading back home. they plan to go to vegas to dol the deed. their original plan had them taking a helicopter tour, but they changed their mind about that. can you say ipo? vicky nguyen puts some of the most popular food chains to the test. eat out. on average, we spend $2,600 last year on places like these. do you know just how many calories you're taking in? >> that looks about 1,300. >> probably a thousand. >> reporter: 370 calories. that's what it says on the website. is it too good to be true? what about the broccoli and brief? together the dishes add up to 340 calories, according to the restaurant. how many calories do you think are in this? >> a thousand. >> how about you? >> 800. >> reporter: 340 calories in all this meat. we chose some of the most popular menu items. >> could i please have your lunch express? >> reporter: we ordered them to go. here's our biscuit and gravy. and then we took it to an independent lab to see if the calorie counts were as advertised. diners say those numbers are important and often help them decide what to order. >> i look at them. >> i would definitely make different choices. >> reporter: the lab results showed most items were only a few off. but some were over by 60 to 100 calories. that's what some are calling a flaw in the federal law. the fda allows calorie counts to be off up to 20%. >> if you're eating slightly over, even 20%, you will gain weight. 100 extra calories a day it's a pound a month. >> reporter: restaurants can and should do a better job, she says. >> i would like to see the margin of error lower. >> reporter: appleby's peppercorn steak with veggies and potatoes and the teriyaki shrimp pasta, both listed on the under 5.50 calory menu. the shrimp was only 349 calories and the steak was 449. the biscuit and gravy with an egg was also under by 60 calories. and this taco was under by 22 calories. >> i think it's great and can help us with the obesity in the country. >> reporter: the calorie counts are a step in the right direction. >> i think it's good because people should know what they're taking into their body. >> reporter: even if the numbers can be off plus or minus 20%. even with the new rules, be sure to read the fine print. calorie counts off show the item before you add extras like dressing, mayo or that side of hash browns. vicky nguyen, nbc bay area news. >> thank you, vickie. one way to work it off is skiing, but where would you ski on the fourth of july? i guess the grasses grow and there's more fire danger later. >> reporter: these flags are expected to dry out pretty quick when the wet weather is replaced with a weekend heat wave. the fire chief says there's always fire danger over the fourth of july weekend, so he plans to have extra firefighters on duty. for more, let's check in with rob mayeda. >> we saw some unusual weather today. temperatures in the 50s and 60s for highs, record breaking rain north to south, almost an inch of rain in the wettest spots. right now we're seeing things drying out just a little bit. oakland, 56 degrees. and showers off to the east of san jose. 50s and 60s outside. you can see we'll still have hill top showers in spots. been watching a knew of those areas, but not the steady soaking we had this afternoon. now all the action continues to fly out towards the sierra. one more day, still a slight chance of showers. not the widespread rain we saw today. for the afternoon, we could see a stray shower or two. here comes the heat wave. temperatures really starting to throttle up. 90s inland and by the end of the holiday weekend, temperatures getting close to 100 degrees. again, a lot of widespread low clouds, maybe some mist with the fog for the morning. for the hill tops during the day, still enough instability to warrant a slight chance for a shower. future cast picking out we're not going to see the rain we saw today, just hill top showers in most cases for tomorrow. temperatures as we look at tomorrow morning, will be in the 50s. high temperatures despite the sunshine, not looking like late june at all. 60s to low 70s for highs. but my advice is to enjoy the free ocean air conditions while it lasts. it's going away soon. highs soaring close to 100 degrees in the hottest places. hot weather returns starting friday. >> all right. >> thank you very much. >> "the voice" competition, there was some heat, as well. ♪ >> the final four on "the voice" battling it out in part one of a two-night finale. we're going to get the results tomorrow at 8:00. is what's at stake exactly?
