>> that's right, jessica. this event is going to be lasting through wednesday for parts of t bay area which got cranked up today. it will, of course, be with us tomorrow with itsof region of hh pressure building along the coastline. in fact, our fire warning continues to be in effect for the north bay hills with hudity expected to be 10 to 15%. as we head into tomorrow, extremely and dangerously low. and the east bay hills, one of my biggest concerns is winds could gust up to 30 miles an hour, and in the south bay where humidity will be in the single digits. we'll have a heat wave watch here for san francisco. while temperatures haven't been hot nter in the last month or t, it's just a reminder this is unseasonably h this time of year for san francisco. we're starting with milds in the upper 60s and 70s. by t10:00 a.m., the east bay wl be in the upper 70s to near 80 degrees. also we have that debate tomorrow. we have more coming up. decision 2010 and a big decision on the ballot that affects women in the east bay. rapes, robberies, domestic abuse, three of the biggest crimes plaguing oakland. but now a plan that would help curb crime against women. barry -- cheryl hurd says measure bb has people talking. cheryl? >> women who live here in oakland are paying close attention because some people are calling it the crime fighting bill. >> at the moment, i feel safe. >> reporter: but safety is a major issue for kathy who has lived in oakland for five years. >> i'm a homeowner, and it would help my immediate neighborhood and probably all of oakland to have more police available. >> reporter: police staffing a major issue for oakland. some believe measure bb is the answer to put more cops on the street. betsy king says it's tied to programs that are working to stop bloodshed on the streets of oakland. >> if measure bb doesn't pass, this program and many other really excellent programs will have to end. >> reporter: bb is a revision of measure y, a taxpayer initiative that brings in $20 million a year. those in favor of it say it will bring 63 oakland cops back to the force and allow some 60 anti-violence programs previously funded by measure y, programs like street outreach. >> when there is eye shooting in oakland, we're in the hospitals, we're in the neighborhoods. >> there is a program like this in 46 cities around the u.s. this young man is a former gang member. street outreach reached out and pulled him out of the darkness into the light. >> they helped me out, found me a job. i recently had a baby. >> reporter: success stories that made kathy and her roommate feel there are answers for the crime problem on the streets of oakland. opponents of measure bb say they're not sure it's going to work. it is a revision of measure y and they're not happy with measure y. reporting live in oakland, i'm cheryl hurd, nbc bay area news. a gubernatorial debate comes to the area tomorrow night. tom brokaw will moderate the event between meg whitman and jerry brown. they give us a sample of some of the questions the candidates might face tomorrow. >> reporter: tom brokaw arrived in san rafael today with a broken foot but his spirit intact. >> i was in a bar in tie beer ya the other night, and some st. mary students were making fun of the dominican and i had to kick their fanniefannies on the way . the bookends of my life beginning in 1966 and coming now to cover this campaign. >> reporter: brokaw says he has personally known every california governor since 1966. california politics are a passion of his. >> jerry brown is an interesting candidate and meg whitman is a billionaire spending $120 million. these are elements of great stories. >> reporter: but how will they stand up in tomorrow's debate, and how will brokaw keep them on point? that photo went viral, but what you haven't seen is how agents caught him and what they went through to get those birds off his legs. all in a day's work when you're tracking animal smugglers, and we have this exclusive report. >> reporter: l.a.x. is one of the busiest airports in the world for traveling and smuggli smuggling. drugs, animals, live animals. this is a passenger who thought he had a leg up on the authorities until witnesses saw feathers and bird poop on his shoes. a man had 14 songbirds strapped to his legs. >> they were hanging like christmas ornaments on his legs, just free hanging, just swinging along there. >> reporter: and skbrus like broken ornaments, agents had to carefully remove the birds without harming them. this is the forever seen video of the songbirds. agents wore bio hazardous suits because of the fear of disease. >> the birds tied to his legs were quiet on the long overseas journey because it was dark under his pants. but agents say when they lifted up his pants legs, the birds started singing. >> reporter: agents started tracking the bird man a year earlier when he abandoned a suitcase full of birds at l.a.x. >> so this was one of the suitcases that was used to bring in the birds. >> reporter: a suitcase with compartments and ventilation holes. >> he got scared and left them at the airport in the suitcase and abandoned it. took his name tag off and thought he would get away with it, but we were able to track it to him. >> so when dom tried to track birds again to the u.s., this time authorities were waiting for him. >> we actually have a handful of individuals which are on our list of most wanted smugglers. >> reporter: joe johns is the assistant u.s. attorney who heads up the violent crimes unit in los angeles. >> let's face it, if it has fur, feathers, wings, scales, gills or fangs, there is someone out there who wants to collect it, wear it or eat it. >> reporter: in this case, the birds were attractive because of its song. agents arrested sonny dong and the man they called duck lee. >> we took out a distribution wing. >> reporter: lee was selling the birds at chinese markets for 3 or $4 a bird. they were convicted of felony smuggling and sentenced to three to six years in prison. the few that survived can be found singing at the san diego zoo. part of the restitution that dong and lee were ordered to pay goes toward caring for the birds, kind of like a nest egg. >> that was anna garcia with our los angeles station. interpol estimates that animal smuggling is a big business on the black market. >> birds on your pant leg? that's really weird. so tomorrow it's going to be really, really hot. >> yes. red flag fire warning, and as we get to the weekend, it will be singing to a different tune. always looking for the transition. today's high, we did have some records out there with 89 in napa, 90 in san rafael, 90 in santa rosa and the san francisco airport, 88. not too many triple digits out here through northern california. san francisco right now clear toward the san fernando mountains, looking toward the bay bridge. humidity also low for this time of the night at 34%. still holding onto 70 which is where we should be for a daytime high in san francisco. we have a fire warning. that's in effect until 6:00 a.m. wednesday. the biggest concerns continue to be the east bay hills where winds could gust to 30 miles per hour tomorrow and humidity in the single digits and also in the teens as well. holding onto that heat, 68 in santa rosa. we're calling for rain all the way down the peninsula where 76 is your current temperature in livermore. very, very uncomfortable for you as we head out tonight. very breezy for you tomorrow morning. red flag fire warning in effect with those breezy winds. the temperature will take a plummet here where we're looking at a potential of 60s. high pressure has advanced into just the right spot here to continue to drive these northerly dry winds with a slight offshore component to help keep it hot again for tomorrow with plenty of 90s and also that high fire danger. then as we head toward wednesday, that's when things will start to switch and we'll see some cooling at the coastline and that's going to start the trend of everybody cooling off. but again, it's going to start cooling off with the low 60s by 10:00 a.m. and then in the 70s for the east bay. you won't need a jacket as most of us will start in the 60s and 70s in the bay hill area. temperatures in the low 90s here for livermore, dublin 98. not much relief for the peninsula with upper 80s to near 90 degrees. take frequent breaks if you are headed outdoors. it is hot at least for this time of year for our standards here in the bay area. for the north bay, mid to upper 90s for that pre-debate weather that we do have happening tomorrow in the north bay. the forecast takes a drastic turn from friday to saturday. we'll go from the 90s to temperatures in the 60s on sunday. sdplz that mu >> that much of a drop?
