Our ian cole tells us how students in the south bay commemorated the tragic day. First in San Francisco, take a look at this giant sinkhole. This opened today when a water main break sending water and sound streaming down several blocks on fillmore street. Lets take a live look from the corner of fillmore and green streets. You can see the massive sinkhole there. You can see workers around. They are digging right now, and they have to dig before they can actually fix the issue, so we are learning that the pavement over the broken pipes collapsed creating that sinkhole, bungling more pavement nearby and flooding several homes and businesses, and and cording to the San FranciscoPublic UtilitiesCommission Two pipes ruptured. The pressure from the brakes washed out truckloads of dirt and sand from under the pavement which caused the pavement to collapse. People who live near this area, around this area, they first started hearing the rush of water at about 11 00 last night. A woman told her that her husband noticed some of the water started to come into their building. He was sending Text Messages to all my neighbors, including myself saying that weve got water in the building. We need to get somebody to come clean it up, possibly disinfect. According to a Damage Service company, at least 115 homes and businesses were impacted by all the flooding and silt that washed on to their properties. Our team has been out there all day and well have the latest details live at 5 00. Oakland is vesting for 2. 5 million into its 911 Emergency Response system to make sure someone answers your call more quickly. Our Investigative Unit first showed you how oaklands 911 system is failing to meet state standards. With me is our Investigative Reporter candace nguyen. Youve been working on this for months now. Can you talk to us about how big this problem is. Yeah. Its a huge problem well. Found that oakland has the send worst 911 answering time in the entire state where people are waiting minutes to talk to a live dispatcher when you should be waiting 15 seconds or less. I talked to people who got busy signals when they called. Others who have given up calling sometimes at their worst moment, and we found this is all as a result of severe staffing shortages within the 9 11 center and according to a recent civil grand jury report, 911 Technology City officials have failed to upgrade year after year. I understand youve been trying to get in touch with oaklands mayor who has avoided your phone calls for now, but today she broke her silence. Did she talk about what she is trying to do to fix this problem . Finally after two months of not hearing a direct answer from her or really anyone from the city of oakland, the mayor and other city officials announced, as you mentioned, they are investing an additional their 2. 5 million right into their 911 system to go to recruiting and updating the systems you can and this happened after our nbc bay area investigations as well as the grand jury report released in june. What does she plan things to get better . When are we finally going to get people answering the calls a little faster . This is a problem we needed to solve yesterday so i asked her that question, when do we expect these answering times to go down . She did not give me a direct answer and told me that systems take a while to change. We do know this is a big step though, a big step in trying to get those times down and to get there faster she and other oakland officials are actually looking for the publics help. They say they are recruiting and have 60 open dispatcher positions, and they really need people in that office to pick up calls. Former Oakland Police chief Ann Kirkpatrick is being tapped to lead the Police Department in new orleans. The citys mayor announced today that kirkpatrick was selected as the next Police Department superintendent. She is one of the most tenured Police Executives in the country with over 35 years of experience in Law Enforcement, but her time in the bay area, you might remember, was troubled. She was fired by current oakland mayor after an outside law firm determined that kirkpatrick mishandled two officer misconduct cases. She wrote in a statement that she is honored and looking forward to making meaningful strides to reduce crime and increase safety in new orleans. People who live in this area say this activity has now been taking place several times a week, getting more dangerous, but they say police in the city wont do anything to stop it. This is getting a little too old. You know, i think Law Enforcement has to take care of business. The city has got to take care of business. We need to make sure that this type of behavior stops. It cant continue to be like this. The issue we had last night was our lack of staffing, our lack of resources and other calls for service that have higher priority. When we were able to respond to the side shows, they were already concluded. Last nights activity ended after shots were reportedly fire and the crowd dispersed. Police say they didnt get any reports injuries. Its a race against time to find survivors after moroccos deadliest earthquake in more than six decades. The 6. 8 magnitude quake struck late friday night about 25 miles southwest of marrakech killing nearly 2,500 people. There were a lot of bayarea events affected by the events that have day, and two South Bay School continue to honor former students who died on 9 11 or in the wars that followed. Nbc bay areas ian cole joins us now. Ian, theres a school named after one of the victims. Yeah, audrey. I was able to join some students at that school at captain jason m. Dahl elementary and captain dahl was the pilot on united flight to usf. They crashed into another landmark saving countless people on the group. The school was named after dahl in 2002. Theres a glass case in the front office. One of them has his old report cards, school pictures. They remember him every september 11th with a assembly to teach kids about his life and the hero he was. Definitely is an honor, and we we always try to make contact with captain dahls family as well just to let them know, that you know, were continuing to honor every Single School year and day. Nice that they keep in touch with his family. Absolutely. You also went to the high school where pat tillman was a student. Leland high school, many remember him as a standout Football Player there. Outside the school today, american flags were flying. The football stadium now bears his name. Tillman went on to play for the Arizona Cardinals in the nfl and gave up that career after 9 11 to join the army. After multiple deployments pat tillman was killed in 2004 during a fire fight in after. I spoke with his former baseball and football coach who also taught kilmans brother kevin who enlisted with pat. But i knew that they were making this pretty significant transition and they werent i know that one of their one of their goals was to not make it a huge public thing and about them. They were just looking at it as though this is what they felt was the right thing to do at this particular time period. This evening is there there are also concerns about a weakened gas line. Sergio cantina is live at the intersection of fillmore and green streets. Are crews making any progress . Its certainly a mess behind you. Reporter yeah. Its because of the water main break that happened a little bit earlier tonight that actually caused a great sinkhole. I want to show you first where the sinkhole started which actually was about 11 00 or a little bit earlier this morning, but you can hear that there are power saws, and throughout the afternoon crews have actually cut out more of the streets so they can get to what you can see right there is a man with a strap. You see that hes going to start putting it around one of the damaged lines. Then theres a crane that they are going to lift out that portion of the line, and they are going to put it in the truck. As i mentioned, this is all because of a water main break that happened last night. Just after 11 00 p. M. , this is what lawrence man sala saw outside his apartment window. It was like a heavy, heavy like sound of like yosemite park, you know, the waterfall, and it was just endless, endless. Reporter according to the San FranciscoPublic Utilities commission, a 70yearold 16inch water main ruptured along with an 8inch line.
