The question might be, how steep is the president s uphill battle now . Reporter well, it will be a tough battle for the president if, in fact, he pursuing military action. If the russian plan works out, it may become a moot point. We learned in our poll that 58 of americans do not Want Congress do not want their representatives to authorize military action. Only 33 do. That goes up a bit, by the way, when its specified missiles only. The president s own Approval Rating has taken a hit in all of this. 28 on syria. Thats down 7 just since last month. The overall Approval Rating is 45 , up slightly since august. And then, finally, what about this big question of the president acting without congressional approval . The president said in his interview with Nbcs Savannah Guthrie, hes still up in the air about that. He hasnt made a decision. The public isnt up in the air. 59 think he should not act if Congress Says no military action. Only 36 think thats okay. Richard . Yeah. As you know very well, tracie, military strike in syria, one thing theyre focusing on, as you mentioned, the congressional vote. Right now, members of the house and senate, largely undecided as far as we can see. Heres president obama with Nbcs Savannah Guthrie as tracie was talking about. Would you act without congress . The answer could be yes, no, or i havent decided. I think its fair to say i havent decided. I am taking this vote in congress and what the American People are saying very seriously because if you ask somebody i read polls like everybody else if you ask michelle do we want to be involved in another war, the answer is no. I recognize how important that debate is. It is my belief that for me, the president , to act without consensus in a situation where there is not a direct imminent threat to the homeland or interests around the world that that is not the kind of precedent i want to set. We are going to spend this week talking to members of congress and answering their questions. Im going to speak to the American People tomorrow night directly and i will evaluate whether or not we feel strongly enough about this. That were willing to move forward. Are you confident you are going to get the vote . I wouldnt say i am confident. I am confident that the members of congress are taking this issue very seriously and they are doing their homework and i appreciate that. We never touched the weapon. We dont know that there is a weapon here. None of that is accurate. What ends up happening is the Police Department is the one that decides who the primary aggressor is and who is going to go to jail or have charges filed against them.
