Local streets still quardened off. The house where it happened is the gray house behind the bashes with the rv parked in front. Concord police were called to the home just before 6 00 and they wound up in a deadly confrontation with the woman who lives there. An officer or officers were not sure how many pulled their weapons and that woman was shot and killed on the path way just steps from her front porch. A neighbor told me he heard what he thought were fire crackers and he looked out the window to see an officer with her gun drawn. That same neighbor says a middle aged couple lives there with another man and woman in their 20s. And it was his impression that the woman who was shot was the older woman. He also said that this is not a house that has been has a history of trouble. Could not recall police being called out to this house before. Now we had heard this woman may have been suicidal. May have had a weapon herself. But that has not been confirmed at this hour and Concord Police are not yet providing any details on this officer involved shooting. And were also following breaking news out of san jose where police are investigating a homicide there tonight. Now to Southern California and the 10 different fires that are burning in san diego county. Two of those fires have burned homes. Were also learning one person has now died in the fire in carls bad. The san marcos fire is spreading by the erratic wind. Fires have burned a total of 10,000 acres. The san carlos fire has burned 10 acres. 13,000 evacuation notices were sent out today. Never thought we would be people asking for help. I thought we would be the ones helping other people. You leave your house thinking, ill see it when i come back. Reporter arson is one of the many possibilities theyre looking at for the cause of at least some of those firesful right now fire fires, right now crews are just trying to top the stop the flames from spreading. Tonight chopper 2 was over if flames and flames reporter the owners say it could have been much worse. These images capturing this two story 3,500 square foot gilroy home up in flames. Homeowner watched in horror. This is everything. Our memories, our pictures. Reporter the fire that started as a grass fire quickly spread to the home. The wind and high temperatures tough for firefighter already staffed. We have a lot of resources in Southern California, we hit this thing fast. Eight engines and two bulldozers, a helicopter. Calfire said they were so thankful we had cleared away. It made all the difference of it spreading up the hill. Reporter she was sad for her neighbor knowing his home is gone. This is the start of the fire season here in Santa Clara County and its off to a bang start. As you can see the house is a total loss and still beening. Reporter the cause of this fire still under investigation. When fires do happen, theyre dangerous, theyre aggressive. Luckily no one was hurt in this fire. Azenith smith. This is what called a fire nado. They are dramatic and frightening to look at especially if they are near your home. And the conditions that crews are facing in Southern California are connected to what were seeing here in the bay area. We want to bring in our chief meteorologist now to talk about the changes that are in the works. First thing those firenados thats really just super heated air. Maybe a foot or two feet high and go up to 200 feet high. Very scary. They are pretty common though. What is happening in san diego. Things have gotten pretty serious. As you can see theres a red flag warning up in this area but for san diego the red flag warnings have been dropped. As we cooled off today which we did. These are the temperature drops today we saw in pacifica, 13 degrees. Southern california is going to cool aaccordingly. So better fire conditions in san diego as our temperatures come out of the record levels and more of what you would expect. So further cool down for us and then. Governor brown urged californians to be extra careful during these dry conditions. He said fires can be started all too easily. I do know that people do stupid things. They throw a cigarette out of a car or doing a little fire and a spark gets away. They dont realize. Reporter brown said tinder dry brush and grass are prime fuel for wildfires. He also insisted that Climate Change is having a definite impact on california. He said its not about politics but about peoples homes and lives. Ahead at 10 30, we will go live to the fire lines in Southern California where crews will work through the night to try to gain the upper hand on numerous fires still burning out of control. Engineers are disclosing a new problem with the new eastern span of the bay bridge. This time its a problem in the anchoring system that securing the suspension cables on the bridge. Jana katsuyama is on treasure island. What have you learned . Reporter well frank, the problem really centers right where the cable hits underneath the bridge deck. And the anchor rises that take each of the cable strands. Each of us those are like the size of a cup drink. And they found that three of those were misaligned. The problem came to light three weeks ago. They were underneath the bridge deck examining the strands and found that most of the anchor rods had shifted out of place. When that cable comes down it sprays out underneath the cable victor cauthier says it appears those bridge cables became misaligned. We anticipated movement of the steel cables, the rides and also the bridge. Reporter each rod was supposed to be centered as it passed through a hole in a metal plate. The engineer said that would create a buffer. But the problem is most of those rods are off center and thats a concern. If the rod is sitting up off the edge of the hole. That can possibly wear down that particular steel. Engineers are working to find permanent fix. Theres no threat to driver safety. Drivers have mixed feelings. I dont understand why theres so many complicated with the new bridge. Theyve been building the new bridge for a long time. And for them to build it and theres still lots of stuff thats going wrong with it. Its a little scary. Yeah i feel. I feel safe. If there was an earthquake on it i wouldnt be afraid of it coming down. As long as they fix it. A lot of these problems would only really be a problem if they lasted for a long time. You know if they went unchecked for years. Reporter goche says theyre right now looking at two different solutions. One would be to realign the rods and the other is to widen the rods. The next time you drive across the bay bridge youre going to notice more palm trees on the oakland side. Today crews planted four more palm trees along the oakland approach and five more will be planted next week. A bay view landscaper has been looking for trees and says several more are still needed. We have 22 more on this contract in about the next three weeks. Caltrans says there will be 37 palm trees when that project is finally finished. Returning now to breaking news in the south bay. Police in san jose are investigating the citys 16th homicide of the year. Taking a live look right now at the scene. A woman was stabbed just before 5 00 this evening near the intersection of canyon ridge drive and mario avenue. The victim was pronounced dead a short time later. Police tell us the suspect knew the victim and was taken into custody at the scene without incident. An suv got stuck at it drove over a sink hole. A viewer identified as lou e mailed this video to us. Video from news chopper 2 shows crews repairing the road. No word yet tonight what caused that street to buckle. A woman accused of attacking a child with a tire iron now faces a hate crime charge in addition to an attempted murder charge. 20yearold maria garrate who is a transient made her First Court Appearance today. She approached a father and daughter and swung a tire iron hitting the girl in the head. Garrate targeted them because theyre asian. Prosecutors also said garrate was disappointed the girl survived tuesdays attack. In San Francisco, people opposed to a multi Million DollarsDevelopment Next to the 16th street b. A. R. T. Plaza made their voices heard tonight. Members of the plaza 16 coalition are speaking out against the planned construction of a 175 million mixed use development that would be built on mission between 16th and cap streets. The plaza there are often filled with people and opponents of the project argue that the development will displace those people who use the plaza as a community. The reality is that this project is monstrous. And its going to take a lot of work to be able to fight it. And make sure that it doesnt happen, doesnt come into our neighborhood. The plan includes more than 300 units plus retail space opponents fear that the development ignores the needs of low income people in the area and could also cause housing prices to go up. New at 10 00, a battle is brewing in San Francisco over the location of a proposed homeless she woulder in the Bay View District homeless shelter in the Bay View District. Ktvus amber lee is live now after talking with both supporters and opponents who both say this debate is about survivors, amber. Reporter the shelter has cooked p up meals and served them to the homeless. Now wants to build a homeless shelter next door. We are sleeping on the floor, at friends houses. Reporter steps from the dining room, microspaces a cook is cooking up elements used in animal feed. Im advocates for the future of my business and the future of my employees. Reporter the owner is among the plaintiffs in a lawsuit to try to keep the shelter from being built. He tells me the area is known for industrial use and allowing a homeless shelter to go out is a move to push out the businesses that are here. I see this as an absolute threat to my business. Two floors, theyre going to rebuild these stairs right here. Reporter advocates for the homeless say converting this warehouse makes sense because its next door to the dining room where various services are being offered to those in need. Its heartbreaking because these are human beings were talking about. Reporter but one near by homeowner says its not a matter of convenience. The warehouse was once a Chemical Testing Lab and no place to house the homeless. Once they did testing of the property, they found it contained lead and other chemicals. Reporter they suspect opponents just dont want a homeless shelter in their neighborhood. It feels as though the arguments are really more about preventing us from having a shelter to help people exit the streets than they are about safety. Reporter the lawsuit looks to stop the shelter from being built. Live in San Francisco, amber lee, ktvu channel 2 news. In oakland, the historic California Hotel is back open. Its located at 3501 san pablo avenue where it was built in 1929. The hotel just underwent a much needed 43 million renovation and today was the big party. All 137 apartments are reserved for low income tenants and 30 former residents have moved back in. The hotel also had a large area that is set aside for retail and its hope that will help lead to more business in west oakland. A good amount of leads that with the renovation has come interest in being back in this neighborhood. The California Hotel was once the only place where African American travelers could stay. And billy holiday, ray charles and james brown were among the many musicians who performed there. Police in antioch are investigating a smash and grab at a cvs. Officers spotted the vehicle near by and ended in a chase. No word if any cash or items with were recovered. General motors announced five more safety recalls involving nearly three cars and trucks. The recalls are for problems with breaks, lights, wipers and steering. The largest problem is to fix brakes. The affected models are the 2004 to 2012 chevy malibu. The 2004 to 2007 chevy malibu max. The 2005 to 2010 pontiac gc. And the 2007 to 2010 saturn aura. Gm has now recalled nearly 13 million vehicles since january. A decision could come any day now on whether a Sonoma County deputy will Face Criminal Charges for the shooting and killing of 13year old andy lopez. Reporter a memorial for andy lopez sits quietly where the 13yearold was shot to death last october by a sheriffs deputy who mistook a bb gun for an assault rifle. Community activists say theyre growing impatient growing for a decision from the judge to decide whether to file a that would offer no timetable on when it would make the decision. The response of the politicians has been there there. Were taking our time were going to do it right but no results. Were frustrated. Reporter mary moore is a leader of the Justice Coalition for andy lopez. The group feels the deputy should be charged with murder. If the judge decides against bringing charges, expect protests she says. We plan a nonviolent response thats our plan. Reporter the Sheriffs Department says its getting ready for protests mostly by conducting crowd control training and shifting schedules to add as many deputies as possible available. Since the death of andy lopez theres been numerous protests but none have gotten violent or out of control. A spokesman said by phone about 3,000 Community Volunteers are being trained to defuse any potentially violent protest. Civil disobedient has not been planned. But that could be very spontaneous. Todays arrest is connected to two other raids. One of our jobs in Law Enforcement is to try to confiscate and take guns off the street because guns are equated to violence. It does surprise me. I could tell they were counting roosters because i could see them like this counting them. Reporter police say theyve been monitoring the roosters for cock fighting. Friends, family and colleagues remembered a fallen soldier and university of San Francisco graduate who made the ultimate sacrifice. Jennifer moreno was killed in afghanistan in 2013. Moreno was a graduate of usf school of nursing and health professionings. Today her former classmates paid homage to the fallen soldier. She had courage that many of us would not have had that day. That fateful day that decision she made to go and just try and save a fellow soldiers life knowing fully well it was dangerous. Reporter during the dedication ceremony a memorial display box was unveiled with jennifer morenos medal, a United States flag and a plaque displaying her bravery. The state Assembly Today passed a bill limiting full contact during practice. The move comes as a response to concerns about the long term effects of head injuries. The bill would limit drills involving full contact tackling to 90 minute sessions twice a week. Many lawmakers who voted against the bill said the issue they think is best addressed locally by schools and coaches. The measure now goes to the state senate. 10 fires burning right now in san diego county. The largest is in san marcos and not even close to being contained. The fire flaired up and started moving toward homes. We start with tom rollins hes in carls bad with the latest on the situation there. Reporter the flames this afternoon were simply incredible. The ones youre talking about in san marcos. They were almost little tornadoes going up. And so close to the home, unbelievably only two homes were lost in that area. This one of them here in carls bad. But firefighters have done a fantastic job of mobilizing, working together and saving thousands of homes. Little late breaking news to report tonight. Escondido has called a News Conference. Theyre expected to announce an arrest of somebody starting one or more of these fires that News Conference is expected in the next few minutes. Ted, what is the biggest concern right now for firefighters as we head into these overnight hours . Well the biggest difficulty here is the fact there are eight active fires. What is working in their favor is mother nature. The winds have calmed down. Temperatures have obviously dropped overnight. But tomorrow is supposed to be a good day weather wise. Tomorrow will be a very pivotal day going into the weekend. If these things hold and if the Weather Forecast is accurate they should be able to get a handled on these fires. What about the Fire Fighting resources. You said eight separate fires burning. Do they have enough crews to battle the flames . They do, and fire officials have been very quick to say that they have worked so well together on this fire. If you think back to 2003, during that horrific fire where 15 people died and hundreds and hundreds of homes were lost here in san diego, that was a problem with resources. They werent allocated properly. They say this fire is years of extensive years of work. Specifically here in carls bad where this fire came here and they said it has worked beautifully. Reporter the mans face bloody cuffed by an officer who lives two doors down and taken away by police. The man broke into the home through a window. Just sort of released it ended the way it did. Ching is set for trial for vehicle manslaughter. State senator appeared with mayor gene quan and other city leaders where 600 new homes are being built. 15 to 20 of them will be designated as affordable. Even at the airport at San Francisco airport theyre not blowing that hard but they are on shore for the most part. So northnorthwest wind sets us up with a cooler day tomorrow. With temperatures today on the water the sea surface temperature is 53, 54 degrees. With this on shore flow were going the see 30 degrees further cooling thats tomorrow. San francisco currently 63 degrees. Forecast high in San Francisco tomorrow afternoon not 90, not 88 like we saw a couple of days ago or yesterday but 70 degrees. So good 10, 15 degrees cooler in San Francisco than it was a couple of days ago so temperatures on the decline. Still nice around here.
