Late today the San Francisco City Attorney released his own report on the asiana plane crash at sfo last july. Over all the report characterizes the crash as a terrible accident and say it is airport isnt responsible. It also suggests that the victim was dead. In a search the trauma of the impact may have killed them. The report also offers some investigation. Airlines established lines of communications for family members to find their loved ones at hospitals. The bay area Water District is calling for customers to start conserving. Tonight the Santa Clara County Water District improved a 10 cut in water use. Anne rubin is in san jose and tell us that threshold is just a goal and to get to that threshold is still in the air tonight, ann. Reporter its actually drizzling right now but not to impact water levels. Before we start seeing change, those changes will have to be voluntary. At the nursery theyre seeing a shift to what they call water wise gardening. Using plants that drink less. Its more of an awareness now. Theres more people talking about it. Reporter the Water District is hoping to encourage that even more. They are considering doubling the rebate they offer from such a switch from 3 to 4 a square foot. Weve always had that choice, but now were adding to that. Reporter Public Outreach that may include such incentives. They also pledged to reduce over all water use by 10 . The Water District plans to create a committee and how best to address the public. Dont tell me its too early. Reporter county residents say theyre looking for guidance on how to cut back. Were trying to find other ways to survive the next four or five months until we make our way through this. I would like to see the Community Come up with some really good solutions. They actually got an 18 reduction. Live in san jose, ann rubin. And heres a map now that shows the Water Districts with voluntary water restrictions in place. They include the Santa Clara Valley Water District and the San Francisco Public Utilities Commission Service area. Theyre both asking customers to cut water use by 10 . Customers are being asked to cut 20 in the Alameda County Water District and in the zone seven Water District which includes dublin, livermore and pleasanton. Reporter frank the public viewing ended a little bit more than an hour ago here at chapel of the chimes in mission in hayward. Earl littler the smith family attended a private service. Before their midnight shifts began, one by one Hayward Police cars stream into the chapel parking lot so officers could pay their respects to a fallen brother. The flag outside the chapel was lowered to half staff. Smith was shot and killed after michael mays performed a probation search. I think everyone is still overwhelmed and disbelief that this happened. Reporter after the family left, the doors of the chapel were left open. Although it appears it was mostly officers. One officer came all the way from massachusetts. Smith east death is the first. Tomorrow is going to be especially hard for not just the smith family but also for the mays. He quote deeply apologized to everyone when he drew parallels between criticism of the super wealthy and jews in nazi germany. But perkins said he stood by what he called his main argument. Some residents have praised her for her work reaching aout to voters but others were frustrated that she had not filed any minutes during her entire first year in office. By more than 10 as it responds to an unusually high number of early fires in what is typically the states rainy season. Today calfire announced that its fired 125 seasonal firefighters to work statewide. Some 300 seasonal firefighters were never released from duty in Southern California because the fire season didnt really end. The state has about 4,000 permanent firefighters who work throughout the year. Calfire says it responds to more than 400 fires in the last three months when usually there are only about 70 during that period. The rain expected in the bay area tomorrow could make for slick roads and dangerous driving conditions. Reporter sfpd says the number one cause of a skid is speed. But following close behind is weather. Weve seen it happen before. When its been this dry. And this dusty. For so long. The first rain can mean big problems for drivers. Theres been a build up of oil and gravel. During the first set of heavy rains all of that material that is embedded in the roadway will rise to the surface and thats where its going to meet your tires. Thats where youre going to potentially run into a skid. Reporter drivers who have experienced it said you dont forget it. I was raining, i had a car full of people. I was getting on a freeway ramp and then the tire just started slipping. Reporter but what you do if you run into trouble can make the difference. Panic. Most people when they get into a skid really dont know what to do. Most motorists will experience the back end sliding out. Reporter and if they do the wrong thing, this happens. Police say get your foot off the gas, keep your eyes on the road and steer into the skid. There are ways to get out of the skid. South bay medical marijuana clubs targeted by a mystery mailer threatening eviction. The letters are being mailed to the landlords of pot clubs using city Compliance Orders that have been forged. Reporter the medical marijuana shop in san jose is thriving and is not one of the shops that got a city order to close by january 31st since it is apparently in compliance with city codes. But yesterday the landlord got what appeared to be a new Compliance Order telling him medimarts is a public nuisance. I got the letter and read the penalties for allowing him to stay here which was 2,500 per day after february 15th. I was a little in shock. Reporter mini marts president was stunned when he was told he faced convictions. I gave him my case number, he said that doesnt exist in our system. You must be one of the 12 or 13 clubs that have gotten one of these fraudulent letters. Reporter the motive is not easy to figure out since the bogus letters do not ask or demand money. Newly released Surveillance Video shows the three men responsible for a robbery at a chipotle restaurant in pinol. All three men are wearing dark hoodies. They can be seen entering the back of the restaurant just before closing time. The robbers pistol whipped four employees and took off with cash. The video shows them leaving from the same door. The suspects then took off in a tan sedan. Bieber has a date for valentines day, a date in court. Prosecutors may have problems making that dui charge stick. Police say 81yearold beverly concanan was home when a man kicked in the front door. Concanan heard the noise and went to check it out and surprised the armed robber who ended up shooting her. The bullet went through her shoulder and kept going. The bullet went through the wall, went through the fence here and the bullet struck here. And then fell to the ground right there. Reporter garrett chen was next door, he heard the bang but thought it was a phone book being dropped on her front porch. He says hes relieved that his neighbor is expected to survive but says hes worried about crime in the neighborhood. One of the neighbors tells me other homes have been broken into but nobody has been shot. Reporter three robberies and one assault in the area so far this month. Councilwoman shaft represents the district and says shes asking for more police officers. Because its very clear that some of these burglaries are becoming robberies and now a shooting. Reporter crime scene technicians went over todays shooting scene and at this point still looking for the shooter. The suspect is described as an African American male. Hes 6tall, about 175 pounds. He was wearing all black clothing, he is armed with a handgun. Reporter late this evening i received an email from a neighborhood organizer who told me that there is a Neighborhood Watch in the area. Department Officials Say he is heavy set, bald and was wearing a red shirt and black shorts. If you know him the santa cruz Sheriffs Department wants to know from you. The civil lawsuit filed by San Franciscos giant fan bryan stow has been delayed. Stow is suing former dodger manager. Stow was beaten after the opening game between the giants and dodgers. The City Council Approved a controversial resolution allowing some residents to play employees less than the citys living wage. Those opposed with the change met with the media outside of city hall today. One Council Members sees it as the beginning of the end for san joses city wage ordnance. I think what theyre doing is making a huge step in gutting the living wage policy. Including the airport where we have a very Successful Living wage policy. Today 74 vote allows businesses that rent their locations from the city to pay less than the living wage unless that business is getting a rent subsidy or has a city service contract. The citys living wage is 15. 78 an hour higher than the wage of 10. 15 an hour. Some critics of high speed rail are questioning the timing of a that company has more than 1 billion in contracts with the california high speed rail authority. Three days after the donation, the governor some are questioning if the timing suggests a conflict of interest. The governor has ignored the dust bowl. Why isnt he building a high speed water way that gets finished in less than 15 years.
