Davis Jr thanks for giving us the time do you mind if I pick up from last time you were on sure I want to pick up something that you said you made you were answering Dave about about cutting government and and made mention that the governor had cut a little over a 1000 jobs etc etc and conservatives here in the state would like to see a much larger cut to government I've always thought that we you know with all the arguments that the Republicans made during the time that I've been here until they came into power of getting rid of B.B.'s 10 percent that he had built onto the state government people and things that we would see that kind of reduction and you made a statement of well what about the people have jobs and it would seem to me what the all the governor has to do is say look we're going to make a 10 percent cut and we're going to do it in 2018 and they give and then again if I the places that are going to be cut and let those people start looking for you know. Jobs somewhere else in the you know the the private world them stead of in here in the public or the Doesn't that make sense well I will say I mean obvious the 1st time that I'm here in this story is I can hear you so startling that was actually the day I was talking in and for about 30 seconds and nothing was the only way Well here's the thing I think that the governor has. Made this his focus is to continue to trim government I know that there are some out there that would like to cut 10 percent immediately I think David we meant talked a couple weeks ago about you know 15 to 20 percent so I would like to start with like 45 percent and we can then we can enter it down the right person but I mean you know this is a I think 10 percent is reasonable I think you're absolutely right but we've got to remember to we've already done 3 percent and we're working our way up that I think for the governors approach is to identify what we need to cut and then do that responsibly and so we've got a transformation advisory board which is people in state government as state government lieutenant governor gryphons on it we've got private sector folks and so the idea is to find 2 to really get down in the weeds with state government and find out what can be cut what should be cut what we can do better more efficient so I understand we're coming from a saying let's do 10 percent 2018 and find out but let's be smart about it to us not to say there's a 10 percent cut let's figure out where here's how here's how to be smart about it I mean the governor puts people in charge of all these departments Why can't they have done a fine if if there's 10 departments Why can't we you know it didn't apply one percent in each department I'll tell you the cabinet directors have identified positions that they no longer need or didn't need in the 1st place and that's what you've seen for the hiring freeze so I mean again I understand saying we you want more done now I do think we're in a very good trajectory we continue to pick up pieces were 3 percent now you're saying 10 percent by 2018 we're still. Working towards that goal and we're doing it a sponsible you talk about Gov Bibi's 10 percent growth again just as a role model and built in a day we can't get back to where we want to be overnight and so we're it's it is a it is a process remember other than Governor Huckabee this is the 1st time in 138 years we have had a true Republican legislature and constitutional offices in the governor's office and so we can move quickly more so than we have but it's going to take some time and that's what the governor's committed to doing so there's a I you know I respectfully I want to kick in here and just say a few things like Arkansas employs about 120 people for every 10000 individuals in the state of Arkansas and when you compare that same comparison throughout 2 number States you've got in Louisiana they have $94.00 employees per $10000.00 tech has $55.00 Texas has $65.00 I just look at the in and it's like that all across the United States where our numbers are substantially higher our per capita cost for doing. In spending dollars in state of Arkansas is around $8000.00 per person per capita in the state of Arkansas and Kansas which is the closest comparable size was it a democratic snow it's they they stand right at 6 that $6900.00 So we're we're doing a $1000.00 more there but if you get I'm skeered it was not correct Kansas spends $5000.00 I mean you did just do the numbers on the comparative basis and Arkansas is always higher in terms of employment where hires and higher in per capita spending with the exception of like places like Delaware but even California spends less than we do they have fewer people per 10000 and we do just that the just the sheer numbers is just we we do things in a very. Robust. Way if you will and spin dollars And ever since the governor's been in office we we have to increase the budget every year and it's just well I'm not something that he has to take it but the leader has to be strong willed about things and if he really really wanted to make some cuts his should haves and should have stuck with it when he 1st came out he did say he was going to cut back but $1000.00 out of $65000.00 is just as substantially less than what. In aggressive move to sort of lower the number of people in and say in the government they don't and about one or percent lower in the numbers of dollars that we spend in budget but increase the budget every year you know you and I know you can argue that wave you know we've given back the $100000000.00 to that to the citizens and when I saw it I would argue but I mean that but I know you can't you couldn't you and you could argue that you cut one percent across the board and stuff like that but the fact is is that we have continually increased the budget every year and then anything that's left overs not put aside to reduce that to do serious debt is not to reduce a thing not get back to the people it has given to the legislature so they can have walking around money through g.i.f. Or split into a slush fund for the governor to stand as he wishes with all due respect you're single So you're saying a lot I'm saying to be able I am sorry I'm going to say that trying to keep I know it's slightly Ok bad enough for me but I but I'm just telling you it's just you know it's in it's in my heart I mean that's as far as you have it at you with what should be and I would say David that I think the passion is good we should have these conversations you want it done faster we are doing it we're doing it in a way that we think is the most responsible way you have to 1st of all you said one and a half percent it's 3 percent I don't know the total numbers you're looking at as far as state employees you have to remember though still you know it wasn't as they want to know is there but just under examples enough of the 6502nd of our executives control that's what you have to look at that number because with universities higher ed things like that or not it's not and it's not right and it's doing a wrong number so it's a from from the from the. From the from I think 1164 positions we've eliminated through attrition which I think is very important to make sure that as these previous positions were created these individuals you know it's not fair to the individual number one but when those people leave we're not filling them again with. Another body to do a job that somebody else is doing I think that's an appropriate. Pass for now certainly better than i listen if you get rid of now if you cut off any year Dave or whatever and you're working people trying to find jobs. I think that that's a large number of individuals if those individuals do not find a job with. You know here in the area and they do have to see can we get help and we have work for services sort of thing you can argue that but if those people do not get jobs where they go for health insurance or they go to nothing go on Medicaid expansion and some saying that's not what you want them so I got be responsible and look what you're saying I'm going to say look to your 3 years ago I got called into the office and cut out the Cato k r n g m on this station now and I didn't get a year's notice they didn't say Hey Dave in the year we're going to have to cut back on your job if they done I'd been been looking around or whatever it it just seems to me that when you get into the public sector people. Get of much of a whole lot more. Protection then what the the average Joe gets or Joey gets out there and in the private world they don't then we get to that kind of of of coverage people aren't thinking about well where are they going to find a job they only know that the company needs to make the cut Well again I loose Let's bring out a specific example of what you're asking for correct is the Department of Health and we sold off the in Home Services Division to a publicly traded company this private sector because we as conservatives believe that the private sector can do better the public that have no problem with that we got rid of those individuals I think it was 5 to 600 people who were given I think of 2 or 3 months heads up we're going to work with you to to move you over into this company if the if there is you know if they let me take it that's one thing I think it was to me people 4 to 50406 are somewhat. I don't know the I mean is it how many of the the company pick up I'm not sure I know there were some in the others you know I had to find something else to do. And so that's part of that we have done that and will continue to look for ways to do that but again I think to say that you're just going to you know knock off 10 percent say we have to reach this number by 2018 to me doesn't make a whole lot of sense because you have to figure out where those people are needed versus where they're not and then you can start eliminating those departments within agencies and those types of things but again remember we're 2 years into it we have gotten rid of 33 percent of state government as far as employees go we are shrinking you want 10 percent by 28000 David you want a whole lot more right now and I stand but I do think there's a responsibility in the governor's office and I can tell you your quote was if you really really wanted to I can promise you he really really wants to and you got to do it responsibly because you are responsible not only for the employees here in state government regardless of what Governor beforehand Gruet you're in charge of now dwindling it down and so it's important that the governor and to him it's important to do this in a responsible way and that's what we feel like we're doing with a hiring freeze but let me mission this if if you were good. The do it responsible way you certainly would consider what is happening in the legislature right now there's the awareness that we're falling short on budget by $60000000.00 on the revenue side and then the Arkansas works is over spending an incredible amount of money over and above what it was ever anticipated it would ever span therefore there's a desire for the legislature and that apparently has come from 2nd floor to get more taxes if so right now they're talking about increasing taxes by 300000000 dollars I don't know what I will fast let me know will hold on when you say that it's coming from the 2nd floor to all yours but I did it hearing in a faster different thing there are many that have implied that Ok but in any case you asked me to come on here you've got your perspective I'm telling you that's not true so you accept that as fact but I said that you said that so that was so because I asked you this I know I was exempted that same alack from it other people that are saying to me that we're getting a well to be fair here so getting back that people are telling you that we're you here and then you get on the air and you say that the governor's not doing I was telling you the governor's not responsible for it so maybe when I'm not here to Moore you guys can talk about how great the governor is help us but I think we're going to do something I think we need to be fair to him not just automatically assume because I I really hate it when when I'm having discussions and someone is saying well you believe this or that I want to be fair and I don't know the stuff is coming from the governor's office it was something that looks like it possibly could but I'm not going to that definitely isn't we that we have specifically heard from legislators that the governor has gotten involved in some things well please them Intel help me so I pulled the bill back limit so what are you hearing I will but let me just finish what I was saying was that there is a they should the governor's office and the legislature should be concerned about passing $300000000.00 worth of additional taxes on the citizens of Arkansas and that's that you look at all the taxes that are being. Talked about their 7 or 8 dish will taxes are being considered we need to consider that as well in this whole scope of discussion when when you know you've got statistics that say that your over your bloated with excessive staff throughout the government in the state of Arkansas with that's a no and if you did you look at your comparison to other states that are comparable to us and the average that most states around the country are spending per capita we're excessively high so when you look at those numbers on that at the macro level you have to consider the fact that you need to reduce the size and scope of government every deuce the total manpower in the state of Arkansas and I you know I'm I'm trying to be nice here I don't think that there is a whole lot of business types in the governor's office that can give him counsel about how to go about reducing staff and you know be nice to have a group that would actually investigate that and giving the method by which to reduce staff but it we need to talk in terms of 51015 percent overall and and if you just do a comparison averages we can say we're excessively high in the state of Arkansas so just so I'm clear on this it's you want this you want all of this right now what we're doing is the right direction so we are we are having a conversation regarding how fast you want to go but Ok you're you're you're at about 1.7 percent you did spin off the group but I so in terms of reduction staff but I just it's 3 percent as Mr percent register rate I mean we'll get there we'll get there in years down the road but we'll also be increasing the budget each and every year and we need to cut the budget and we need to think about the state of Arkansas they are going to raise the flag here for a moment. The answer they're keeping his finger on the pulse of the 91st General Assembly this is the Dave Ellsworth show live from the state capitol and we are on the 3rd floor House side our special guest on Wednesdays from 2 o'clock to 3 o'clock bringing us the governor's view of the session is j.r. Davis he's a spokesman for the governor and j.r. Let's talk about gun legislation that we've had here during the session Charlie Collins got his bill out of the house without any problems whatsoever brings it over the Senate and. You know gets all the way to the floor of the Senate and then . Basically one of the senators tried to put a piece of poison pill amendment into it ended up not being and now we've got this piece of legislation being run time and time and time again and being stopped in the judiciary I mean what is the governor's view of this it has he let people know that there are certain things that he expects in that legislation Well 1st of all the governor has said from the very beginning that he is a proponent of just an enhanced training aspect has never said he doesn't support a campus here he doesn't support a more widely I think the bill now. Compass is more than an campuses but so that's what the governor has. Has always stated and so that's all he's ever said about it I mean but he's never said he would support said he would support he just thinks and hence training aspect of it would would be helpful and also with you know a limited amount is not I know there's a number like 16 hour stone out there that's not what the governor has supported and so many of the last time coming from Senator Hendren it was 8 dollars you know the most recent one is up to I think up to 8 hours it is how there's exemptions I believe under that as well that if you have certain training in that sort of yeah I think there is some exemptions to that but I will say this the governor absolutely backs the n.r.a. Back bill which believe they they spoke about today in the paper and change to Sheree and I believe that's the the current Hendren minute yeah so he absolutely backs out on us when the n.r.a. Says they back in so there you go. Could you pick up your phone call the chairman of the judiciary and feeling that it's all right to let it go on the floor one of the it's not that the chairman is not the one holding it up at this point I don't believe and I will I will say too that I think that you know again we have to remember that. There is a lot of this pointing to the 2nd floor. Thank Lashon it is well when the governor has a priority absolutely going to work with the legislators to get it passed I think that's what any good strong leader would do but I also think too that. You know when you talk about the separation of powers there's the legislative branch and there's the executive branch and others talks about certain senators and things like that relationships but at the end the day it's the legislature who moves those bills to the governor's desk and he's the one that ultimately signs the legislation so I think it's important to note that as we continue to kind of attach all considerations from the legislature on the governor Ok I'll go along with that again I say get the he backs the n.r.a. Back to Bill that is what the governor wants to sign he wants to see a piece of legislation passed this session that expands 2nd member rights here in Arkansas All right so let me just say for the senators that are listening or for who is listening for the senators would it would you let them know that the governor is behind the hindering Amendment and you can pass this out of committee police you know there's a there's been some concern that it's just the added added and handsome and or the added requirements or kind of a concern in situations when I want to know why I mean look well we didn't have it all right and I know that they are facing up to 8 hours and I don't want that either To be honest with you but I'm not going to be a purist and say I'll settle for nothing when I can get something and we can move the ball 50 yards right so I say the in are the n.r.a. Has they have supported the Hinduism and Ok Right and so the so I think that part of the issue I think is that so the 100 amendment will call it a 50 yard Vance mint but there's a there's also the increased requirements and so we will say that's a some some would say maybe at the 60 yard reverse others might say well it's only a 10 yard reverse. But part of the part of the argument though is that we've got some really good bills out there that are actually far better than the Hendren amendment that they really have that have a decent chance of. Yes And I think if the Republicans would get on board with some actual gun rights improvements. And so there's there's some part of the organism would have to settle for something this small because there's something much better well then they need to get it out and get it and get it out in front of them right right now oh yeah bottom line is that so then the Collins myth has another bill that she's it's on the agenda for the same judiciary is it on today it is on today it's there I don't know if you actually read today or not but it's there and it's a lot cleaner bill then as far as complications and such than. Than. The president Collins bill was initially but we'll talk more about this a bit all right instead of eating up all the time on it yes but will will tell John and Laura 4 o'clock but just to clarify what j.r. Davis has said to us that the governor it's supported that he supports the hinge an amendment absolutely Ok that's all I want to hear and I think they would help but I think more so I again he supports the n.r.a. Backed they 100 bill you've seen I think that's important to note Ok yeah I agree with you there nobody more n.r.a. Than the n.r.a. So. It's time all right with that with that said let's move on now to one that really does concern me a lot we've talked about this piece of legislation hanging out there and that 1726 and 27 which is a. Bill that talks about bonds for maintenance of highways building highways eccentrics cetera and I just got a real bad feeling when people look at that they don't see the part of the bill that says hey if you vote for this it kicks in I think a 6.25 percent tax wholesale on gas and diesel and. If the bond issues in any way shape or form were by some chance to be failing for not getting enough money from that now you get during the general revenue to finance. Those bonds and lastly the last paragraph of the bill says the governor will call especially election and if I'm not mistaken the governor is against special elections as much as I'm against special Yeah I'm not familiar with that last part of the bill I know that the governor and again because we're talking about from those conversations it always happens you know the governor has conversations legislators they ask for his opinion those sorts of things but on this particular piece of legislation the governor has always said and that's why I was you know when David brought up some good points but when I pushed back about the taxes in this sort of stuff the governor's approach has always been the fact that. That Arkansans if there is a tax increase if we have absolutely have to get to a point where there needs to be a tax increase in need to go to the people for them to decide whether or not they want to needs to be clear to your point needs to be absolutely clear and not a scary thought like I do lection you want truly no to turn out and you know I think that's something that the governor would agree with so I would say again it's important you know it's important if anything like that pops up and has to go to the people and the people can decide whether or not they want it or they don't and that's completely appropriate and that's the that's our government and and so that's what the governor's always said about that how does he feel about that piece of legislation earth even talked about it. With the you know the people who put it up have it Has he talked with them about it and said You know I could see this going through or not sure he's had conversations I think 1st and foremost you know we have some real infrastructure needs in our state I think we also have a long way to many highways we will we have some real needs in the state and I think that is something that's a glaring issue right now as to how to you know go about funding those projects you know the governor just said it doesn't need to be something from the legislature is for is a an up or down vote on yes or no as far as the tax you know these go to the people and so that's what the governor has maintained with his conversations with legislators and those behind. It's a piece of legislation so again he understands there's a real need out there but he wants the people of Arkansas to be the ones that actually. Commit to it or not yeah it makes sense let's talk just a little bit about our methodology here because I'd like to talk about that that is when when the gas tax which is levied with the people of Arkansas is collected I believe that the people of Arkansas think that all of that tax goes to the roads of Arkansas which it does not some of that money is peeled off and goes do in fact I think it goes to help pay for the offices of some of the people that are here in the in the legislature it also pays for. Bike paths and for hiking paths and all kinds of stuff is there any thought for the the governor to to call them the leadership in and say hey guys let's get this cleaned up and let's get all the money going towards road well I think you raise a great point with that I don't have all the details as to where what goes we're on but I think that's a. Perfect point to make as far as you know that tax and where it goes and what's funding in that sort of thing so that again I don't have that of all the ways specific some of the ways to fund roads I think that's kind of the most libertarian approach is you know if you use the road to pay for the work through the through through by and motor fuel and of all the ways defender I like that the best aside from there's another option the city could you could do it based on mileage but then you end up having sort of a Big Brother government tracking you sort of that you know you think it's more and $30000.00 for a clean way to just what I think the I think the fuel situation is is probably one of the best ways to do it and maintain our privacy although although there might be some situations where we're you could give people the option or. It will be sometimes cheaper if you accept the mileage approach with a g.p.s. You know you know but in the question is. I think everybody understands sometimes taxes are necessary we all know that sometimes your taxes are necessary however we want to make sure that if we're taxed the money's being used for who exactly for what it's supposed to be you know that getting back to your comment David I think that it's a sock a 6633 split like 66 percent it goes to roads and cetera and a 3rd goes off his waist these other these other things and I don't know so I don't get those all the Latino number but I think that I think Representative Douglas office of be able to. Kind of clarify that more than I can just not as familiar with it but I agree I mean I think if you're if that's what it's going to work that's what it's mean tax because of the use of roads and you would think it would go towards those projects but again you know going back to your original point though. About the legislation itself you know I think that like you said there's real needs sometimes you know like you said taxes there are some cases where it may be needed but if it is needed and we are to that point it should be a vote of the people and they should tell us when we need them or not and I think that's the most appropriate way to do it and that's what the governor continues to maintain with it and I don't have a problem with that I think if if we need to make the case that maybe we do need more more fuel taxes for roads Let's make that case but the but the meantime let's also stop waste and other projects like bike trails or roads but let's use a fresh approach and I would say to to the point of the fuel aspect of it obviously we've run into a bit of an issue there I would imagine with the Transportation Department that fuel costs have plummeted over the last you know 34 years and so I think that that's another issue that they're looking at as well but again like I said if there's anything that taxes the people of Arkansas the governor wants it to be voiced by the people of Arkansas let me maybe I need maybe I'm I'm ignorant of this but when you look at the tax that we apply towards gasoline it doesn't matter you know I mean if it was only a dollar what what. Ever the cost of gasoline is the the amount of tax from a this is same correct is it in other words is it a percentage or is it a is it a price per gallon Yeah I wish I could speak more than I say I think that if you think it's useless in the news for gallons I think it's about was about almost $0.40 a gallon and I was if I am assuming correctly I think it applies whether gasoline is a dollar a gallon or $5.00 a gallon it well that's what I thought and I don't think it changes what the cost of gasoline No I don't think which means that if gasoline fell to 0 percent you know percent still be going to have a tax right there right so you know you'll be paying $0.40 or 40 you know there's a lot of other air there has been the argument that with the cut back on. Davis he comes on every Wednesday at 2 o'clock to spend an hour with us and talk about some of the legislation that's pending and some of things that are going on during the session and we get the thoughts from j.r. Davis about what the governor is if thinking on the 2nd floor s b $288.00 is a piece of legislation Senator hindering came on and talked about we only had he was running so we got him down mopped his brow a little bit cool him off and let him talk about it and he made the statement. That getting these new tech schools going for high schools so that people can get jobs blue collar jobs like being carpenters and things of that nature. Would be brought back to the high school level again instead of the collegiate level and I'm all about that when I was in into. Gool that's the way it was done you had metal shop you had wood shop you had you know car shop all of that now high schools for the most part don't have that any longer he wants to restart that he said he would do that through existing revenues that was being spent with colleges but then when we looked at the bill and we started dissecting that. There was all kinds of ways of raising taxes in the legislation I'm all about tech schools I'm all about teaching kids on the technical level we can't that be done with existing revenues or as a governor have a chance even look at this piece of legislation Well 1st of all of that you've had a chance to completely review this legislation I know that he is a vocal proponent of emphasising our career and technical education throughout the state there was such a huge push for a 4 year colleges and you got to go to college you got to get a degree in that sort of and you got to have a white collar job so you weren't worth nothing and then you go to school and you get some you know. Major in European philosophers studies and there's nobody to hire you for those who still work at McDonald's They says so but I think the important part is the governor's always said look we have the workforce we need to train that workforce and we need to connect them with the opportunities that are there and you know we've always been told the high school and college that's your only option right or you don't go to college or you must I need to become a loser if you don't go to college yeah this is a terrible mess there because as you and that's what the governor's you know it's something he's always kind of pushed out again so what he's always said is that you know career Ed technical Ed we need to strengthen them we need to connect you know community colleges with these technical colleges with business a great example I'm not trying to get off track here they will talk more about it but valid or electric unfortunate they have a great relationship with University of Arkansas for its midst where they helped through private dollars and I think donated so much money to build the bell Dora technology center or sensually they have the students come in they teach him exactly what. They do a ballad or with other educational I'm all about private and then band Oh yeah and then they go straight into bound to electric in a They've they have they they continue to churn out their workforce so it's a great idea it's us with a gun has always said as you know last year we had we developed these 10 workforce boards across the state in the region and the sole purpose of that was to connect you know the industry with these community colleges with these high schools to get to basically disconnect the students to know that these are opportunities these are real opportunities and that they pay really well a lot of these soda So you mentioned high schools so why not want to encourage that more so instead of these kids getting so much time in a classroom encourage local local manufacturing facilities or a welding shop or some something like that to to partner with the high schools and say you know what we're going we want take these guys and we'll pay them 2 bucks an hour and we'll teach them a trade instead of wasting so much time in high school Hey I'll tell you this right now I think that's a fantastic idea of linking industry with high school we were talking about with computer coding you know we've got a lot of excitement about that we've got to build the workforce written education but we've got to build that workforce when these kids get out and you've got so many industries that are saying hey link us up with these kids let's go in and talk to the students in these classes North Little Rock for example has a phenomenal program we used to see that back in the day when we were growing up that was what exactly what was going on back and railing and then we lose sight of that said I mean that was so good we need it we need to remember that and plug these kids into high schools like what do you do next like go to college somewhere what he do next is you know where do you want to go what do you want to do that sort of thing so it's it's good stuff last question and that is has the governor considered. In the Delta having some form of tax exempt. Business Building I mean offering you don't have to pay taxes for x. Amount of time for the land and whatever so that we can get some businesses into those areas and hire those people it is I don't know specific to that I know that we have a great executive director over and I a.t.c. In my Preston who continues to do some really great work the governors constantly having conversations with his staff over there they are looking for every which way to get businesses here to create jobs and we've seen that on trade missions and coming back and the governor is always talked about he didn't want to leave the state unless he can bring something back with them and we've been able to do that almost every trip and so I don't know specific to that is a great idea something I would definitely a conversation with a.t.c. About what but I mean it's great we want to develop the Delta I'll give them a call who's the head of the a.b.c. Well as Mike Preston I know you have a call and you pressed him to come on the source and target for his own good you know this I'm going to generally don't let them tax really I think tax free zones are good I mean that's something that's worked in other states I don't see why wouldn't work in the Deltas think you are right but try to read a bill look at last session you know it's I would look into the building was yesterday I think I maybe saw something like that and you know there was only about 500 or so that I was looking at me for the last day that they filed bills seemed like I saw something but. I don't remember they have 60 seconds last 60 seconds is yours Jr Well 1st of all that was a quick hour yes it was no it was going to not appreciate a conversation Dave and I also appreciate just the opportunity to come on and talk and he you know I would say again we remember and I know we all get caught up in it but we have you know the legislative process and at the end of the day the governor reviews these bills he signs several of them a day as they come up but he doesn't do it without asking questions and figure out what they are here's what I promise you yeah no more will I warm to governors feet but I will set some senators feet on fire How's that sounds good. And like I said before we he is engaged as a guy. Or should be but we understand the separation in and how we work together and so all I would say is look at the big picture look at the fish and seize $150000000.00 in tax cuts those are good things for Arkansas in the hiring freeze etc etc So I enjoy it for the next next week 2 o'clock j.r.
