Were going to go live to barcelona in a moment, but investigators are searching for the driver of a van on the las ramblas. This in barcelona. 13 people were killed and more than 100 others injured. Citizens from australia and belgium and greece confirmed to be among the victims. And the family of one american says hes missing after the attack. Isis has claimed responsibility. The group, again, brought terror to a major european city after many other similar attacks. Heres abcs james longman. Reporter an all too familiar scene with terror striking another major european city. The dead and injured lining the streets. First responders racing to the scene while others flee from the carnage. Oh, my god. Reporter barcelona joining a growing list of european cities targeted in recent months. London, manchester, paris. The attackers using an increasingly common tactic. Turning a vehicle into a weapon of slaughter. This time, the assault left 13 dead and more than 100 injured. South of barcelona, Police Killed another group of alleged terrorists in what theyre calling a related attack. Barcelona attacked began just before 5 00 p. M. On las ramblas. An iconic boulevard and a popular Tourist Destination in the heart of barcelona. It happened in an instant. There was this white van driving on the road. Reporter the van mowing down pedestrians at what witnesses guessed was 50 miles an hour. When i saw it, he was traveling at high speed, knocking people, flying through the air. Translator i saw a ton of people screaming. You could hear the van, seeing all the bodies by las ramblas was like, i dont know, horrific. Reporter the van careening down this path in red more than 1,000 feet before coming to a halt. The front of the van smashed. We are right at this point where that van mounted the sidewalk. You can see debris on the floor, discarded clothes. It came up here, all the way down this street. People taking shelter, running into stores and restaurants. This woman and her family found sanctuary in a shoe store. I saw people running, and we stay in this store and reporter shaddi and camean from connecticut were in their hotel, left without information for hours. You were in your hotel when you heard commotion outside. We found out there was a van that slammed into pedestrians down here and with some injuries, thats how it all started. We not allowed to go out of the hotel. They closed the doors. Reporter so the police came into the hotel and closed it down. And asked us to stay inside. Asked the manager of the hotel not to let anyone go out. Reporter what were you feeling at that point . Scared, it was scary not to know what was happening and seeing people running outside. Reporter police on foot, guns drawn, combing the streets in search of the assailants. Translator this is clearly a terrorist attack intended to kill as many people as possible. Reporter police are calling this 28yearold moroccanborn Driss Oukabir one of the suspected terrorists. Whose activities they are trying to unravel. Authorities say he recently traveled to morocco, arriving back in spain just last sunday and rented the van used in the attack. The police say he was not behind the wheel. He is in custody along with a second suspect. And a third man was shot and killed after running a police roadblock. Oukabirs Facebook Page shows him relaxing on the beach, listening to rap music. But he also shared this antisemitic video whom he described as true heroes. This is las ramblas, normally bustling with people, tourists enjoying the summer night. Now its virtually shut down. The only thing, security vehicles and their officers lined up. James longman, abc news, barcelona. Its quite a striking image to see las ramblas quiet. Tell us what you experienced. You were walking out of the subway and saw people running toward you. Caller yes, it was a pretty striking scene, we were just getting off the subway after another great day here in barcelona. And normally very bustling time of day. And as we were getting out of the subway, we saw a bunch of people heading up the street. We heard very loud Police Helicopters overhead at the plaza, right near where this happened. Which is usually the city center, a place where a lot of people meet and a lot of people were walking very quickly up the street. A lot of the restaurants, along the avenue, were asking people to come inside. And a lot of people were turning on tvs in their apartments, in their restaurants to try to find out what was going on. We do have a live picture of that section of the city as well now. I know that it took hours before a lot of people were allowed back into their homes or their hotels. I wonder, what was the sentiment there like then and what was it like this morning . Caller well, i can tell you guys that last night i spoke to a lot of people who waited for hours and hours to get back into their hotels, las ramblas has a lot of hotels in that surrounding area. A lot of apartments in that surrounding area. And they were stranded for hours while the police tried to figure out what was going on. Thursday night, especially in a busy city like barcelona, its usually very busy, very vibrant. And it was eerily quiet last night. There was almost nobody on the streets. Yeah, quite a striking scene indeed there. Las ramblas, you see it is the most popular avenue in all of spain. And it is usually very, very busy. Some people are out at this Early Morning hour, its popular for spain. I know as those people were running away from the scene you ended up going toward the scene, as you got closer, as close as police were allowing you, what was the scene like . Caller it was very hectic. There were police and ambulance and fire trucks coming in from all different directions. Police were desperately trying to get people to stay away from the scene. They were roping off large portions of the avenue. This plaza is very big. It spans almost three blocks. Getting the amount of people who were there at the time of the attack, getting them out and up the street was very difficult, so it was very hectic down by the plaza as the police tried to get people to stay away, because it was still a pretty active situation. Yeah, quite a challenge to secure an area like that. And now police have a different challenge, trying to piece together how all of this happened. Abcs will gretzky weighing in for us. Overnight Police Killed five suspects during a shootout in response to that attack. You can hear those shots during the raid. The suspects were believed to have rammed a car into a group of pedestrians leaving six people injured. That was the scene overnight just outside barcelona. But this morning, authorities are linking that attack to the carnage earlier in barcelona. At least 13 people were killed and more than 100 injured when a van slammed into the pedestrians in an attack that appears to be inspired by isis. Heres elizabeth hur. Reporter chaos in the heart of barcelona. With crowds running for cover and police rushing to the scene after Authorities Say this white van jumped onto a sidewalk packed with unsuspecting pedestrians. Everybody just ran forward. Reporter it was around 5 00 p. M. Thursday local time and witnesses say that van was speeding, leaving a trail of terror before coming to a crashing halt. Heard screams of people. When i looked up, saw the white van just knocking people over at high speed. Reporter eyewitnesses later told police the driver abandoned the van and ran away. And that van, according to investigators, was rented by this 28yearold, Driss Oukabir. Police learning he was born in morocco where he recently visited before arriving back in spain last sunday. Police announcing the arrest of oukabir along with another man, confirmed a third suspect was shot and killed. The investigation continuing with a house explosion in this late night incident 60 miles south of barcelona that left five people dead. All three events believed to be connected. This as families with missing loved ones, including american jared tucker, from california, are asking for help. And, as for that investigation, authorities believe oukabir had help, and they are searching for at least two more suspects. Diane and kendis . Elizabeth, thanks. The attack comes straight out of the isis playbook. They have urged their followers to cary out similar vehicle attacks. And there has been a string of similar attacks over the past year in europe. 86 people were killed in nice, france a year ago. 11 died in berlin before christmas and 12 people were killed in two separate incidents in london. Have also been similar attacks on College Campuses here at home. Lets bring in former fbi Counter Terrorism official, steve gomez, and these seem to be happening a little more frequently. Is that because isis is getting desperate or a sign of a growing problem . Its a sign of a growing problem. Because isis learned what al qaeda was failing in trying to get these attacks to be done in the u. S. And throughout europe. They realized that these terrorists were being caught because they were traveling internationally, and they were communicating with different people in other countries. And, as a result, they were able to locate them and arrest them. So isis basically messaged out to their sympathizers and followers to commit the attacks where they are dont travel, dont communicate with anybody and use whatever means possible. And in this case, were seeing them use another van. You cant stop people from driving cars and vans. So how do you defend against this kind of attack . Two ways. First of all, Law Enforcement in the u. S. , throughout europe, have developed more human sources. Informants. They have to have people on the ground that are providing them information as to what is being planned, who is leaning towards committing such an attack and they have to be able to then take action. The other, the other side to it, from the prevention side is city officials, the government, has to recognize that there are places in various cities, especially where there is a high tourism attraction that there are crowds that are going to be targets by these terrorists, particularly using vehicles such as we saw here today. So they have to have the proper barriers, things that are in place so cars cant access areas where there are big crowds. Some of the things we have in times square. The nice attack, i believe it was a solo person. The person in berlin i think was a solo person. This appears to be a much greater network. And the driver getting away from that scene, it seems way more alarming. This is a very complex attack. You have the vehicle aspect to it. The day, yesterday, there were these explosives that were found at a house that went off. And one of the terrorists, it appears, died in the explosion. So you had the use of explosives that was another aspect to it. And now you have these five people that are dead in a shootout with Law Enforcement. And the potential that they had explosive belts that could have been used in an attack. All of this is very concerning. And all of them, and authorities there in spain saying all of these might be possibly connected. It is a huge network, potentially, there. Yes. During a raid in the resort council of cambrils. Authorities tracked down the attackers before a car slammed into a Police Vehicle before hitting pedestrians. Six people were wounded including an officer, all five suspects were carrying bomb belts. You saw in james story police have made two arrests. They have now confirmed the name of one of the two people detained. The 28yearold, Driss Oukabir was raised in morocco. Investigators say he rented the van used in the attack, but oukabir was not the driver. The barcelona tragedy matches the isis playbook from europe. They conducted attacks in france and london.
