From abc news, this week with George Stephanopoulos begins now. Good morning. A generation away from her familys First White House bid, Hillary Clinton kicks off her second run for president today. It will look and feel a little different from last time out. But has she learned the right lessons . Can democrats hold the white house for a third term . How will the gop take her on . Our clinton correspondent, cecilia vega starts us off. From brooklyn where team hillary is based. Good morning to you, cecelia. Reporter good morning to you. A beautiful morning in brooklyn. The campaign is already in full swing mode. Let me tell you about what this announcement is going to look like today. These big political rallies, youre not going to see. Not the balloons or the signs of supporters today. Youll see an announcement on social media, probably on twitter. There will be a video she has already filmed. After that announcement, shell head to iowa, where we understand shell be meeting with voters. But they are going to be small meetings. Oneonone sessions. These private discussions. Her supporters are ready for this fight. Theyre already out there rallying. We saw a rally here in new york city yesterday called the ready for hillary rally. Theyre ready to kick off this race. This is a welloiled machine. They say theyre intent on not repeating the mistakes of the past. One of those mistakes, in past campaigns, team hillary has kind of been racked by infighting. Her new campaign manager, Young Campaign manager robby mook is laying down the law on that. Reporter yeah, thats right. He sent this memo to staffers yesterday. We got a hold of it. This outlines some of the general principles of the campaign. The implication is that there will be, they will try to have less infighting. I want to quote from a couple of the lines of the memo. Like i said, we got hold of it. Mook tells the staffers, when we disagree, its never personal. Once a decision is made, we execute it together. He says this campaign is going to be about strategy and not runoffs. Its clear. Here we go. 2016. Thank you. I want to bring in jon karl to lay out where hillary stands. She comes in as the most dominant nonincumbent to run. Reporter no question. Theres a new bloomberg poll out this weekend that shows nearly threequarters of democrats a independents said it would be a good thing if she faced a serious challenger. Shes the biggest nonincumbent frontrunner we have ever seen. 66 of democrats favor clinton. The only other two that show up more than a blip, joe biden, who has made no step toward running. And elizabeth warren, who says definitively, shes not going to run. On a personal level, her personal numbers have taken a hit. Reporter her popularity has taken a beating since then. If you look back when she left office as secretary of state 67 favorability. Now its below 50 . The biggest factor driving her popularity down is the issue of honesty and trust worthiness. Right now, about as many people say shes not honest as those who say she is. Clearly, benghazi and the email scandal have taken a toll. Its tough for any party to hold the white house for a third term. I spoke to the president about that back in november. I think the american people, theyre going to want that new car smell. They want to drive something off the lot that doesnt have as much mileage as me. So whats your sense of how shell manage that dance between when she separates from president obama and when she hugs him . Reporter she has joked with friends she has to distance herself from two president s, her husband in some sense and president obama. She cant run for a third term. Im told shes sent a direct message to her senior staff that there is nothing to gain by trying to create distance or to krit sides criticize barack obama. Shell not do that in the early phase. President obama is as popular as he has ever been among democrats. They have to hope the popularity climbs overall. Jon karl, thank you. I want to go to donna brazile. You ran al gores campaign in 2000, seeking a third democratic term. What were the lessons from that . What lessons do you think hillary has drawn . Shes not the sitting Vice President. Shes not involved in the daytoday operation of the white house. We had a hard time separating the campaign from what was going on in the white house. Thats a positive for her. Shes not going to run like the 2014 senate campaign. Shes not going to distance herself from this president. She knows this president and administration have done a good job on improving the economy. She has her own ideas. In the video shell release later today, shell talk about why she wants to be president and what she can do to make this economy even better for the middle class and others. Tavis smiley, a new book out, my journey with maya. Look forward to reading that. Youre one of the 72 of democrats who think she needs a real challenge . I think the announcement was obviously predictable. The nomination may be inevitable. But this campaign is not invincible. I think we learned that the last time around. What will make her a better candidate is a challenge. For some of us i love her, but shes not progressive enough. For some, shes too hawkish. Being pushed from the left flank makes her a better candidate. Left to her own devices, the clintons move to the center. And a lot of people will be disappointed in that. Several republicans at the Nra Convention on friday. So now is this the ready for hillary gathering . People like Hillary Clinton who seem to think that you measure success in government by how many people are dependent on the government. I wonder what her slogan is going to be. I suspect it wont be four more years. But somebody back there got it right. It may be what difference does it make . Well see. Kristen soltis anderson, what do you think the prime take will be on Hillary Clinton . Republicans feel ready for Hillary Clinton. I think theyre excited to move into the next phase of the campaign for two reasons. One, theyre excited to begin drawing contrasts with her. Theyre excited to talk about Foreign Policy. President obamas Foreign Policy job approval has also taken a hit over the last two years. A lot of republicans are eager to contrast their views with what they view as the failed Foreign Policy of this administration. But they begin in the second phase of the campaign this actual phase of the campaign that shell have to answer questions that she didnt have to answer as private citizen Hillary Clinton. Things like her emails, the records, clinton inc. Theyre eager for the next phase of the campaign. Let me bring this to bill kristol. Its a delicate dance for the Republican Party here. The clintons have thrived when their opponents have overreached. Yeah, and i thing they should pretty much ignore Hillary Clinton. Shes well known to the american public. They should make their own case. The natural tendency would be to change parties in the white house. The republicans need to make a positive case for their conservative policy at home. Youre shaking your head. We can talk about this pardon the pun yornlggeorge, this week, next week, every week. Always on this week. But if, no matter what week it is, the Republican Party cannot figure out a way to expand its base. I laugh sometimes at all the analysis and prognostication. Its simple. If you cannot expand the base of this party, bill, you all are in trouble. We can expand the base. Hillary clinton is the easiest candidate to expand on. But the only person on your side. Marco rubio. Scott walker. I want to stay on hillary. Donna, not the political athlete husband is. She has had some clunky moments. Do you think that has changed . I think so. We forget, bill, that in 2008, she received 18 million votes. Thats more votes than any other american has received in a contested primary. She understands she has to reach out, to expand the Democratic Base because there are more independents out there. But the big thing, george is the currency of ideas. We dont see any ideas from the republicans. The only thing holing them together is the criticism of hillary. Shes going to talk about the economy. Foreign policy, where she has a lot to say. A lot of accomplishments. Republicans seem to have forgotten the mess they left this administration in. I think this will be a vigorous campaign. And you know what will happen on the democratic side . More americans will be excited to get out and vote next fall. What is the biggest challenge facing Hillary Clinton . Convincing americans they can trust her to be the president of the United States and to look out for their interests and not her own. The unknowns are always impossible to predict. I think shes ready for all of them. The era of inevitability is over. Youll have to earn it. Shell be challenged. There will be a moment she may not be defeated but a moment where she will not be the inevitable nominee. What are the chances shes not the nominee . 1 in 3. 1 in 3 . Wow. Slim to none and slim is out of town. Slim was not born yet. Shes strong. But she understands the weaknesses of her previous campaigns. This one is going to be different. In a moment of bipartisanship, ill agree with donna. Now to the other story of the weekend. The handshake between president obama and cuban president raul castro. The first facetoface meeting between an american and cuban leader in five decades. As both countries move step by step to a more normal relationship. After 50 years of a policy that had not changed on the part of the United States, it was my belief it was time to try something new. Secretary of state john kerry was there as well. He joins us. Mr. Secretary, thank you for joining us this morning. Glad to be with you. President obama says its time to turn the page with cuba. His critics say thats ridiculous because cuba hasnt changed its ways. Has cuba changed . What will they have to do for a full relationship with the u. S. . Well, the purpose of changing the policy, george, is in fact to encourage change and transformation. We have had this policy in place for, you know, since the late 1950s. Since the revolution and castro came into power. Frankly, it hasnt had the impact that people wanted. Belief is very powerful that by beginning to engage by beginning to have greater travel, greater ability to move greater ability to visit, ideas and opportunities will grow that the cuban people themselves will have a greater opportunity for expression and for exchange of views. And that is what will promote a transformation over a period of time. We have to begin somewhere. The president has courageously decided to change a policy that hasnt worked. And to move us down a different path. It will begin slowly. The first thing is diplomatic relations. Then a process of normalization. And we had a very good meeting. I met with the foreign minister in panama for several hours. We discussed the modalities of the diplomatic engagement. The president met with raul castro, the president. And we now go forward from there. It will be a process of transformation. Were also seeking a new relationship with iran. You called the framework deal historic. From what we hear from the iranian side the less it sounds like a real deal at all. We saw the ayatollah speak out this week. His office put out a tweet saying hours after the talks, americans offered a facts sheet but most of it was contrary to what was agreed. They always deceive and breach promises. The ayatollah says the sanctions will be lifted immediately. The United States says no. It will only come after iran takes those steps and its verified by the iaea. So is there a deal on that question or not . George, the facts which the parameters are based are facts. And yesterday, the russians issued a statement saying that the fact sheet or the facts as expressed by the United States are reliable and accurate information. You can go back to the interim agreement. We had the same kind of dueling narratives. Theyre going to put their spin on their point of view. Theyll allege that were putting a spin on our point of view. Ill stand by every fact that i have stated publicly. And you have to look to the interim agreement, where they likewise put out a different set of interpretations. When it came time to implement the agreement, the agreement that was implemented was the agreement we had articulated and it was the agreement that was kept. Iran has lived up to and lived by every requirement in the agreement. Ill let the facts speak for themselves. I dont want to get in a back and forth publicly. I dont think it serves a purpose. Ill be Consulting Congress tomorrow. The house. On tuesday, ill talk to the senate, ill lay out in full our understanding of this agreement. If its not the understanding, we wont sign an agreement. Well come to the next2 1 2 months open to trying to improve, still you know perhaps finish on a few, not perhaps, definitely finish in a few areas that were clearly left unresolved. And thats going to have to happen for a full agreement to be put into place. Youll probably encounter senator john mccain on the hill who seems to be suggesting that the ayatollah has his interpretation right. He calls you quote delusional. And he went on to say this. I cant blame the ayatollah. Because i dont think they ever agreed to it. I think john kerry tried to come back and sell a bill of goods, hoping maybe that the iranians wouldnt say much about it. Selling us a bill of goods . I think president obama spoke very, very powerfully to senator mccain yesterday. Ill let the president s words stand. I also stand by every fact that i have laid out. Its an unusual affirmation of our facts that come from russia. But russia has said what weve set out is reliable and accurate. Ill let the final agreement stand for itself. As you know, your predecessor, secretary of state Hillary Clinton announcing for president today. Already her tenure as secretary of state in the cross hairs. Marco rubio calling her the architect of a failed Foreign Policy. Ted cruz the obamaclinton Foreign Policy disaster. Jeb bush says its a mess. You said you had big heels to fill when you took the job. What is your response to these critiques . George, as you know, the secretary of state is happily able to not and involved in the president ial hurlyburly. Im not going to get involved in it now. Its important to speak to both sides of the aisle without being involved in president ial politics. Im not going to get involved. Ill say that secretary of state clinton did a terrific job of rebuilding alliances that had been shredded over the course of the prior years. She spent a lot of time as you know working on a number of different issues including the beginning of the effort with iran, as well as the Gaza Ceasefire and other things. Shell defend, i know, her own record for herself. Its not my job to it. I wish her well in this race. I look forward to being able to stay well away from it. Is she your candidate . Beg your pardon . At Walter Scotts funeral, they said theyre not sure his race played a role in his killing, caught in this cell phone video seen around the world. Police reports officer slager said he thought scott was going for his stun gun and feared for his safety. His lawyers say theyll be conducting their own investigation. But now, state police say they were suspicious of slagers account from the start. Police have interviewed the unidentified passenger in the scott car from the start of this. He doesnt want to speak publicly. North Charleston Police are buying body cameras for every officer on the police force. Its not lost on anyone here that the narrative of this shooting would have been entirely different if it werent for that cell phone video. George . No question about that, steve, thanks. It does make us wonder what is going on in our environment . As it relates to men of color and Police Officers across this country. Reporter Cedric Alexander serves on a new task force that has called for a number of changes, including increased community policing. Better use of technology. And improved training and education. We have to better train Police Officers. And we all have to be very much conscious in what our implicit and explicit biases may be. Reporter the biases may account for more force used against minorities. No complete data on officerrelated violence. One group estimate that while africanamericans make up 14 of the population, theyre 40 of the deaths at the hands of police in 2014. Coming on the heels of ferguson, with more issues between police and minorities caught on tape Law Enforcement and civil rights leaders say we stand at a critical moment. And pierre joins us along with our legal analyst, dan abrams and the Longtime Police commissioner here in new york city, ray kelly. Commissioner kelly, let me begin with you. I was struck by one new york city cop told the washington post. He said the s carolina also shot all of Law Enforcement in the back. A lot of cops feel that way. Yeah, i talked to a lot of cops this past week. And their uniform is sickened by it. Unfortunately, its seen as suspicions confirmed in a lot of communities. Especially with the object dropped near the body. Absolutely. Its not only the inappropriate use force but evidence thats planted. Here we have a 70second video that lays out the whole scenario. A video that well be seeing a lot of for years to come. Youve been on before. You were skeptical of body cameras. This is changing your views . It has changed my mind. We have to assume that this officer would not act the way he did if in fact he had a body camera that was recording. I mean, you have to use logic. I think what youll see i think its a gamechanger. Youll see a movement now by many more Police Departments to go to cameras. There are issues with it. There are problems with it. But this trumps all of them. The video changes everything. You believe he would have been indicted, but it would have played out in a very different way. Very differently. There would have been a fight over exactly what happened. There would have been bullets in the back. Right . It would have been incredibly important evidence. Numerous bullets in the back that this officer would have to explain. But the tape provides the roadmap for the entire prosecution. If there had not been the tape, you would have had a battle over each and every one of those Bullet Wounds saying, well, we were fighting here. There was a battle there. And i was turning. And you would have a battle of the experts. The tape makes it easy. And this takes the plea bargain for manslaughter off the table. There will be no plea bargain offer by these prosecutors. They cant as a political matter. As practical matter. You watched that video tape. This is going to be a murder case. Whether a jury hears all the evidence and says, you know what, we believe it may have been heat of passion, he was worked up, this officer. Maybe he gets a manslaughter conviction, thats possible. But theres though no way these prosecutors are going to deal. Were seeing this again and again and again. Seemingly routine confrontation spin out of control. How can training address this . The primary thing, and ive seen it in many cases on ridealongs with Police Officers, the best officers seek to deescalate situations. And training often teaches officers to do that. What people have been concerned about is the notion that something routine, a traffic stop, escalates to the point where violence is used on the victim in these ways. Its just stunning. What is the key in training . Well theres a lot of reasonably good training done throughout the country. Regional training centers. I think you have to focus more on screening. Who is being hired for these jobs . Its not easy because there are lots of Civil Service laws and rules. I think the standards have to be raised throughout america. And the cameras will change everything. I think what the commissioner was saying a minute ago about this idea, the police are going to think twice. I think its a problem for them and it will help them. It can defend them. Where people say, well look this guy was beating me up. Okay. Lets look at the video camera. I think that the cameras in all of these cases will ensure a level of decorum and following the law because they know that everything is on tape. One, to piggy back on what ray said, a lot of people in the Africanamerican Community have been saying for awhile this kind of thing does happen. The tape is the hard evidence that it does occasionally happen. It sure does. Up next, the gop candidate who says he can beat hillary because he knows her best. How do you assess her candidacy so far . Republicans underestimate Hillary Clinton at their own peril. Shes a brilliant woman. Brilliant intellectually. And shes brilliant politically. I think, look, hillary will be a formidable candidate. Theres no question about that. Shes got a lot to deal with that she didnt before. Shes tied to the obama administration. I dont think that is a plus for her. And recent polls show that theres almost an overwhelming demand for people to undo a lot of obamas policies domestically and in Foreign Policy. Shell have to explain how shes not going to be obamas third term. What do you know about beating Hillary Clinton that others dont . What do you know about beating Hillary Clinton that others dont . Well, every time i ever ran for Public Office in arkansas, george, every time, i really ran against the clinton political machine that had been developed for about 15 to 20 years before i ended up winning office. Every race i ever had, i ran against their machinery. I ran against their money. And both bill and Hillary Clinton came back and campaigned personally in the state for every opponent i ever had. To be fair, as michael corleone would say, its just business. It wasnt personal. But it was tough business. And you know the clintons very well. They play to win. And anyone who thinks that shes going to get into this halfheartedly, they have never ever encountered the will, the spirit, the heart, and the determination of the clinton political machinery. Rand paul taking her on most directly saying hell hold both clintons accountable for their shenanigans. He called bill clinton a sexual predator. Is that the way to go . I dont think it will be necessary to get into personal attacks. I have never felt that thats really a wholesome way to enter politics. I think the issues are far more important than some of the personal issues. At least if youre a candidate running against another person. Now, youre not going to be able to stop the press. The bloggers. There will be plenty of people bringing that stuff up whether its about her or every other candidate. Some of us have to decide we would like to have a campaign about the future of america more about the future of america and working people who are getting busted in the gut by the economic policies that left a lot of middle class people working harder with less to show. And that really needs to be the focus, not what someone once did years ago. Foreign policy an issue. Secretary kerry talking about the new opening to cuba. And president obama is calling for lifting the embargo. That kind of matches the position you had in 2002. You wrote that u. S. Policy in cuba has not accomplished its stated goal of toppling the castro regime. Its instead provided castro with a convenient excuse for his own failed system of government. I urge you to join me in lifting the failed embargo. If the embargo failed then, why keep it now . I know you have changed your position. Well, george, i have to admit, i think i was wrong about some of those positions. I do think we need to hold castro, both raul and fidel, more responsible for the fact that they kidnapped people, stole their property murdered people, they robbed them of their human rights. From an economic standpoint you might be to make the case that lifting the embargo could be healthy for farmers or certain people. Im not sure you can say it will be healthy for democracy unless theres a complete repudiation of the policies that have left Political Prisoners in place in cuba. Until there is recognition of basic human rights and reparations made for those who have been run over by the castro machine, no, i dont think that sitting down and making nice and yukking it up with raul castro, who was personally involved in the shooting down of the Christian Brothers and involved in murderous activities and kidnappings of americans in the 50s really makes a lot of sense right now. You won iowa in 2008. Your chairman said you cant take support for granted this time around. It looks like ted cruz who got if a couple of weeks ago, is going after your voters there. He Just Announced superpacs have raised an astonishing 31 million raised since his launch. Can you compete . Well, i did the last time. I was outspent 10 to 1 by romney and mccain. I beat romney. I came in second to mccain. Well have more money this time if i run. Thats clear and evident by the amount of support im seeing committed. Whether ill have as much as some of the other people, i may not. But i think americans ultimately dont want a candidate that is the best financed candidate. They want one with the best ideas. One that understands that the economy is not recovering for a lot of people. When people can give that kind of money, theyre probably in pretty darn good shape. What about the people who cant give 1 million . Who is fighting for them . That will be a focus that i think people like me are going to be talking about. You wrote in your book people should not be able to hold office and run for another office at the same time. Does that mean the three senators looking like theyre in the race right now rand Paul Ted Cruz and marco rubio getting in tomorrow, you think they should resign their offices . Its up to them. But how do you do an office, do your job if you never show up . And why should taxpayers be on the hook to pay people for a job theyre not doing . And essentially subsidize their campaigns with federal dollars . Guys like me and rick perry who have left office, were not going to be able to live off the taxpayers. I was a governor for 10 1 2 years. I can tell you this as a governor, thats a fulltime job. A 24 7, 365 job. How do you say im going to run for president full time and im going to serve as a governor senator, congressman . I dont know how a person can pull that off. If you want a different job, i know this, during the time that i worked for roger ailes at fox, if i had been consistently going over to abc and asking you guys for a job and never showed up at work at fox, i dont think roger would have kept me on the payroll. Im pretty sure he would have turned me loose, as he should have. So i just believe that people if they want a new job, be honest about it. Say this one is not satisfying to me. And tomorrow marco rubio steps up to take on jeb bush. A gop family feud in florida. Lets talk about this with our roundtable. Kristen soltis anderson, i want to start with you. Talk about the rand paul launch. You had a couple of tweets out there suggesting he might find way to deal with women interviewers. I dont know that its about women interviewers. When youre on a television program, presumably, the people watching like the host. Lecturing the host is perhaps maybe not the best way to do an interview. Its the first time for a lot of people running for big, national office. Learning how to deal with the pressure. Learning how to hit back in a way that makes sense is theyre going to go through the learning process. But i think by the time we get a nominee come next summer, theyll have figured it out. Well be battletested and ready to go. I think theres no question about that. A new poll number out on jeb bush. A bloomberg poll. 42 of republicans would never consider voting for jeb bush. I think the only ones higher in that poll were George Pataki and donald trump. Bill kristol, that puts a ceiling on jeb bush. If its true. Unless he can convince people hes jeb, not just another bush. He may be able to do that. For years, the democrats have fallen in love, the statement goes, and republicans have fallen in line. The republicans always nominate the presumptive heir. The person who came in second last time. This time, the democrats are falling in line. Republicans seem to have an appetite for someone new and different. Were ready for marco. Donnas ready for hillary. But im ready for marco. Marco rubio will announce tomorrow. A senator from florida. 44 years old. Ill be talking to him tomorrow right before the launch, as well. Hes getting good buzz. Hes a tough profile for democrats. Hes young. He is latino. Hes from the key state of florida. 29 electoral votes. Announcement from freedom tower. He has a complicated path to victory. Theres no question that hes a fresh face on the republican scene. But at the same time, george, his position on immigration, for example, where he was part of the Bipartisan Group of senators that pushed this comprehensive Immigration Reform and then he began to steadily walk back from it. I think marco rubio will be a compelling candidate. I wouldnt give him the nomination too soon. Which candidate scares you the most right now . I dont know that im scared of any of them. I agree with donna that marco rubio has a conflicted past. I think its an insult to hispanic voters to suggest, or infer that they are one issue voters. None of us are one issue voters. I dont think they will be either. I dont think its a fore gone conclusion that just because hes latino that he pulls a huge number of latinos. That does matter. It matters. Im just saying, i dont think we ought to make the presumption that latinos are oneissue voters. We talked earlier about inevitability where the Clinton Campaign issed. And i think mr. Bush will figure out, as well that the era of entitlement is over. Dr. King once said change does not roll in on the wheels of inevitability. Republicans would do well to remember that back to the point i tried to make earlier. If you cant figure out a way to expand your base, youre in trouble. The only person interested to talking about issues beyond the traditional base is rand paul. Hes talked about the drone program. About criminal Justice Reform. And hes flipflopped on National Security issues. Hes articulated a conservative reform agenda. Hes interested in expanding the vote in florida. Marco rubio won florida with 51 of the vote against two continues, think, including the sitting governor. Charlie crist. And scott walker won wisconsin, a blue or purple state. Republicans have a chance to nominate people with a real record of winning independent voters. Were seeing something new about the power of individual donors. Kind of astonishing that ted cruz . Just a couple of weeks, his superpacs able to raise 31 million. That immediately puts him in the top ranks of contenders. There are so many potentially strong contenders. This most recent poll that came out tested 18 different names on the republican side. It included donald trump, though i dont think hes likely to be the nominee. Hes hiring staffers in iowa. I think im fine saying i dont think hell be the republican nominee. In this race with so many people in the field, youll need a lot of money to make a splash to get your name heard. But you need to have a vision. A message that makes you stand out. How you plan to expand the base, hold the party together. To build the coalition. I think that will matter much more than who raises the most money at the end of the day. I still believe at the end of the day, seeing rand paul become disheveled at some of the questions that he received from the journalists reminds me that he may not just be ready for president at this time. I mean, his father ran for president numerous times. But rand paul is interesting. I like the fact that hes hes reaching out. I hope he breaks his arm reaching out to voters because we need that in the country. On these big issues like criminal Justice Reform we need a bipartisan approach. If you cant handle savannah guthrie, how will you handle Angela Merkel . Or George Stephanopoulos. You know we havent talked much about Chris Christie lately. But his team putting out the word hes not giving up. Running Something Like a john mccain strategy last time around. Lots of town meetings. Is he viable . Hes a talented political figure. Hes been a pretty good governor. I agree with kristen. You need a message. You cant just be, hey, im Chris Christie. I think ted cruz has a message. Scott walker. Marco rubio. I think jeb bush will have a message. I think he understands he cant just be the third bush. Rand paul has a message. I dont think it will be a winning message, but he has one. Thats really a challenge, i think. One final question for each of you. Who is the most promising republican candidate not in the race yet . Oh, gosh, not in the race yet . Almost none of them are in the race yet. I suppose jeb bush, he does the best in the polls. He hasnt announced anything. So i give him as my answer. I go back to mitt romney. I mean, look. You dont like old faces, but you know what, he ran a good game last time. I cant figure out why not john thune hasnt looked at this more carefully. If they nominate Hillary Clinton, im going with dick cheney. He has a much better record. God help us all. Im going with john kasich. Now, that idea went over like a lead balloon, as should have been expected. They rejected it because they were very afraid of what would happen if one person got so much power. I think they would be surprised we gave so much power to one person. Wave your magic wand. What is the single biggest change your make . Single biggest change is Something Like the raines act. All new major rules and regulations adopted by executive branch bureaucracies would have to be passed by the house and by the senate and then signed into law by the president as contemplated under the constitution. I talk about that in my book and other solutions for restoring our lost constitution. Its a great read. I want to ask you, though, about the upcoming president ial race. Youre in a unique position. Three Close Friends all in the race. Rand paul, ted cruz, marco rubio. Puts you in a little bit of a delicate position. How are you going to balance this all out . I love all three of those guys. Theyre among my best friends and closest allies in the senate. And i think that among them and among the other candidates whoever emerges as the most principled, positive, proven candidate with an affirmative, conservative agenda is going to win. Get the nomination. Has the best chance of beating hillary. Weekly standard says marco rubio is winning the mike lee primary. Is that true . I dont know what that is. I havent endorsed any of them. I dont intend to get involved. I cant endorse one of them without not endorseing the others. One thing people need to know about rand paul . Rand paul is a lifelong devotee of limited government. He understands the risks that accompany too much government intervention. He has the ability to expand the tent of the party. Ted cruz . Ted cruz is passionate. He memorized the constitution when he was about 6 months old. Youll not find a more impassioned advocate for constitutionally limited government than ted cruz. And he brings a lot of people into fold of his passion for this issue. And marco rubio . He can speak in a way that conjures up emotion and a great love for our country. He brings to the table a degree of natural political talent that is truly remarkable. All three of them will want you. I think its a great tribute to the generosity of american people. Rand paul has said eventually all foreign aid should be eliminated. Were a wealthy nation. Were a blessed nation. I think its morally improper for us not to save lives if we can. Nothing prepares you for this role. Reporter since living the white house, mrs.
