Wednesday in washington. Martha raddatz is here with all the latest. Good morning. Good morning, george. The president s speech will lay out a strategy to destroy isis, far beyond what hes proposed in the past. A complicated, longterm and Urgent Mission that could likely mean air strikes in syria. Day after day, the brutality of isis stuns the world. This week, images of the horrific execution of a second american reporter. And over the weekend, a mass grave discovered. 15 bodies, each shot in the head, and vows from the terrorist group in iraq and syria that america should be on guard. Americans should be very concerned. This in many respects represents the most significant threat that the country has seen since september 11th. Reporter a threat by a Jihadist Group that the president says cannot be merely contained, it must be destroyed. Were going to degrade and ultimately defeat isil, the same way we went after al qaeda. Reporter meaning hunting down the leaders with drones and manned aircrafts and relentlessly pounding fighters seeking to overtake more territory. Overnight, expanded air strikes were announced in iraq to help the Iraqi Security forces hold on to the dam. All this, while the president helps build an International Coalition to help with the fight. But the major question, will the u. S. And that coalition launch air strikes into syria . The chairman of the joint chiefs of staff said last month, you cant just focus on iraq. Can they be defeated without addressing that part of the organization that resides in syria . That answer is no. That will have to be addressed on both sides of what is essentially, at this point, a nonexistent border. Reporter the u. S. Already flying Surveillance Missions over syria, looking for possible targets. Images of a predator drone spotted by Syrian Rebels in the northern part of the country hit the internet on friday. The president is not expected to announce any further action in syria in his speech this week. Hell be laying the ground work and the reasons it may be necessary. But one of the concerns of going into syria, taking out isis in syria is that it will strengthen our other adversary, president assad. But the conversations are this, is the threat to the u. S. Homeland greater than the threat of leaving assad in power . Theyre siding with the threat to the homeland. Critics pounced a few weeks ago when the president said he didnt have a strategy against isis. Now the new threat is scrambling republican ranks, too. Jeff zeleny is on the trail with ted cruz. He joins us from manchester now. Good morning, jeff. Reporter good morning, george. As the white house focused its scope on isis, Foreign Policy is back on the front burner of domestic politics. Republicans are unified in the criticism of the president , but divided on solutions. Last night in new hampshire, senator ted cruz sounded the alarm. This nation feeters at the precipice. And offered a scolding assessment of how the u. S. Is confronting the threat from isis. After bringing gop activists to their feet, we asked him what to do. We ought to have a direct, overwhelming air campaign to take them out. Reporter in iraq and syria . The focus should be iraq. But the real focus should be taking out isis. Within syria, it should not be our objective to try to resolve the civil war in syria. Reporter you said the u. S. Should bomb isis back into the stone age. Should that take congressional approval . Or does the president have the authority to do it on his own . It should absolutely take congressional approval. Reporter but not all republicans agree. On friday, senator marco rubio sent a letter to the white house, saying the president should act swiftly on his own. Early divisions are becoming clear. Senator rand paul says he would destroy isis militarily. His tough talk is at odds with his earlier views, prompting him to write an essay in Time Magazine this week. Titled im not an isolationist. We asked cruz whether he agreed. Im going to let rand characterize his own views. What i can tell you. Reporter hes been trying, though. How do you characterize them . Ill leave that to rand and to the American People to make their own judgments. Reporter among some grass roots republicans, there are growing libertarian views, with deep resistance to another war. Louisiana governor bobby jindal, also visiting new hampshire, said it was a fine and dangerous line for the party to walk. The country and the world needs america to be strong and predictable. The world is more dangerous, less predictable because of a lack of american leadership. Reporter isis and a long list of Foreign Policy challenges are front and center in the warmup to the 2016 campaign. Positions staked out now likely to become a lasting part of a candidates record. So republicans are trying to keep their comments focusing on criticizing the president , as he prepares to give a speech this week on isis. What would you like to hear from him . How urgent is this . I think its an urgent concern to strike while isis is vulnerable. Reporter if the president decides to seek krong nal approval and explanned the military come pain, hell be seeking support from some of his biggest critics. He just might get it. Theres a rising hawkish tone in the republican party. Thank you, jeff. With the 9 11 anniversary this week, Law Enforcement already on alert. Pierre thomas is tracking it all from washington. Reporter good morning, george. As the 9 11 anniversary approaches, no specific plot has been identified. But make no mistake, its an extremely challenging moment for u. S. Intelligence. Dangerous times. Theres a lot of moving parts. A lot of things going on. And obviously, thats cause for concern for the Intelligence Community and for Law Enforcement as well. Reporter as the u. S. Bombs isis radicals in iraq and contemplates a fullscale assault on the group in syria, intelligence officials know isis might try to respond with an attack. As it dominates the headlines, its far from the only threat u. S. Officials have to deal with. There are a multitude of emerging threats, many of them blowing out of syria, which has become a melting pot of converging rad dals. We have brothers from all over. There have been two additional threats added since my appointment as commissioner in january. Isis and the syrian war engagement. Reporter american officials continue to worry about yemen bombmakers conspiring with Al Qaedaaffiliated radicals in syria to make bombs that can be smuggled on planes. That threat remains. There is general concern that al qaeda and its affiliates are itching to get on the scoreboard, given all the attention that isis is getting. And then the wild card. Home grown radicals like the Boston Marathon bombers who could act out on their own. Its a high level of vigilance. Cities that may not see themselves in the cross hairs are paying extra attention to the issue, certainly during the next week. And pierre, the anniversary coming up on thursday. What is your latest intel from federal officials . Reporter george, there is likely to be a warning urging vigilance before 9 11. No specific threat has been identified, by authorities are locked in. Lets get more from peter king and adam smith. Congressman king, let me begin with you. You pretty much agree with pierres assessment of the current threat . Ye, george. Yes, george. Im not aware of any particular threat right now, having said that, especially at this time of the year and considering we have isis, al qaeda, and core al qaeda, all of whom have the ability and the goal of attacking the United States. We certainly have to be more vigilant than ever. I would say with core al qaeda especially. Isis is getting the headlines. I can see al qaeda wanting to get back in the game, if you will, to show theyre top in the islamic terrorist world. We have to focus on all. And the home grown threats. Again, the Intelligence Community is focused, Homeland Security community is focused. We cannot let our guard down for a second, especially with the anniversary of 9 11 coming up. Congressman smith, there is debate about the scope of the threat. Posed by isi sirks. I was struck by the comments from the head of the National Counterterrorism center, Matthew Olson said any threat from isis is likely to be limited in scope and scale. I think thats correct. I mean, al qaeda, particularly in the Senior Leadership in pakistan, and in the Arabian Peninsula and yemen, theyve been actively plotting attacks against western targets. Attacks we have been able to disrupt. Isis is focused on iraq and syria. The real threat from isis is the foreign fighters that have gone there to fight with them who may then come back. They pose a threat as lone wolfs. Than as sort of any organized plot. Theres no evidence that isis is plotting and planning the way bin laden did for 9 11. Congressman king, were going to hear the president s new strategy on wednesday. Hes seeming to suggest he has all the authority he needs now to take action, even against syria. Do you agree with that . Or do you think he should come to congress . As a republican, i do believe the president has the authority the take action in iraq and syria against isis. I believe as a matter of course, its probably better for him to get congressional approval. Which i would vote for. I dont believe he needs it. If that is going to delay what he wants to do, he should go ahead and take action without waiting for congress. This is too important to get bogged down in congressional debate. If the president does not believe the support is there. If it is there, ideally, he should get it. I believe as commander in chief, he has the absolute power to carry out these attacks. Is the support there and should the president come to congress . Its hard to tell whether or not the supports there. I agree with peter. Under article 2, the president has the authority to confront a National Security threat. I do think it would be better if congress authorized it. The devil is in the details. What does the language look like . What would Congress Actually authorize . I think you would have a deep divide between people worried it would be too much of a blank check, too broad of authority, and others who might worry that it would constrain the president. I think getting the exact language through congress would be extraordinarily difficult. I agree with peter thats what we ought to do. We ought to set the policy that we think the president ought to follow. Finally, for both of you, how much more is it going to take to meet the president s goal to defeat isis . Congressman king, you first. I believe it will be a sustained national effort. The president , which hes doing more and more, making it clear this is not going to be a shortterm proposition. Getting allies on the ground. The iraqi army has to be in the field doing what it has to do. Plus training and arming the kurds. Congressman smith . Actually, what it is going to take, really, is sunni allies. Thats whats so important about all of this. All the emphasis is on, well the u. S. Should act. If the u. S. Acts without sunni support in the region, it could strengthen isis. Thats why the patience in iraq until the Iraqi Government replaced maliki and showed there was some evidence of power sharing made our efforts more effective. If its just the u. S. Going to war with isis, we run the risk of strengthening them. We need to find people in the region to lead the fight. Then we, and the International Coalition, support them. Well not be successful unless sunnis in the region are willing to rise up against isis and we work with them to be an effective partnership. Gentlemen, thank you very much. Were back with the white house punt on immigration. The roundtable weighs in. And how these foreign crises are changing our politics. And later, hiking the National Treasures with the woman in charge of preserving their magic. Kid hey dad, who was that man . Dad hes our broker. He helps looks after all our money. Kid do you pay him . Dad of course. Kid how much . Dad i dont know exactly. Kid what if youre not happy . Does he have to pay you back . Dad nope. Kid why not . Dad it doesnt work that way. Kid why not . Vo are you asking enough questions about the way your wealth is managed . Wealth management at Charles Schwab and were back now with our closer look at president obamas big decision this weekend to put off any executive action on immigration until after the midterm elections. Bowing to pressure from democrats worried it would cost them the senate, obamas delay is drawing fire from several fronts. More from jim avila. Reporter Barack Obamas presidency has been marked with a love hate relationship with hispanic voters. Courting the latino vote with promise after promise to reform immigration. I see the process working this year. So lets get Immigration Reform done this year. If Congress Wont do their job, at least we can do ours. Reporter that june rose garden promise of action this summer reaffirmed just friday. Ill be making an announcement soon. Reporter within hours, soon became not until after the midterm election. Inviting another embarrassing moment for president obama, with the growing latino constituency repeatedly frustrated by delays. A promise is a promise. With all due respect, you didnt keep that promise. Reporter already, latino groups are claiming betrayal. Its outrage and frustrated and disappointed at another delay by the president. Reporter so what happened . A humanitarian crisis at the border, with thousands of Central American children flooding into the u. S. , invigorating gop calls for more border security. We found in guatemala just last month, makeshift rafts filled with immigrants crossing illegally into mexico, heading to the u. S. I boarded one with no papers. No ids checked. It cost me 5 to bring three people over here from guatemala to mexico. All of it giving republicans ammunition to charge the president cannot be trusted to enforce the law. You wonder why people are cynical and demoralized when politicians say, i want to do something that is utterly lawless, but im going to wait until after an election. Reporter the white house in the end deciding acting alone on immigration would incite republican turnout if tn the midterms. Hoping that the latino population will warm once again when the president finally acts. Were joined by congressman luis gutierrez. Who has been pushing very hard for the president to take this executive action. Congressman, thank you for joining us. You heard jim avila saying the white house is calculating that all will be well with the Latino Community if he acts after november. Are they right . Well, first of all, its clear that playing it safe is what is going on at the white house. And among democratic circles. Playing it safe means walking away from our values and our principles. Theyve looked at polling in four or five states where there are not large latino constituencies. And said thats the way forward. Without thinking of the impact that that might have in other states, like illinois, colorado. You know, george, playing it safe might win an election. Sometimes you lose an election also. It almost never leads to fairness, justice, and to good Public Policy you can be proud of. Latinos have supported this president. Lets look at the latino vote in the Latino Community. 2008, critical to the president s election. 2010, many say we kept the senate in democratic hands. Because of latino voting. My question is, will they forgive the president . North carolina principally because of latino votes. They were the margin of victory. In 2012, it was that way again. If the president acts in november, are they going to forgive the president and go forward . Heres what im going to do. I have called the president. Called the white house. I expect that well be meeting this week so that we can continue. I think that part of this is that were in a good place in terms of Public Policy. All right. This is not about Public Policy and a difference, i believe, between the immigrant community and the white house. I want to continue to work on that. I think were in a good place with secretary johnson. I think hes fighting every day to keep us safe both here, externally, from threats externally and internally. In the United States. I think hes man of compassion. Im going back to the drawing board. Im going to continue to work with this administration. Im not going to give up. We have good Public Policy. Lets not forget that there are 11 Million People who work in this country, raise families, work, and live in this country. Most of them have been here ten years. Of the undocumented, without visas. They work and raise families in this country. They should be given a chance to come out of the shadows. What does that mean . Coming out of the shadows . Not being hunted down. That means not being treated like a fugitive. President barack obama, in the last five years, has deported more people than any other president in the history of the United States. I think thats the reality. While we wait until november, because thats the president s decision, there will be another 60,000 people deported. There is pain and suffering in the community. There is a lot of anguish and anger. Okay, congressman gutierrez, thank you for your time. When we come back, fivethirtyeights nate silver has crunched the numbers. Well get his latest projections on the midterm elections. And our dr. Richard besser back from africa sounding the alarm on ebola. His call for dramatic action. And the roundtable weighs in. First, their big winners of the week. Theres no reason we cant manufacture in the United States. Here at timbuk2, we make more than 70,000 custom bags a year, right here in san francisco. We knew we needed to grow internationally, we also knew that it was much more complicated to deal with. I cant imagine having executed what weve executed without having citi side by side with us. Their global expertise was critical to our International Expansion into asia, into europe and into canada. So today, a customer can walk into our store in singapore, will design a custom bag and that customer will have that American Made bag within a few days in singapore. Citi has helped us expand our manufacturing facility; the company has doubled in size since 2007. If it can be done here in san francisco, it can be done anywhere in america. So whos georges big winner huh, fifteen minutes could save you fifteen percent or more on car insurance. Everybody knows that. Well, did you know you that former pro Football Player ickey woods will celebrate almost anything . Unhuh. Number 44. Whoooo fortyfour, thats me get some cold cuts. Get some cold cuts. Get some cold cuts whooo gimme some geico. Fifteen minutes could save you fifteen percent or more on car insurance. Whoo fortyfour ladies, thats me whoo. Gonna get some cold cuts today and now, georges pick. The Cincinnati Bengals are georges big wipers of the week. How cool is this . Its spectacular. Is this a sight you have always wanted to see, sir . It is. Knocked it off the bucket list right now. Might have been the high point of the president s week. Well talk about what he did on the roundtable now. Joined by donna brazile, jon karl, matt bai, National Correspondent for yahoo and bill kristol. Of the weekly standard, also an abc news contributor. Jon, let me begin with you. You travelled with the president all week long. Seemed like the president made some progress in putting together this coalition to take on isis. Says hell announce the strategy this week. What steps does he need to take to finalize this . Hes going to meet with congressional leadership on tuesday. A big part is consulting with congress. Hes getting heat from democrats saying he needs resolution. But not asking for the authority . Its not clear if the white house will ask for anything before making the decision on going into syria. And you have the big speech on wednesday. I dont expect well hear anything new on the speech. This is the president saying, yes, we do have a strategy. Heres what were doing. Were building an International Coalition. Were taking the fight to isis with air strikes in iraq. But no new effort on syria. Im told that decision is a ways off. Laying the ground work but not announcing. Laying the ground work for air strikes in syria. You talk to senior military officials. They dont expect an order on that until the end of september at the earliest. Bill, it doesnt seem like theres all that much daylight on the substance between the president now and his critics . Look, i think he would have huge republican support if he was more aggressive. I hope he gives a strong speech wednesday. And most of all, i hope, and i think republicans hope, he does things. What one worries about is that he sometimes uses speeches as an excuse for avoiding action instead of the predicate for action. Hes laying the predicate for taking the war to syria. Its absolutely necessary to degrade and destroy isis. And if he even if it helps assad . Yes. It might help him a little bit in the short term. If isis is the threat it is and it is, well deal with one threat at a time. You cant degrade and destroy isis enough without going after them in syria. But as secretary of state jon carry said this week, the red line, he used that term, its a red line to not have boots on the ground. Thats not serious. You cant have serious bombing campaigns without advisers in there. You cant move out ahead of time. I want to see the president say his deeds need to be as serious as his speech. Will he get support . Are they prepared to give him full authorization . I think some are. Many are not. Look, everybody remembers iraq. They remember the rush to go into iraq without an exit strategy. The president has to spell out the mission. I think everybody understands the mission. He has to spell out exactly what we hope to accomplish. Secretary kerry has spoken with the arab league. Theyll take action. Those arab countries, they have skin in the game. This is a medieval war that were looking at to establish a caliphate. I had to ask bill what that meant. Im an expert. In medieval politics. Because the truth is, the president needs to have the country behind him, whatever we decide to do. It will be tough. It will be long. It will involve american troops. It will involve the United States making sure that we can get an International Coalition built so that we can solve the problem. You talked about the public. Theres evidence that the publics views on Foreign Policy are hardening up. I was struck by a pew poll. They asked the question last year, is the u. S. Doing too little to solve the worlds problems . 17 said yes. Thats almost doubled. I want to take that to matt bai. You had rand paul with the libertarian bent. Now trying to say, wait, im not an isolationist. I want to be involved as well. Its firming thing up on the republican side. You never know what a president ial campaign is going to be about. Two years out. There are two powerful currents in american politics right now. One has been with them for awhile. Its the need for an outsider to come in and shake things up. Break the calcified dysfunction. Now youre increasingly going to have the desire for somebody who projects more stability and can rein in chaos. Overseas and in Foreign Policy. The successful candidate in 2016 may well be the person that can fuse those two impulses. In a way that Ronald Reagan did in 1980. Who has a single message that joins both conflicting impulses. Ill tell you. Rand paul, its interesting. Hes saying, im not an isolationist. I would have acted more forcefully against isis than president obama. Its interesting. Back in june, he said the president would need congressional authorization before launching air strikes in iraq. To say it was still good under the war on terror he would come to congress and ask it. Any guarantee that is going to pass . I think well have a real debate in congress on this. Theres a reason the president doesnt want to go again and ask for congressional authorization. 50 of republicans would give the president the authorization. To use force. Rand pauls impulse is always exaggerated. Hes never shown much support for isolationism. Good libertarians disagree with rand paul. The republicans will be a hawkish party. Theyll be a hawkish party in 2016. Matt writes this week that 2016 now setting up to be a Foreign Policy election. Does that help Hillary Clinton or hurt her . I think it helps her. Not only does she have the experience to lead on these issues. As you have seen over the last couple of weeks, shes not afraid to talk about it. Okay. Gotta take a quick break. Our powerhouse puzzler. Courtesy of ann compton. Wrapping up more than 40 years at the white house for abc news this week. I did a report on the very first this week broadcast. The national gop rushing in to rescue his campaign after the democrat drops out, clearing the way for independent greg orman who is gaining steam. Down in louisiana, embattled democrat many landrieu saying the big easy really is her home. A judge dismissed the legal challenge. But this Voter Registration form, the d. C. Address crossed out, a new orleans one added, fodder for her critics. This one could go all the way to december. And the senate is at stake. The folks at fivethirtyeight led by stats guru nate silver revealing in their new exprees projections that the republicans have a 64 chance to retake the senate and control congress. And nate silver joins us now. Thank you for joining us. How did you get to the calculation . We looked mostly at the polls but at the Historic Context in where the elections are being fought. The average state up in the senate this year is where obama won only 46 of the vote in 2012. Republicans only have to win seven seats in the states that mitt romney won to take control of the senate next year. So far, you have people looking at paces like montana, south dakota, west virginia. Certainly to go republican. I want to show some of the other targets. There are, lets first look at the democratic targets. Seats held by democrats. You see eight states. Alaska, arkansas, colorado, iowa, louisiana, michigan, new hampshire, and north carolina. All held by democrats. All close. Only three states held by republicans that seem to be competitive. Georgia, kansas, kentucky. Youre saying of those three, kansas is a wild card because of the dropping out of the democrat. Yeah, its very hard to figure. We know the one poll that actually had the independents versus the republicans. The independent was ahead against roberts. That was a hypothetical scenario. One thing about orman is, hes kind of center left. He would line up as a moderate democrat if you look at him issue by issue. Kansas is a red state. Its a redleaning year. Hes run a very smooth, slick, professional campaign so far. As it gets closer, do the poll numbers hold up . We think its a tossup race. One of your big points is that the board is especially uncertain this year. Why . We dont have a lot of polling. Its Getting Better now. But there are some states. Colorado, we got one poll yesterday. That was the first poll we had had in six weeks there. Louisiana, like you mentioned. Alaska. We dont have a good sense for whats going on. We have polls among registered voters. You notice a big republican turnout edge normally. In the midterms. We dont have a good sense for how big that is. Its not that there are many states that were sure the gop will win. Its that they have a good, robust map. Its like obama versus romney in 2012. He didnt have to win every swing state. He had a big set of base states. If he won a couple of swing states, he won the election. Romney almost had to sweep the competitive races. So the way you saw before where eight targets against three, thats hi the map favors republicans this year. Nate silver, thank you very much. To the roundtable. One piece of uncertainty off the table. The president taking executive immigration action off the table, jon karl, until after the election. He really had no choice, by yesterday. No. You had several of the toptiered Democratic Candidates saying please dont do it. You have your democrats that youre trying get elected saying please dont do it, it doesnt leave him much choice. This is a sign of increasing pessimism at the white house about their options in the fall. Theyre increasingly concerned that the republicans take over the senate. They dont want to see the story line say they lost the senate because the president acted on Immigration Reform. They think that would do great damage to the cause. Donna, if the democrats lose any way, will it be harder for the president to take the action on Immigration Reform . I think in the best of all worlds, the president would have enjoyed signing the senate bill had the House Republicans acted. That didnt happen. I understand the frustration, the anger. The best hope is that the president will use his executive pen in november. I understand the timing is awful. I think they should have made the decision a couple of weeks ago when Everything Else seemed to be going to hell in a hand basket. I hope the activists understand that the president will act. Jon talked about the pessimism among democrats and at the white house. Were not seeing a wave develop. Its still a little bit early for that. The wave sometimes manifests itself later on. Right now, a stable election. I think republicans will win the senate. Probably. At 2 to 1 odds. I agree with nate on this. There are just enough red states where it look like theyre even or ahead of democratic incumb t incumben incumbents. I am not sure the president s action on immigration helps them. Every republican can say if you want to stop the president doing something, its arguably illegal and bad Public Policy, giving amnesty to 4 or 5 Million People, you need to make sure you elect a Republican Senate to overturn this order. Im not sure that helps democrats very much. Do you agree . Good point. Were so used to wave elections now. We dont know what a stable election looks like. I think on immigration, its a very frustrating place for him to be. You have republicans that wont pass a bill. And basically his own democrats is he supposed to sit around and watch a simpsons marathon all day . Theres no way to govern. I thing what is keeping a lot of these democrats afloat right now in states where we would have seen a wave, is actually the brand name. The legacy names you see in a lot of these states. Arkansas, louisiana, alaska, georgia. Youre seeing democrats whose brands owe more to who their parents were, who their families are, than to the national party. Its enabling them, at least to this point, to withstand a wave. Is that family name enough if the president is sticking at around 40 Approval Rating in the polls . And some of the candidates are having trouble of their own. Mary landrieu has had a terrible series of the latest, the dustup of whether or not shes actually a resident of louisiana. Of course she is. A judge threw it out. But the bottom line, a week of headlines highlights she spends most of her time, her business addresses are washington, d. C. A lot of candidates are having problems of their own. In addition to the president. Thats your state. Thats my state. I think shell win. It will be a tough fight. Well spend thanksgiving in louisiana. Not a bad place to eat seafood gumbo. But look. The republicans had a chance to take autoof these Senate Democrats out early in the process. Close races. They havent taken them off the map. They havent been able to expand the map to oregon, virginia, minnesota, as they said they would do this summer. Democrats have chance in kentucky and georgia. And who knows . Kansas. This is a ripple election. Not a tidal wave. Hold your seats. I think the democrats will retain control. How much do you believe what you just said . Yeah. Unlike most of you i travel i was in denver last week. I was in georgia two weeks ago. Ive been home eight times to louisiana. We in washington, d. C. , we get into all this bubble. But the truth is, guys, i was there in 1990, i understand the sixyear itch. This is making sure we can mobilize democratic voters. If we get them out, we win back the senate. In 2006, republicans looked like they would hold senate seats in virginia, montana, elsewhere. They lost them. These things will break later in september. They could break later in september. The democrats have done a good job tactically. Harry reids superpac has been most effective. Trying to clobber the republican candidates on medicare and social security. The Traditional Democratic attacks. They have some effect in times of economic insecurity. I think these republicans who have withstood the attacks are still even. I think the last six, seven weeks tend to go in a republican direction. I think you have to bet on that more than you would bet against it. I guess my other big question, matt, how much difference is it going to make if the senate switches control by a one or twoseat margin . It makes a difference for how you frame up 2016. Whether its a full republican majority. Both houses in washington bottling up democrats will say bottling up the agenda or whether cow have a divided, paralyzed government. Are they going to, if democrats retain control of the senate, theyre going to continue to pass nothing. If republicans take control, whatever they manage to pass, the president is likely to veto. Yeah, well look, republicans, not the get too far ahead of ourselves here, but the 2016 cycle includes a lot of republicans that won in blue states. Theyre going to have to be running preparing for that. Looking ahead to a president ial election. I think if the republicans win the senate, they have the house. Theyre going to need to prove they can actually do something. At least in the first few months of the new congress. That means pass something that can actually be signed by the president. Maybe its something in taxes. Theres a bunch of pieces of legislation they can get democratic votes for that i think they will pass in the first month or two. Im not sure the narrative im not sure the republicans cant fight back against that. Theyre going to have to prove they can. If youre a democratic nominee, would you rather run against an entire Republican Congress . Yes. Good question. Thats all we have time for today. Coming up, we have teamed up with facebook to track their top trends. When does clicking online make us complicit with crimes . Us complicit with crimes . Back now with our facebook find of the week. Images burning up the news feeds. From the horrifying. New and gruesome video appearing to show a second american hostage executed. By terrorists from isis. To the scandalous. Photos of some of the biggest stars, jennifer lawrence, kate upton, stolen and posted online. Spanning the globe at warp speed. And sparking a new debate. When is it wrong to watch . Okay, lets take that on now with two columnists thinking hard about theeds questions. David carr just taking his seat from the new york times. Emily basilon from slate. Ill let you take a breath, david. You said you had no interest in watching, especially the execution videos at first, but you did to write about them. And you were struck by how sophisticated they are. Its amazing to me that such a medieval sort of message, which is, we will chop the head off of anyone who gets in our way, can get such traction in a modern media world. If you look at sort of the production values, its almost hd, they have lapel mikes on. Its breathtaking. The thing you want to do is, look away. You dont want just personally, its so revolting. But youve talked to your colleagues in the middle of all this who say, maybe thats not the right thing. I think its important for people to know what were up against in terms of what tactically could happen. And, for my colleagues, you know, its important for them to watch because western journalists are a target. And, the i think americans need to know that there are people out there that not only hate us but are willing to do anything to get our attention. And it creates a difficult choice for all of us in journalism. Perhaps far less is at stake with the hacked celebrity photos. You have written about it. Still disturbing. You suggest that not watching may not be enough. That congress should step in and do something about it. I think there are not enough remedies for people who have become victims of nonconsensual pornography. There are plenty of photos that people have consented to publish. If you have not consented, that is a real privacy violation. Were not valuing the privacy of the people who are victims of these kinds of this kind of exposure enough. What does congress do . Well, congress could make it ease ciier for people who are victims to bring suits and, against particularly websites that get a lot of traffic. Out of promoting these photos knowing that the people who have subjects of them dont want them up there and see it as a violation of privacy. David . I think there are a number of remedies already out there. 11 states have enacted laws against revenge porn. Theres a copyright approach. A privacy approach. The problem, and i think that what emily and others are upset about is very, very real. The intrusion is very significant because once its out there, it will never it will never go away, right . But in general, you cant break part of the internet. Its a web, right . And i was struck, emily. Reddit says every man is responsible for its own soul. Theyre not going to do anything about it. Theyre not going to change their policies at all. Theyre going to put up whatever people want to put up. Though they did pull down the page that was circulating all of the celebrity hack photos. I think a recognition that this is a norm that needs the change. From a place that has felt free to publish all kinds of other images. Its an interesting shift. One worth paying attention to. And one that will continue . Yeah, theres, um i think whats changed about this is the viewer is somewhat implicated in terms of some of the people whose pictures were out there tweeted out and said, i hope youre happy with what youre doing. I think the change in behavior that emily is talking and were back now with the latest on ebola. The outbreak set to explode across africa.
