So if you are heading out, you wont be surprised. Youll know what you can expect. This car slowed down perfectly, gold star for that car. Took it slow right here at lucky drive, northbound 101. And there is a sign, an electronic sign right before this trouble spot, warning people flooding coming, slow down. But we have seen some drivers who appear to hit it too quickly. They appear to be a little surprised by it. And thats why we want to warn you and show you what youre going to be dealing with. It has been raining all night long and it has accumulated. So whoo here comes that wind again. Just as quickly as it goes away, it comes back and hits you in the face and surprises you. Thats where our strongest cell is right now, and thats also an area thats received about 3 inches of rain. The heaviest of the rain has fallen in that area, and thats why were seeing the flooding there. Now, she mentioned the winds. You saw her, what, the hood on her hat or her coat flying around . Well, weve got gusts to 30. We could have gusts up to 60 possible, and thats why i still think the possibility of Power Outages is extremely high. And heres a look at san rafael, where some of the heavy rain is falling right now. Let me show you the rest of the day. The heaviest of the rain is up in the north bay now. Its going to move out of the north bay around 9 00 or 10 00, move through the heart of the bay by noon. It will start moving into the south bay around noon to 2 00, and then it will start to taper around 7 00. And the winds will also start to taper then. So, were going to be back at 9 00, right, with another hour of news. And thats when it could be really moving into the bay area and hitting more of us a lot harder. So make sure you come back then. As we said, the other major weather story this morning is in the west where that big storm is hitting right now. So, lets get it out to rob who is in San Francisco. Hey, rob, good morning. Reporter good morning, dan. California hasnt seen an event like this since 2005. Moisture so deep and thick, we call it an Atmospheric River pointed right at northern california. But the early rounds of the rain is hitting the entire west coast. And to our north in oregon, there are pockets of cold air there that are not mixing well with the rain. Overnight, a powerful pacific storm leaving a blustery and deadly path in the northwest. Turning oregons interstate 5 into a continuous path of destruction with vehicles skidding and crashing across roadways littering them with jackknifed semis. Flipped cars and even buried sheriffs suvs. State police pleading with drivers to stay home tweeting that they cant keep up with the widespread wreckage. Just north in washington state, a similar scene up and down interstate 90. Fatal, multicar collisions shutting down a long stretch of the highway. Farther south, californias biggest concerns, mudslides, high winds, and flash flooding that is already destroying roadways. Makes me a little nervous. Gives me a little anxiety. Reporter abcs Kayna Whitworth in fresno. Look at this. This is the san joaquin river. And its completely flooded out these stairs. Reporter high surf pounding seawalls in the bay area. One woman dead in san ramon after being struck by a falling tree on a golf course. The ground is already saturated and weve got winds that have already gusted over 60 miles an hour, and that will continue today. So, more trees are going to come down. Take a look at the advisories up and down the west coast. Still have the ice storm warning in effect for the Willamette Valley through 4 00 today until the cold air gets scoured out. And then the winds as well. So here you go. Heres the rain. Its snow at the higher elevations. It will become mostly rain as we go through time and drop down as far as colder air by monday. But the next really 12 to 24 hours are going to be crucial. Theres your Atmospheric River. The core of the deep moisture pointed right at northern california. And we could see over a foot of rain and in some of the foothills of the mountains, that will cause some problems so weve already seen some mudslides. Were looking at potential for flooding across sacramento and across napa and some of these watersheds really are going to be swelling including parts of nevada. So, an ongoing issue that well be following quite closely and obviously monitoring and updating throughout the show. Dan and paula, back over to you. Yeah, rob. Hes now facing charges that could carry the weight of the death penalty. And were learning that his gun was confiscated months ago by the fbi but returned shortly thereafter. Abcs eva pilgrim is in ft. Lauderdale with the very latest on the investigation. Eva, good morning to you. Reporter good morning, paula. The fbi says they closed their alaska investigation into the alleged shooter after checking him out, finding no ties to terrorism. But this morning, a lot of questions about what the fbi could have done to prevent this shooting. According to the fbi, the alleged ft. Lauderdale International Airport shooter came to south florida with one purpose. Indications are that he came here to carry out this horrific attack. Reporter in a criminal complaint, santiago told investigators he planned the attack, purchasing a oneway airline ticket. According to the documents filed in federal court saturday, santiago said he shot the first people he encountered firing approximately 10 to 15 rounds aiming at his victims heads. Five killed. Six others shot. Among those killed, Michael Oehme of iowa. He and his wife going on a cruise when the couple was shot. His wife hospitalized. Olga woltering also died. The greatgrandmother from georgia active in her church, she and her husband also going on vacation. Fbi agents says santiagos statements were confirmed by security video in the baggage claim area as well as by witnesses stories and cell phone video. This isnt santiagos First Encounter with the fbi. In november, the fbi confirming he showed up to the anchorage office, his newborn and a gun in his car saying the cia was controlling his mind and wanted him to join isis. He broke no laws when he came into our office. There was currently no indication mr. Santiago was working with any other individuals when he planned and carried out yesterdays attack. Reporter according to the fbi, agents contacted local authorities who took santiago to a Mental Health facility. The fbi taking the gun at the time. On december 8th, the weapon was released to santiago. Reporter this morning, the fbi facing tough questions including from santiagos Family Members. His brother telling abc news the agents should have done more for the 26yearold iraq war veteran. Translator they sent him to the psychiatric center, and that was it. They failed him. No judge had adjudicated him mentally ill so, unfortunately, its this gray zone we have in this country. Reporter the fbi at this time not saying why santiago chose south florida for this shooting. They do say its a multistate investigation. Theyre looking into every place he lived and everywhere he recently traveled. Paula . All right, thank you so much for that reporting this morning. We spent friday afternoon in the oval office for an hour as the president looked back on his legacy. But as you were talking about, these are busy times right now. And we actually sat down just moments after the Intelligence Community released that report concluding that Vladimir Putin ordered the interference in our elections. And one of the things we talked about was how earlier in the day, president elect trump had called all of the focus on russian hacking a political witchhunt. We have seen a lot of commentary lately where there are republicans or pundits, or cable commentators who seem to have more confidence in Vladimir Putin than fellow americans because those fellow americans are democrats. That cannot be. Does that include the president elect . Uh, well, what i will say is that and i said this right after the election we have to remind ourselves were on the same team. Vladimir putin is not on our team. As you see, the president being pretty careful not to call out president elect trump. But he did sound a warning about russias activities across the board. Ramping up their competition with the united states, especially in this area of cyberwarfare. You also explored some personal terrain with the president. He talked about raising his daughters in the white house. We know that malia is going off to college to harvard. But what are his thoughts theyre staying in washington, d. C. , for at least another year because sasha is finishing high school. And really the question i witnessed to ask him was, its so hard to raise kids anywhere. I was wondering if actually being in the white house had been good for those girls. Heres what he said. I can say is they have turned out to be terrific young women. We were concerned mostly about whether they would develop an attitude. Right . Why not . Yeah. And they are, you know, sweet, kind, funny, smart, respectful people, and they treat everybody with respect. Thats not just the biases of a parent. You know, we feel pretty good when we hear about it from friends because they still have sleepovers and they go to other folks houses, and when the parents say, oh, you know, malia, shes just so sweet or sasha helped to pick up the dishes, what is it that youre doing . He also did say the secret service helped enforce his discipline, and the girls didnt always appreciate that you see that corridor there. That is actually the commute right now. Thats the corridor between the residence and the oval office. Just looking at that atmosphere in which hes standing, i cant imagine how you would raise children there without imbuing them with an attitude. Yeah, absolutely, but as he said they seemed to have turned out pretty great. Just quickly, listening to him walking that fine line between criticizing the president elect and not criticizing him, do you think hell be a vocal post president or will he recede into the private sector . I think one of the things youll see here i dont think hell recede anywhere. I thing thats pretty clear. We talked a lot about donald trump. He revealed a little bit more about the phone conversations they have been having over the course of the transition. Both what has impressed him about donald trump and what hes worried about. And he did say very explicitly that Donald Trumps victory has changed what hell do in the days coming out of the white house, especially activity inside the democratic party. I think how vocal hell be will depend on exactly what donald trump does. But i dont think hes going to recede at all. I would love to listen to those phone calls between him and donald trump. We just had another puddleproducer, standing water through emola avenue in napa, heading east at about 45 miles per hour. One moving through north san padro road and san anselmo. The most is toward kent field, greenbrae and larkzboro. Nearly 3 inches so far. And where were seeing flooding in pen grove and pet loomis, the creeks and streams, more heavy downpours are on the way, more flooding and standing water is on the way. And look at this. Its just going to get heavier and heavier as we head from now through about 2 00. So more stream and creek flooding, more debris flows, more hydroplaning, Power Outages, and river flooding its beautiful. Was it a hard place to get to . laughs it wasnt too bad. Welcome back to gma on a sunday morning. Were following the breaking news right thought out of jerusalem. Israeli police say that a truck rammed into a crowd of soldiers. We are now getting reports that there are fatalities. Abcs molly hunter is at the scene in jerusalem and joins us on the phone with what we know right now. Good morning. Reporter good morning, paula. Thats right. Were at the scene of the truck ramming earlier today that police are now calling a terrorist attack. The scene at this point is on complete lockdown. But we can still see that truck. Its still on the scene. Its a mercedes truck with bullet holes in that windshield. We did know now that four people were killed. Three people were trapped underneath the truck when it hopped the curb and ran into a crowd of soldiers. And one person was hit head on. Emergency services are saying at least 15 people have been taken to the hospital after they were loaded into ambulances immediately after. 50 people were treated for shock on the scene. But we know the crowd of soldiers was huge. We think about 100 people at least had just gotten off the bus when Emergency Services say this truck driver happened to be driving by, saw this crowd of soldiers and plowed into them. Now, he describes the actual moment of the attack as mayhem. He says it was incredibly hard moments after the attack after the attack to triage and figure out who was injured and who wasnt because it was such chaos, paula. All right, molly. Noga, you live about a mile away and you were actually on the street when this happened. Can you tell us what you heard and what you saw . Yes, absolutely. Good morning. Initially, i had just walked out of a pharmacy actually and i heard what sounded like a car crash, a crunch, a boom, and then people screaming within seconds. Within a very short period of time, i think also measured in seconds, we started to be swarmed by emergency vehicles. Everything from regular ambulances, to police ambulances, big cars carrying horses for mounted police. I was there for about 45 minutes. You were there for about 45 minutes. You said you couldnt move. You were stuck on the corner. But youre also part of a chastain Whatsapp Group with the local police there and you said you received a notification and that police presence, it was very clear to you early on that this was a terrorist attack. Why . Well, it had all of the signs of a terror attack. It was not, for example, a truck that had attempted to, you know, brake and skidded or something. Its a bright, warm, sunny day. Theres no ice on the ground. And what we found out very quickly within minutes while standing there, actually, initially from people walking by and then from the Police Blotter is that the truck it seemed to be opportunistic to those who saw it first on. The truck saw a group of soldiers getting off the bus, switched directions like swerved, ran directly into them, backed up, and then came back on to them. And thats one of the reasons theres so many wounded, so it seems pretty clear. The police from the very beginning assigned it as an apparent attack and then a terror attack. We want to turn now to a shocking shooting that was all caught on camera. A u. S. State Department Employee wounded in mexico. Look at the video. You can clearly see the gunman taking aim. The bullet piercing the windshield of the car. And abcs Gloria Rivera has more. Reporter a coldblooded murder attempt caught on camera. An unidentified shooter opening fire on a u. S. State Department Employee in guadalajara. Now the suspect of an international manhunt. Many people dont understand the danger that many of our diplomats around the world are in every day. Many countries where our diplomats serve are quite dangerous. Reporter the fbi offering 20,000 to help identify the unknown assailant seen here seemingly stalking his victim. 31yearold Christopher Ashcraft just before the shooting. Mexican police releasing this Surveillance Video on saturday showing ashcraft at a kiosk. But just moments after he walks away, the suspected shooter follows him outside. Police say that same man, seen here making his way through a nearby parking lot, then walked over to this security gate. The suspect is seen waiting for ashcraft to drive up. He pulls a handgun from his pocket, fires a shot through the windshield. Then flees the scene. It clearly was targeted towards this individual. The shooter went to this place with the intent to shoot. Reporter the bullet hitting ashcraft in the shoulder. According to the attorney generals office, ashcraft is in stable condition now and under protection at a local hospital. This is not the first time american officials have been targeted in mexico. In 2010, a consulate employee and her husband were gunned down while driving near the border. And in 2011, an immigration official was killed after being stopped at a fake military checkpoint. Ashcraft is recovering at a local hospital. A mexican official has called this a direct attack. But at this time, authorities do not have a motive. The state Department Says the safety of employees overseas is a top priority. And it is working closely with mexico to track down that shooter. Dan, paula. A wild story. Gloria, thank you very much. We are on for an extended cutin to bring you the latest on this storm thats pounding the bay area right now. Our meteorologist, mike nicco, is tracking the rain. All right, carolyn. Thank you very much. Good morning, everybody. Lets start with live doppler. I have it down to street level, and you can see right there places in kensington, also as you head up right at university avenue, highway 24, head through the caldecott on the other side towards arenda where were seeing some of the heavier downpours. Right now a little bit of a lull. This has been the case this morning. As i zoom out here, you can see there are some actual areas where its not raining very heavily, but right next to that, youll have a place like here on roadside, where you can see 280 and 84 come together there, quail meadow drive. Were having ponding on the roadways right now. And even though most of the south bays not getting very heavy, but weve got these isolated areas right here, downtown san jose, and then as you head over towards the East Foothills and you can see right there near capital avenue were having some of the heavier downpours right there. So theres some ponding on the roadways. Weve had mudslides and rockslides overnight in the santa cruz mountains. Here you are at the summit, Lexington Hills there, the summit on 17, ponding on the roadways, possible some rocks falling down some of the hills right there. Lets head up to the north, or almost to the north bay, how about here . Going through the east bay hills and heading over towards highway 4 and eventually up towards martinez, right across the San Pablo Dam road, we are going to have some standing water there and hydroplaning likely. The heaviest rains been falling across the north bay, but right now its not as heavy or widespread, as you look at the oranges and reds being smaller, heading up towards petaluma and stoney point road and pen grove. If youre on 101 or heading on 116, that area, youve got to have standing water on the roaner park expressway. Let me show you what else is going on. Sorry i went to black there for a second. This is a look downstream, to the lower lefthand side of your screen. Theres more rain on the way. So its coming in waves. Its not going to be as steady as what you would probably be thinking or led to believe, so you may have a lull right now. Then it comes in, it hits hard, ponding, flooding, goes away, comes through. Theres going to be several rounds of this. All right, let me go through the warnings now. Flood advisory, small stream and urban flood advisory until 9 30. Thats because were having so much ponding on the roadways. We have flood warnings for santa rosa all the way down to sears point and pen grove and petaluma, so you need to take action now if you live near the sonoma creek or some of the creeks around pen grove and petaluma. We have a flood advisory near hopland, the Russian River flooding its banks right now, so watch out for that. Also a little flooding of the Guadalupe River this afternoon through the evening hours near the almaden expressway all the way down, you saw there, to about 85. All right, so, lets talk about the storm scale. Its still a 4. Even though its not raining continuously in your neighborhoods, when it comes in now through 4 00, it will come in heavy and with powerful winds. Its going cause more flooding and more wind damage. And this is the way its going to happen. 8 00 to 9 00, notice, yeah, the yellows, the oranges, even the reds start to expand, move into the heart of the bay, at 10 00 moving into the south bay and look for the reds to overtake the entire santa cruz mountains. Thats where were while it becomes a little more scattered across the north bay. Noon were still looking at the cold front pushing the heaviest rain inland east bay, in the south bay. By 1 00 it starts to let up a little bit and then it becomes more scattered and lighter in nature with just brief pushes of yellows and oranges and moderates. When you saw those reds some of that could also be a thunderstorm which means even more intense rain. Remember, rushing water, turn around, dont drown, six inches will knock adults down, 6 inches will carry away a small car. Burned orange above 1500 feet we do have 60 mile per hour gusts, more downed trees, more power lines, we have already had both, we have already had a fatality from a tree coming down when it wasnt raining. People were out walking, tree came down, unfortunately today the ladys life. Stream and creek flooding, we will have more of it,
