The green light i want it and sweet 16. The dream is about to be coming reality for south carolina. South carolina stunning duke sending them home with an amazing rally overnight. Michigan crashing the party. Knocking off a powerhouse. And why the heartbreak of this crying northwestern fan is going viral this morning. The green light i want it and good morning, america. Happy first day of spring. Doesnt feel like it out there at all. Look at everybody outside. Still cold here in new york. But it has begun a little at 6 28 or 6 29. I just want it to be warm. I dont care when it starts. You know what though, dont we all feel bad for that poor northwestern fan, so upset at the loss there. But it is kind of like, well, basically the opposite right there. North carolina i did feel bad for him until he swore. I was trying to move on but that then that happened. Basketball is serious business. South carolina are celebrating. What an amazing win overnight. I love this look at campus right there. Erupting in cheers after they took down duke. For every crying, cursing child there is somebody smiling on the other end and the universitys president was, he was so excited but not as excited at the students but not so excited to cancel classes and tweeted sorry to disappoint but classes not canceled. Arent they optional . They were for me. You had a fun night. No comment. You guys were perfect students. Lets take a live look at the capital. High drama in congress. Two public showdowns with president Trumps Supreme Court nominee facing his first confirmation hearings in the senate. The fbi director james comey set to testify before the House Intelligence Committee about russia, meddling in the election and President Trumps explosive wiretapping allegations. Our senior justice correspondent Pierre Thomas starts us off in washington with all of that. Good morning, pierre. Reporter good morning, amy. In just a little while fbi director james comey is due here on capitol hill. And one of the most anticipated hearings in recent memory. A day that could poison his relationship with the white house. Director comey, have you seen any evidence that president Obama Wiretapped reporter after two weeks of refusing to comment fbi director james comey is expected to say publicly what hes been telling top congressional leaders privately that the wiretapping of trump tower by president obama did not happen. It creates the impression the fbi did something illegal and after the Justice Department gave a classified briefing on capitol hill friday, even members of trumps own party said there was no evidence to support his claims. Was there a physical wiretap of trump tower. No, but there never was and information we got on tri continues to lead us in that direction. Any evidence that he ordered an illegal wiretap of President Trump. No. I havent. Reporter calling for trump to apologize. It never hurts to say youre sorry. You think the president should say hes sorry. I think so. Reporter that may be unlikely. On friday in a press President Trump didnt back down. As far as wiretapping, i guess by, you know, this past administration, at least we have something in common perhaps. Reporter trump referencing the obama administrations reported tapping of merkels phone. As for comey, todays hearing marks another Pivotal Moment for one of the most powerful and controversial fbi directors in recent history. Comey, of course, a man who Many Democrats blame for hurting Hillary Clintons chances for the presidency with his closing and then reopening of the investigation into her use of a private email server just days before the election. And the wild card no one knows how trump will react to a high ranking official in his own administration saying he was wrong. George. Okay, pierre, thanks very much. More from our chief White House Correspondent jon karl. Our Congressional Correspondent mary bruce and, jon, let me begin with you. Pierre is right. We dont know exactly how President Trump is going to respond but he is up early this morning giving some clues. Reporter yeah, absolutely. What the white house will do on this, what the president will do, george, is deflect. Take away from the story on the wiretapping and look at other angles. Weve seen three tweets this morning and this shows you what the president is thinking on this, the first, he says, James Clapper and others stated there was no evidence that potus colluded with russia. The story is fake news and everyone knows it. Heres the point on that. The fbi as far as we understand produced no evidence there was any collusion between the Trump Campaign and russians. The president will focus on that, not the fact that theres no evidence on wiretap. He wants to focus on that and leaks as well and change the subject but is the white house really going to be able to hold that ground of not backing down from the statement after the fbi director says publicly its just false . Reporter george, i see absolutely no indication that the president will admit he was wrong on this or let alone apologize to president obama. I see no evidence they will back down. They will try to move away, deflect, look at other aspects of the story but i dont see any chance that this president says i was wrong. And mary bruce, there are other aspects to the story. The committee hoping to get into that as well. Reporter lawmakers, george, are looking here to lay out in public how russia interfered and meddled in the election. Now, as jon mentions there is no smoking gun to suggest that the trump team colluded with russia. Thats not going to stop democrats from digging further and look for any potential ties or links between the trump team and russia. And republicans are looking to shift it to the leaks and argue those are the real crimes here. On another front that battle over health care. Speaker of the house paul ryan suggesting more changes may be coming to the bill as he tries to get a vote on this thursday. Reporter yeah, the speaker realizes in order to get it through they have to make changes now. Theyre looking to boost some of the benefits for older american, also possibly making changes to the medicaid provisions but the concern here, george, any changes that you make to satisfy the opposition in the house may actually make it harder for this bill to get through over in the senate. Meantime, jon, the white house not so concerned about the senate right now because they know what the cost of a loss in the house would mean this week. Reporter one step at a time, george. Thats what the legislative affairs team at the white house is saying. They think they can get a victory in the house. They know it will be a very hard fought victory but if they lose in the house the senate is irrelevant. All of the focus passing that big test and acknowledge they dont know what happens next if they can get it through the senate they dont know where the votes are but believe the president has to prevail, therefore, he will. Thanks very much. Confirmation hearings for neal gorsuch getting under way on capitol hill this morning and terry moran who covered Supreme Court confirmation hearings for more than two decades is there and theres been a sevenweek buildup to these hearings. What can we expect . Reporter good morning. I will tell you what you can expect in a hyper partisan washington, high intensity and hard fought but in some ways the most shocking thing about it is how normal its going to be. This is probably the smoothest operation the Trump Presidency has launched, his nomination. Hes an establish many conservative, he has come through harvard and oxford and the Bush Administration and while democrats are going to press him very hard on flash point issues like President Trumps attacks on the judiciary and on the immigration ban, what will really happen in there i think is a very typical Supreme Court hearing especially given that the chairman of the committee senator grassley and the ranking democrats senator feinstein two of the most senior senators are old school and keep a lid on things in there. Terry, the Supreme Court has been down a justice for more than a year since the passing of Justice Scalia and the balance of the court is at stake. He is a conservative replacing a conservative but really what in this is kind of a dry run for both sides, for the next retirement that they anticipate, perhaps justice kennedy, perhaps justice ginsburg, we never know, of course, and that would be the real war for the Supreme Court. This is important but i think theyll keep their powder dry until the next one comes along. Terry moran, thank you. George. We go overseas for the latest on the Nuclear Threat from north korea. The regime announced this weekend it is testing a new engine that could fuel a Nuclear Missile and that drew a sharp response from President Trump on sunday. That meeting on north korea hes acting very, very badly. I will tell you hes acting very badly. Reporter more from Martha Raddatz in washington. These comments from the president come after secretary of state Rex Tillerson raised the possibility of a military strike against north korea during his trip to asia last week. Reporter tillerson said the Trump Administration has not ruled out a preemptive strike against north korea, which means they could try to take out a missile before it leaves the launchpad or disrupt a nuclear test. But despite strong words and warnings from the Trump Administration, or perhaps because of them, the provocations from north korea are going ahead full steam. This latest test of that rocket engine shows significant progress towards building more powerful longrange missiles. North korea trying to perfect a missile capable of reaching the United States with a nuclear warhead. This latest test coming just hours before secretary tillerson met with chinese president ji and seeming to test the red line that tillerson and President Trump have drawn, george. China could be a key partner in taking on the threat and appears that the chinese leader and secretary of state tillerson found some Common Ground over the weekend. Yeah, as you know, george, with diplomacy what is said in public is often very different than what is said in private. The chinese want to maintain a Good Relationship with north korea and they strongly object to the kind of Missile Defense system that the u. S. May deploy if north korea keeps this up, george. Okay, Martha Raddatz, thanks very much. To michael. All right, thank you. Turning now to that record heat in new fire concerns that the dangerous wildfire tears through colorado forcing hundreds of people to evacuate. Clayton sandell on the scene in boulder, colorado and good morning to you, clayton. Reporter you can see police still have the streets shut down here because right now its just too dangerous to let anybody back in. The wildfire in the area of Sunshine Canyon drive and timber trail. Reporter theyre working to stop a wildfire. It really is very thick and even through the mask i can smell it. Reporter the flames torching the steep Rocky Mountain foothills west of boulder, colorado. A lot of the fire perimeter is very remote and its going to be difficult to try to get water up there. Reporter hundreds of firefighters are battling the blaze getting help from the air, planes dropping fire retardant and helicopters using waters from nearby lakes. 426 homes were evacuated when the flames began spreading early sunday. People living in another 836 homes told to be ready to go. Ive been just hanging out and wondering if were going to lose our neighborhood or not and so far the firefighters have been amazing and the volunteers and so we owe a lot of gratitude. Reporter investigators now trying to find out how this fire started. Weve been able to rule out things like lightning strikes or weather reeled, downed power line, things like that. That causes us to speculate that its human caused. Manmade. Reporter right now this fire is at 50 containment as long as that number continues to go up these road blocks will come down and hopefully people will be able to go home soon. Michael. Thank you. Lets go to ginger with more on the fire dangers and record heat. More record will be records will be broken or tied. I want to show you images out of boulder. Unfortunately could happen again. There you see the House Intelligence Committee where in a few minutes fbi director james comey will present his finding on how russia interfered in our president ial election casting a shadow over the days of the President Trump presidency and became explosive 16 days ago when President Trump accused president obama of spying on him during the 2016 election. There you see one, just found out that obama had tapped my wires. How low is president obama going to tap my phones . This is nixon watergate bad or sick guy. It has been denied and debunked by president obama and president and former intelligence officials and the fbi director who asked the Justice Department to refute the president. They refused. That extraordinary rebuke of the sitting president expected in this forum as the ranking democrat on the Intelligence Committee wraps up his Opening Statement right now. Our jon karl, president back on twitter, all signs hes not going to back down . Reporter hes not backing down although in a series of tweets he directed attention away from the wiretapping allegation to other issues for instance take a look at this tweet. The real story that congress, the fbi and all others should be looking into is the leaking of classified information. Must find leaker now. In other tweets he points out the lack of evidence that has been provided that there was any collusion between the Trump Campaign and the russians. In other words, trying to focus on issues besides wiretapping. I want to draw attention to what was said at the beginning of the hearing. He said while there was no physical wiretap of trump tower, thats what trump said there was, while there was no physical wiretapping of trump tower, there may have been other surveillance of trump and his associates. Other surveillance methods. Thats from the republican chairman of this committee. Fbi director will be asked about that in a few minutes. Mike rogers who is the head of the National Security agency expected to testify today as well. Theyre going to get into questions at this hearing, the scope of russias interference on the election. There is adam schiff. Also the questions raised by the president on these leaks of information concerning general flynn, also possibly collusion between the Trump Campaign and the russians. Some circumstantial evidence was raised by adam schiff. He is wrapping up now and after that, we expect the fbi director to be sworn in. It would be a tremendous Public Service and one that is very much in the national interest. So let us try. I thank you mr. Chairman and i yield back. Gentleman yields back. Admiral rogers youre recognized for five minutes. Thank you sir. Members of the committee, thank you for the opportunity to appear before you today on behalf of the men and woman of the National Security agency. Im honored to appear besides my teammate director comey to discuss russias activities regarding the 2016 u. S. Election. I want to assure the committee my team is doing its best to fulfill the requests of this committee to support your Ongoing Investigation into this subject. Over the past weeks nsa has been working closely to provide you the information you require for your investigation and i we will continue to do so. When we met in january, we discussed the classified version of the january Intelligence Committees assessment on assessing russian activities in the u. S. Election. More than two months after we issued the assessment we stand by it as issued. No change on the assessment. Of course the specifics of assessment need to remain classified to protect sensitive sources and methods. Today i will limit my discussion to information in public domain, that of the publically released Intelligence Committee assessment. I hope you understand there are some issues i cannot discuss at open session. Nor will i be able to provide specifics in some areas. As the committee fully knows the Intelligence Community has a longstanding policy of not discussing surveillance targeting information in particular cases. As to do so would open the door to compel further disclosures and litigation or the release of classified information. All of which would be harmful to our National Security. Like the committee, we are also greatly concerned about leaks of classified information. As they can reveal the sources and methods we ploy to provide and generate advantage for our nation while protecting its citizens and interest and their privacy. I also want to assure the committee we take very seriously that obligation to protect u. S. Persons privacy. Supplies to all stages of production of foreign intelligence but i would like to emphasize one area in particular. The dissemination of u. S. Person information. We at nsa have strict procedures in place to make sure that our reporting and the contents of our reporting are disseminated only to those that have strict need to know for valid purposes which means in support of the development of Foreign Policy and to protect National Security. I do want to specifically mention that among the collection and authorities that we have to target foreign actors and foreign spaces fisa section 702 and executive order 12333 have been trumtle in our ability and others in gathering the significant facts in this election cycle. It would be difficult to overstate the breadth and scale of cyber activity occurring today. Our adversaries including nation states have not rested in trying to penetrate government systems, steal our private industries property and make even greater strides towards the development and achievement of cyberattack capabilities. We have a hard working and dedicated team at nsa that works every day to generate insights on activity and thwart its effectiveness. Cyber defense is a team sport and one of nsas strongest partners in this effort is director comeys team at the fbi and im glad to describe here how we are working together to help protect the nation and our allies to include providing a better understanding of russian intentions and capabilities. In light of the assessment and findings i welcome your investigation into russian activities targeting the previous u. S. Elections. Nsa continues to employ analytic standards, applying them in every aspect of our intelligence reports. Our analysts have proven to be reliable and thorough in their technical efforts to providing our policy makers and war fighters with ammunition to make informed decisions to protect our nations freedom and ensure the safety of its citizens. They are diligently continue to monitor for reflections of russia targeting and those of our friends and allies around the world to share that information with our ic colleagues and foreign counterparts and produce inbiased, unprejudiced and timely reporting of significant facts in their entirety and look forward to your questions. Thank you, sir. Thank you. Director comey youre recognized for five minutes. Many chairman, members of the committee, thank you for including me in todays hearing. Im honored to be representing the people of the fbi. I hope we have shown you through our actions and our words how much we at the fbi value your oversight of our work and how much we respect your responsibility to investigate those important to the American People. Thank you for showing both are being taken very seriously. As you know, our practice is not to confirm the existence of Ongoing Investigations. Especially those investigations that involve classified matters. But in unusual circumstances where it is in the public interest, it may be appropriate to do so. As Justice Department policies recognize. This is one of those circumstances. I have been authorized by the department of justice to confirm that the fbi as part of our Counter Intelligence mission is investigating the russian governments efforts to interfere in the 2016 president ial election. And that includes investigating the nature of any links between individuals associated with the Trump Campaign and the russian government and whether there was any coordination between the campaign and russias efforts. As with any counterintelligence investigation this will include an assessment of whether any crimes were committed. Because it is an open Ongoing Investigation and is classified, i cannot say more about what we are doing and whose conduct we are examining. At the request of congressional leaders we have taken the extraordinary step in coordination with the department of justice of briefing this congress as leaders including the leaders of this committee in a classified setting in detail about the investigation. But i cant go into those details here. I know that is extremely frustrating to some folks but it is the way it has to be. For reasons that i hope you and the American People can understand. The fbi is very careful in how we handle information about our cases and about the people we are investigating. We are also very careful about the way we handle information that may be of interest to our foreign adversaries. Both of those interests are at issue in a counterintelligence investigation. Please dont draw any conclusions from the fact that i may not be able to comment on certain topics. I know speculating is part of human nature but it isnt fair to draw conclusions because i say that i cant comment. Some folks may want to make comparisons to past instances where the department of justice and the fbi have spoken about the details of some investigations. But please keep in mind that those involve the details of completed investigations. Our ability to share details with the congress and the American People is limited when those investigations are still open which i hope makes sense. We need to protect peoples privacy. We need to make sure we dont give other people clues as to where were going. We need to make sure that we dont give information to our foreign adversaries about what we know or dont know. We just cannot do our work well or fairly if we Start Talking about it while were doing it. So we will try very, very hard to avoid that as we always do. This work is very complex and there is no way for me to give you a timetable as to when it will be done. We approach this work in an open minded, independent way and our expert investigators will conclude that work as quickly as they can but will always do it well no matter how long that takes. I can promise you we will follow the facts wherever they lead. And i want to under score something my friend said, leaks of classified information are serious, serious federal crimes for a reason. They should be investigated and where possible prosecuted in a way that reflects that seriousness so people understand it simply cannot be tolerated and look forward to taking your questions. Thank you director comey. I first want to go to you. On january 6th, 2017 the Intelligence Committee assessment assessing russian activities and intentions in recent u. S. Elections stated that the types of systems russian actors targeted or compromised were not involved in vote tallying. So my question as of today admiral rogers, do you have any evidence that russia cyber actors changed vote tallies in the state of michigan . No, i do not but i would highlight were a foreign intelligence investigation. It would be fair to say were probably not the best organization to provide a complete answer. How about the state of pennsylvania . No, sir. The state of wisconsin . No, sir. State of florida . No, sir. State of North Carolina . No, sir. State of ohio . No, sir. So you have no intelligence that suggests or evidence that suggests any votes were changed . Nothing generated by the National Security agency, sir. Director comey, do you have any evidence at the fbi that any votes were changed in the states i mentioned . No. Thank you. Admiral rogers, i know that theres a leak of information regarding director clapper and former secretary of defense carter, were looking at relieving you of your duty. Are you aware of those stories . Is. Im aware of media reporting to that. Those stories were leaked as soon as you had visited with president elect trump is that correct . Yes, sir. I was asked if i would be prepared to interview with the Trump Administration for a position which i did. Did the leak of that information at all impact your ability and your assessment that you did for the assessment on january 6 . No, sir. If i spent time worrying about unsourced media reporting i would never get any work done. Director comey i remain concerned about the leaks that you just referenced in your testimony. Just for the record though, i want to get this on the record, does the unauthorized disclosure of classified information to the press violate a section of the espionage act that accessing handling or transmitting National Defense information . Yes. Would an unauthorized disclosure of fisa derived information to the press violate a section of the act that vlizes disclosure of information concerning the communication and intelligence activities of the United States . Yes. In addition to being a breach of our trust with the fisa court that oversees our use of the authorities. At this time i yield to the chair of the nsa cyber committee. Thank you mr. Chairman. I would like to director my questions first and foremost to admiral rogers to convey my thanks to the many men and women for their dedication at the nsa for keeping our country safe as well as i want to talk about the recent media stories that may have led to confusion in the public about what the nsa is and is not legally collecting in the safe guards the nsa has put into place to protect personal data. So i would like to clarify as the chairman of the subcommittee on the nsa, got to meet your deputy admiral last week out at the nsa and we spoke of some of these things. And what we can talk about today publicly if you can go into it, if you cant, you cant but i think this is important for the people in the room and listening outside understand. Is it true the nsa would need a court order based on probable cause to conduct electronic surveillance on a u. S. Person inside the United States . Yes, sir. And just to be clear, the section of the fisa that is expiring later this year, thats 702 which well talk about a little bit, cannot be used to target u. S. Persons or persons in the United States is that correct . Yes, sir. Section 702 focuses on nine u. S. Persons outside the United States primarily correct . Yes, sir. Do you believe that the section 702 is important and valuable for u. S. National security . Yes, sir. So its safe to say without having this tool, it would be a threat to our National Security . It would significantly impact my ability to generate the insights i believe this nation needs. In the media theres a lot of reporting about something wall called incidental collection. Can you talk about that . Yes, sir. Incidental collection is when we are targeting a valid foreign target for example in the course of that targeting we either get a reference to a u. S. Person or a person appears as part of the conversation. And what do you do when Something Like that happens if theres a u. S. Person part of an incidental collection . What kind of safe guards are put in place . It depends specifically on the Legal Authority were using to execute the collection but in broad terms realizing it varies by the specific authority were using to conduct the collection. You step back and ask ourselves first are we dealing with u. S. Person here, is there something we didnt expect to encounter that we now encountered. Well ask what leads us to believe that it is a u. S. Person if we come to that conclusion and ask ourselves are we listening to criminal activity, seeing imminent threat or danger or just receiving something that has nothing to do with any of our invalid Collection Authority and then take a series of actions and some case just purge the collect. Make no reporting on it. Not retain the data. It has no intelligence value and wasnt the purpose of what we were doing. In some cases, if we believe that there is intelligence valuable for example whether its a reference to a u. S. Person, in our reporting then we will mask the identity of the individual, use a phrase like u. S. Person one or u. S. Person two. I would remind everyone that for our purposes, u. S. Person is defined very broadly. That is not just a u. S. Citizen. That is a u. S. Corporation, that is a shipper, aircraft that is registered in the United States, an internet protocol address so its not a particular individual if that makes sense. The term for us is broader because its designed to ensure our protection of u. S. Persons. The procedures and protections you talked about are required and approved by the fisa court is that correct . Yes, sir. And the attorney general. You mentioned in your Opening Statement that for that kind of information to be disseminated outside of your agency in the nsa, that that dissemination would be strictly on a need to know basis is that correct . We use two criteria. Is there a need to know and the course of the person or group asking for the identification, is there a valid need to know in the course of the execution their official duties. Like who would that be . It could be another element with the Intelligence Community or another within nsa. It could be a military customer. For example, reading some of our reporting. It could be a policy maker. I apologize. There was one other point i wanted to make but lost the thought. Im sorry. Ill try to make lets get back to masking. You spoke about masking and trying to keep a u. S. Persons identity concealed. And when it is disseminated you we often talk about in the Intelligence Community about the exceptions to if how you unmask them. What would be exceptions to that masking be before its disseminated . We use two criteria, the need to know and the person requesting us and the execution of the official duties and the second part is is the identification necessary to truly understand the context of the intelligence value that the report is designed to generate. Those are the two we use. Is that identity of a u. S. Person communicating with a foreign target, is that ordinarily disseminated in a mask or unmasked form . Normally disseminated if we make the decision theres intelligence valuable and were going to report on it, it is normally disseminated in a masked form. Again as i said we use a referenced u. S. Person one and two. I would highlight if you look at the total breadth of our reporting involving u. S. Persons is an incredibly small subset of our total reporting. Who normally would make the decision to unmask . 20 individuals including myself who i have delegated this authority to. And does the level of approval change depending on the reason for unmasking if it was something or somebody say really important, would that matter or could it be not necessarily designated in writing but certainly by custom and tradition requests will be pushed up to the senior most of the 20 individuals. Request will be pushed to my level saying we want to make sure youre comfortable with this. 20 people. You know, what procedures or safe guards are put in place to make sure that those 20 people are not unmasking wrongly . They retrieve specific training, specific controls put in place in terms of ability to disseminate information out of the database associated with the u. S. Person. Lets run through the exceptions quickly through a following hypothetical. The nsa collects a communication where a target under surveillance is talking to a u. S. Person. How would the nsa determine whether disseminating the u. S. Person information is necessary to understanding the foreign intelligence or assess its importance . Try to understand the nature of the conversation. Is this something that involves intelligence or National Security implication for the United States or just very normal reasonable conversations in which case we have no desire to have any awareness of it. Its not applicable to our mission. Normally were purge the data. Well ask ourselves is there criminal activity involved, is there threat, potential threat or harm to u. S. Individuals being discussed in the conversation for example. If there was criminal activity what would you do then . When we disseminate if theres criminal activity we disseminate the information and if the fbi is on the reporting stream in some cases, i also will generate a signed letter under my signature and specific cases to the department of justice highlighting that what we think we have is potential criminal activity but because we are not a Law Enforcement or Justice Organization were not at a place to make that determination. Based on that again hypothetically if the nsa obtained the communication of general flynn while he was communicating with the surveillance target legally would you please explain how general flynns identity could be unmasked based on the exceptions we discussed . Im not going to discuss even hypotheticals about individuals. Im sorry. If i could make reference to a Washington Post article that i have here from february 9th which states let me say what it is and ask if you read it or if you have seen it. Which states National Security under Michael Flynn privately discussed u. S. Sanctions against russia with the countrys ambassador to the United States during the month before President Trump took office contrary to public assertions by Trump Officials current and former u. S. Officials said the article goes on to say that nine current or former officials who were in senior positions in multiple agencies at the time of the call spoke under the condition of unanimity to discuss intelligence matters. Did you read it . I apologize sir. An article that references not a particular individual doesnt ring a bell. Ive seen plenty of media reporting but im not going to comment on specifics. Just basically under the breadth of that article when we hear that nine former current or current officials had spoken to the press under the condition of unanimity and we heard director comey and the chairman speak of this as a potential crime, a serious crime under the espionage act, assuming if this article is accurate, who would have the who would be in a position to request the unmasking of general flynns identity . Would that be you . I would have the authority to do that. Who else would . The 19 other individuals. Would that include director comey . Im talking about in the nsa alone. In the National Security agency. Nsa reporting. But would director comey be able to request that . Yes. And the attorney general and director clapper, are those people on this list . Again im not going to in general yes. Generally speaking not with regards to specifics. Im not going to talk about the specifics of an individual or hypothetical scenarios. If what were talking about is a serious crime as has been alleged, in your opinion, would leaking of a u. S. Person who has been unmasked and disseminated by Intelligence Community officials, would that leaking to the press hurt or help our ability to conduct National Security . Hurt. And matters . If it hurts, this leak which through the 702 tool which we all agree is vital or you and i at least agree to that, do you think that that leak actually threatens our National Security . If its a crime and if its unveiling a masked person and this tool is so important it could potentially jeopardize this tool when we have to try to reauthorize it in a few months if this is used against the ability of us to reauthorize this tool and we cant get it done because whoever did this leak or these nine people that did this leak creates such a stir whether it be in our legislative process or whatever, that they dont feel confident that a u. S. Person under the 702 program can be masked successfully and not leaked to the press, doesnt that hurt, that leak hurt our National Security . Yes, sir. Can you think of any reason why somebody would want to leak the identity of a masked person . No, sir. I mean, i have raised this directly with my own work force over the last few months to remind everyone the ethics of our profession, not just the legal requirement as intelligence professionals as we do not engage in this activity and i remind if i become aware of any such conduct there is no place for you on this team. Its unacceptable to citizens of the nation. As we move forward, obviously i think where youre speaking of is the sacred trust the Intelligence Community has with the American People and with the people representing them here. And i think its vital for those who break that sacred trust, if they are not held accountable whether its by the nsa internally or by the fbi through conviction or investigation prosecution and conviction through the attorney generals office, of that crime, it is very difficult for us to be able to keep that sacred trust to know what were doing is valid and what were doing has no never far rouse motivations and us to be able to keep america safe without violating the constitutional protections that we all enjoy. Mr. Chairman im not sure how much more time i have left. Congressman can i make one comment . It comes to my mind based on your question. I want to remind everyone in general fisa collection on targets in the United States has nothing to do with 702. Just want to make sure were not confusing the two things here. 702 is collection oversees against nonu. S. Persons. Right and what were talking about here is incidentally if a u. S. Person is talking to a foreign person that were listening to whether or not that person is unmasked i just want to make sure we understand the context. And whether or not somebody in the Intelligence Community that we put the trust in is going to leak that information to the press for whatever reason and im not even going to get into the gratuitous, what that reason may be but its really going to hurt the people on this committee and you all on the Intelligence Community, when we try to retain this tool this year and trying to convince some of our colleagues this is really important for National Security, when somebody in the Intelligence Community says you know what, the hell with it im going to release this persons name because im going to get something out of it, were all going to be hurt by that if we cant reauthorize this tool. Do you agree with that . Yes, sir. Mr. Chairman do i have time to talk about the letter . The committee sent to you on march 15th a letter to admiral rogers and to director comey. Have you had a chance to look at the letter . Yes, sir. In fact i have given you a reply on the 17th. Real quickly. Can you give us a sense of how many unmasked u. S. Persons identities were disseminated by the nsa from june 2016 to june 2017. No, sir. As i have indicated were in the process of compiling that information. I will provide it to the committee. Until that work is done im not going to comment. Can you tell us whether any involved u. S. People relating to president ial candidates donald trump or Hillary Clinton and their associates in 2016. I wont answer until i complete the research. Assuming they unmasked u. S. Persons relating to the trump or clinton campaigns would that have been a reason for such unmasking . I apologize. I dont truly understand the question. Let me just move on to the next one. Along those lines if the nsa had wanted to disseminate unmasked u. S. Persons information related to either the president ial campaign who in the nsa have approved . Again one of the 20. And i provided that in my initial response to the committee. I outlined the procedures and the specific 20 individuals. Thank you admiral. I appreciate your answers. I look forward to working with you on the subcommittee moving forward and mr. Chairman i yield back. Mr. Gaudi is recognized. We will begin this line of questioning and finish at the next round. Fisa and other similar related counterterrorism programs have been described as vital, krit cal and indisintensable to National Security and many believe fisa and similar counterterrorism programs prevent terrorist attacks and save american lives. But fisa and other surveillance programs are intentionally designed to preserve the privacy of u. S. Citizens. They are intentionally designed to ensure the information is collected and used only for legitimate National Security and criminal investigative purposes. There are statutory safe guards, there are warrants based on probable cause. There is a fisa court that is involved. There are audits on the back end and we think so highly of this material, it is a felony punishable by up to ten years in federal prison to unlawfully disseminate it. All of this was done to make sure this information gathered remains protected as it relates to u. S. Citizens. The way i view it director comey, the American People have an agreement with their government. We are going to give you the tools to keep us safe even if it india infringes on our privacy. And government in return promises to safeguard the privacy of u. S. Citizens and when that deal is broken, it jeopardizes American Trust in the surveillance program. So let me ask you do you agree fisa is critical to our National Security . I do. Do you agree as the questions committee, big headlines so far from the fbi director confirming the fbi is investigating a russian interference in our Election Campaign and contacts and links between those efforts and the Trump Campaign or associates and the possibility of any coordination. He wouldnt go beyond that saying this is an open investigation. Lets go to Pierre Thomas. He is expected to be questioned on these tweets by President Trump but so far the big headline that open investigation. He says that ewith ear going to follow the facts wherever they lead. Reporter thats an extraordinary headline. It means that People Associated with the president of the United States are now under investigation by the fbi potentially and he said that the fbi would pursue this independently and you see now the extraordinary power the fbi has even within the executive branch to pursue these kind of investigations without interference george. Jon karl, a lot of attention on that issue raised by President Trump. These leaks particularly the ones that unmasked his former National Security adviser Michael Flynn. Reporter the republicans that we have heard from are very much following the line of inquiry that the white house would like to see which is outrage over the leaks, leaks that the white house sees as simply illegal and harmful to the president. We go back to our regular programming. More on the hearings on Good Morning America and you can follow the hearings all day long on abcnews. Com and a wrap up on world news with david muir. Announcer this has been a special report from abc news. And tonights the night. Dancing with the stars is back and weve got a former champ with the behindthescenes scoop. It is the final rehearsal for dancing with the stars. I remember how nervous i was. Hell show you exactly how theyre doing from the big bet one contestant has already made to the tough talk about mr. T. s training. Train hard, fool. Your sneak peek at tonights dazzling dance showdown. All good morning, america. [ cheers and applause ] and good morning, america. Happy monday. [ cheers and applause ] we have sara haines here filling in for lara. Hence, the flowers, of course. Yes. We always have rose petals as you walk. And as you know, what makes a great first day of spring more than having Joe Manganiello here. [ cheers and applause ] announcer this is an abc news special report. Now reporting george stephanopoulos. We want to go straight to the House Committee hearing where comey is asked about trumps tweets accusing president obama of wiretapping him. The answer is the same for the department of justice and all its components. The department has no information that supports those tweets. The president accused mr. Obama and the fbi of engaging in mccarthyism. As you understand the term mccarthyism do you think president obama or the fbi was engaged in such conduct. Im not going to try and characterize the tweets themselves. All i can tell you is we have no information that supports them. Were you engaged in mccart mccarthyism . I try not to engage in any isms of any kind including mccarthyism. The president stated is it legal for a sitting president to be wiretapping a race for president prior to an election. Turned down by a court earlier, a new low, unquote. Director comey can you answer the president s question, would it be legal for president obama to have ordered a wiretap of donald trump . Im not going to characterize or respond to the tweets. I can tell you in general as admiral rogers and as were saying there is a statutory framework under which courts grant permission in a criminal or National Security case based on a showing of probable cause carefully overseeing its a rigorous rigorous process that involves all three branches of government and one we lived with since the late 1970s. So no individual in the United States can direct electronic surveillance of anyone. It has to go through an application process, ask a judge. The judge makes the order. So president obama could not unilaterally order a wiretap of anyone . No president could. Mr. Trump also asserted in that tweet that he was that the application or the president s order was turned down by a court. Was there any request made by the fbi or Justice Department to wiretap donald trump turned down by a court . Its a subject i cant comment one way or another. Please dont intercept that other than i cant talk about anything that relates to the fisa process in an open setting. The president stated i bet a good lawyer could make a great case out of the fact that president obama was tapping my phones in october prior to the election. Youre a good lawyer. Can you make out a great case that president Obama Wiretapped mr. Trumps phones just prior to the election in light of the fact you have said theres no evidence of that . All i can say is what i said before, we dont have any information that supports those tweets. Well, in my view you would not be a great but very unethical lawyer to make up such a case. The president said how low has president obama gone to tap my phones during the sacred election process. This is nixon watergate, bad or sick guy. The president has compared mr. Obama to nixon and purported wiretap of trump phones as another watergate. What was the offense by nixon and his operatives during watergate . A lot of people maybe too young to understand what watergate was about. What was that offense . As i recall it, and i was a kid but have studied it in school. It was an abusive power including breakins, unlawful wiretaps, obstruction of justice, sort of the cycle of criminal conduct. It was a breakin of the democratic headquarters by operatives of the president . Thats how it began is my understanding. And also involved a coverup by the president . Yes. As i said. Now here i think you have said theres been no evidence of an illegal wiretap by president obama is that right . Ive said the fbi and the department of justice have no information to support those tweets. But there is evidence is there not of a breakin of the democratic headquarters by a foreign power using cyber means . Yes there was. As the Intelligence Community report, the unclass report said in january the Russian Intelligence Services hacked into a number of enterprises in the United States including the Democratic National committee. There was an effort by the russians to cover up their breakin of the Democratic Party headquarters the fbi director james comey answering questions from adam schiff saying he has no information that supports the tweets from President Trump on saturday march 4th. Those tweets where he accused president obama of illegally wiretapping trump tower. The fbi director asked a series of questions about the tweets, repeating i have no information that supports these tweets. And going on to say no president could order that kind of a wiretap on his own and it is not comparable to the crimes of nixon during watergate. Went through an explanation as well. Were going to go back to our regular programming. That is Good Morning America in the west. Well be right back. Announcer this has been a special report from a special report from abc news. And we have to explain that that video is sped up. They arent that quick. No, the best part of it is thats not sped up. These kids are amazing. [ laughter ] and finally we are celebrating the first day of spring with this spectacular display, not just my head but everywhere called a flower flash. The brainchild of lewis miller design. Today lewis and his team decked out our studio. Lewis says he wants to make people stop, smile and feel joy. I thought you were going to say smell the roses. Sorry. The official Say Something that the president said is simply without any evidence. Extraordinary public review. Not sure we have seen anything like it before. Up until now the president is standing by his statements. Press secretary has a briefing this afternoon. You have seen no indication at all that the president is going to back down . Reporter vero indication and ive spoken to senior officials and they will acknowledge privately there was no hard wiretapping of trump tower. They will hang on to the notion there may have been some other forms of surveillance. He is not backing down. Jon karl, thanks very much. The fbi director saying theres an active Ongoing Investigation of russian interference into our election and President Trump was wrong when he said he was wiretapped illegally by president obama. I have something i want to bring up no. Lets not do that. Unless you want to do the next one, george. You got that. But, you know, most of us heard of a dating profile. Right . Yeah. What about a dating resume . Ever heard of one of those . No. There is a 21yearold kid named joey adams from michigan state. He asked a girl on a date. She said show me your dating resume. He didnt have one. He said ill never get caught off guard again. She asked for it. She doesnt want to say no. Sounds like a creative abort. [ laughter ] but no more from joey. Joey wrote up a resume and he put it on facebook and now he has so many offers coming in. Now, this is what he put on his resume. He describes himself as a lover of Breakfast Foods and puppies. He also his skills include crying during marley and me and replying to long texts. He already got you. Uhhuh. He also claims he makes great small talk with parents which is very important and he drives in style in an 09 honda civic. Sara has a suggestion for joey. No, i dont. You whispered to me. Tell everybody. What do you put in the special skills segment. You know on the resume you say if youre fluent in another language, if you type, what do you put in the the kid is already having enough trouble getting a date. But private joke, george. I know everybody is taken but im just curious, im going to ask you, sara, what would you put on your dating resume. Funny you mentioned that. I met my husband online so i had a resume and i was all about not false advertising. You dont want someone coming in. With expectations on a date. I dont cook. You better. I dont do a lot of things. And believe it or not, its amazing when they come in not expecting much. Low expectations. Low expectations. I blew him away. Yeah, i was really honest. I was like i quote movies like a dude. I dont cook. I drink martinis. I have chihuahuas. You better love them. Things like. Joe, i know youre married to sofia, but if you were to create a resume for her now, what would you have put on it to swoon her to win her . Like my previous dating history. Listen, man, im married to a colombian woman. She doesnt want to know there was anybody before her. Like lives will be in danger. Her eyes only. Im married to a wasp but ive got the same thing. You know what im talking about. I know exactly what youre talking about. You really outdid yourself. You actually wrote a book for sofia like not just a resume, a book, a 40page book about your love story. Wow. I did. I did for our First Anniversary of our first date. I wrote a book about our courtship and i saved the Text Messages and pictures we sent to each other. I took pictures of all the places we went to, like even the table we were sitting at on our first date and made this book. Of how we met. What are you doing for the second anniversary . You set the bar high. Oh, my gosh. I mean, im looking at joe going, you really put a lot of pressure on some of us. Give me a call. Ill help you. Thank you. Well put one together. Did she cry . She cried. I cried thinking about it. So thats cute. Something else to add to your resume, an animated movie. The smurfs movie and i understand you finally wanted to make a movie. For your niece and nephew to see. Yeah, i have a 2 1 2yearold niece and 2yearold nephew and they really arent going to be allowed to watch anything uncle joe has done for a very, very long time, and i also serve on the board of trustees for pittsburgh Childrens Hospital and although its not at all why i do it, but i go to the hospital and visit the kids and for years the kids would say, who are you . Thats a good thing. Their parents know who. There you are in the hospital right there. I have to say, it is a little hard to imagine you as a smurf so well give everybody a look. Dont let them escape. Is this safe . Well, its a giant crossbow so im going to go with no. Fire in the hole. Aaagh ooh. [ cat meowing ] incoming bird. [ applause ] oh. I love those movies. Im in love with the smurfs. I took my twins to see this a few weeks ago and im like still sitting there like that, its so good. You play hefty smurf. I play hefty, yeah. Strong smurf. Strong. So when you saw the script what made you say yes to doing this . Well, hefty is such a fun character because hes this big but hes like normal size strength in a tiny little body and then the other side of it is that its juxtaposed with this hes kind of this closet poet. Hes in love with smurfette and sometimes it comes out in very embarrassing moments so its a fun thing to play with a little character. How did you like doing an animated movie versus doing the regular kind . You get to roll in to work with your sweat pants on, baseball hat like its the best job. Roll in by yourself. Knock it all out. You get in the car and go home. You never work with anybody else. Just straight to the screen. I never worked with anybody else. You know, it was funny. This week, this week, demi and Mandy Patinkin and i went to the United Nations to speak at the United Nations with our giant smurfs, yeah. Totally. For smurf rights. No, its International Happiness day today. And we were there to award exemplary kids who had done kind of extraordinary things in order to help the world to become more sustainable so giving awards away to these kids but we were there and id never met mandy but we were in this movie together which is kind of interesting. Youre also doing a project with dwayne the rock johnson who is also just an incredible guy. Can you tell us about that . Its called rampage . Yeah, based on the 1980s video game about giant monsters smashing cities. Should be pretty fun. Your niece and nephew wont watch that one for a while. Maybe in like a couple of years but magic mike maybe never see that ever. Ever. Thats kind of an ever movie. Ever. What was he like on the set . He didnt show up with clothes on. Brave. I want to say that i think maybe there was maybe like 90 of that scene that the general public did not see because we were so concerned about Michael Keeping his job. Yeah, yeah. But there is somewhere but now but you just said that. Theres some lost tapes of this guy doing amazing things. So we also hear you love karaoke. I do. Which amy and i love to hear because were big karaokers. What is your goto song . Ive got a surprising strong falsetto voice. Whoa. Didnt see that coming. No, something you dont know about me. So probably princes kiss, there was this famous magic mike one. Matt bomer and i went to this bar in tampa, florida, and i did princes kiss then matt followed it up with bon jovis living on a prayer. Blaze of glory. It was amazing. So good. Well find that lost tape too but well all see smurfs the lost village hits theaters april 7th. Coming up, tiger woods live. And a very happy morning to you. You know what, my ladies from nashville are celebrating the vernal equinox that happened earlier this morning so officially now spring. Look at these photos. Hazel, the dog, loving the super bloom happening in southern california. We love that picture. Jim grant took these from san diego. Now, thats where we need to go for spring, ladies. Definitely. Finally. Isnt that pretty . Just look over the cliff. But you know what, refreshing and lovely here like you said. It is. Refreshing. Lets get a check of your local weather. Good morning. Your day planner shows well be dry through 9 00 but showers develop at lunch and theyll be scattered throughout the afternoon. Breezy and cooler today, 65 degrees. Ol this weather brought to you by tmobile. Michael. All right. Thank you, ginger. And we are here now with golf legend tiger woods. Hes won 79 pga tour events. And 14 major golf championships. Now he has a new book, the 1997 masters my story is all about his unforgettable run when he became the youngest masters winner ever. Welcome. 20 years ago. Hard to believe. Hard to believe because i was there. I was there. And do you know for when you look back at that green jacket, a 21yearold, what goes through your mind when you think back to 20 years ago . My clothes didnt fit. A little baggy. A little baggy. It was a different era but it was hard to believe that, you know, i was able to pull that off and theres so many Great Stories and great memories from that week that i share with everyone in the book. Not only pull it off you won a still record 12 strokes which is unheard of. But we have a great picture of you after the tournament when you fell asleep. Yeah, show this picture of when tiger fell asleep. Look at you, man. Thats not falling asleep, ladies and gentlemen. I celebrated. Oh, you celebrated. [ cheers and applause ] i love that. You kind of put yourself to sleep in a person way. Yes. I was reading the book yesterday and one thing i loved about the book its so much about your father and a lot of the lessons he taught you and reminds me about the relationship with my father. For you all the things your father taught you, what are some of the most memorable . I think that well care and share, you get out of it what you put into it. Theres so many things he taught me over the years i actually still pass on to my kids and being present with my kids. My dad would always make sure when we talked, he never sat above me. Always made sure he was eye level and always talked to me, not down to me and i always did the same thing, kneel down and make sure were on the same level its amazing the bond you can build that and my dad did that with me and im trying to do it with my kids. Little small things like that. Speaking of kids, when you were you were on the mike douglas show when you were a tiny tot hitting golf balls. I mean, look at this guy. What do you think of that swing . What about that hair . What about the hair . Serious hair. Did you think you had game back then . Did you see this coming . I didnt know. Im 2. So i dont know anything but the only thing i remember about that show was the amount of food in the back room. Ive never seen that much food in my life and it was eye opening. And i know you battled some injuries recently and youve had to pull out of some tournaments. Do you think youll play and get a chance to play in the masters. God, i hope so. Im trying everything to get back and try to play. I love that event. Its meant so much to me in my life. It was the first major i ever played back in 95. As a college student. As a college student, so it has so much history and meaning to me that id love to get back. Youve had so many challenges but you think physically or mentally youre able to get back to the point where you can compete on a consistent basis . I need to get back physically. I know that the mind is sharp. I just need to get the body willing to do it. Thats the hard part is getting the prep time in and i havent been able to get as much prep time in. I havent been able to train like i used to, practice like i used to, so, its been harder and, you know, my priorities have changed a lot. My kids now dominate my life and, you know, i think thats a good thing. I think everybody is hoping and wishing that youre going to compete in the masters because it makes that much better. [ cheers and applause ] it really does. Thank you. I love this, though, you write about your secret weapon, the cocoon of concentration. What is that . I just get into my own little zone, my own little world and there really is nothing that is outside of that. I get so dialed into what im doing that it feels like time slows down and i feel very comfortable in that moment. Its crazy to kind of i guess be in that position but it feels like whether its a zone or you perceive it different ways. You played sports. You know how it is. It may be happening quick but is happening slowly at the same time but its neat. Slow for you and fast for everybody else. You better get into that cocoon because i want to challenge you to a putting contest. Come on, buddy. Lets go do this. We got our judges here. Okay. This may be a little one for you, michael. I just need one club. Were going to put 30 seconds on the club. You got six balls. What was that . Nothing. Sara and jesse, youre our judges. So, despite having a lot of experience on the golf course sara and i are going to be providing color commentary on your putting and we get to talk in our golf whispers. Do we have to whisper . Im not good at that. Putters, get ready. Dont screw this up, michael. Dont put pressure. Putt. All right. Right away. Michael strahan. Oh, my gosh. Not so hard, michael. Less, less, woe. You know. Tiger woods, very good on his putts. Dont sound so disappointed in me. Oh, okay. Youre tied right now. Aim for the hole, michael. Looks like hes putting with a 5 iron. Ooh. Michael. Thats three for michael. Tiger, oh. Time is up. And it is a wait, wait. One ball left for tiger. Yes wow. I mean its close but i think tiger took it. Take that trophy. You deserve it. Put it next to your masters jacket. The 1997 masters my story, the book is out now. Check it out, everything. Well be right back. Well done, man. Back now with baby daddy star chelsea kane which had its season six premiere. Big welcome. [ cheers and applause ] now, congratulations on season six. You guys also won favorite cable tv comedy at the peoples choice awards. We did. Thank you, guys. Did you know what a success this show was going to be when you first started . I cant believe it. I mean, these five years have just flown by and we hit our 100th episode at the end of our season six and i couldnt have asked to be on this adventure with better people. So now your character is pregnant. How is that going to change the dynamic of the show . Well, big time. There are a lot of raging hormones. My baby daddy is played by derek feeler, and hes 66 so we kind of wanted to play up that this is a big baby. So we bought a prosthetic for twins and by the end of it i was carrying over 15 pounds worth of baby belly. Did you find yourself walking differently . I once had to sport that for an experiment, and i literally became pregnant. It was hard to get up. Yes. It was great. I mean, i took advantage of Craft Service for the first time ever. Had dinner before the show. I was like i will have two pieces of pie. You want to get into that character. Absolutely. Eating for two. You mentioned the 100th episode. You did something as a group to celebrate. We did. We got tattoos and my mom was in the back and im sure she wasnt too thrilled about that one. Where did you get did everyone get them . Everyone got them someplace different and we all got the safety pin in our logo. Mine is on my hip. Id show you but that would be a very different show. We have the after hours show for that one. Was that your first tattoo . It was and i was pretty freaked out. Todd has a bunch of tattoos even our show runner, jan berenson, our boss got one so everybody was pretty comfortable but i was one of the last ones to go and had a couple of drinks. You didnt want to watch them getting it in advance. Oh, no, i was pretty nervous, but its beautiful and, you know, i would do anything for that group. Well, congratulations on the fake baby and season 6. You can see a new episode of baby daddy tonight on freeform at 8 30 eastern and well be right back.
