Its about two miles long. At our worst point we were up to four miles so that is getting better. Northbound 880 looks good for an alternate as does northbound 13 to westbound 24. Heres a look at the bay bridge toll plaza. Not looking so good once you make to it this point. That is obviously congested and weve had those metering lights on for just about 30 minutes. Pretty much from livermore southwest all the way to los altos hills. Thats where youre seeing the yellow, the orange and thats where were going to have more standing water. This entire line is marching to the east while the cells are marching to the northeast and theres more moving into the Santa Cruz Mountains so watch out as youre traveling through 17. It is going to be a bear. San mateo bridge, looking a little dryer because of all the cars on it. Had about 1 3 of an inch over the last six hours. 49 to 54, little bit cooler. Showers will become scattered by noon, 55 to 58, then mainly dry with upper 50s this afternoon. Mid 50s by 7 00. We are tracking that 2 on the abc7 storm impact scale this morning. Early this morning as you can see, heavy rain fell in orinda near highway 24. It flooded that road. Cars were still able to get through and now all that flooding has subsided. In the south bay, heavy rain caused some minor road flooding overnight. This is sunnyvale, all that rain also triggered some minor flooding at crossman avenue and caribbean drive. Police are looking for the driver of this car and it ended up in Santa Rosa Creek after it crashed through a creek last night. Police say the car traveled about 200 feet in the creek before finally coming to a stop. Three people wered in and the driver took off before officers got there. Other passengers were taken to the hospital with minor ijuries. B. A. R. T. Is concerned about president trumps new proposed transportation budget. A. R. T. Has some big plans. President trump proposed federal budget includes 4. 2 billion in cuts to the department of transportation. Daily cal reports part of that would eliminate federal funding for the new starts program, which b. A. R. T. Hopes will help pay for increasing capacity and funding the extension to san joses new station. That would also include buying cars and upgrades and renovations. B. A. R. T. Passengers we spoke with are concerned about the cuts. That would be not good because theres a lot of people that takes b. A. R. T. And it will not help them at all. Richard russell says a man dressed as a construction worker showed up at his front door yesterday with a blow torch in his hand. He told russell to kneel. Russell refused and then the two started to fight. The suspect eventually forced russell into his car. You can see some of the injuries he sustained and made him drive to a nearby bank to get cash. We got to the bank. He said, you know, youre going to go in the bank and youre not going to tell youre not going to tell them the call the police. Ics, oh no. I think it was his first rodeo. Well, russell did call the police when he was inside that bank. Police arrested the suspect at gunpoint. Hes been identified as 26yearold Manuel Bustos from pittsburg. Supreme Court Nominee neil gorsuch will face his third and final day of questioning in his nomination hearings today. Yesterday, he told senators that hes told the president that no man is above the law. He was grilled for fours yesterday. President trump said during his campaign that he would only appoint a prolife judge. Senators questioned judge gorsuch about his meeting with the president. In that interview, did he ever ask you to overrule roe v. Wade. No, senator. What would he have done if hed asked. Senator, i would have walked out the door. Its not what judges do. According to the examiner, supervisor aaron peskin introduced legislation that allows the city to look at trip data from the ride hail companies. Crews still investigating the fatality investigation and cleaning up the crash on westbound 580 in oakland just before you get to harrison. The three left lanes are open. We had all lanes stopped again just a couple moments ago and had reports of a car fire around grand so i believe they have that all cleared now but you can see we have that backup approaching and that is still hanging tight there about about two miles. If you want to use northbound 880, thats still a good alternate, as is northbound 13 to westbound 24. The southbound side of 880 just been 16th, we have had a longterm blocking collision in the right lane and weve got a major delay in the south bay. Check this out. Two students from a Fresno County High School Fighting yesterday when one pulls back, lifts his shirt, and finds out he was stabbed by the student who was in that darkcolored shirt and boy does that look bad. Yeah, lot of moderate to heavy rain right there so look for more issues trying to get around. This was supposed to be san rafael and its supposed to show you that we had 4 10 of an of rain but thats walnut creek. The good news, a dry commute for everybody all day tomorrow and 50 50 weekend with dry and warm weather next week. Heres a look at whats going to happen. 7 00, that shower, the downpours we just showed are moving into the Central Valley. Another weaker line will develop around 9 00 and you can see by noon its pretty much moved into the Central Valley so well transition over to scattered showers and as we head into the evening kplut at 4 00, just some isolated showers then once sunsets, yeah, the chance of showers goes away but its going to be significantly cooler tomorrow. Here we are thursday evening. Im starting to get concerned about the north bay. Thursday night, starting at 11 00, through about 11 00 friday morning, waves of light to moderate rain up here for 12 hours which means we could have some flooding by the time we get to about 4 00 in the evening that moderate rain starts to move down into the rest of our neighborhoods for our evening festivities. It will be out of here by saturday. Thats the change from yesterday. A chance of showers sunday and monday and then let the dryer pattern. C develop next tuesday. This is westbound 580 just before you get to that 980 24 split near harrison and i have been watching them make some progress here. It looks like a few more of those damaged vehicles have been towed away from the scene. I believe the coroner is there as well so we have the right lane blocked. The two or three left lanes are open now. And we do have a bit of a backup. At our worst point, we were up to about four miles. Now id say were under two. So that is starting to get a little bit better. Also want to update you on the fremont crash that we had that was blocking the far left lane. Southbound 880, that is looking better as well. That has cleared. But weve got some heavy traffic on southbound 880. Basically from north of 92 all the way down into fremont. Quick check of emeryville as well. We are looking heavy on westbound 80. Im hearing that we have a new crash just to the west of powell and that is blocking the right lane right now. So this is likely going to be a little longer than normal as well. Crews are cleaning up right now after a deadly crash on 580 at harrison. Abc7 News Reporter Amy Hollyfield was at that scene. Amy, whats the latest . Natasha, seconds ago, emergency crews cleared this scene and what a difference. Traffic now moving through here normally. It was sluggish just before this, but the looky loo factor, the rubber necking factor has been taken away and it looks normal out here so moving without any problems. This is westbound 580 in oakland at harrison. You can count on this for a normal commute now this morning. Heres what the scene looked like earlier. It was at 4 30 this morning that a car stopped on the freeway, reportedly because of debris on the road and then the driver got out of the car. That driver was hit and killed by a minivan that was driving through here and all lanes were threat then closed. At 5 30, the chp open. We saw them hustling. We have some emergency crews, though, that lingered here for the last hour as they dealt with waiting for the coroner and wrapping up their investigation so that was taking place until just a couple of minutes ago but now you can see traffic is going through here normally. As amy just told us, all lanes are back open now and i can show you on the traffic maps too. This is where the crash was, westbound 580 before harrison and were really almost in the clear here, so less than a mile of delay and where she is, once you get up to that crash scene, it is totally clear. So things are really starting to improve. We do still have a crash on the southbound side of 880 just before 16th. That is still blocking one lane, the right lane, so youre slow from about 980 if youre doing the countercommute here this morning and coming from the maze and heading southbound on 880 you are going to see a bit of delay and were finally improving here in the south bay as well. Coming up through morgan hill, still have about nine miles of stop and go traffic but the crash near Bailey Avenue has cleared from the right lane so this is starting to unwind too. Look at the downpour that rolled through there at 24 and camino pablo. Just sheets of rain and i can tell you i drove through there earlier today and was a bear. Lets take a look at heavy rain, fremont boulevard, 680, 880, 237 stretching back to 85, Stevens Creek boulevard, and cupertino and that stretches into the Santa Cruz Mountains. In fact, this is the way it looks at 280 and 17. You can see the rain coming down. Were going to have downpours through 7 00. Scattered showers at noon. And then youll need the sunglasses for the afternoon and early evening hours. Going to be cool today. Temperatures until the early 50s at 4 00. More rain on the way and even heavier coming up. Small Business Administration is opening a new disaster loan office to help victims of last months devastating flooding in san jose. Its opening at 10 00 this morning at city hall. The sba office is offering low cost federal disaster loans to all san jose renters, homeowners, and Business Owners impacted by the flooding. Renters and homeowners can borrow up to 40,000 to replace lost personal property. Homeowners can get loans of up to 200,000 to repair or replace damaged real estate. Business owners can borrow up to 2 million. Flood victims can either apply at the city hall or online. A month after the flooding, construction crews are still working on repairs in the rock springs neighborhood. Thats one of the hardest hit. Theyre fixing floors, Electrical Service and plumbing so residents can move back in. At happy hollow conservation teams are ripping out dry wall. Still investigating and testing and trying to open up some of the buildings that were impacted. Get them divide out and really assess what needs to be rebuilt or redone or torn out completely. The meerkats are back in their habitat. The san mateo down d. A. s office is investigating deadly shooting at a workplace in redwood city. Authorities say a man showed up at his exwifes office, started threatening her and chasing her around the parking lot. Police say she called 911 to say her exhusband was chasing her with a gun and that he fired a shot at her. The woman was not t hit. Well, police got there a few minutes later, they ran after the man. Officers soak with him briefly but then he pointed his gun at them. There was an exchange of gunfire. One of our officers fired one round and we believe that he discharged a round at himself into his face. Police say it was the selfinflicted wound that killed the man. It is not clear right now if the officers shot also hit him. 6 35 now. And happening today, california state universitys board of trustees will vote on the first across the board tuition hike in six years. If approved, undergrad tuition would go up by about 270 this fall. Officials are expecting a 168 million shortfall when the final state budget is released in july. Officials say they need to hire more faculty and add more classes to accommodate growing enrollment. Currently, there are roughly 460,000 students in the csu system. Meanwhile, uc berkeley now working to notify people who may have come into contact with a student recovering from bacterial meningitis. The school issued an alert about the case yesterday. The student was diagnosed on monday. Meningitis symptoms include fever, vomiting, headache, rashes, and joint pain. Hi, and an update on a story ive been following. Paul manafort secretly worked for a russian billionaire with very close ties to russian president vladimir putin. Lawmakers set to vote on the gop plan tomorrow. President trump is still facing resistance after spending the day and the night trying to persuade republicans to stick with the plan. Theres dispute about what should happen with the debris from oaklands deadly ghost ship fire. A superior court judge is giving lawyers until next week to come up with a plan on how to protect the charred material. The city trucked some of that debris to a soccer field. Water quality Officials Say its sitting too close to the sensitive wetlands. The rest of the debris went to an airport and the airport wants that material removed. Investigators trying to determine if there are more possible victims of a bay point man arrested on child molestation and pornography charges. Contra costa sheriffs deputies were tipped off that pablo ruiz was trieding child porn on the internet. Hes now being held on 1. 5 million bail. The Oakland City Council is now reversing course on a controversial change to the citys new medical marijuana laws. The council has withdrawn a proposal requiring owners of pot businesses to live in oakland. One Council Member wanted growers and sellers to live in the city for three years before they could get permits. He admits that pressure from the bottom growers themselves prompted a change of heart. Its been clearly defined to me that its unconstitutional, unconstitutional is not a Good Business practice. The city of oakland doesnt require the ownership of kaiser to live in oakland, the ownership of clorox to live in oakland. Now that the council has withdrawn the proposal, they have to formally vote on the change before it takes effect and that vote is scheduled to happen next week. Great observation about the traffic up in the north bay being kind of quiet and so has the weather and i think probably those go hand in hand. Its the south bay weve been talking about. Since when does the south bay get the bulk of the weather weather but you can see the oranges and yellows and reds roaming across the vousouth bay right now. 47 in los gatos, 50 to 52 degrees elsewhere in the south bay and pretty much 50 to 55 everywhere, a little bit cooler this morning. Look at 280 and 17 and it is definitely raining there. Wet roads for your commuter planner. President trump proposed federal budget includes 2. 4 billion in cuts to the department of transportation. Daily cal reports part of that would eliminate federal funding for the new starts program. B. A. R. T. Is looking for upwards of 1 billion from that program to up capacity and fund extension. If the funds are cut, it would not impact ticket prices because they come from a different budget. President trumps Budget Proposal is just that. Its a proposal. It will be up to congress to decide if the money is going to be cut from the budget because they will have to pass their budget and then send it to the president. Southbound 880 before 16th, we had a longterm blocking crash in the right lane. They just cleared that a couple moments ago so we still have a backup beyond 980. Northbound 880, typical delays and i have a few more details here on this problem in the north bay. Southbound 101 before marinwood sounds like a flipped work truck is blocking part of the left lane.
