Little heavy traffic here, westbound 205 to 580 and westbound 4 a little slow. So well take a look at drive times coming up. This morning, highway 37, the north bay, back open after being closed for weeks. Crews have been working around the clock to prevent more issues like this one. It doesnt have new highway smell, but other than that, it looks really good. Look behind me. Highway 37, a great cutthrough from vallejo over to marin county to highway 101. And its now open. So, this commuting hassle of having to detour is now behind you. We test drove it for you this morning, check it out. It is normal. The drive was uneventful. Nice and smooth, which is what you want in your roads. This is what happened to this highway. Flooding, all the rains last month. Too much for this area to handle. Caltrans hired a contractor to work around tclock. It now has new pavement, new guardrails and a new drainage system with larger pipes and that is key. The hope is that this flooding will never happen again or never be this bad or last this long again. Now, there still will be some lanes shut down here as they do final finishing touches but they promise they wont be doing that during the peak hours so your commute should be fine. Reporting live in novato, Amy Hollyfield abc7 news. Thousands of people in san jose still waiting to go back home. The devastating floods are keeping many out of their homes right now. You can see the red on the map, mandatory evacuation are still in effect. Along coyote creek between santa clara and interstate 280. One of the small steps that is being taken this morning here in the Williams Street park area is getting the internet back on. Theyve been working on the fiberoptics lines here and theyre up in the cherry picker. Theyre now up above and theyre reconnecting the internet for this neighbor. Of course, the damage has already been done to many neighborhoods. Take a look at this. Mandatory evacuations have been reduced in size but they are now just the neighborhood around the Williams Street park area where im at. The rock springs area with 347 units there and the old oakland road area with 559 mobile homes. Now, even where the water receded, a thick layer of mud is left behind. We still have major problems for homes and cars. A lot of people are going to need help. Pretty much getting back up on their feet. A lot of cars damaged, Reporter City officials are optimistic about the forecast and are now focused on cleanup and recovery. Two shelters are still open at james lick high and evergreen valley high. The red cross is trying to find new places for tlem to stay. The shelters at james lick and evergreen valley high schools will close when students go back to school next week. Yesterday, evacuees were surprised by a visit from some of the san jose earthquakes. The type of distraction, i think, helps. So weve been juggling the soccer ball a little bit, and sharing some stories so its been good so far. Its actually pretty awesome. I even got to play with them a little. Chp mourning the loss of an officer who died in a crash in sacramento. Officer Lucas Chellew was chasing a motorcycle in South Sacramento when he crashed. He died at a nearby hospital a short time later. Officer chellew was 31 years old. Chp commissioner said his service will forever be honored and never forgotten. Chellew leaves behind a wife and a child. A political fight may be brewing in washington, d. C. The administration rescinded federal guidelines that allowed students to use the bathroom that they associate with their gender identity. The guidelines were put in place during the obama administration. A spokesperson says mr. Trump believes the policy should be decided on the state level instead. House Minority Leader Nancy Pelosi says it shows the president cannot be trusted to defend the rights of lgbt students. State superintendent Tom Torlakson says california will continue to work to provide that environment for ow lesbian, gay, bisexual and transgender students regardless of any misguided directives by the federal government and the Trump Administration. California has protected the rights of transgender students to use the bathroom that matches their gender identity since 2013. Hundreds showed up to a meeting last night where Immigration Attorneys, judges, Civic Leaders and activists like actor danny glover, who youre going to see in just a second, brainstormed ways the city can respond to the expected increase in immigration cases. One plan calls for San Francisco to hire Immigration Attorneys to help those who face deportation, since theyre not guaranteed the right to a lawyer. There are 44,000 undocumented immigrants in San Francisco and 91 of them are employed. 1500 are currently detained in deportation centers. Next thursday, the board of supervisors will decide on whether to hire ten new Immigration Attorneys. President trump is delaying a new version of his travel banal next week. But the colder air mass coming in means snow levels possibly down to about 3,000 feet. It means hail, snow, or the hybrid, graupel, could fall also. Ive gone on the low side also. Only about 1 10 to 2 10 inch of rain. This will fluctuate a lot until we get closer and were able to pinpoint exactly which model has the best handle of this situation. Its below flood stage, flood stage is 55, were now down to 54. 3 but the National Weather service is going to keep that Flood Warning up until 8 15 this morning. Heres a look at some of those showers we talked about. Theyre along the coast. Theyre going to fall apart by 10 00 and its a little bit of a breeze out over the open water and some of our bridges this morning and that breeze is going to keep us chilled. A little bit cooler than average, 30s and 40s this morning, low to mid 50s at 4 00 but soak up all that lovely sunshine. Do we have deserve a break on the roads . I think we have one. Thats a crazy question. Of course we do. Youre not going to get us thereto bay bridge toll plaza. So much damage done by that coyote creek flooding into neighborhoods. Im standing here ons Williams Street and this is the coyote creek. This is full but here is the good news. It is now below flood stage. Thats official. But even where the water receded here in the neighborhoods, you still have some problems. A thick layer of mud is left behind. Flooded cars line the streets. In the Williams Street area, Brian Rodriguez showed us the damage done to his home. Downstairs is slick with mud. Furniture is broken. Everything touched by flood water is ruined. Its muck everywhere. Were going to have to rip out all the sheet rock, might have to pull up the floors. Theres lots of stuff that is just we couldnt rescue. Its everything, i would say, is going to have to be thrown, ripped out and thrown away. Reporter yeah, the water destroyed his backyard remodel but brian is determined to be optimistic. He says he has Flood Insurance and already has a construction crew ready to go to fix their downstairs. Brian is his husband are staying they are staying at a neighbors house. Others are staying at the shelters that are still open at some local high schools. Many people still uncertain about when they are going to return home. Hopefully more will be able to do that today. Reporting live in san jose, matt keller, abc7 news. And want to show you the updated evacuation map now. Evacuations have been lifted for the green area between coyote creek and 101. This is hopefully we can come back to us here. North of east santa clara. Mandatory evacuations still in place for the area you see in red. Thats where matt was just along coyote creek. Also in effect for rock springs and the old oakland road area. At one point, 14,000 residents were under mandatory evacuation and then another 22,000 were under evacuation advisory. Sky7 is going to show you how extensive that flooding is. 200 units at that park are under evacuation order. Pg e crews there yesterday assessing the situation. Crews are also keeping an eye on a retaining wall that is preventing even more water from flooding the park. The director of the San Jose Emergency Operations Center says crews are systematically going through the flooded neighborhoods to try to figure out who can safely return. There are areas where the flood waters will not naturally recede and were going to have to do pumping operations. Officials say their top priority, assessing when conditions are safe enough for residents to go home. If you are returning home, the city has released this checklist of the things you need to do before you go. We posted it on our app and abc7news. Com and this covers everything from the best ways to clean your home and all your things to what you need to do before you call insurance. The red cross now has to look for new places for flood evacuees to stay. Thats because shelters at james lick and evergreen valley high schools in san jose will close when students go back to school next week. About 150 people spent the night at red cross shelters last night. San jose firefighters were at one of the shelters answering questions, but the one that they couldnt answer, when can these people get back into their homes. If you want to help out the flood victims, the city has set up the flood victims relief fund. It will support nonprofit organizations providing immediate and longterm recovery to victims. We posted a link at abc7news. Com. And animals are being hit hard. You can see lots of small animals here. The San Jose Animal Care Center says that it has double the normal amount of animals being brought in. Some pets have been reunited with owners, but many others are not microchipped. The shelter says it knows that many flood victims are still getting back on their feet so theyre going to board pets for up to ten days. The first 7 hours are free. Yeah, were drooiing it for you to show you that it is open. It looks great. But not very crowded. Im wondering if commuters havent quite gotten the word yet that this opened this morning and is available for you to use for your commute here. Highway 37, reopened. Heres what it looked like and why it was shut down. Because of flooding that happened last month. Just too much water for this area, it became overwhelm. This is a great cutthrough from 80 in vallejo to highway 101 in novato so this closure has been a huge hassle for commuters. This section now has a new drainage system with larger pipes. Thats what theyve been working on. The hope is that it will never flood this badly for for this long again. There will be some more lane closures as they complete some finishing touches but they promised to do that during the off hours so your commute should be fine. Happening today, senator Kamala Harris is going to tour oroville dam to survey the damage and the repair work. Governor jerry brown made an unannounced visit to the dam yesterday. The governor also surveyed some of the flooding in the area by air. Lake oroville is currently at 80 capacity after continuous water releases. In contra costa county, Pittsburg Police are investigating a deadly shooting. Officers found a man who had been shot around 7 45 last night. Information on a suspect or a motive has not been released. An Alameda County sheriffs deputy remains in Critical Condition this morning after another deputy accidentally crashed into him. Deputy Michael Foley was arriving for work at the santa rita jail in dublin early yesterday morning. Another deputy driving a prisoner transport bus hit him. And that deputy says he just didnt see foley. It was still dark outside, foley was wearing darkcolored clothing. Foley had been has been with the departent for eight years. Before that, he was a Concord Police officer. Huge protests erupted in Southern California overnight over an offduty Police Officer who fired his weapon. No one was seriously hurt during this incident. Protesters gathered outside of the officers home. They blocked streets in anaheim and smashed police cars after video of the confrontation between the officer and the group of teens went viral. The shooting itself happened on tuesday. The officer said the teens were on his property. There was a struggle and then the officer fired his gun one time. Again, the officers shot never hit anyone. Anaheim police tell abc news there have been ongoing issues with kids walking across the officers property. New this morning, a very Important Development in the fight against isis in iraq. U. S. Backed Iraqi Security forces captured the mosul airport and this is a huge gain for forces to drive out Islamic State fighters from the western half of the city. A victory there would be a major step in defeating the extremist group. Its one of the last of their strongholds there in mosul. They declared a caliphate in iraq, taking control of large areas of the country back in 2014. The airport, though, is important because theres an isisheld base right next to it and special forces were also seen going into that area this morning. Reggie, natasha, back to you. Debate is swirling this morning over the president s recent executive action on the transgender restroom issue. No hate, no fear, transgender students are welcome here. The Trump Administration lifted federal guidelines that protected transgender students, allowed them to use the Public School restrooms that matched their gender identity. Protesters against the move rallied outside the white house last night. Jackie evancho, the opera singer who sang at the president s inauguration, has a transgender sister. They voiced their concerns on the recent decision today on gma. Donald trump needs to know that being in such an unsafe environment wont do any good for not only the transgenders and the Lgbt Community but as well as everyone as a whole. After the president s decision, jackie tweeted, donald trump, you gave me the honor to sing at your inauguration. Please give me and any sis the honor to meet with you to talk transgender rights.
