So were not out of the woods as far as that goes. Alexis. Yeah, certainly not out of the woods as far as flooding is concerned and how thats going to impact your commute. This is video of just from about an hour ago on 101 at mckee road and that is really where weve got some high waters and thats why 101 is fully closed this morning. So, that is both directions between 880 and the 280 680 split and i can show you where that is on the traffic maps here. Exactly where you see that purple, both directions, and i want to zoom out just a bit and show you these backups that are starting to grow. About 9 miles an hour there as you head up past tully road, delays on northbound 680 or southbound 680, i should say, im sorry, around 16 miles an hour past that closure and about 18 miles an hour as you head up 87 so those alternates are filling in too. Well take a look at drive times coming up. And now to the new Evacuation Orders coming out while you were sleeping. The area expandedover night to the full 100year flood zone along coyote creek. This is west of 101 and north of 280 so everything you see within those red lines and coyote creek is that blue line running down the middle. Matt keller is live in that evacuation zone. I spoke with the Police Officer about an hour ago and he told me that they are still working on evacuations here in san jose, trying to get people out of their homes, and when you hear the numbers, its really amazing. Listen to how many people have been impacted by this flooding. Talked to the Emergency Operations center and they say there are 36,000 people in the recommended evacuation area, 14,000 people are in the mandatory evacuation area. Basically, if youre in that mandatory evacuation zone, your house is going to flood if its not already flooded, and you dont want to be rescue bid boat. 346 people have been taken from the flood waters that way since this all started. People living in this area are having to make some tough choices this morning. Im probably going to make a few phone calls and talk to these officers up here and figure out what the best option is for us right now because right now, if the water this close, were on the opposite side of 25th so if the waters already right here, its coming that way. Reporter and if you are evacuated from your home, there are shelters at james lick high and evergreen high. More than 200 people have gone to those locations. They say there is room for more people and it will be open for as long as theyre needed and as you take a look on 26th street and santa clara street, weve seen a long line of cars here going through these flood waters. It is amazing to see. Im wondering if a lot of people are being diverted over here, trying to make their way around this 101 closure. I did speak with one driver earlier this morning and he told me he was just trying to find his way to work after he had been taken off 101 by the closure there at mckee so a lot of people trying to figure it out this morning. If you dont have to drive this n this area, stay away because it will take you a long time and there is always the possibility that you run into a flooded street and you wont be able to drive through it. Neighbors are leaving with just a few precious possessions, wondering when theyre going to be able to return home. Look at all of the water in this neighborhood. This is santa clara and 28th street. He said that he grabbed his two dogs, he had two chihuahuas in the front seat with him, and his wife when they got the knock at the door at 1 30 this morning, it was a Police Officer at the door telling them they had to leave. Thats one of several methods police are using to get the word out. Theyre using social media and now that people are waking up, theyre hoping theyre going to see the evacuations on tv here on our newscast. We drove the neighborhoods over the last half hour. We found quiet streets. It appears that a lot of evacuations did happen overnight. Or people are sheltering in place, but we did not see people packing up and loading up this morning. It was pretty quiet. The man i met with his wife and his two dogs, they slept in their car, but tonight, they plan to head on up to San Francisco to stay with their daughter because there is no word on when these Evacuation Orders will be lifted. The Santa Clara Valley Water District is responding to allegations that it didnt give residents enough heads up about possible flooding. Some of these residents say they had no idea which is why they were caught off guard this week, ill prepared and then some of them need to be rescued. The district begs to differ. We knew it was on its way so weve been coordinating since late last week actually about what levels we were expected to see, a lot of it quite frankly was due in part to the fact that Anderson Reservoir is spilling over. This house is in the negley park neighborhood in downtown san jose right next to coyote creek. Sky7 shows these horses still in their stalls, also flooded with water. And a lot of you were concerned about what happened to these horses. Firefighters tell us the Property Owners opened the stall gates and let the horses run up to higher ground. Centers for Disease Control recommends three days worth of supplies, so thats clothes, medical, toothpaste, etc. Get your important documents. Often people forget to take those. According to the examiner, that effort tracks much of the departments internal computer activity, including monitoring photocopies and printouts. Were seeing lots of people evacuate this morning and driving through streets that have inches upon inches of standing water in them. Of course well keep monitoring the situation in san jose as approximate Evacuation Order continues to grow. Around midnight, we know there are 14,000 people that are in that mandatory evacuation zone. The roads couldnt be wetter, but theres nothing coming from the sky. Thats really the only positive news we have, at least these rescue efforts arent being done while its raining. Right. A lot of sunshine today. Theres still a slight chance of shower in the north bay and along the coast. Irl show you that right now. After we take a look at some of the fog weve been as low as 1 4 mile in santa rosa. So the fog is moving around there and petaluma so be careful for varying conditions. Lets talk temperatures. Up to 15, 16 degrees cooler. Look at all these mid to upper 40s in San Francisco, glen park, 42, its not until you get towards downtown, the financial district, its 50. Thats easily the warm spot. 40 in san leandro. 40 in walnut creek. American canyon, 39. Daly city, 44. Just stop and look at this. Doesnt that look great. Does it make you feel relaxed . Relieved. Theres no cloud out there. Just some sunrise taking over for the moon that came out last night. So partly cloudy today, a stray shower possible, a winter chill the next few nights and showers, low know snow levels. And then this afternoon, the slight chance of showers across the north bay and then again during the overnight hours, well keep an eye on the coast for some showers there. Otherwise the are rest of us are going to be dry ask this is going to be really a temperature forecast and some frost is possible inland tomorrow morning and friday morning. I want to move into the south bay where we have that full closure of 101 so that is northbound and southbound between 880 and the 280 680 split. Thats where youre seeing the purple on the traffic maps and yeah, all of our inbound routes are pretty congested. Also had several crashes through this area and im not surprised. A lot of folks possibly unaware of the closures and just making some last more minute lane changes, things like that. So two collisions to oub on northbound 280. One of those at the onramp and the other at soult 7th street. Not major blocking issues but further going to slow you down on 280. Northbound 101 approaching that closure, 7 miles an hour and 87 inbound also very slow at 19 miles an hour. So definitely not a fun drive there. A lot of surface street closures too. Bay bridge toll plaza, those metering lights on for almost an hour now. That happened around 5 29 this morjs. Couple areas with b. A. R. T. Delays. West oakland station and then again between lafayette and orinda, just between 5 to 10 minutes due to an equipment problem on the tracks. Well talk about more san jose coming up. Weve been hearing mike talk about it all this morning and probably since the last time i saw you, you can see that these flood waters here on 26th street and santa clara street have actually gone down significantly. Youre still driving through flooded roads, you can see the water coming up, but this is good news here. Its still very dangerous out here, and people are still turning around, trying to get around this area and around the 101 closure. And the new numbers for the evacuations this morning are huge. 36,000 people in the recommended evacuation area and 14,000 in the mandatory evacuation area. 267 people have dwon to the shelters at james lick high and evergreen valley high. Police were working the neighborhoods, getting people out overnight. Six schools are closed in the mandatory evacuation area. And here is a message ive been told to pass along. If youre in this evacuation area, take it seriously. Its better to leave too soon than for it to be too late. I just talked with a man who said that police came and knocked on his door at 2 00 a. M. This morning and said, we recommend you get out. It wasnt a mandatory evacuation for him. He said he stayed put and hes glad he did because the waters actually receded a bit. The waters never got to his house but of course the story could be different for you if youre in a different area. If they come by and tell you to get out, probably the best advice is to get out. So scary. People thought that they were out of the flood zone, woke up to the sound of police knocking on their doors, telling them they needed to get out now. Amy hollyfield is in one of those flooded neighborhoods. Reporter hi, reggie. It was a long night here in san jose. Heres a story from one man who got an early knock on the door. Man, i got woke us early, at 1 30 in the morning, the cops came and knocked on the door to tell us to evacuate the apartments. And my wife got the dog and got out of there. I parked at the parking lot over there. Reporter did you sleep in the car . Yeah, i slept in the car. Reporter long night. He and his wife and two dogs, they plan to head to San Francisco. Theyre now going to go stay with their daughter. Theyve had enough of this and theres no word of when this Evacuation Order will be lifted and from the looks of things, look at this live picture, water is still a problem here. This is 28th and santa clara. You can see they have shut down that section of 28th over there, so police have ordered people to leave but its also difficult to get around here to move around, because of different street closures, of course, highway 101 shut down in both directions, so problems persist all over the place here. Police say they went door to door to try to get the word out to people. They also placed robo calls and used social media. Theyre hoping people are watching our newscast right now so everyone will get the word that they should, according to police, it is recommended that they leave the area. Live in san jose, amy hollyfield, abc7 news. Heads up, if you take 101 in the area, youre taking a live shot of it right now. We have seen some cars that are not supposed to be going down this road and police are after them right away. The freeway shut down and alexis has been tracking this problem all morning long. This is a major headache and reggie chiand i were observing t during the commercial break this morning. Some of the drivers going around the cones on southbound 101 instead of taking the 880 off ramp. Dont do that. Chp is there. Theyre waiting for you. Theyre going to cut you off because you dont want to be right here. Totally under water. So this is where our camera was. 101 at 880 and thats where that southbound traffic was forced off. If youre traveling northbound, youre forced off at the 280 680 split. And i want to zoom back a little bit. Give you a little perspective for all these inbound routes and how congested they are getting. Northbound 101, very heavy there as you approach that closure. 87, heavier than average as well. 280 also as you get past that closure and weve had several collisions along that stretch too. And then it looks like a lot of folks sticking in the south end here and sticking to 85 so that is stop and go. So we have delays on top of that, as amy mentioned, once youre forced off, not able to take your normal route, weve got a lot of surface street closures so some folks driving around, trying to figure out how to make it into work and school this morning. Lets check in with meteorologist mike nicco this morning and a look at our forecast. Im going to show you some sunrise photos next. First, i want to focus on the good news coming out of the south bay. The flooding continues to drop. We are now at flood stage right below anderson dam so from there, youre under a Flood Warning but by 11 30 this morning, that could all be over. So, lets turn our attention north because the water actually flows to the north, towards the bay. Right now, at edenvale, were at 11 feet. Were supposed to be there at noon. 4 00ye 4 4 00, were at 10. 5 but that crest is going to move through san jose and milpitas. We could have further flooding this those areas through at least friday morning. So dont let your guard down. If you live north of edenvale, near coyote creek. Mike, thank you. Six schools are in the mandatory evacuation area in san jose, and all of them will be closed today. Those schools are san jose high school, cristo mckinley elementary and olinder elementary. Parents, heres a big heads up. Well let you know if anything changes. The districts website is down this morning so they will not have updated closures available there. The number of people under a mandatory Evacuation Order, 14,000, staggering, jessica. Where are they supposed to go . Right. Reggie, they have four shelters available at this very moment. We contacted Emergency Operation officials. They just got back to us. Heres what they say. They are asking folks to try a friend or a loved one first to see if they can stay be them. If they have nowhere to go, then go to one of those shelters. Two of them are open overnight. Two others are day shelters. Officials are hoping to accommodate some of the people that have nowhere to go. Again, two of them have beds. The other two dont. So, if youre okay with sleeping on the floor, you may want to try toes first. Reggie, back to you. People living in three Mobile Home Parks in san jose are keeping a close eye on this barrier wall this morning. Its keeping some of the water out. For now. Although as you can see, water is still coming through and under that wall at that 200unit trailer home park on oakland road. People living at that park and two others nearby are under Evacuation Orders. 550 units in all. Last night, emergency crews rescued three people after they got trapped by the flood water. On the other side of the wall, theres about a foot or two of water, and that waters coming through the seams and the holes in the bottom of the wall and filling up the back of the Mobile Home Park here. Its dry over there and my good friends live in the back where its completely flooded and were having them stay with us for the night because, yeah, i mean, whatever we can do to help. Even with the mandatory Evacuation Order, police and fire cant forcibly remove a person from their home, and some have decided to stay. Well, you are looking at the reason all of this happened. Look at the water pouring from Anderson Reservoir. This is the largest reservoir in Santa Clara County. It reached capacity and began cascading over the spillway on saturday. It is normally kept under 70 full to meet state seismic restrictions. Anderson reservoir is in morgan hill. You can see on the map, southeast of san jose. It feeds into coyote creek, which winds through san jose, more than 20 miles away before reaching the bay. As soon as the wide spread flooding hit san jose, there was confusion, there was chaos, and they were trying to get these people out fast. Some of them, as you can see, taken by boat and this american taken by piggyback. Others chose to wade through that water and no matter how they got out, they had to be sprayed down by firefighters because theres a lot of worry about whats in that water and that these people could have been contaminated. The city worried about hazardous materials, including sewage in the water. People also worried about their belongings. I know we lost o lot of photos. I had a lot of my clothes from the winter down there. I know i had a lot of shoes, i had all my babys toys. All of his stuff down there. Sky7 shows these horses still in their stalls with that flooded water and a lot of you were concerned. You called us and emailed us, i could tell you that those horses are okay. Firefighters relayed to us that the Property Owners let the horses out of the gates and then they ran to higher ground. Thats good to hear. Evacuated neighbors have three places to go for help. The maymayor community center, shirakawa community center, James Lick High School and evergreen high school. Red cross prepared for evacuees to start rife arriving. It is the only shelter where people can spend the night. Some flood victims were brought in by bus. One man decided to go to the shelter. Im just here in the shelter for a while just to make sure that, you know, hopefully everythings okay. I dont know. I mean, im just pretty shocked right now. The Salvation Army is helping stock the shelter with items that they need like underwear and socks. People are also stopping by to drop off donations. Police are warning that if more evacuations are necessary, you may have only minutes to get out. Be ready to go by make shurg all your family members are together. Have your pets ready to go and make sure you have essential items like medication, important paperwork, and your i. D. S vachblt and before you leave, turn off your appliances and turn off all the lights. Heres how you can help. The red cross is taking donations so go ahead, take out your phone, text the word red cross to 90999 to make a 10 donation. It will show up as a charge on your bill. Com. In the news out of the north bay is not quite as good as it is coming out of coyote creek but the Mark West Creek is starting to drop just a little bit. Just not as fast as coyote creek. Were still about four feet above flood stage. So this entire area you see in green right here from river road down to sebastopol, experiencing flooding through 8 15 this morning. That might have to be extended. Look at live doppler 7. Not a single radar return except for right near the coast and thats where were going to watch today for our best chance of a stray storm. Look at that. Doesnt that look great. Hardly a cloud in the sky. Temperatures much cooler this morning. Dress for 30s and 40s. Low to mid 50s this afternoon, back in the 40s by 7 00. So cooler than average with 55 to 58 our destination around 1 00, but get ready for frost inland tonight. 30s there and 40s around the bay. More frost on the way in the accuweather 7 day forecast. In an update on our storm this weekend. Right now, i want to take you live to sky7. They are over that flooding on 101 in san jose. This is just north of mckee road and you can see, yeah, northbound and southbound lanes are blocked so we still have that full closure of 101. That is between 880 and the 280 680 split and ive been watching them for a few minutes. We have emergency crews there blocking traffic, no one is allowed through. That does look like pretty deep water so we still have no estimate on when well get these lanes back open. Definitely could be the entire morning commute and into the afternoon as well. We dont know at this point. That is all up to mother nature. So heres a look at that on our traffic maps. 880 to the split and traffic being forced out of there in both directions. Hefty delays forming on alternates too. Northbound 101, 85 on the inbound side along with 87 this morning as well. Quickly want to check some drive times.
