This is a rare situation where we do have a pretty decent alternate and that is 580. So ill quickly zoom in on our traffic maps and show you where this is. Northbound 880 at 5th avenue and weve got the right lane and that off ramp blocked. The three left lanes are open. Chp says its okay for big rigs to use 580. Normally, theyre not allowed to. They have to stick to 880. So the ones who are sitting in that backup obviously did not get the memo. Also weve got a sig alert, westbound 580, fully close at regatta boulevard in richmond. Some standing water about six to seven vehicles involved in a crash or possibly a couple separate crashes so theyre working to clear that too. Lets check in with mike nicco. We have breezy conditions. And according to the live doppler 7, our steadiest rain is still down in the santa cruz mountains. You can see the solid shield of green right there. Becomes more scattered for the rest of us as the cold front is quickly pushing through but scattered showers would be in the forecast for the rest of today. So keep the wet weather gear handy. Developing news in San Francisco. Crews are preparing to remove a 30ton concrete pump from a platform on top of tehama street at a construction site there. The platform gave way yesterday and prompted big concerns that the heavy pump could fall to the ground. Officials say it doesnt pose any immediate danger right now. Construction crews will decide whether its safe to remove the pump during the rain. Part of the platform failed yesterday afternoon and started tipping over. Roughly a dozen buildings had to be evacuated and many people from their offices. Firefighters escorted people back to their condos and buildings and cars last night six hours after they were evacuated. All streets except tehama were reopened by 9 30 last night. Businesses across the bay area are going to shut their doors as workers plan to boycott. The nationwide protest is called a day without immigrants. Abc7 News Reporter matt keller is live in san jose. In fact, this is going to be closed all day today in support of the day without immigrants protest. Now this comes in response to President Trumps travel restrictions and crackdown on illegal immigration. Thousands of people are expected to participate or show solidarity with the protesters here in the bay area and across the country. In oakland, the owners of this supermarket closed all five of their stores for the first time ever. We decided that the 13 years of business weve been here, weve got closed a single day, and it should be a big impact. Reporter the owners say 20 other east bay businesses have also agreed to close. Handful of bay area restaurants have tweeted they will be closed today as well. A rally is also taking place in San Francisco city hall. Is th that starts at 9 00 this morning. Oroville dams Flood Control manual has not been updated for half a century. According to the sacramento b, the manual determines how much space should be left in the lake for Flood Control during the rainy season. Experts say there is no indication that the outdated information led to the Current Crisis because it stems from structural failures. However, it could point to larger operational issues, especially since the manual does not account for advances in hydroology, meterology, engineering or climate change. A russian spy ship is moving up the east coast of the u. S. Right now. Its about 30 miles off the connecticut coast this morning. Reporter hi, natasha. We are stuck in it. We are northbound 880. We arent moving very quickly. Ive been tracking our progress. In 18 minutes, we have gone 1. 4 miles. So, very slow going here. 880 northbound in oakland. Here is why. Weve got video of the accident scene for you. This is a big rig that jackknifed at 5th avenue in oakland. One lane is closed right now, and that off ramp is close. So they did get most of the lanes open, which was good progress, but still, the damage has been done. And i would write off this area for your commute if you can because theyre going to take some time to recover from this. The chp told me right now the estimate is that theyll get this all opened back up in an hour but that is only an estimate. They did have major injuries in this accident. So they had to respond to that and then theyre going to have to clear this out of the way. So, if this is an area to avoid if you can. We are seeing a lot of big rig trucks in this congestion along with cars, all trying to get through here. No rain right now. That is the good news. There was, though, heavy rain in the Early Morning hours. There is some concern, some fear that the weather did play a role in this accident. As of right now, too early to tell. So if that doesnt convince you, i dont know what will. Big rigs are allowed to use 580, actually, today. Normally they dont permit that. Scattered showers from woodside, palo alto, weve also got stanford across the dumbarton bridge and that is going to be the trend through the rest of the morning commute. Sky7 is showing you here that building, 33 tehama in the city south of market neighborhood, the platform forced evacuations of several nearby highrises yesterday. The situation yesterday. Heres a closer look at exactly what went wrong. A strut holding up the platform on the 35th floor failed, causing it to start leaning. On the platform is a large concrete pump and weve circled that on the screen. Nearly 12 buildings were evacuated nearby. You can see some of them in red. Only a Business Building at 44 tehama street remains closed at this point. Tehama between 1st and 2nd street also closed indefinitely while crews remove the pump. The fremont street was also closed yesterday and that is back open this morning. Firefighters escorted people back to buildings and cars last night and for some, it was six hours after they were initially evacuated. Many workers left their jobs without keys and wallets. Some condos were affected. Its one of these situations where in essence theres not much you can do about it. So, its a situation where you have to keep cool, trust the fact that the city has this under control. The information will get to us when it can, and try not to overreact. Roadblocks on several streets left cars stranded and snarled the commute. All streets except tehama were reopened by 9 30 last night. Construction began if 2015. The building is going to be 278,000 square feet. This is an Apartment Building with more than 400 units. Theres going to be retail space on the ground floor and leasing is supposed to begin this year. A lot of feel posting photos online, including debra who tweeted this photo after being evacuated next door. This mornings storm is drawing concern about flooding due to the nearly full anderson reservoir. The reservoir in morgan hill is 99. 3 full. Crews are releasing water ahead to have the storm and theyre hoping to keep coyote creek from flooding and impacting homes along its banks. We have a number of very lowlying communities that are close to coyote creek that are still in the floodplain, so there is a risk that some of those areas could flood. The reservoir does not meet federal seismic standards that specify it not exceed 68 capacity. It could take up to nine weeks to drain it to that level. Just as thousands of people are being told they can go home to oroville, the feds are beefing up their resources preparing for the worst. Fema is staging an Emergency Response team at Travis Air Force base in fairfield for the oroville dam emergency. 60 trucks and 30 personnel expected to be in place by today. Theyre going to be ready to help emergency efforts just in case the backup spillway at the dam fails. State regulators say they are monitoring both spillways and the lake level as storms move in over the next few days. Some evacuees are refusing to go home, even though mandatory evacuation orders have been lifted. A few who did go back found their homes got burglarized. Deputies made several arrests. This morning, crews are still working to shore up the area around a mudslide on highway 17. Caltrans contractors are working on an 8 foot high to prevent falling debris from crashing on to cars in the two active lanes. This is a mudslide damaged a news van with one of our own abc7 news colleagues inside. In a separate incident, it also damaged another truck. Both people survived. Right now, the southbound lanes are configured for twoway traffic. The northbound lanes are still closed. Commuters are getting fed up with the traffic delays all of this is causing. Where are you going to go . You have to stay on 17 which means everyones on there or you go down 101, cant go to 156 because thats closed. Got to go down to 129, which theyre building down there. And literature back in through watsonville then up. The daily drive over highway 17 now as long as two hours and you just heard him say back roads not an option because of similar storm damage. Caltrans is postponing the reopen date for highway 37 now as more rain is hitting the north bay. This is what it looked like for much of this winter. Sky7 showing you the flooding from storms earlier this month. Heavy rains closed three miles of highway 37 last week. Officials say it will remain shut down until at least february 25. Caltrans has commissioned 8 million worth of work to get the road reopened and keep it that way. Crews are installing a corrugated wall to help keep the water out. New video of that paving project on westbound 880 through the altamont pass, crews wrapped up their first night of work this morning around 4 00 a. M. Look at that backup. Drivers had to deal with this as they were trying to get to their to work. This is a problem thats going to be happening during this construction. The new pavement will be a relief for 200,000 commuters that use that freeway each day. Work will be conducted from 10 00 p. M. To 4 00 a. M. Each day and its scheduled to be done in a month, weather permitting. One of President Trumps Biggest Campaign promises could be getting a twist. Jessica has that news story at the live desk. Good morning. Yes, build that wall. That was Donald Trumps promise, campaign promise. Its what he wants, but experts say build a fence. Cnn reporting career officials involved in the planning are going to be recommending a fence instead and that it would cover half the length of the u. S. Border with mexico. At this point, theres no final plan, but the department of Homeland Security is looking into it. A fence would be certainly cheaper than a wall and faster to build. No word on exactly when the official recommendation will happen, though. Happening today, the Santa Cruz County District Attorney is going to announce his findings into a deadly shooting investigation involving an officer. Skroousz applies say 32yearold sean arlt was armed with a metal rake during this incident in october. They say he was pounding on the door of a house near chase and getchell streets. They say he was threatening to kill people inside that home. Officers tased him at first but when that wasnt effective, an officer shot and killed him. Arlts family says he suffers from mental illness. The Police Department plans to hold a press conference this afternoon following the d. A. s announcement. Berkeley police say they will keep better details when officers use force during demonstrations and protests. Of a lawsuit stemming from a lack lives matter protest in december of 2014. 11 people claimed they were victims of police brutality. The city will pay 125,000, some to victims, some to cover attorneys fees. The city is also committed to ekwipt officers with body cameras. Just the right lane is open right now along with that off ramp. The two left lanes are blocked due to flooding and we had just a lot of crashes in that area due to that high water. You can stick to eastbound 80 and take cutting boulevard or richmond parkway if youre coming from the north. A decent alternate for you. He came up to get here quickly. Once he gets the big rig out of here, things are going to start happening quickly. Thats the biggest obstacle they face. Its slow going getting here, though. We took 20 minutes to go 1. 5 miles. So, this is an area you want to avoid for now. They are thinking that theyre going to get this reopened within the hour. So, this will start to clear up. But the damage is done. Theres such a backup its going to take a while to ease all of this up. So, if you could avoid northbound 880, that is the advice of the morning. We are at the 5th avenue off ramp, which is just opened. I just saw the first car go down it. More progress to report for you. The 5th avenue off ramp is now open. Only one lane closed through here. Thats where the collision is at 5th and that off ramp just reopening as we speak as amy mentioned so the far right lane is blocked. Three left lanes are open but had the two right lanes blocked for quite some time this morning. Zooming out just a bit. I want to compare 580 and 880 here. Which one do you want to take . Probably the one going 53 miles an hour and chp is allowing big rigs to use 580 for an alternate. Normally that is not permitted. It is backing up closer to the maze but so is 80 and thats the normal crawl as you get words the bay bridge toll plaza. Several other issues. Another sig alert. Westbound 580 heading towards the richmondsan rafael bridge, regatta boulevard have the two left laned blocked. You can use cutting boulevard or richmond parkway. And we have this disabled semi, westbound 80 at sonoma boulevard before you get on the bridge. And youve got about a fivemile backup through vallejo. Quickly want to show you drive times too.
