The mandatory evacuations remain in place this morning for 188,000 People Living below the oroville dam. Officials want to stress the dam itself is safe. The concern is over the dams emergency spillway. Crews are racing to fill a giant hole that opened up in the earth. They hope to drop the lake by 50 feet before the rain returns. Right now, its down 10 feet. Fema has mobilized a task force to work with the other agencies and evacuees are being told to be prepared to be out of their homes for days, possibly even weeks. And no word yet from the white house on whether its going to grant governor browns request for emergency funding. Helicopter crews from across the state have been put on stand by to help fill the holes were talking about in the oroville dam. This crew came from red bluff. They are working with jeerlgss and engineers to find the best places to put twoton bags of rocks. Its more a numbers game. The more rock, the more general mass we can in those holes, the better. The helicopter crews are focusing on areas that arent easily accessible to trucks. Pilots say they expect to be making trips for several more days. Crews trying to work fast in sacramento. You can see dozens of people inside of this building. The office of Emergency Services coordinates all of the agencies who are working on the dams spillway as well as services for people who are evacuated. Lieutenant governor gavin newsom toured the operations yesterday. He said the emergency in oroville is a wakeup call and warned the shasta dam in redding has similar problems. That reservoir is the largest in california. A federal official reveals that the oroville dam has been running under a series of temporary licenses for about ten years. Its old permit, which was good for 50 years, actually expired in 2007. The state department of Water Resources applied for a new 50year permit before the old one expired. The federal agency that approves these permits said it just vefd all the information it needs this past december. Theres no word on why it took so long to gather that information. With largely empty towns, Law Enforcement becomes a critical piece in keeping the peace. Officials say they have some reports of looting in butte county and they made an arrest. With nearly 200,000 people evacuated, crime appears to be almost nonexistent. Many evacuees are staying in shelters. Others like this family turning to hotels while they wait this emergency out. Abc7 was in fairfield where a family of 40 from uva city was staying. And they shared their evacuation story. One veterinarian here in San Francisco has seen five cases of leptospirosis in the past two months. They usually only see one or two a year. One dog, a 13yearold named gertie, died from the disease. The water level at Lake Oroville is coming down this morning. However, the danger remains. Engineers scrambling right now to repair a emergency spillway at the dam with another round of storms quickly on the way. A. M. 7 News ReporterJonathan Bloom is live at the dam for us. Reporter good morning. Our drive up here was dark and silent, not another car in sight besides the three Police Checkpoints we passed through and then we got here. Look at the difference here. Workers have been working here throughout the night. Those flat bed trucks keep pulling up with truckloads of sandbags. Forklifts getting the sandbags off the truck within 15 minutes and go back for another load. You can see the heavy machinery moving these boulders around. All of this to shore up those two spillways. The concrete spillway and the dirt hillside, the emergency spillway that began failing when they had to open it up to take pressure off the main spillway. Lets take a look at video of the situation. The main spillway is a concrete water slide of sorts, became damaged due to the huge volumes of water that were gushing down it from the rainstorms. In order to keep that from getting worse, water managers diverted the flows on to the dirt hillside that is the emergency spillway. That spillway had an emergency of its own as the earth began to give way, washing out a road and endangering the wall. S that why all those communities have been evacuated and why theyre now working to repair both spillways while at the same time letting water out of the lake as fast as they can. The lake levels are continuing to fall. Our objective is to lower the lake level by 50 feet in order to prepare for future inflow of water. Were using a wide variety of monitoring techniques, including 24 7 people on the ground, live feed video, and drone resources to make sure that we understand the dynamics behind our existing system. Reporter their goal is to let 50 feet of water out of the lake. The timeline now is by tomorrow night, when those rainstorms are expected to commence. Back here in our live picture, you can see the race against time, just crews have been working around the clock by these gasolinepowered lights. Making these temporary repairs just to tide us over until they can do something more permanent to get us ready for the spring snow melt. Authorities say they will give us an update later today, possibly around noon and they are keeping an eye on the situation, not yet saying anything about whether people will be allowed to get back to their homes pfs that the a quite scene. Governor jerry brown says he is keeping a close eye on the oroville dam crisis but not planning to stop by because he has faith in the people who are managing the situation. Im going to leave this to the engineers and apply whatever appropriate management and monitoring and good skeptical eye that i can apply. But i dont have to fly around and wave at you guys. The governor says he welcomes any scrutiny. He says the more eyes on the problem, the better. We are getting a unique perspective on the situation in oroville this morning. Take a look. The flight crew says the infrared cameras help them see the dam and spillways more clearly as they keep an eye out for any new problems that develop. The agency has three helicopters and two airplanes currently patrolling in oroville. This morning, 188,000 people chased from their homes are still waiting to learn when theyre going to be able to go back. Many evacuees left the area and are staying at towns to the north and the west, anywhere out of the way of potential disaster. My daughter wanted me to get a place to stay for maybe three to four days until they work this out, to see if its going to work. I dont think were out of the woods for a while yet. The weather weve had this winter has been phenomenal, thank goodness we didnt have full reservoirs to begin with. I can only imagine the mess wed be in then. Once they know when the evacuation is going to be lifted, theyll announce the plan. One woman and her family are deciding to stand their ground in downtown oroville. No, i have family that lives farther up and outside of town so if anything were to happen, we would slide that direction further but i think were all right here. She also says the backside of her home leads into a hospital parking lot so her family can get there quickly. Abc7 news was in downtown oroville last night. For the most part, it looks like a ghost town. Only a few businesses remain open. Local police are among the few cars on the road. They are checking to make sure that looters do not move in. Many Business Owners doing what they can to protect their livelihood. These are the scenes in oroville. Many of these places putting up sandbags in front of doors just in case the water comes into town. The county has set up several sandbags loegs. As you know, there is more rain on the way. Has been statuing the warm springs station fulltime with eight workers even though no trains will be running for athlete two months. B. A. R. T. s website says only a small amount of relatively minor work remains to be completed but why staff it with someone here every weekday from 4 00 a. M. To midnight and a little bit shorter hours on the weekends . The chronicle quotes b. A. R. T. Officials as saying the Union Contract allows employees to sign up for station postings twice a year in january and august and officials put the warm springs station on the august list, thinking it might have opened before now. But it didnt. And this is what theyre paying their employees. The five station agents receive more than 73,000 a year and the one train dispatch supervisor salary is more than 89,000 a year. San Leandro Police are asking for your help in tracking down driver who shot and killed a man in front of his wife and little kids. It happened on sunday night around 9 45. Police found the victim in the parking lot of Kaiser Hospital and thats because his wife drove him there. She tells detectives that her husband got into an argument with another driver and that person opened fire as both cars traveled down the street. The woman whos identifying herself as his wife slid over in the driver up against the driver, the victim himself, and actually operated the vehicle. Weve been showing you these images all morning of crews at the dam loading those giant bags of rock and check this out. We are now getting our first look this morning at what happens next. This video just released a few moments ago from the california Highway Patrol shows helicopters picking up those bags and taking them over to the giant hole in that emergency spillway, using the rock to help shore it up. Those helicopters are critical in this operation because its too big and dangerous for any ground manpower. Crossing the Santa Cruz Mountains is getting more difficult by the minute. Mudslides have reduced traffic on highway 17 to just one lane in each direction and now this. A new sinkhole has forced a closure of the main alternative to highway 17. Soquel san jose road is now closed twine amaya ridge and olsen road. Its a major crisis to have that road closed along with 17 down to two lanes and along with bear creek. We are definitely suffering this year. Public works says there is no immediate plan to reopen the road and it is asking for your patience. The weather is going to be just perfect outside, maybe to take a walk with your dog, i know im going to do that, but listen to this warning before you take your dog to the dog park. Very important for dog owners. A potentially deadly bacteria is spreading thanks to all the rain weve been having recently. Amy hollyfield is live at debos park. Reporter when youre out walking this morning, or today later today with the dog, dont let the pup drink from the puddles of water. Weve had a lot of those this winter. Because the bacteria can live in water for days or months, and that is how your dog can get sick. One Veterinarian Office here in San Francisco has seen five cases of leptospirosis in two months. They usually only see one or go a year. They think it could be because of all the standing water from the rains. At least one dog has died from it. A 13yearold cattle dog named gertie. Her owner wants to get the word out to other dog owners. She says shes too emotional to talk about it right now on camera, but she did talk to us over the phone. It came on pretty hard and pretty fast, which is the scary part about leptospirosis. Before you even know you have it, its too late to do anything about it. If i can save one pup from going through this horrible fate and one owner from the heartbreak i went through, then i did my job. Reporter so sad. Symptoms include letter jooe and decreased appetite. Also vomiting. There is a vaccine and vets in San Francisco are now recommending it strongly because it is spreading so quickly right now. The vaccine doesnt cover all the strains of the disease, but theyre telling us it is the best preventive measure that we have. That and avoid all those puddles out there. Happening today, a move to prohibit the sale of dogs and cats in San Francisco that are not from Animal Rescue organizations. The San Francisco board of supervisors plans to vote on legislation to amend the Current Health code. The goal here is to eliminate the number of pets that come from puppy or kitten mills. Proponents say the mills promote largescale breeding and produce unhealthy pets. A legislation also prohibits the sale of dogs and cats under 8 weeks old. The latest come from a group of nine homeowners. The suit goes after Millennium Partners for allegedly withholding information on the risk of the building sinking. They claim the developer was aware the structure had sunk significantly and failed to let prospective buyers know. The lawsuit also accuses the joint authority of magnifying the problem with construction of the Sales Force Tower next door. Happening today, another attempt to demolish an ice rink. It actually shut down nearly four years ago now. Spi holdings bought the land with a condition to keep the rink or turn it into a similar recreation recreational spot.
