Okay, yeah, we have had a couple spinout crashes here this morning. Taking another look at walnut creek, i thought it was just that wet pavement slowing us down on southbound 680. Turns out just before highway 24, we have something in lane number two so that is the left center lane trying to get to the bottom of what that is but a quick check of drive times, still pretty average there, highway 4 to walnut creek, 10 minutes, pretty heavy out of the Central Valley and thats where we have heavy rain, 55 minutes, tracy to dublin illan update on the walnut creek situation coming up. In marin county, residents and businesses are preparing for the upcoming storms. San anselmo, rain already starting to come down and people there getting ready for the series of incoming storms. In novato, barricades of sandbags protect homes on lauren avenue after a nearby creek overflowed last week. In sonoma county, theyll be watching the rain closely. They are anticipating the Russian River will not reach flood stage this time around. Of course many neighborhoods there were left underwater just days ago. Caltrans crews are scrambling to secure a hill where a landslide came down eight days ago on highway 17 near scotts valley. Theyre installing that 200foot long section of chain link fence designed to hold back rocks and boulders from crashing down on to cars. The slope is stable at this time. Just the soft stuff that got left behind, we couldnt reach when we were cleaning up. This is a protective system against that. There is further assessment to check the stability of the slope and come up with a permanent solution down the road. It was at this spot last week where one of our own abc7 news vans was krurked by a massive slide shortly after 3 00 in the morning. One of our own colleagues was hurt and is still recovering. Orindas Still Council has ratified a local state of emergency because of this big sinkhole on miner road. It was caused by a huge storm that moved through the weekend before last. The repair expected to cost about 1 million. The declaration lets the city allocate money to fix the sinkhole and that work is going to take about 1 month. With more rain hitting the bay area, it is a good time ore mind you that a lot of communities have sandbag filling stations set up. And most places, they supply both the bags and the sand. You want to bring a shovel, though, just in case the location doesnt have one. We have a list of sandbag locations on our website, abc7news. Com. Police investigating a driver who struck a house, found out that he was shot and killed. Happened on 13th and simmons street in antioch. Ab 7 News Reporter lonni rivera is there right now. Reporter natasha and reggie, neighbors heard a loud crash last night here in this neighborhood and you can see behind me, there is some smashed down shrubbery in the front of this house and the thats where the driver of this prius crashed. Investigators were towing the vehicle away this morning. The victims identity has not been revealed. We just know hes a 27yearold man from martinez. Police first responded to a call about the car running into a house and that was just after 9 30 last night but when they arrived on scene, they found the driver inside suffering from a gunshot wound. He died. Now, tlrm residents inside the house at the time. Those people were not injured. So this morning, police are asking anyone who knows any information about this to contact them. Contact them. We have been watching a live images out of houston, texas, and i want to show you, our camera is moving around there, but i want to show you this flood water as weve been watching this and i want to show you this new video is that we have of the bus driver actually being residence cued from a bus that got stuck in those rising flood waters. If you look on the screen, you can see shes actually lifted to safety by one of those passengers. We do know it was a passenger that was able to rescue her. She wasnt able to walk through that water that was waist high and you can see also that suv thats stuck in the flood waters and just how high that water got. Almost to its rooftop, and i have been monitoring live images as i mentioned throughout the morning for you on this situation. At this point it doesnt seem like the waters are have receded much. In fact, we heard a report from our abc station just a short time ago saying that that water is going to continue to rise throughout the morning. They have been battered with rain. You see our reporter there. You can see how high that water has gotten. It doesnt seem to be any better right now. Ill be watching this for you and let you know if theres any updates. So dangerous having lived there, when it rains in houston, there is nowhere for that water to go. We continue to follow more news out of houston. President george h. W. Bush in the hospital now. The elder bush is being treated for shortness of breath. His spokesperson confirms the news this morning and said the 92yearold was actually admitted on saturday and bush has had Health Issues in recent years. Hes confined to a wheelchair because of a form of parkinsons disease and he fractured his neck in a fall at the family summer home two years ago. His spokesperson says president bush is resting right now and could actually go home in a few days. One of president elect Donald Trumps advisors is calling his inauguration speech beautiful and if you were wondering if hes going to stop tweeting, the answer this morning is no. Senior adviser Kelleyanne Conway appeared on gma and said mr. Trumps speech will appeal to everyone, even the people who didnt vote for him. Conway also said tweeting allows trump to circumvent a hostile media. This is one of the only ways that he can actually connect and communicate directly with the american people. Santa cruz police have arrested three people they say lured two men to a motel with an exotic dancer ad on craigslist. Officers say the victims met 20yearold maria torres of san jose, who left the room to supposedly get more dancers. Thats when 20yearold Denzel Freeman and 18yearold Timothy Towsel came in with guns drawn. The victims left unharmed. And police are still looking for a third gunman. T. Riders and really the rest of us. A group of seven people robbed a woman at the palo street station using a taser. It happened late sunday night. Four men and three women approached the 49yearold victim as she waited on the platform. They grab her phone, pushed her, took out the taser and snatch that had phone and took off. The victim was not injured and the suspects are still on the loose. This next story, a 21yearold San Francisco woman stabbed another woman over a parking spot. This happened monday night in san mateo. The victim is 18 years old. The woman arrested faces attempted murder with a Deadly Weapon charge and we should mention the 18yearold is expected to be okay. Lawmakers trying to make it easy for new Legal Marijuana businesses to pay their state taxes. Democratic state senator scott weiner of San Francisco and tony at kinz of san diego introduced this bill yesterday. This legislation would increase the number of places where taxes can be collected. The current law only allows marijuana businesses to pay their taxes and fees at one of the 22 state board of equalization offices. The state senators say thats a problem because most of the dispensaries will be cash only and that will force the operators to drive hundreds of miles to comply with the law. Governor jerry brown looking to spend around 52 million this year on creating recreational and medical marijuana regulations for california. That includes how its sold, distributed and taxed and this is a process that legal analysts say can create some major uncertainties. Its a real crap shoot on where you sat the tax rate because if you set it too high, you give too much incentive to people in the black market to stay in the black market. Youve got to get them to come in out of the black market if youre going to have your other goals satisfied. State agencies have until january 2018 to complete the set of marijuana regulations. An east bay city may be the first in the state to roll out driverless shuttles. The east bay times reports two autonomous shuttles are now undergoing testing in concord. If all goes well, theyll begin transporting employees in april. Officials say testing will determine whether the shuttles operate on a fixed route or completely on demand. And now theyre bracing for this next one and its already been raining this morning, and this is only the beginning. Its not just businesses up here in the north bay that are ready to go. Take a look at the precautions that are in place in novato. They also have sandbags in the neighborhoods. This is on lauren avenue where the creek overflowed last week. So, theyve got the sandbags there, ready to go. People there have been tracking the storms and the water levels in their own individual ways. I guess im not 22 and always on my phone, i got a piece of paper and ran the tides and the rain and i took a highlighter and im like, okay, you know, what time is it and when is it allegedly coming. Reporter all eyes will be on the Russian River as it starts to rain again after the performance it gave us last week, overspilling its banks. It is not expected to reach flood stage this time around. But you can bet residents will be keeping an eye on it just in case. Back here in san anselmo, this downtown had to evacuate during the last storms because the creek spilled over its banks and flooded the downtown streets. If that happens again, theyre ready to go. Muir beach residents are worried that the upcoming storms could make things worse because access is already limited in and out of that area. Developing news in the east bay, police are investigating a homicide this morning after a man was shot and crashed his prius into a house. The victim died at the scene. Everyone inside the house is okay. Police are now looking for the shooter. It happened on east 13th and simmons street shortly after 9 30 last night. Police say the victim is a 27yearold man from martinez. His identity has not been released. In castro valley, up to seven people are out of their home this morning after the home caught fire. Firefighters responded just before 11 00 last night and when they arrived, the car was on fire in the driveway and the house was already burning. We have reached out to Alameda County fire for any more information, perhaps on a cause, we are waiting for a call back. And we continue watching breaking news in houston. Severe flooding. Yes, hey, things have been going have gotten worse from bad to worse. Look at this. The guy sitting there on the top of his car trying to get rescued. He called someone to get help. And i want to show you the images weve been tracking from houston throughout the morning. Cars at a standstill, stuck with nowhere to go. Heres another block at gridlock nearby. These flood waters are causing a traffic nightmare and you can see people just kind of standing there. Looks like those cars got swept by a broom to the side of the street because they are facing all different directions. The situation has gotten widespread. Weve been tracking this from the live desk all morning long. If you are just joining us, look at how high that water got. At one point, people had to be rescued from a flooded bus. Flood waters remain high. They havent receded much. Its throughout the houston area and the downtown area as well. The good news is no deaths or injuries have been reported. Also in houston today, we are tracking breaking news as former president george h. W. Bush is hospitalized. Hes being treated for shortness of breath. We have learned that the 92yearold was taken to houston Methodist Hospital on saturday. His spokesperson just confirmed the news about three house ago. Bush had had Health Issues in recent years and is confined to a wheelchair now due to a form of parkinsons disease. He fractured his neck in a fall two years ago. His spokesperson says that he is resting comfortably and could go home in a few days. Happening today, president elect donald trump looking ahead to fridays inauguration. He says people are predicting record crowds. Mr. Trump attended a diplomat dinner last night in washington. He spoke proudly of the nominees for his cabinet and said his inauguration is going to be one to remember. His team is posting ads on facebook and twitter, encouraging supporters to turn out. A california man is in the hospital with thirddegree burns after setting himself on fire outside of the trump hotel in d. C. Video shows the fire still burning after paramedics rushed him to the hospital. A source tells the Washington Post that the man is 45 years old and that he used lighter and accelerant to start the fire. A witness at the scene says he was muttering trumps name. The Trump Inauguration is drawing a Record Number of protests, both in washington and here in the bay area. Thousands are expected to participate in sister womens marches in the bay area this saturday. Many protesters fear what a Trump Administration will mean for womens rights. I think womens rights need to be protected. I think women have the right to choose and take control of their own health. Some bay area residents are headed to d. C. President obama will hold his final News Conference as commander in chief this morning. The president s eightyear term will officially end friday at noon eastern time. He will fly to joint base andrews to address his staff after donald trump is sworn in. And from there, the obamas will take air force one to palm springs. Well show it to you, also stream it live on our abc7 news app. State officials still want cities and towns to continue water restrictions even though Northern California is emerging from the drought. The state Water Resources control board is proposing to renew emergency drought mandates that have required water suppliers to keep a reserve or at least cut consumption. Those mandates include not hosing off a driveway and not watering a lawn until 48 hours after a rainfall. Officials admit its hard to persuade people to continue to save water after weve seen so many storms. Well take a round robin of some of our live tower cameras, san mateo bridge, about 0. 03 but you can see it made everything wet. Were looking westbound there. And san jose, 280 and 17, you can see the drops on the lens right there. In fact, heres a look at 82, 101, around the willow glen neighborhoods of san jose and you can see some light to moderate rain right there. Thats what were going to have through the morning, going to create slick spots but nothing like the evening commute. Cant stress enough, you need to slow down, downpours, gusty winds, ponding on the roadways, hydroplaning, even some debris falling from trees are possible. The wind are going to pick up. The most likely time frame for damage today up in the north bay, 11 00 this morning to 10 00 this evening for the rest of the us shaded in yellow there, were going to be 1 00 in the afternoon to 1 00 in the morning. The fastest ones will be near the coast and above 1,000 feet. Temperatures, 45 to about 50 on the peninsula and over towards Half Moon Bay right now. In most of us in that same range as we head into the afternoon hours. Well hang out around 53 to 58 degrees and then tonight will be degrees and then tonight will be in the mid 40s again. Hour by hour look at that rain as it marches into the afternoon and evening commute. Taking a live look at the bay bridge commute right now. Under the street lamps you can see a little mist, riglight rai out there this morning, wipers on. Overall, though, aisle trying not to jinx things. We have been looking pretty good, especially considering the conditions this morning. Heres a look at the expressway in the south bay and you can see the sheen on the pavement there and some of that road spray kicking up as well. Overall, though, drive times havent been too terrible. Quick check of those. If you are doing the 80 commute, westbound between highway 4 and the maze, about 33 minutes for you and then another 17 minutes the rest of the way. Southbound 101, San Francisco to sfo, doing okay right now. That is still in the green bay. That green. Possibly have a new probable around 280 and 101, new delay for capital corridor. Now, you can see where the bushes are smashed and it was the driver of a prius which crashed it. Now, this morning, investigators towed that prius away. The victim driving the vehicle is a 27yearold man from martinez. When officers arrived on scene, they say the driver was inside the prius, suffering from a gunshot wound. Heres a look from sutro tower and you can see the breezes are picking up but the most damaging ones will be during the afternoon and evening hours when those heavier showers in the lightning, possible thunder storms come in.
