It is a construction site. The workers have left. And again, they have their guns drawn. That area closed off. 6th and mission. Police have locked down that entire block, that surrounding area. It does appear there theres the one brown shoe fitting the description. So police have got this area as kristen said locked down and theyre going to approach this building. There were two openings there and theyre not sure if its the bank robbery suspect, but obviously they didnt bring all these police out for no reason. So thats what the premise is, that this is the man they have been looking for over 24 hours after a bank robbery in the south bay. A little more on that background, larry. It all began yesterday, of course, when a man rocked a bank of America Branch in scots valley. Right now lets go to david louie for the very latest at the scene. David . Reporter inside the area where the search is under way we have seen first a foot chase is going on by San Jose Police who are here and you can see all the construction workers are still outside here. This is a Construction Zone from the ground level where this suspect has been holed up and where they have been trying to find him. Occasionally we have heard from the helicopter a p. A. System the officers telling him to get on the ground, get on the ground, but he has not complied. Hes continued to run and elude the police. Sky 7 is overhead as you can see right now looking at the active police scene. I just saw a canine unit go by. They are arresting the suspect right now i understand on the other side of the building so we are finally getting a break in the case. That appears to be on the 10th street side of this construction site. Were at 10th and Taylor Street just north of san joses japantown. We see one of the s. W. A. T. Team units, the special response units, driving toward me right now off to the left side and they have got this area totally surrounded so this suspect was not going to get out of this square block, very large square block where a Major Construction project is under way. To the left side of what youre looking at is the Gordon Biersch brewing company. Sky 7 has the best view of whats going on. The suspect is down on the ground. As kristen and dan mentioned, the man has two different kinds of shoes on his feet. Very distinctive. They were able to find him very quickly. What we dont know is whether or not the Unmarked Police vehicle that was stolen overnight might have been dumped somewhere in this area. Weve been sort of trying to scan the area to see if its here. Were not sure how he got to this part of san jose. He was up in the lexington hills, up by redwood estates, but now sky 7 shows us from overhead it has now been zeroed into the Near East Side of san jose. Startling all these construction workers who were busy working, their hard hats still on their heads. Theyre also wondering what to do next because some of them cannot get to their vehicles right now. We are going to see whether we can talk to someone who might know something about what happened and were going to see whether or not we can get a first person account. Excuse me, did you see the suspect running . No. You did not . You did not see him running . What were you doing when you were told to leave the construction site . I was on the third floor packing up my stuff. I got a call from the office and they told me to evacuate everybody on site. Reporter how many people do you have on the job site . 70 people. Reporter did you hear police cars responding, that type of thing . Well, we heard the helicopter over there and we didnt think we were in trouble or anything. And then everybody just came swarming in over here like, what, 20 minutes ago. So they called us to evacuate everybody on site, police are on site with guns ready to shoot, get everybody out. So right now they call me, i guess they caught the guy so were good to go back and pack our stuff. Reporter are you surprised this was a good place to hide . This is a Perfect Place to hide. You could go under a sheet of plywood and they never would have caught him. Reporter were glad youre safe. Get back to work, get your things and enjoy your weekend. So there we have it, a firstperson account of how this area had to be evacuated. Well be waiting to see where the suspect is brought out. Once hes apprehended, hes going to be handcuffed and taken away. There are some very upset agencies who have been working very hard trying to get him apprehended or get him under arrest. Hes eluded them since midmorning yesterday after that bank robbery in scots valley. What has been difficult for many people, of course, is the fact that he wore a hoodie, a full face mask, he wore a hoodie and, therefore, it was hard to describe exactly what he looked like. And then he changed clothes. He broke into a house last night, he took a van, changed his appearance and then of course stole the Unmarked Police vehicle from a residence early this morning. So theres been a lot of effort that has gone into this, a lot of manpower, a lot of canine units as well that have been searching, trying to catch his scent and try to track him down. As we say, we dont know exactly which way hes going to be coming out. Once they apprehend him. But were sure there must be a vehicle here to transport him to jail as soon as they can. Thats what we have right now. Were live in downtown san jose. David louie, abc 7 news. All right, david, thank you. It certainly looks like at this point that the situation has ended, judging from the relaxed stances of the officers and the smiles on the construction workers faces. Hopefully it has ended. Again, hopefully with no injuries and no shots fired, anything like na. And the assumption, again, is this is the bank robber they have been searching for the past 24 hours. We have no confirmation at this point but well update you as soon as we get information. Youll have it and well put it on the website and the abc 7 news app. Our other top story tonight, the outcry after the latest executive order from President Trump. This afternoon at the pentagon, the president signed an order he says will keep radical islamic terrorists from entering the United States. Im establishing new vetting measures to keep radical islamic terrorists out of the United States of america. We dont want them here. The white house just released a full text copy of the order, the fourpage document includes a 120day ban on all refugees. It also ends the Syrian Refugee Program indefinitely. Refugees may be admitted in the meantime if officials determine that a person is a religious minority in their country and facing religious persecution. Civil Rights Groups and many elected officials across the country and here in california are furious about this tonight. Nancy pelosi of San Francisco put out a statement and tweeted this administration has mistaken cruelty and prejudice for strategy. This is not who we are as a country. And the minority leader of the senate, chuck schumer, tweeted there are tears running down the cheeks of the statue of liberty tonight. Bay area representative zoe lofgren tweets this plays right into isis recruitment efforts. Mike pence tweeted calls to ban muslims from entering the u. S. Are offensive and unconstitutional. Pence has not commented on this latest order. If you want to read the order itself, we have it posted on our website, abc7news. Com. Reporter Surveillance Video shows four i. C. E. Agents outside the Good Samaritan Resource Center around 9 20 yesterday morning. At the time Good Samaritans preschool was in session and the threestory building was full of families. They created a lot of fear because we just were not aware of what was happening. Reporter the executive director says one i. C. E. Agent came into their lobby and told an employee they were looking for two people at 1290 potrero avenue w avenue, which was the apartment complex next door. You can see them leave and try to get into the locked gate. U. S. Immigration and Customs Enforcement says one of their bay area fugitive operations teams was looking for a convicted sex offender who they want to deport, but the timing and location of the i. C. E. Agents search scared families so much that many didnt show up to the center today. We serve a large number of families, many are immigrants. A campaign is under way in the east bay to have five schools break away from mt. Diablo Unified School District. The district includes schools in concord, walnut creek and pleasant hill. As Leslie Brinkley reports, its led to a nasty social media battle over local control versus diversity. There are 56 schools in the vast mt. Diablo Unified School District and thousands of parents at five of the schools want out. Yard signs have cropped up everywhere in neighborhoods around bancroft, and other Elementary Schools along with Foothill Middle School and north gate high school. And we see this Secessionist Movement as not only shortcited but incredibly many dont want a separate School District. So we are looking at a new School District that would be predominantly white and the students at our schools currently who are intra district transfers will not be at our school sites anybody. Reporter were not changing anything. The seats in our schools are exactly the same. Were following the attendance area set out by mt. Diablo School District. Reporter the founder of the movement called caps says its all about low performance numbers district wide and having local control. We just believe mt. Diablo is too large. Its 32,000 students. Reporter those who want to create a new district collected 6,000 signatures on petitions so the issue will now go before the county this spring. It would then go to the state and could potentially ending up on the ballot in 2018. Mt. Diablo Unified School Districts superintendent declined to go on camera but said this week they adopted a resolution to oppose the schools trying to leave the district. And its not at all in i think the best interest of the district to allow this to continue, and its unfortunately been very divisive and very negative. Reporter some teachers say the digs on social media have gotten personal, as the war over spinning off a new School District accelerates. In walnut creek and concord, im Leslie Brinkley, abc 7 news. League owners are expected to vote on the application in late march. Right now the raiders pay 3 million in annual rent at the coliseum in oakland. The 49ers pay 24. 5 million at levis stadium.
