He works with station 49 fire crew and lives in the excelsior neighborhood and he set off a explosive in a neighbors flower planter and slashed the tierz of six vehicles and he faces charges of vandalism and setting off an explosive device and possession of explosive materials. At 6 00, vic lee talks to neighbors who say theyve been terrorized by him for years. 24 hours after his arrest, the mayor of stockton said he is innocent. Silva is charged with playing strip poker with a minor and alcohol was front and center. Laura anthony is live at city hall in stockton with the latest on the story. Reporter we were told before this press conference that the mayor wanted to spoke to the residents of stockton directly and he would not take any questions and that he would not address his arrest or the allegations against him. The San Francisco Health Department has confirmed two new cases. This brings the total in the city to ten. Officials say there is no risk to the public at this point. Just yesterday we learned two california babies were born with the zika. One in berkeley. They were infected overseas, the mothers were. Meanwhile, the zika carrying mosquito has been detected in men lo park. Lyanne melendez looks at how the virus spreads and what is being done to keep it from spreading in the area. This doctor from ucsf has come up with a device that could sequence multiple viruses, including zika. It reads out the dna sequence. Reporter the goal is to test up to ten people for the zika virus in under six hours. Even though the mosquito that is able to carry the virus is in california, there is so far no evidence that in california that any of the mosquitos are infected with zika. That is the case in menlo park. This is one of the cups that we have in men lo park. Reporter casey is checking one of the traps put out for the carrier of the zika virus and he is looking for eggs. And we took it back to the lab and put it under a microscope and noticed that we have aedes aegypti in our county. It was discovered in this men lo park neighborhood while monitoring another mosquito. We are founding it in a tem terri and we suspect it was brought in with plant material and that holds water continuously. Reporter they traced it back to the southeast part of the country, possibly brought here by a nursery. Just take a look around because mosquitos could breed in any type of container. Reporter the mosquito and sector control immediately reached out to neighbors an now they inspect 7 h00 homes in a o and a half mile area every six weeks and they have been so proactive they have not found any signs of the mosquito in more than a year. Lyanne melendez, abc 7 news. The u. S. Has given the go ahead to fight the zika virus with genetically modified mosquitos. The food and Drug Administration said a uk based oxitec could start trials this fall. The reengineered mosquito contains a selflimited gene that when they breed they die before reaching adulthood and the plan is to breed it where the zika virus lives. And the west nile has claimed a first life in california. A state Health Official did not identify the person or release any further details. Last year 53 people died in california after contracting west nile and officials warn the elderly are particularly susceptible. West nile is spread by birds and mosquitos. The Sonoma County sheriffs deputy who shot and killed a santa rosa teen lopez two and a half years ago has been promoted. He has been promoted to sergeant. He is a 19 year veteran of the force. The agency said he successfully passed a Civil Service exam for the promeotion and he will get bump in pay. He fatally shot the 13yearold as he was holding an air soft rifle. He was cleared of any wrongdoing in the incident. Police in concord has arrested a felony gang member accused of having guns. They posted this picture on the facebook page. They seized 7,700 in cash which he earned from selling drugs police say with, with two handguns with a highcapacity magazine and they found several pounds of drugs. Weve seen it in the past along the peninsula after big rain storms and now there is a new project to protect homeowners before the next big storm hits. Sky 7 hd flew over the creek today where you could see it is going through a Major Overhaul to keep the creek from overspilling the banks. This map shows where the work is happening. It will cost more than that in order to reengineer the creek to prevent future flooding. Factoring in rising higher tides as a result of rising sea water. 5700 homes and businesses lie next to the San Francisco creek in East Palo Alto, palo alto and menlo park and those cities learned in 1998 the creek is too narrow to handle the flow of storm water. And streets and yards were flooded and residents had to evacuate. Another bad flood followed in 2012. These are not levies, they are piles of dirt with no stability and strength and weakness we thought we would lose in 2012 so this is something that is long and coming. This couple have had to evacuate when the creek overflowed. You look around and see the houses are below the level of the creek and the creek is just simply a dirt mound. So the probability of a destructive flood is very high and that is always in mind. Reporter a groundbreaking ceremony marks the start of a 41 million project to build new flood walls to widen the channel and relocate a levy in the lower creek. Work is underway to address flooding where the creek passes under the bay shore freeway and in time the upper creek will see work on bridges that constrict flow. Were going to remove those and rebuild them in a way they are no longer restrictions and widen the channel in places, that wont provide a 100 year flood but it will protect some. And some may get a break on mandatory flood insurance. Their general guideline is if you have the protection from 100 year event, you would not need the flood insurance. That could be a saving of over 1,000 a year. In East Palo Alto, david louie. Abc 7 news. This week federal prosecutors lowered the potential fine pg e faced in the pipeline explosion from over 560 million to 6 million. State senator jerry hill who represents san bruno called that decision shocking. But today told abc 7 news he has spoken with the u. S. Attorney and that under current law the lower fine makes sense. Hill said what needs to change is the law so that the fine fits the crime. As far as corporate behavior were not going to change the corporate behavior of pg e or any other corporation until we send someone to prison, someone who made the decision to divert 500 million from safety and bonus and maintenance, that person who made that decision should go to prison. The blast killed eight people and destroyed 38 homes and pg e faced 12 criminal charges in the case which is under deliberation by a jury. Containment on the soberanes fire has climbed to 35 . It has grown to more than 53,000 acres. The wildfire has burned 57 homes and is blamed for the death of a cal fire contractor. Evacuations remain in place for thousands.
